CAMINO RECTO Y OTRO CURVO.
Él no era pastor, y nunca había tratado a ovejas.
ahora qué?
ACABAS DE FORMAR UN SUB-CONJUNTO CAFÉ Y OTRO SUB-CONJUNTO BLANCO, LEYÓ EN EL MAPA.
AFUERA DEL CORRAL HAY UN BOTE. EN ÉL ENCONTRARÁS UNAS CAMPANAS. PONLE UNA A CADA OVEJA. NO DEBE
5
"Claro," gritó el nomio. "¡Es la oveja negra!
AHORA, PONLE SU NÚMERO A TU LÍNEA DE PIEDRITAS, Y A TU LÍNEA DE PIEDROTAS.
"¿A ver?", dijo el nomio. "Una piedrita más otra son dos. Dos piedritas más otra son tres..." Tenía nueve piedritas y diez
piedrotas.
Científicamente entonces, existe una química interna que se relaciona con nuestras emociones, sentimientos y conductas;
“ls there radioactivity in México”
RADIOLOGICAL SECURITY AND RADIOACTIVE WASTE
Radiation is part of our lives.
Living beings receive radiation naturally from sources such as the sun, the earth's crust, the food we consume, the water we drink, the
construction materials and the television, to mention a few examples.
In addition, human beings are radioactive. In our natural composition we have tritium, carbon 14 and potassium 40, among other
elements, and when we are close to other people, we are radiating each other.
Is radiation dangerous?
Radiation is necessary for living beings and in small quantities, such as those we receive on a daily basis, does not represent any risk.
We call this radiation background radiation and it does not harm living beings or the environment. .
There are some radioactive materials that have been able to save millions of lives, as in the case of nuclear medicine. Other
applications occur in agriculture, industry and research from which they derive multiple benefits. After being used, these materials
become the so-called radioactive waste.
12
Unlike others, the waste produced by the nuclear industry is conditioned, stored and monitored in such a way that it does not
pose any risk to people or the environment.
It is important not to forget that radioactive materials decay at a certain time. That is, radioactive materials progressively
decrease their radiation emission until they eventually cease to be radioactive. .
The materials used in nuclear medicine emit small doses of radiation. This ensures that they do not harm patients and that
their waste decays in a short time.
70% of the radioactive waste originating in non-energy activities in Mexico comes from the medical area and the rest
originates in industrial and research applications.
In Mexico, all organizations that use radioactive sources, in any of their applications, are regulated by the National
Commission of Nuclear Safety and Safeguards (CNSNS), including the National Institute of Nuclear Research (ININ)
Do radioactive waste have any use?
No use is given, they are only temporarily stored in surface facilities, and until the country has a disposal center.
13
How are radioactive waste treated in the PATRADER?
The PATRADER treats solid radioactive waste by two techniques: compaction and dehydration; aqueous liquid radioactive
waste by precipitation and radioactive decay. In the case of sealed sources, by immobilization.
The PATRADER classifies the waste it receives in:
o Liquids
o Solids
o Spent sources.
The PATRADER treats all the radioactive waste it receives according to the recommendations and standards that the
International Atomic Energy Agency has recommended to its Member States. In this context, the PATRADER treats solid
radioactive waste by two techniques: compaction and decay; aqueous liquid radioactive waste by precipitation and
radioactive decay. In the case of sealed sources, by immobilization. Next, each of these is explained:
o Compaction: Consists of reducing the volume of compactable waste (paper, cloth, plastic, etc.) by means of a pneumatic
and / or hydraulic compression system. This system significantly reduces waste volume by optimizing space and storage
costs.
o Radioactive decay: This process takes advantage of the natural way in which the unstable atomic nuclei seek their
energetic stability, emitting radiation (of any type) or emitting particles. The decay time depends on the half-life of the
radionuclide.
o Precipitation: It consists in removing the radioactive material from the liquid using suitable chemical substances. These
substances promote the formation of an insoluble material, which concentrates the radioactive material, and which is
easily recoverable by gravity. Through this procedure the radioactive material is concentrated in a small volume. The
recoverable solid is subsequently immobilized.
o Immobilization: Consists in incorporating the radioactive waste to a solid matrix in order to avoid its dispersion.
Depending on the type of energy it emits, it will be the type of immobilization that is applied, for example in the
case of a gamma emitter, the ideal material for immobilization is the
lead. Once the radioactive waste has been immobilized, it is incorporated into a container to facilitate its transport
and handling.
14
Each drum is labeled with the following information: Identification of the drum, type of waste, radioisotope, activity, radiation
level, date of container and weight. Detailed records are kept in paper and in digital form of the data of the drums and
their location within the warehouses.
In summary, the techniques applied in the PATRADER to the management of radioactive waste can be classified into four
categories: compaction, decay, immobilization and precipitation
CENTER OF STORAGE OF RADIOACTIVE WASTE (CADER)
The CADER is a temporary storage center operated by the National Institute of Nuclear Research (ININ), which receives low
and medium level radioactive waste generated in non-energy activities in our country in order to monitor and control them
strictly, in accordance with national laws and regulations and international recommendations.
The CNSNS establishes the conditions for the proper management and management of radioactive materials and verifies
their strict compliance, throughout their life cycle, until they are declared as radioactive waste and later in conventional
waste when they stop emitting radiation
Is a radioactive waste storage center necessary?
Radioactive waste needs to be managed in a safe way. That is why it is so important that there is a storage center, otherwise
there would be no adequate control of these materials.
Where do radioactive waste come from?
The waste that CADER stores is the product of the applications of radioactive materials in industry, medicine and research
from all over the country. For example, hospitals generate syringes, gloves, papers, containers and cotton with
radioactive contamination, as well as spent sources used in the diagnosis and treatment of diseases such as cancer. In
the industry, waste sources are generated used as meters of industrial processes such as the filling of containers such as
soft drinks, cans, beers and others; They are also used in the measurement and control of thicknesses of laminates such
as paper, steel, fabrics and others.
After passing through the PATRADER (as described above), the drums are transported to the CADER, in conditions of
adequate physical and radiological safety and in vehicles duly authorized by the CNSNS.
15
The CADER technical staff is trained to carry out their work responsibly and effectively in the management, control and
moၮitoring of radioactive waste.
The radiation emitted by the radioactive waste stored in the CADER is contained by the drums and the buildings of the same
installation, so that outside them the radiation levels are equivalent to the background radiation. In no way can this
radiation transform objects or living beings into radioactive. It is not possible for the radioactivity of these wastes to travel
kilometers. The storage of radioactive waste does not cause any health problems.
In order to verify that radiation levels are maintained at normal levels, ININ personnel permanently perform environmental
radiological surveillance studies around the CADER in samples of:
-Air
-Surface water and wells
Land of the property and the surrounding areas
-Vegetables (tuna, corn and nopales)
The results of this surveillance indicate that there is no radiological impact in the vicinity of the CADER beyond the limits
authorized by the CNSNS.
The ININ has systematically sought to ensure that the personnel involved in the use of radiation sources comply with current
national and international regulations regarding radiological safety. In fact, in 1982 the first institutional regulation on
radiological safety was issued.
Studies carried out routinely in CADER and its surroundings are carried out in accordance with strict standards such as the
Official Mexican Standard NOM-035-NUCL-2013 and the General Regulation of Radiological Safety, among others. This
shows that the CADER does not have any radiological impact on the population or the environment
16
. In this sense, through specialized teams, analytical memories of radioactive facilities are prepared; the transport of
radioactive sources throughout the country; the radiological measurement of the whole body; the collection of solid and
liquid waste; the radioactive decontamination of people, equipment and surfaces; the temporary storage of radioactive
sources in disuse and material with fixed radioactive contamination; and the conditioning and treatment of radioactive
waste, among other actions.
What are the CADER activities?
o Temporarily store radioactive waste obtained from the use of radioactive materials in medicine, industry and research.
o Receive only radioactive waste that is properly characterized.
o Receive radioactive waste that does not have explosive, pyrophoric or corrosive properties, or liquid radioactive waste.
o Carry out surveillance of surface warehouses in order to guarantee their physical and radiological safety.
What does CADER store?
The Radioactive Waste Storage Center (CADER) is a facility that performs the temporary storage of radioactive waste that is
produced in industrial, medical and research applications throughout the national territory. The radioactive materials are
mainly used in:
o Cancer treatment.
o Irradiation of blood in hospitals, in order to de-bacteria it.
o Control of industrial processes, such as the filling of containers, among others.
o Quality control in components and pipes of industrial plants.
o Oil prospecting.
o Scientific research
17
These materials, at the end of their life cycle, need to be managed in a safe way, so that they do not become a health or
safety problem for people and the environment.
The main generators for medical and hospital applications in Mexico include spent sealed sources and open sources used in
diagnosis and radiotherapy. These wastes are generated by public hospitals such as: the Mexican Institute of Social
Security (National Medical Center Siglo XXI), the Ministry of Health (Hospital Juárez) or the National Institutes of
Cancerology, Nutrition, Epidemiology, Public Health, Mexican Psychiatry, of Respiratory Diseases, among others, as well
as by private institutions. Radioactive waste generated by public and private industries, are generally spent sealed
sources, used to control a production process or the quality control of a product for example: in thickness measurement,
fluid density, humidity, grammage, level measurement in containers, measuring the density of fluids passing through a
pipe, inspection of pipes and other activities.
Where is the CADER?
The CADER is located in a property owned by the ININ of 16.4 hectares. It has four surface industrial warehouses, an office
building (an office and meeting room), a dining room and kitchen, 4 toilets, two shower rooms, a machine room, a
weather station, and security booths. It also has different physical security systems, radiation measurement equipment,
vehicles, emergency light plants and hydrants. In general terms, CADER has the necessary equipment, facilities and
personnel to carry out its operation, control, physical security and maintenance activities.
How much radioactive material is stored in the CADER?
or 5,690 spent sources, of various radionuclides.
o Mineral and uranium tailings (724 m3).
o Rod with traces of Co-60 (102 ton).
or 5,386 drums and 1,173 containers of various capacities with: contaminated soil, compacted solids, liquids, liquids
transformed to gel, cemented sludge, equipment, rubble, plastic, iron, contaminated resins, and others
Some of ININ's services in radiological safety are:
18
Measurement of radioactivity in diverse samples. It is carried out in the Environmental Radiological Surveillance Laboratory,
in operation since 1983, it consists in the identification and quantification of radioactive material in diverse samples such
as minerals, food, water, leakage tests and others. There is an international intercomparison program to control the
quality of service.
Internal Dosimetry The measurement of radioactive material incorporated as a consequence of the handling of radioactive
sources not sealed gamma emitters, is quantified in the detector of whole body CANBERRA ACUSCAN-II, which has
two detectors of hyperpure germanium (GeHp), performing a sweep from head to foot . In the case of accidental
additions, measurements of excreta are carried out.
Occupationally exposed personnel, authorized by the CNSNS, are subjected to radiological surveillance in the same way
that an environmental control is carried out, to verify that the liquid or gaseous effluents discharged by the Nuclear
Center and the CADER do not produce radiological risk to the environment or to the environment. the population.
Among the equipment used in radiological protection work are: equipment for whole body counting; for detection of alpha,
beta, gamma and neutron radiation; the alpha, beta and gamma contamination detectors; the equipment to carry out
inspections in X-ray medical and industrial radiology rooms, among others.
In this same area, a Nuclear Detector Verification System (SVDN) was developed for the Laguna Verde Power Plant with
the aim of automating the process of measuring the optimal operating conditions of both radiation detectors used in
radiation protection, and area monitors and process monitors, devices not commercially available.
Portal-type gamma radiation monitoring system for vehicles
In the ININ, a portal-type radiation monitoring system was built, which performs a continuous radiological count, allowing
better control over the entry and exit of radioactive material to the Nuclear Center. The vehicle portal detectors are
organic plastic scintillator type, which have high sensitivity to gamma radiation and high detection volume. The system
continuously measures background radiation and automatically sets an alarm level to act as the minimum limit when
monitoring the vehicle crossing the portal.
Is the water in San José Iturbide, Guanajuato, suitable for human use and consumption?
19
The National Water Commission (Conagua), the National Institute of Nuclear Research (ININ) and the Federal Commission for
Protection against Sanitary Risks (Cofepris) reported, since April 19, 2016, in a joint conference, that water for use and
human consumption supplied to the Municipality of San José Iturbide, Guanajuato, including the communities of La Cantera
and La Huerta, complies with the limits established in Official Mexican Standard NOM-127-SSA1-1994, based on the
results obtained from accredited laboratories .
Also, as part of the coordinated work, the COFEPRIS assured that there is no relationship between the deaths of three
children and two adults due to acute lymphoblastic leukemia and the consumption of the liquid from said source of supply.
The ININ for its part, technically expresses that, by itself, radon does not constitute a risk of internal irradiation in humans,
because it is a noble gas.
The potential risk due to the incorporation of Radon in the human being comes from its content in the air, especially in cold
places where it can accumulate due to lack of ventilation and, then, constitute a risk factor. In tropical or semitropical
countries such as Mexico, this phenomenon does not occur because households have sufficient ventilation so that Radon
is not concentrated.
The content of Radon in the water of deep wells and that could reach the human being, is generally released almost entirely to
the environment during the process of purification, so the intake of drinking water does not constitute an appreciable risk to
health.
Additionally, in order to rule out a source of contamination, for more than 40 years, Conagua has conducted studies of the
national geological framework and its relationship with the physical and chemical characteristics of water, so it is aware of
the predominance of rocks with minerals. in the western portion of Mexico and, so far, there is no evidence of a risk derived
from the presence of this natural noble gas, coming from the earth's crust.
The ININ, for its part, states that since April 19 it has not received any additional request from La Cantera and La Huerta wells,
in order to determine parameters associated with radioactivity, and confirms that the last samples determined in his
laboratory of these wells were those carried out jointly with Conagua and COFEPRIS.
Finally, the Conagua, the ININ and the COFEPRIS reiterate that, as it has been done to date, they maintain a permanent
follow-up to this event, in order to act accordingly if required.
modificados.
A.
