Civilian Killings In The Valley<br />

Time and again two young lives fell to the<br />

bullets of the forces in Shopian. Army<br />

reportedly entered the village to remove the<br />

banners of the militants killed a few days back and<br />

faced resistance from the residents. The State<br />

Government has ordered a magisterial inquiry and<br />

lodged an FIR against the forces. The statements<br />

made by the politicians are simply an eyewash and<br />

have not at all discouraged the forces to stop such<br />

killings. They are saddists who enjoy the game of<br />

hunting and killing. There are a number of such FIRS<br />

and inquiries pending and have yielded nothing but<br />

dust. The loss of lives in such a manner are<br />

devastating and catastrophic in nature. Management<br />

of the conflict by dilly-dallying will not address the<br />

Kashmir issue but by prolonging the issue will make<br />

things worse day in and day out. It needs wisdom and<br />

statesmanship to take bold steps in resolving this<br />

issue peacefully, otherwise death trap will continue to<br />

invite poor Kashmiris without any end.<br />

J & K government unveils Rs 80k crore budget<br />

With multiple sops for farmers and industry, the Jammu<br />

Kashmir budget also introduced a slew of new initiatives<br />

and capital infusion in Central Cooperative Banks in<br />

the state besides various amnesties.<br />

he Jammu and Kashmir government<br />

today unveiled a Rs. 80,313 crore<br />

budget with multiple sops for Tfarmers and industry while announcing the<br />

It also introduced a slew of new initiatives<br />

and capital infusion in Central Cooperative<br />

Banks in the state besides various amnesties.<br />

"Despite being liberal, my budget numbers<br />

for the year 2018-19 are looking good. I<br />

propose to spend Rs 80,313 crore in the<br />

course of the year. Of this, Rs 29,128 crores<br />

is going to be the capital spending.<br />

"This is by far the highest capital spend in<br />

the economy of J&K," Finance Minister<br />

Haseeb Drabu said in the Legislative<br />

Assembly today.<br />

He proposed to raise about Rs 9,000 crore in<br />

the next financial year, Rs 331 crore higher<br />

than the last year.<br />

Speaking at a press conference, Drabu said:<br />

"It is a balanced budget with aim of<br />

restructuring, cleaning up, protecting<br />

industries, the welfare of employees serving<br />

in difficult conditions, addressing youth. It<br />

is generally a budget people call it election<br />

budget".<br />

Compared to last year, he said, the state will<br />

finance an additional capital expenditure of<br />

Rs 3,282 crore with an additional borrowing<br />

of only Rs 331 crore. "The incremental<br />

borrowing to capex ratio is 1:10. This must<br />

be the best ratio anywhere in the country."<br />

He said the revenue receipts position is<br />

looking even better. The aggregate revenue<br />

receipts are estimated to be Rs 64,269 crore<br />

compared to Rs 55,307 crore in the current<br />

financial year.<br />

The state's own tax revenue is estimated to<br />

be more than Rs 11,000 crore.<br />

"As a result, I am not leaving any funded gap<br />

in the budget this year", Drabu said.<br />

He said that for 2018-19, the state<br />

government has decided to launch a<br />

Minister, Narendra Modi, using his stature and<br />

wisdom, would pace up his efforts in this<br />

regard so that the State becomes a bridge of<br />

peace between the two countries, ending the<br />

bitter phase of acrimony between them.<br />

Noting with satisfaction that fascination for<br />

violence is declining among youth, Mehbooba<br />

Mufti said parents, friends and even social<br />

media are playing their role in dissuading them<br />

from slipping into a path where death and<br />

destruction are the only end results. She said<br />

though all over the world the ill effects of<br />

violence are fairly pronounced now, the people<br />

of Jammu & Kashmir have been the immediate<br />

witnesses and victims of violence.<br />

Terming peace imperative for executing<br />

While greeting the mammoth gathering, the Dy<br />

CM said that the Constitution of independent<br />

India came into existence on this day in the<br />

year 1950 which provides equal fundamental<br />

rights to every citizen of the country<br />

irrespective of caste, creed, colour or religion.<br />

While extending Republic Day felicitations to<br />

the people of Udhampur, Dr Singh said “After<br />

prolonged struggle for freedom, India declared<br />

to be Republic on this day to conserve the<br />

unique feature of unity in diversity. Thus, this<br />

day symbolizes unity in diversity of our great<br />

Nation,” he asserted.<br />

The Dy CM also commemorated the sacrifices<br />

of freedom fighters including Sardar Bhagat<br />

Singh, Raj Guru, Chander Shekhar, Madan Lal<br />

Dingra, Ashfaq-Ullah- Khan etc who laid<br />

down their lives for the nation. He said it is the<br />

duty of every citizen especially the youth to<br />

make Jammu and Kashmir proud by<br />

maintaining peace and upholding the unity in<br />

diversity. He said Jammu and Kashmir is a<br />

microcosm of India's unity in diversity and<br />

known for its glorious traditions of amity and<br />

tolerance.<br />

Thousands of security personnel were<br />

deployed in Srinagar and other district<br />

headquarters of Jammu and Kashmir to ensure<br />

a peaceful Republic Day amid a strike called<br />

by separatists. All programmes in the valley,<br />

including the main event in Srinagar, passed<br />

off peacefully.<br />

"The Republic Day functions at all district<br />

headquarters passed off peacefully," a senior<br />

police officer said.<br />

In the wake of a strike called by separatist<br />

groups, there was a complete clampdown in<br />

Kashmir. The separatists asked people observe<br />

January 26 as "Black Day", prompting security<br />

forces to enforce curfew-like restrictions to<br />

prevent any protests.<br />

suspended ahead of the day's programmes.<br />

While blocking internet services has become<br />

routine on Republic Day, mobile phone<br />

services were snapped in all the 10 districts of<br />

Kashmir Valley after a long time to prevent<br />

Earlier, the police had issued an advisory to all<br />

security formations, warning about a possible<br />

suicide attack by "a non-Kashmir girl".<br />

A senior officer, however, said the advisory<br />

political workers.<br />

Invitations were not extended to the general<br />

public due to a shortage of space at the<br />

makeshift venue, officials said.<br />

Kangri!<br />

Kangri is an earthen pot woven around<br />

with wicker filled with hot embers used by<br />

Kashmiris and beneath their traditional<br />

clothing to keep the chill at bay, which is<br />

also regarded as a work of art. Even in the<br />

times of science and technology where<br />

latest and novel innovation have been<br />

attempted to replace Kangri, kangri<br />

continues to be the most inexpensive and<br />

effective source of keep individuals warm<br />

during the chilly winters.<br />

Kangri is an indispensable winter<br />

accessory for a common Kashmiri. Kangri<br />

is not just a tool used for warmth during<br />

“Zameen jumbad na jumbad Gul<br />

Mohammad” - somebody (who will have to<br />

remain unknown) attributed this quip to be<br />

about Bakshi Ghulam Mohammad, the<br />

second Prime Minister of Jammu &<br />

Kashmir. While the attribution was<br />

squarely misplaced - what with the fact<br />

that the quip is a Persian proverb and<br />

the Gul (not Ghulam) Mohammad of<br />

the said proverb, in all probability, an<br />

Afghan provincial Governor, it was<br />

also quite uncharitable as far as the<br />

persona of Ghulam Mohammad<br />

Bakshi is concerned. Bakshi Sahib's<br />

administration was known for two<br />

enduring qualities - its affirmative<br />

action as far as the poor and the<br />

disadvantaged commoners of the state<br />

were concerned, and the statewide<br />

development of infrastructure that has<br />

not been bettered in all of fifty-six<br />

years after he demitted office. Congress<br />

unleashed the Kamaraj Plan in 1963<br />

whereby Chief Ministers of several states<br />

and some Union Ministers were sidelined<br />

and replaced by more docile successors.<br />

Bakshi Ghulam Mohammad, although he<br />

was not formally a Congressman, faced the<br />

guillotine under this devious plan and made<br />

way for Khwaja Shamsuddin, being made to<br />

offer a token resignation to 'strengthen the<br />

hands of Pandit Nehru', as he was led to<br />

believe, which would not be accepted by the<br />

President. It was actually accepted by the<br />

President. This is but one example of the<br />

ham handed, if not downright unfair,<br />

manner in which New Delhi treated<br />

Srinagar over the years till the crows came<br />

home to roost. This point, of a strange<br />

involved. The 'political' positions of<br />

constituent parties of both Hurriyat<br />

conglomerates is often an extension of<br />

desultory pipe dreaming that used to be seen<br />

in the waiting areas of a barber's shop. There<br />

is hardly anything political about their<br />

positions, unless one characterises repeated<br />

boycott of practically everything as<br />

something political. Where intransigence<br />

and belligerence masquerade as politics,<br />

those who employ the same are not fit to sit<br />

on a political table. They are best left out of<br />

any attempt to thrash out a modus vivendi<br />

whereby the other stakeholders go home<br />

with the feeling of having got something out<br />

of negotiations among themselves. As far as<br />

getting the general Kashmiri public on board<br />

is concerned, a joint effort by India and<br />

Pakistan after having arrived at some kind of<br />

agreement will go a long way towards<br />

providing closure for Kashmiri public at<br />

large.<br />

India and Pakistan even after having fought<br />

so many wars and having maintained<br />

sustained hostility over Kashmir must have<br />

had moments of agreement on basic issues.<br />

The much talked about Musharraf-<br />

Manmohan conception that proved elusive<br />

when it was time for its delivery is a case in<br />

point. The future of any talks still lies in the<br />

same direction. Co-opting a ragtag group of<br />

entities without any mandate except that of<br />

fear will forever hold hostage even the<br />

slimmest prospect of any negotiation.<br />

However slim that prospect is, whatever the<br />

temperature on the border presently is or<br />

however vitiated the ground situation<br />

politically is - any hope of arriving at some<br />

kind of normality lies in negotiations<br />

between India and Pakistan without the<br />

deadweight of the spurious secessionist<br />

'politics' within Kashmir making it a non-<br />

starter. When there is seemingly no way<br />

forward, the only way is to chip away at the<br />

darkness hoping for a ray of light to break<br />

through.<br />

browsers clean of junk toolbars to prevent the<br />

invasions that could lead to malware infection.<br />

Always be cautious about unexpected email<br />

attachments . Always keep a good back up<br />

system in place to recover files after getting<br />

infected without paying the ransom. The files<br />

which are backed up should be regularly<br />

scanned for viruses on another PC which is not<br />

infected. Create shadow volume copies which<br />

is part of windows system,it may also help in<br />

recovering some files ,if the malware hasn't<br />

deleted them. Make sure to remain vigilant in<br />

order to remain safe from these e- terrorist's and<br />
