Our experience goes back more than 100 years when Helen Kinau Wilder was given law<br />
en<strong>for</strong>cement authority to protect animals. Today, our humane officers specialize in animal law<br />
en<strong>for</strong>cement and criminal justice and are deputized by the Honolulu Police Department. They<br />
are the only authority outside of HPD who can<br />
rescue animals and investigate cruelty on behalf<br />
of the City & County of Honolulu.<br />

Barking dogs. Strays in the streets. Animal<br />
hoarders. Neglected horses. Our humane<br />
investigators are helping animals islandwide<br />
– traveling 206,133 miles from Waianae to<br />
Waikiki. In this past year, officers responded to 17,487 calls <strong>for</strong> service that included 2,120<br />
emergencies involving people or animals in imminent danger.<br />
In every case we investigate, we walk a fine line<br />
between education and en<strong>for</strong>cement, exercising both<br />
based on what’s best <strong>for</strong> the animals. Often we find<br />
that where the law lacks, our influence as advisors and<br />
partners with pet owners yields far better results <strong>for</strong><br />
the animals than a citation that may result in minimal<br />
or no penalties or dismissal. Our goal is to keep pets<br />
and people together and encourage the highest standards<br />
of animal care and compassion.<br />
