Civilian Killings In The Valley
Time and again two young lives fell to the
bullets of the forces in Shopian. Army
reportedly entered the village to remove the
banners of the militants killed a few days back and
faced resistance from the residents. The State
Government has ordered a magisterial inquiry and
lodged an FIR against the forces. The statements
made by the politicians are simply an eyewash and
have not at all discouraged the forces to stop such
killings. They are saddists who enjoy the game of
hunting and killing. There are a number of such FIRS
and inquiries pending and have yielded nothing but
dust. The loss of lives in such a manner are
devastating and catastrophic in nature. Management
of the conflict by dilly-dallying will not address the
Kashmir issue but by prolonging the issue will make
things worse day in and day out. It needs wisdom and
statesmanship to take bold steps in resolving this
issue peacefully, otherwise death trap will continue to
invite poor Kashmiris without any end.

J & K government unveils Rs 80k crore budget
With multiple sops for farmers and industry, the Jammu
Kashmir budget also introduced a slew of new initiatives
and capital infusion in Central Cooperative Banks in
the state besides various amnesties.

today unveiled a Rs. 80,313 crore
budget with multiple sops for Tfarmers and industry while announcing the

It also introduced a slew of new initiatives
and capital infusion in Central Cooperative
Banks in the state besides various amnesties.
"Despite being liberal, my budget numbers
for the year 2018-19 are looking good. I
propose to spend Rs 80,313 crore in the
course of the year. Of this, Rs 29,128 crores
is going to be the capital spending.
"This is by far the highest capital spend in
the economy of J&K," Finance Minister
Haseeb Drabu said in the Legislative
Assembly today.
He proposed to raise about Rs 9,000 crore in
the next financial year, Rs 331 crore higher
than the last year.
Speaking at a press conference, Drabu said:
"It is a balanced budget with aim of
restructuring, cleaning up, protecting
industries, the welfare of employees serving
in difficult conditions, addressing youth. It
is generally a budget people call it election
budget".
Compared to last year, he said, the state will
finance an additional capital expenditure of
Rs 3,282 crore with an additional borrowing
of only Rs 331 crore. "The incremental
borrowing to capex ratio is 1:10. This must
be the best ratio anywhere in the country."
He said the revenue receipts position is
looking even better. The aggregate revenue
receipts are estimated to be Rs 64,269 crore
compared to Rs 55,307 crore in the current
financial year.
The state's own tax revenue is estimated to
be more than Rs 11,000 crore.
"As a result, I am not leaving any funded gap

He said that for 2018-19, the state
government has decided to launch a

Of the total receipts Rs 64,269 crore,

The Capital Receipts are estimated to be Rs
16,044 crore with total expenditure at Rs
80,313 crore.
The Revenue Expenditure (RE) including
Security Related Expenditure (SRE) is to
touch Rs 51,185 crore and Capital
Expenditure (CAPEX) accounts for Rs
29,128 crores of which Rs 5,500 crore for
regular capex and Rs 10,423 crore under the

and property, the Chief Minister hoped Prime

bitter phase of acrimony between them.
Noting with satisfaction that fascination for
violence is declining among youth, Mehbooba
Mufti said parents, friends and even social
media are playing their role in dissuading them
from slipping into a path where death and
destruction are the only end results. She said
though all over the world the ill effects of
violence are fairly pronounced now, the people
of Jammu & Kashmir have been the immediate
witnesses and victims of violence.
Terming peace imperative for executing
While greeting the mammoth gathering, the Dy
CM said that the Constitution of independent
India came into existence on this day in the
year 1950 which provides equal fundamental
rights to every citizen of the country
irrespective of caste, creed, colour or religion.
While extending Republic Day felicitations to
the people of Udhampur, Dr Singh said “After
prolonged struggle for freedom, India declared
to be Republic on this day to conserve the
unique feature of unity in diversity. Thus, this
day symbolizes unity in diversity of our great
Nation,” he asserted.
The Dy CM also commemorated the sacrifices
of freedom fighters including Sardar Bhagat
Singh, Raj Guru, Chander Shekhar, Madan Lal
Dingra, Ashfaq-Ullah- Khan etc who laid
down their lives for the nation. He said it is the
duty of every citizen especially the youth to
make Jammu and Kashmir proud by
maintaining peace and upholding the unity in
diversity. He said Jammu and Kashmir is a
microcosm of India's unity in diversity and
known for its glorious traditions of amity and
tolerance.
Thousands of security personnel were
deployed in Srinagar and other district
headquarters of Jammu and Kashmir to ensure
a peaceful Republic Day amid a strike called
by separatists. All programmes in the valley,
including the main event in Srinagar, passed
off peacefully.
"The Republic Day functions at all district
headquarters passed off peacefully," a senior
police officer said.
In the wake of a strike called by separatist
groups, there was a complete clampdown in
Kashmir. The separatists asked people observe
January 26 as "Black Day", prompting security
forces to enforce curfew-like restrictions to
prevent any protests.

routine on Republic Day, mobile phone
services were snapped in all the 10 districts of
Kashmir Valley after a long time to prevent

A senior officer, however, said the advisory

Invitations were not extended to the general
public due to a shortage of space at the
makeshift venue, officials said.

accessory for a common Kashmiri. Kangri
is not just a tool used for warmth during

Darkness and Light

“Zameen jumbad na jumbad Gul
Mohammad” - somebody (who will have to
remain unknown) attributed this quip to be
about Bakshi Ghulam Mohammad, the
second Prime Minister of Jammu &
Kashmir. While the attribution was
squarely misplaced - what with the fact
that the quip is a Persian proverb and
the Gul (not Ghulam) Mohammad of
the said proverb, in all probability, an
Afghan provincial Governor, it was
also quite uncharitable as far as the
persona of Ghulam Mohammad
Bakshi is concerned. Bakshi Sahib's
administration was known for two
enduring qualities - its affirmative
action as far as the poor and the
disadvantaged commoners of the state
were concerned, and the statewide
development of infrastructure that has
not been bettered in all of fifty-six
years after he demitted office. Congress
unleashed the Kamaraj Plan in 1963
whereby Chief Ministers of several states
and some Union Ministers were sidelined
and replaced by more docile successors.
Bakshi Ghulam Mohammad, although he
was not formally a Congressman, faced the
guillotine under this devious plan and made
way for Khwaja Shamsuddin, being made to
offer a token resignation to 'strengthen the
hands of Pandit Nehru', as he was led to
believe, which would not be accepted by the
President. It was actually accepted by the
President. This is but one example of the
ham handed, if not downright unfair,
manner in which New Delhi treated
Srinagar over the years till the crows came
home to roost. This point, of a strange

involved. The 'political' positions of
constituent parties of both Hurriyat
conglomerates is often an extension of
desultory pipe dreaming that used to be seen
in the waiting areas of a barber's shop. There
is hardly anything political about their
positions, unless one characterises repeated
boycott of practically everything as
something political. Where intransigence
and belligerence masquerade as politics,
those who employ the same are not fit to sit
on a political table. They are best left out of
any attempt to thrash out a modus vivendi
whereby the other stakeholders go home
with the feeling of having got something out
of negotiations among themselves. As far as
getting the general Kashmiri public on board
is concerned, a joint effort by India and
Pakistan after having arrived at some kind of
agreement will go a long way towards
providing closure for Kashmiri public at
large.
India and Pakistan even after having fought
so many wars and having maintained
sustained hostility over Kashmir must have
had moments of agreement on basic issues.
The much talked about Musharraf-
Manmohan conception that proved elusive
when it was time for its delivery is a case in
point. The future of any talks still lies in the
same direction. Co-opting a ragtag group of
entities without any mandate except that of
fear will forever hold hostage even the
slimmest prospect of any negotiation.
However slim that prospect is, whatever the
temperature on the border presently is or
however vitiated the ground situation
politically is - any hope of arriving at some
kind of normality lies in negotiations
between India and Pakistan without the
deadweight of the spurious secessionist
'politics' within Kashmir making it a non-
starter. When there is seemingly no way
forward, the only way is to chip away at the
darkness hoping for a ray of light to break
through.

among other points that champions of
secession routinely marshal as part of the
justification for their stand. What escapes
their attention (or is shoved under the carpet
by them) is the fact that Kashmir - the
problem as well as the geography - has itself
become a 'Gul Mohammad'! Indeed, the
earth itself may tremble but Kashmir
appears to be politically as intractable as
ever as far as the expressed wish-lists of all
those having a stake in the present and future
shape of things in Kashmir is concerned.
Both Hurriyat conglomerates have often
said that the 'sacrifice' of martyrs can't be
allowed to go waste. The argument misses
the mirror image of itself on the other side.
Can India afford to let the death of thousands
of its soldiers go waste? Can India really let
go after having been massively invested in
Kashmir for decades on end? Or, for that
matter, will Pakistan resile from its position
on Kashmir after having been similarly
invested ever since 1947 in general and over
the last three decades in particular? It is a nobrainer,
really. Neither India nor Pakistan
can realistically be expected to change even
an iota of their respective baseline positions
without serious existential problems.
So much for the 'neither India, nor Pakistan'
slogan, although the whole world long saw
through that spurious position. For indeed,
'Yeh toh sirf bahana hai, Rawalpindi jaana
hai' was a popular ditty right in the beginning
of the secessionist movement that gained
critical momentum in 1990. Besides that, the
self styled 'emir' of the movement Ali Shah
Geelani has openly been rooting for the
annexation of Jammu and Kashmir state by
Pakistan, thus validating the unfinished
agenda of the two nation theory. The trouble
with this line of thinking is that no one baby
can ever be delivered in instalments and
hope to remain alive and kicking. It is better
for conjoined babies to undergo a formal
surgical separation even after nearly three
quarters of a century, however painful it may
be, to maximise the chances of survival of all
