five items on their wish list in a strategic<br />

plan.<br />

“These top five goals will be<br />

brought to council twice a year on<br />

how it’s progressing so we can keep a<br />

benchmark on it,” CAO Switenky<br />

told council Feb. 6. “It doesn’t mean<br />

we will have success on any but at<br />

least we will try to move forward.”<br />

Misguided energy development<br />

I attended an information meeting<br />

in the Castor Community Hall presented<br />

by Michele Del Colle from the<br />

Alberta Farmers Advocate. This was a<br />

very informative presentation.<br />

She explained in great detail how the<br />

developers proceed to get contracts<br />

signed for a wind farm project.<br />

The landowners are on their own<br />

when negotiating a contract for the<br />

installation of a wind generator on<br />

their property.<br />

The Surface Rights Act does not<br />

apply to renewable energy projects as it<br />

does for oil and gas projects.<br />

The agents who represent the developer<br />

do not have to be licensed land<br />

men and in most cases are not. They<br />

represent the interests of the developer,<br />

not your interest.<br />

Del Colle strongly recommended<br />

that you engage the services of a<br />

lawyer that has expertise in the area of<br />

contracts and property rights.<br />

She also explained the role and process<br />

of the Alberta Utilities<br />

Commission [AUC]. All projects have<br />

to be approved by the AUC. For the<br />

most part it is a paper process however,<br />

if a group of land landowners<br />

have concerns, applications can be<br />

made to the AUC to conduct a formal<br />

hearing. In that case the entire process<br />

can involve nine steps.<br />

The Farmers Advocate Office has<br />

produced a very good pamphlet that<br />

provides very detailed information on<br />

the issue of renewable energy in<br />

Alberta.<br />

The title of the document is “<br />

Renewable Energy in Alberta” and can<br />

be obtained by phoning 310-3276.<br />

I would advise that you obtain a copy<br />

before discussing a renewable energy<br />

project with an agent from a developer.<br />

Whether we like it or not, this government<br />

is determined to impose their<br />

Climate Change Plan on the residents<br />

of this province.<br />

Understand the plan is about NDP<br />

ideology not climate. They insist on<br />

phasing out efficient clean burning<br />

coal-fired generating plants. The plan<br />

is to phase out these plants by 2030 and<br />

at that time have 30 per cent of<br />

Alberta’s electricity produced by<br />

renewable energy.<br />

They will spend billions of dollars to<br />

compensate the utilities for shutting<br />

down their generators long before they<br />

would normally retire these plants.<br />

These costs and the costs of subsidizing<br />

renewable energy will be built<br />

into the price we pay for electricity.<br />

This government does not seem to<br />

understand that polices that increase<br />

the cost of doing business or the cost of<br />

living will result in job losses and<br />

investment, nor do they seem to care.<br />

What we have is lots of pain and no<br />

gain for the taxpayer.<br />

The thing that really gets to me on<br />

this issue of the Climate Change Plan<br />

is that they are attempting to solve a<br />

problem that does not exist.<br />

It is based in the flawed concept that<br />

C<strong>02</strong> emissions are the cause of climate<br />

change. As I have written in previous<br />

columns, real research scientists, not<br />

wannabe scientists like Al Gore or<br />

David Suzuki], have proven that C<strong>02</strong><br />

has historically never been a factor in<br />

climate change and isn’t this time<br />

either. C<strong>02</strong> is such a small percentage<br />

of greenhouse gas that its effect on climate<br />

is miniscule.<br />

Climate change is caused by various<br />

solar activities.<br />

Our NDP government can spend billions<br />

of dollars that they don’t have, on<br />

their Climate Change Plan and all they<br />

will change is to destroy our economy<br />

as the government of Ontario has succeeded<br />

in doing to their economy.<br />

That government still hasn’t figured<br />

out that their Green Energy Act has<br />

been a colossal economic disaster. The<br />

only thing that will prevent an economic<br />

disaster in Alberta is a change<br />

in government.<br />

Hopefully that will happen before<br />

the damage is irreversible.<br />

If the UCP is successful in forming<br />

the next government, repealing the<br />

Climate Change Plan is just one of several<br />

pieces of legislation that will be<br />

immediately repealed.<br />

That’s the enduring magic that ebbs<br />

and flows in the melodies, in the catchy<br />

lyrics, in the deeply romantic anthems<br />

of love.<br />

Canadian singer-songwriter and<br />

multi-instrumentalist Royal Wood may<br />

be best known for his song “Juliet”<br />

about lasting love, the hope and the<br />

promise. In the sweet-sounding lyrics<br />

his voice cantillates, “You can be my<br />

Juliet then, And we can drift asleep in<br />

a lover’s pose, But never close our eyes,<br />

Wood has since bought the family<br />

farm where he grew up and is now an<br />

organic farmer and environmentalist.<br />

uncle’s music collection and there were<br />

all these old vinyls and the first time<br />

and that was it, that was when I knew I<br />

but if he had to choose one that<br />

Negotiating outdated lease<br />

Hwy 12/21 commission including<br />

Lacombe and Camrose County,<br />

Villages of Alix, Clive, Edberg,<br />

Ferintosh and the Town of Bashaw.<br />

The cost of the line between Bashaw<br />

and Mirror was shared by the federal<br />

government ($3.5 million), the provincial<br />

government ($2.8 million) and the<br />

Hwy 12/21 commission ($700,000).<br />

Arena repairs<br />

The town continues to negotiate<br />

with the Bashaw Curling Club about<br />

the club’s outdated lease agreement to<br />

help clarify who pays for what when it<br />

comes to the rink’s aging equipment.<br />

“Recently the town had to repair the<br />

ice plant,” CAO Fuller told council in<br />

her report Feb. 1. The repairs cost<br />

$4,900.<br />

The current agreement between the<br />

town and the curling club was created<br />

in 1983 and CAO Fuller said it is<br />

“vague regarding what expenses the<br />

curling club is to assist with.”<br />

Capital projects <strong>review</strong>ed<br />

Council <strong>review</strong>ed its extensive list of<br />

capital projects for the next three<br />

years.<br />

The big ticket item is the $1.1 million<br />

upgrades to the water lines on the<br />

north end of 54 Ave., which includes<br />

replacing the water mains and<br />

repaving 54 Ave. and expected to be<br />

done the <strong>2018</strong>-19 budget year.<br />

Lagoon upgrades slated for the 2016<br />

budget year will continue.<br />

Preliminary engineering is completed<br />

and the town is applying for (or<br />

applied) for funding from the<br />

province.<br />

The total cost of the project is<br />

expected to be about $654,000.<br />

Paving projects for <strong>2018</strong> include<br />

reconstruction and extension paving<br />

at 52 St. and 50 Ave. at a cost of about<br />

$163,000.<br />

The town will apply for a grant to<br />

help fund the expected $45,000 cost of<br />

creating a Municipal Development<br />

Plan and update its Land Use Bylaw,<br />

which the province is now requiring of<br />

all municipalities and given them two<br />

years to complete.<br />

Council will also complete the first<br />

phase of servicing industrial lots at a<br />

cost of about $1.8 million.<br />

Surveillance cameras will be<br />

installed at the public works shop, the<br />

arena, curling rink, RV dump and<br />

water treatment plant, which will cost<br />

about $14,000.<br />

Farmer’s Advocate meeting on Feb. 5 at the Castor Community Hall regarding contracts for renewable<br />

energy wind and solar farms. Michele Del Colle, an Energy Utility and Policy Specialist with the<br />

Farmer’s Advovate Office, confirming that there are no standard contracts stating, “it’s shocking how<br />

they vary from one to another”. Over 110 interested parties were in attendance.<br />

Energy Utility and Policy Specialist<br />

with the Farmer’s Advocate Office<br />

(FAO), Michele Del Colle clarified<br />

many points for landowners, including<br />

once a contract is signed, “there is no<br />

backing out”.<br />

She then went on to explain the role<br />

of the Alberta Utilities Commission<br />

(AUC)which has final say on any wind<br />

and solar projects. The role of the<br />

Farmer’s Advocate in protecting<br />

farmers, and working on getting<br />

“gaps” that have been identified<br />

through legislation.<br />

In the three-hour meeting, Del Colle<br />

set out recommendations for landowners<br />

who were being approached<br />

for signing contracts for wind and<br />

solar farms.<br />

• Don’t sign anything until you’ve<br />

had a lawyer who has wind and solar<br />

contract experience, <strong>review</strong> the<br />

contract.<br />

The Law Society of Alberta can help<br />

you by providing three names of lawyers<br />

with that experience and the<br />

lawyer must provide you with a 1/2<br />

hour consultation at no cost before<br />

making a decision if that is the lawyer<br />

you wish to hire.<br />

• The agent coming around asking<br />

you to sign the contract is NOT<br />

working for you. He is ONLY working<br />

for the developer and does not belong<br />

to any organizations such as the Land<br />

Agents Licensing Act, and therefore is<br />

not accountable to the Standard of<br />

Conduct under the Act. The Standard<br />

of Conduct requires land agents to act<br />

professionally, negotiate in good faith<br />

and follow all laws and statutes.<br />

• Contracts: There are no standard<br />

contracts which can be from 20 pages<br />

to 60 pages.<br />

“It’s shocking how they vary from<br />

one to another,” said Del Colle.<br />

• Reclamation & Decommissioning<br />

must be negotiated in the contract<br />

before signing b<strong>eca</strong>use these generators<br />

have a lifespan averaging 20 years.<br />

Negotiate maintenance, fencing,<br />

access roads, weed control, as once<br />

signed none of that can be readdressed<br />

unless, as a landowner, you<br />

take it to civil court.<br />

• Liability and Indemnity clauses<br />

need to be addressed in the contracts.<br />

soon in residential areas only after<br />

council gave first reading to a revised<br />

bylaw regulating chickens and coops<br />

in the village.<br />

Council considered allowing<br />

chickens in agricultural and urban<br />

reserve districts but decided, during<br />

their regular meeting Feb. 7, to only<br />

allow them in residential districts.<br />

“This fits with what I’m hearing<br />

from council,” said Alix’s Chief<br />

Administrative Officer (CAO) Michelle<br />

White told council when presenting<br />

them their options.<br />

She provided three options<br />

including: in residential only; in any<br />

district other than commercial or<br />

industrial; or in residential and agricultural<br />

and urban reserve areas.<br />

where the placement will<br />

be but they can take that<br />

whole easement, so that’s<br />

what I’m saying, you’re<br />

really entering into a relationship<br />

with a company<br />

that’s going to last 20-30-<br />

40-60 years and there’s no<br />

getting out of it, so you’re<br />

now going to be asking<br />

them permission for what<br />

you are going to be doing<br />

on your land”.<br />

Make sure clauses are in<br />

the contract “to protect<br />

yourself so the company<br />

can’t use your land for<br />

their collateral”.<br />

“They’ll put a caveat on<br />

your land title like the oil<br />

and gas companies but<br />

they shouldn’t be using it<br />

to finance their project.<br />

“Find out your borrowing<br />

rights using this<br />

property for collateral<br />

with the easements by<br />

renewable energy companies,”<br />

said Del Colle.<br />

“Your land is now tied<br />

up,” said Del Colle, “you<br />

have to ask them permission,<br />

‘Can I do this?’ ”<br />

The renewable energy<br />

developer will examine<br />

other encumbrances on the<br />

title, such as leases or<br />

rights-of-way for pipelines<br />

or well sites.<br />

Each licensed development<br />

has associated<br />

setbacks that will need to be<br />

observed.<br />

“As a landowner, you<br />

should be aware of any other<br />

caveats on your land title<br />

and ensure that the developer<br />

has an understanding<br />

of the other infractures on<br />

the land.<br />

“Be careful that you are<br />

not giving the operator the<br />

right to remove obstructions,<br />

unless you intend to<br />

do so.”<br />

• Insolvency: One resident<br />

in attendance expressed<br />

concern that the biggest<br />

problem with these projects<br />

was insolvency of<br />

companies.<br />

“Potentially they could<br />

make all the money and<br />

then walk away by just<br />

saying they can’t afford to<br />

take them down. They take<br />

the easy way out from the<br />

expense of reclamation,<br />

restructuring or re-fitting<br />

by declaring bankruptcy<br />

and not being responsible<br />

for the unsightly things.”<br />

Unlike oil and gas companies<br />

who contribute under<br />

an Orphan Well Act, there is<br />

nothing in place if these<br />

companies declare<br />

insolvency.<br />

Del Colle agreed landowners must<br />

be prepared that they could become<br />

insolvent stating, although the government<br />

vets the companies of the initial<br />

projects, there is no vetting for buyouts<br />

from other<br />

companies which is a<br />

concern.<br />

“There are a lot of<br />

foreign entities coming<br />

into Alberta so it is<br />

really necessary to do<br />

your due diligence”.<br />

“Look to the<br />

proven successful<br />

companies, look to<br />

see whose backing<br />

them,” said Del Colle.<br />

Expropriation:<br />

Although the land<br />

can not be expropriated<br />

for the wind or<br />

solar farms or for the<br />

power lines going to<br />

the substation, expropriation<br />

can occur for<br />

transmission lines<br />

going from the substation<br />

to the grid.<br />

“Participation is<br />

100 per cent voluntary<br />

but neighbours<br />

could be affected by those lines even if<br />

they do not have wind generators or<br />

solar on their land.”<br />

Del Colle urged landowners to take<br />

into consideration, that “if you decline<br />

interest, the developer may find an<br />

alternative location, and the new spot<br />

may be located nearby, in which case<br />

you would experience the impacts<br />

without any offsetting revenue”.<br />

Community:<br />

Don’t allow these companies to pit<br />

neighbour against neighbour, she<br />

urged.<br />

“This is a community decision, you<br />

have to talk to your community, know<br />

what’s there b<strong>eca</strong>use you might be<br />

saying yes to the power plant but<br />

your neighbour could be affected.<br />

Hold them [companies] to a higher<br />

standard,” she said.<br />

“Assure yourself and neighbours<br />

that there is a pooling compensation<br />

built into the contract for adjacent<br />

landowners,” said Del Colle.<br />

Work with the company to figure<br />

out placement of the wind generators<br />

away from neighbouring property<br />

lines who aren’t part of the project,<br />

and ensure it’s in the contract.<br />

• Gaps in policy:<br />

There are lots of gaps in the policies,<br />

but the government needs to<br />

weigh the right of the landowner<br />

who wants them and the landowner<br />

who doesn’t,” stated Del Colle. “It’s<br />

respecting the people who do want<br />

that resource, it’s a balance. “<br />

“It seems strange,” said one resident,<br />

“that they [government] have<br />

allowed to start without a reclamation<br />

plan, no accountability.”<br />

The gap has been identified and<br />

they are working on regulations and<br />

many other legal issues, said Del<br />

Colle.<br />

Council approves six-month trial on Facebook<br />

Paintearth County council has<br />

decided to use social media, specifically<br />

a Facebook page, on a six-month<br />

trial and be re-evaluated in October at<br />

their regular meeting on Feb. 6.<br />

Administration assured council<br />

that there would be no need to hire<br />

another employee as it could be dealt<br />

with in-house.<br />

The page will act as a bulletin for<br />

information only and be controlled by<br />

Chief Administrative Officer (CAO)<br />

Police update<br />

Sgt. McGunigal, who recently<br />

returned to the Coronation detachment<br />

from a six month paternity leave,<br />

gave a quarterly update and established<br />

the <strong>2018</strong> policing priorities for<br />

the detachment.<br />

These priorities are traffic safety,<br />

property crime and substance abuse.<br />

Sgt. McGunigal shared that just<br />

b<strong>eca</strong>use these are the priorities it will<br />

not be the only focus of the<br />

detachment.<br />

In the third quarter the Coronation<br />

detachment gave 89 tickets regarding<br />

traffic safety.<br />

According to Sgt. McGunigal property<br />

crime, which includes break and<br />

enters and theft, has been on steady<br />

decline for the last year.<br />

The detachment has recently set up<br />

an email address for citizens to share<br />

verifiable information regarding<br />

illegal drug activity.<br />

Sgt. McGunigal expressed that this<br />

is a way to encourage communication<br />

between citizens and officers.<br />

Sgt. McGunigal also gave a detachment<br />

update, sharing that a new<br />

member has recently joined, and one<br />

is currently on maternity leave.<br />

Council has agreed to wait until the<br />

organizational meeting to re-evaluate<br />

the number of county representatives<br />

involved with the seed plant.<br />

The Coronation Seed Plant believes<br />

In transportation, removal of the fuel<br />

price contingency grants reduced<br />

funding by $300,000 or approximately<br />

10 per cent of transportation grants.<br />

In maintenance, removal of the special<br />

education factor resulted in a<br />

funding reduction of $250,000 or<br />

approximately 10 per cent of maintenance<br />

grants.<br />

The board went on to point out how<br />

funding cutbacks can lead to service<br />

level reductions, increased fees to<br />

parents, and decreased employment in<br />

rural communities.<br />

According to Board Chair Ken<br />

Checkel, up till now, Clearview has<br />

been very successful rolling with the<br />

punches.<br />

By drawing down on reserves in a<br />

planned manner the division has been<br />

able to meet operational needs, but with<br />

total operating reserves projected to<br />

decrease by 62 per cent from $4,928,941<br />

at August 2010 to $1,864,191 at August<br />

<strong>2018</strong>, the ability to continue operations<br />

under the current model may be<br />

strained due to lack of resources.<br />

Constance Elizabeth Richardson<br />

passed Feb. 5, <strong>2018</strong> at Castor, Ab. at the<br />

age of 82.<br />

Constance Elizabeth Richardson<br />

(nee Attrell) was born Dec. 29, 1935 at<br />

home in Calgary, Ab., the only<br />

daughter of Stephen and Helen<br />

Attrell. Her schooling was at<br />

Rideau Park and Western<br />

Canada high school.<br />

In 1958 she married Clayton<br />

Richardson in Calgary and to<br />

this union were born children<br />

Brenda (Larry) Handford,<br />

Byron (Susan) Richardson,<br />

Barbara “Colleen” (Bret) Taylor<br />

and Bernadeen (Grant) Rogers.<br />

She is survived by three sisters-in-law,<br />

Alice Richardson, Doreen<br />

Attrell and Cheryl Attrell, along with<br />

her husband and four children,<br />

including <strong>15</strong> grandchildren and 26<br />

great grandchildren.<br />

She was predeceased by parents<br />

Stephen and Helen Attrell, two older<br />

brothers, Ken Attrell and Douglas<br />

Attrell, and one younger brother,<br />

Robert Attrell.<br />

As a single young woman, she was<br />

employed at the Calgary Police Court<br />

as a stenographer and loved her job<br />

interviewing people on behalf of<br />

Magistrate Reid.<br />

Once married, she managed a busy<br />

home with four children, often alone<br />

while Clayton flew as a pilot.<br />

Clayton and Connie moved from<br />

Winnipeg,<br />

Manitoba to the<br />

farm in<br />

Brownfield, Ab.<br />

in the spring of<br />

1971 and Connie<br />

made the adjustment<br />

from city<br />

girl to farm wife.<br />

Later, she and<br />

Clayton worked<br />

called Paintearth Lodge in<br />

Castor,Ab. home. There<br />

she was surrounded by a<br />

host of friends.<br />

Connie cared deeply for<br />

people and loved sharing<br />

the hope that is found in<br />

Jesus Christ. She could<br />

regularly be found visiting<br />

friends at the hospital, the<br />

Lodge or in homes.<br />

She was an amazing<br />

wife, mother, grandmother and greatgrandmother,<br />

as well as friend to<br />

everyone who met her.<br />

A Memorial Service in Connie’s<br />

honour was held at Brownfield<br />

Recreation Centre on Thurs., Feb. 8,<br />

<strong>2018</strong> at 1 p.m. with Pastor Al<br />

Richardson officiating. The Graveside<br />

Service was Thurs., Feb. 8, <strong>2018</strong> at the<br />

Fairfield Cemetery, at 10:30 a.m.<br />
