The U13 3Cs team went with a 13 - 1<br />

win/loss record going into the playoffs<br />

and the provincial tournament, four of<br />

which went into nail biting overtime.<br />

In the provincial tournament in<br />

Consort, Alta. the girls went 5-0<br />

starting first by defeating Grand<br />

Prairie 4 - 3 on Thursday, March 21.<br />

Friday the 3Cs defeated Spruce Grove,<br />

6 - 4 and Medicine Hat, 5 - 2.<br />

In the semi final Sunday the 3Cs<br />

again defeated Grand Prairie, 4 - 3 in<br />

double overtime.<br />

The championship game on Sunday<br />

saw the 3Cs take on Fort McMurray,<br />

winning 6 - 5 in overtime.<br />

There are 15 girls on the team and<br />

they picked up an emergency back up<br />

goalie Abrianna Eshpeter from<br />

Stettler for Provincials.<br />

The girls come from Oyen, Consort,<br />

Brownfield, Coronation, Castor and<br />

Halkirk.<br />

“From the moment this team<br />

stepped on the ice for their first practice,<br />

you could see the team had what it<br />

takes to become champions,” said 3Cs<br />

coach, Ryan Schedlosky The way they<br />

treated each other as equals even<br />

though some were meeting each other<br />

for the first time. The effort they gave<br />

on the first drill showed all of us how<br />

hard they were willing to work.<br />

“As the year went on, the teamwork,<br />

effort and fun got stronger week after<br />

week.”<br />

Council wants draft <strong>2024</strong> operating budget smaller<br />

Bashaw town council wants to<br />

whittle down their draft <strong>2024</strong> operating<br />

budget after a detailed presentation at<br />

the March 20 regular council meeting.<br />

Town Chief Administrative Officer<br />

(CAO) Theresa Fuller presented the<br />

draft operating budget to councillors,<br />

noting in her report that the town’s<br />

2023 financial statement is still being<br />

prepared.<br />

“Once the audit is complete, the<br />

actuals within the budget will be<br />

updated and may impact the overall<br />

budget,” stated Fuller in her memo to<br />

council.<br />

As Fuller and other staff reviewed<br />

all sections of the draft budget, she<br />

noted a few key areas.<br />

She began by saying there appeared<br />

to be a sight increase in staff functions<br />

and this was likely due to the policy of<br />

providing turkeys or hams to staff at<br />

Christmas, while the price of these<br />

items has increased noticeably; she<br />

noted councillors may wish to revisit<br />

that policy.<br />

Under general administration,<br />

Fuller stated the budget remains fairly<br />

stable, noting that the previous grant<br />

program quite important to municipalities,<br />

the Municipal Sustainability<br />

Initiative (MSI), has been replaced by a<br />

new program, the Local Government<br />

Fiscal Framework (LGFF) and<br />

Bashaw’s grant appears to be the same<br />

amount at $118,190.<br />

It was noted that a public auction<br />

generated additional revenue for this<br />

department.<br />

Fuller stated that provincial requisitions<br />

such as education tax are tricky:<br />

the rate based on property assessment<br />

stayed much the same for education<br />

tax, but property values increased, so<br />

taxpayers will see an increase<br />

described as nine per cent.<br />

Coun. Cindy Orom asked if the Town<br />

of Bashaw’s switch to monthly water<br />

billing affected this department. Fuller<br />

responded no, that would be part of the<br />

water budget.<br />

The fire department was briefly discussed;<br />

the draft budget proposed<br />

stable funding and Fuller noted the<br />

department expects more calls in <strong>2024</strong>.<br />

She also noted the Bashaw Fire<br />

Department has been successful in<br />

finding grant money.<br />

Coun. Kyle McIntosh asked if the<br />

proposed wildland fire truck is listed<br />

in this budget; the CAO responded that<br />

the truck will be included in the capital<br />

rather than the operating budget.<br />

The community services department,<br />

stated Fuller, can be tricky to<br />

budget as it’s difficult to predict, for<br />

example, how many building permits<br />

will be sought.<br />

She noted FCSS costs are a bit<br />

higher.<br />

Discussing the Public Works department<br />

Fuller stated dust control and<br />

insurance costs have climbed. A bit<br />

more money has been earmarked for<br />

the airport as Fuller stated it’s unclear<br />

if a door being left open and a tap left<br />

running was an accident or intentional<br />

vandalism.<br />

It was noted tipping fees at the landfill<br />

have gone down substantially, and<br />

the CAO noted that’s because Bashaw<br />

residents are strong recyclers.<br />

Councillors also discussed maintenance<br />

and other costs associated with<br />

the community hall, with the CAO<br />

noting this building costs substantial<br />

money. “It’s an expensive building,”<br />

said Fuller.<br />

In the recreation department staff<br />

mentioned unused ice time at the<br />

arena; it was noted users groups may<br />

want that ice time but aren’t aware of<br />

it.<br />

Councillors discussed the draft operating<br />

budget; Mayor Rob McDonald<br />

noted that if about $66,500 were cut<br />

from this draft, town council would<br />

only have to consider a five per cent<br />

property tax increase or less if more<br />

savings can be found.<br />

Coun. Bryan Gust stated he felt that<br />

there are places to find savings in the<br />

draft budget, plus suggested using<br />

reserves to get any possible tax<br />

of fraud through calls, email, social media<br />

Rural Alberta communities aren’t<br />

immune from fraud, and small business<br />

is often the target of sophisticated<br />

fraudsters, whether they be provincial,<br />

national or international in nature.<br />

As March is Fraud Awareness<br />

Month, business owners can benefit<br />

from some advice that may very well<br />

save them some money.<br />

Local businessman Gord Lawlor,<br />

who has owned and operated jewelry<br />

stores in multiple communities, shared<br />

some of his experiences with fraud in<br />

an effort to help other business owners<br />

avoid being ripped off by con-men.<br />

In a phone interview March 19<br />

Lawlor stated local business owners<br />

may be wary of someone contacting<br />

them by phone, email, text or social<br />

media with interest in something<br />

expensive or extravagant.<br />

He cited as an example someone contacting<br />

him by phone from another<br />

province asking about a rather expensive<br />

piece of jewelry, even something<br />

up to $15,000. As the call proceeded the<br />

caller had excuses for everything,<br />

including a credit card that was<br />

declined; the scammer claimed they<br />

just booked an expensive vacation on<br />

that card and must have maxed it out.<br />

Lawlor noted eventually staff<br />

decided not to proceed with a proposal<br />

that big over the phone; this is an effective<br />

strategy, as requesting the buyer<br />

appear in person may in effect call<br />

their bluff.<br />

If, as suspected, the caller is actually<br />

a scammer in another province or<br />

country, obviously they will not appear<br />

in person at your Stettler-area<br />

business.<br />

Lawlor stated that an acquaintance<br />

of his called describing a phone call<br />

like this. The friend stated they were<br />

quite excited about the prospective<br />

large purchase which can mean a lot to<br />

a small business’ bottom line, but the<br />

friend had an uneasy feeling that<br />

“something was wrong.”<br />

As it turned out, Gord spoke to his<br />

staff and they suspected the original<br />

phone call was a scammer attempting<br />

to rip them off.<br />

Lawlor noted that these fraud lures<br />

dangled by scammers may be very<br />

tempting to a small business owner<br />

who is struggling to make ends meet.<br />

Lawlor also related an incident he’d<br />

heard about locally where a woman<br />

was targeted in a romance scam;<br />

apparently, this lady had a “fiancé”<br />

overseas who was directing her to<br />

essentially send her life savings to him<br />

through gift cards. Red flags were<br />

being thrown up when this lady was<br />

regularly purchasing $1,000 to $1,500<br />

worth of gift cards.<br />

Technically, it’s not illegal for<br />

someone to buy that many gift cards<br />

over that short period a time but<br />

friends and family may note that it’s<br />

out of character for a person to do so, a<br />

signal that something may be wrong.<br />

These are some of the pitfalls that<br />

rural Alberta business owners face<br />

through modern fraud. The RCMP provided<br />

a wealth of information and good<br />

advice for Fraud Awareness Month.<br />

Federal campaign<br />

RCMP Federal Policing Strategist<br />

Christina Zoernig shared a treasure<br />

trove of information about the bewildering<br />

array of fraud facing not just<br />

business owners but Canadians in<br />

general.<br />

“This March, the Alberta RCMP will<br />

be sharing information and resources<br />

in support of the Alberta Community<br />

Crime Prevention Association’s<br />

(ACCPA) Fraud Prevention Month<br />

campaign,” stated a press release to<br />

the <strong>ECA</strong> <strong>Review</strong> newspaper March 6.<br />

“The campaign, which will include a<br />

weekly theme, seeks to educate<br />

Albertans on the many ways that<br />

fraudulent activity impacts their<br />

communities.”<br />

She noted some scams getting a light<br />

shone on them included romance<br />

scams (partner is interested in you and<br />

asks you to send them money),<br />

phishing emails (email is fake and<br />

clicking it exposes your computer to<br />

theft), job scams (job doesn’t exist), buy<br />

and sell fraud (item doesn’t exist), lottery<br />

and/or prize scams (you are asked<br />

to pay a fee to claim your prize), tech<br />

repair scams (problem they describe<br />

doesn’t exist); and impersonation<br />

scams (sometimes called the grandparents<br />

scam).<br />

“How can you protect yourself from<br />

these types of scams?” mused Zoernig.<br />

“Here are some helpful resources:<br />

Use strong and unique passwords for<br />

your online accounts; Learn the seven<br />

major red flags of phishing emails; and<br />

learn how to better protect your money<br />

from cyber criminals.”<br />

The seven red flags include threats,<br />

request for private information, sounds<br />

too good to be true, email shows up out<br />

of the blue, information mismatch such<br />

as obvious spelling errors, suspicious<br />

attachments and amateurish design.<br />

Another area of focus in the campaign<br />

is business fraud such as<br />

investment fraud via social media;<br />

Ponzi or pyramid schemes; cryptocurrency<br />

scams; real estate investment<br />

scams; and offshore investment<br />

schemes.<br />

to evolve, scammers are finding new<br />

and innovative ways to convince a<br />

target that they are legitimate.<br />

Canadians can better protect themselves<br />

from these online tactics by<br />

learning how to secure your accounts,<br />

devices and digital connections.”<br />

please report it to your local law<br />

enforcement and the Canadian Anti-<br />

Coun. McIntosh stated he felt councillors<br />

should have a talk about the<br />

dog/cat bylaw and mentioned a recent<br />

incident where dogs running at large<br />

cost the Town of Bashaw a substantial<br />

amount of money.<br />

Councillors unanimously passed a<br />

resolution instructing town staff to cut<br />

at least $66,500 from the draft operating<br />

budget and bring the issue back<br />

to a future meeting.<br />

Hanna town council continued<br />

to subsidize rent for the<br />

local farmers market after a<br />

presentation from that nonprofit<br />

organization at the March<br />

12 regular meeting of council.<br />

Councillors heard a presentation<br />

by Peggy Rehill on behalf<br />

of the Hanna Farmers Market<br />

requesting a reduced rental rate<br />

for space in the curling rink.<br />

The Farmers Market also<br />

provided a letter from Farmers<br />

Market Manager Melissa Ray<br />

providing more information for<br />

the request, acknowledging the<br />

Town of Hanna has provided a<br />

rental subsidy in the past for the<br />

farmers market.<br />

The letter outlined a number<br />

of challenges facing the market,<br />

including pandemic recovery.<br />

Rehill, who also provided<br />

councillors with a financial<br />

statement on the non-profit<br />

farmers market, noted those<br />

involved wth the farmers<br />

market wish to serve the<br />

<br />

community.<br />

“We didn’t make a lot of<br />

money but we’re not in it for<br />

money,” said Rehill. “We’re in it<br />

for service.”<br />

Rehill stated the organization<br />

regularly hears from people<br />

who appreciate this service and<br />

those involved, including vendors,<br />

organizers and visitors,<br />

feel the service is worthwhile.<br />

Rehill noted last year the<br />

farmers market had 35 different<br />

vendors from Hanna, with<br />

another 30 vendors from out of<br />

the community.<br />

Rehill noted that non-profit<br />

societies are offered free tables<br />

at the farmers market, and it<br />

was noted five such organizations<br />

took advantage of that<br />

opportunity; two of them were<br />

at the market every week.<br />

Coun. Sandra Murphy stated<br />

that after visiting the farmers<br />

market herself she was disappointed<br />

by the huge space and<br />

few tables plus the dark atmosphere<br />

of the venue. Murphy<br />

asked if the curling rink is the<br />

best place to hold the farmers<br />

market.<br />

Rehill responded the<br />

organization has looked around<br />

at other venues, but considering<br />

things like vendor and visitor<br />

access, the curling rink is the<br />

only facility that meets all<br />

needs; plus, the curling rink<br />

isn’t heavily used during the<br />

summer so it’s available when<br />

the farmers market wishes.<br />

It was noted the farmers<br />

market doesn’t do fundraising<br />

and the Hanna Ag Society is its<br />

sponsor, a requirement for<br />

farmers markets in Alberta.<br />

Coun. Sandra Beaudoin noted<br />

that farmers market vendors<br />

and visitors, especially out-oftowners,<br />

probably support local<br />

businesses when they visit<br />

Hanna.<br />

Rehill agreed, noting the<br />

farmers market doesn’t usually<br />

offer a concession so vendors<br />

will likely visit Hanna’s eating<br />

establishments.<br />

The farmers market representative<br />

noted the organization<br />

actually posted a loss in 2023,<br />

their biggest ever, stating the<br />

non-profit was very grateful<br />

that the Hanna Ag Society has<br />

helped them in the past.<br />

a $30,000 invoice the<br />

Based on recent history,<br />

however, the<br />

odds-on favourite to<br />

win the event that<br />

starts this weekend<br />

would be Niklas Edin<br />

of Sweden, who has<br />

won four of the past five titles.<br />

favourite should be Italy’s Joel<br />

Retornaz, who skips the No. 1-ranked<br />

team in the world. And if recent play in<br />

Stettler county deputy reeve appointed to ASCHA<br />

The County of Stettler Deputy<br />

Reeve, James Nibourg was recently<br />

appointed as the President of the<br />

Alberta Seniors and Community<br />

House Association (ASCHA). Deputy<br />

Reeve Nibourg brings a wealth of experience<br />

and dedication to this important<br />

role.<br />

Nibourg, has been a council member<br />

for the County of Stettler for 13 years,<br />

and has a long and committed history<br />

with ASCHA, previously serving on<br />

the ASCHA Board as a director and<br />

vice president. His passion for serving<br />

Albertans, especially seniors, is evident<br />

in his work and advocacy within<br />

the association.<br />

“Being chosen the President of<br />

ASCHA is a true honour, and I am<br />

grateful for the opportunity to continue<br />

serving Albertans in this<br />

capacity. I am excited to work alongside<br />

the dedicated members of ASCHA<br />

to advocate for the needs of seniors and<br />

The Alberta Seniors & Community<br />

practices, and resources necessary to<br />

Charges in year long<br />

trafficking investigation<br />

In January of 2023, Drumheller<br />

RCMP initiated an investigation into<br />

drug trafficking following the discovery<br />

of multiple packages believed to<br />

be dropped utilizing a drone at the<br />

Drumheller Institution.<br />

On Dec. 1, 2023, police executed two<br />

search warrants at one residence in<br />

Calgary and one residence in Red<br />

Deer, Alta.<br />

As a result of the search warrant,<br />

the following was seized: a drone, cell<br />

phones, drug paraphernalia, a quantity<br />

of methamphetamine, GHB,<br />

Psilocybin and MDMA.<br />

RCMP<br />

RCMP laid a total of five charges.<br />

Jessica Lavallee (35), a resident of Red<br />

Deer, has been charged with possession<br />

of Methamphetamine, MDMA,<br />

GHB and Psilocybin, all for the purpose<br />

of trafficking, and possession<br />

of proceeds of crime.<br />

Lavallee was released on an undertaking<br />

and is set to appear in Alberta<br />

Court of Justice in Drumheller on May<br />

17, <strong>2024</strong>.<br />

Drumheller RCMP and partners<br />

continue to investigate this matter and<br />

additional charges are pending.<br />

Solar plant petition<br />

Town of Hanna news release<br />

The Town of Hanna received a petition<br />

with over 300 names on Thurs.<br />

Feb. 8, 2023. This petition requested<br />

that Hanna town council remove Solar<br />

Power Plant as a permitted or discretionary<br />

use in any and all districts in<br />

the Land Use Bylaw 1<strong>03</strong>2-2023,<br />

including the removal of all definitions<br />

or other bylaws relating to Solar Power<br />

Plant.<br />

According to the Municipal<br />

Government Act (Section 226 (1))<br />

Within 45 days after the date on which<br />

a petition is filed, the Chief<br />

Administrative Officer must make a<br />

declaration to the Council or the<br />

Minister on whether the petition is sufficient<br />

or insufficient.<br />

Municipal Government Act (Section<br />

232 (2)) states that a petition requesting<br />

a new bylaw under Part 8, 9, 10, 17 or<br />

17.2 of the Municipal Government Act<br />

or an amendment or repeal of a bylaw<br />

or resolution made under Part 8, 9, 10,<br />

17 or 17.2 of the Municipal Government<br />

Act has no effect.<br />

Part 17 of the Municipal Government<br />

Act is the Planning and Development<br />

section and is the section of the<br />

Municipal Government Act that mandates<br />

that all municipalities must have<br />

a Land Use Bylaw. Therefore, the petition<br />

is not valid because it seeks to<br />

amend the Town of Hanna Land Use<br />

Bylaw # 1<strong>03</strong>2-2023.<br />

At the March 12, <strong>2024</strong> council<br />

meeting a resolution was passed that<br />

council accepts the Solar Power Plant<br />

Petition Report for information. This<br />

report states that based on legal<br />

advice, the Chief Administrative<br />

Officer (CAO) confirms to council that<br />

the petition received Feb. 8, <strong>2024</strong> is outside<br />

the legal scope of petitions<br />

contemplated in the Municipal<br />

Government Act RSA 2000 c. M-26; specifically,<br />

pursuant to section 232(2), a<br />

petition purporting to require an<br />

amendment to a land use bylaw (which<br />

is a bylaw addressed under Part 17)<br />

“has no effect”.<br />

Therefore, it is not appropriate or<br />

necessary for the CAO to determine<br />

sufficiency of the petition (i.e. whether<br />

the petition has met the logistical<br />

requirements of petitions as prescribed<br />

The CAO will advise the named representative<br />

that administration prepare a<br />

press release explaining the rationale<br />

behind the decision and that despite<br />

this decision council remains opposed<br />

to the proposed Solar Farm<br />

Development adjacent to the Hanna<br />

Airport.<br />

Council sent a letter of non-support<br />

of the project to the Developer PACE<br />

Canada LP on Dec. 13, 2023.<br />

Furthermore, council has retained<br />

legal counsel to assist the Town of<br />

Hanna with managing the Alberta<br />

Utilities Commission Intervention<br />

Process and provide guidance and<br />

direction to protect the Town of Hanna<br />

and the Hanna Airport now and into<br />

the future.<br />

Council is also planning to retain<br />

other technical advisers for review and<br />

guidance of studies completed by the<br />

developer on this project such as glint<br />

and glare, runway setbacks, etc. if<br />

necessary.<br />

Council has no authority<br />

It is important to note that under<br />

Alberta regulations, renewable energy<br />

projects approval lies with the Alberta<br />

Utilities Commission.<br />

Town Council is working diligently<br />

to safeguard the community and the<br />

airport however council does not have<br />

the authority to approve or reject this<br />

project as per section 619 of the<br />

Municipal Government Act.<br />

Any group or individual can file a<br />

complaint with the Alberta Utilities<br />

Commission.<br />

the internet and at the very top of the<br />

Liberals deny Canadians a<br />

choice on the carbon tax<br />

On April 1, the Liberal-NDP<br />

costly coalition will raise the<br />

carbon tax by a whopping 23 per<br />

cent, the next step in their plan<br />

to increase it to 170 dollars a ton.<br />

Conservatives gave the MPs<br />

from the Liberal backbench, the<br />

NDP, and Bloc Quebecois a<br />

chance to stand up for<br />

Canadians and their constituents<br />

and stop the forthcoming<br />

hike… but they chose instead to<br />

continue to prop up the<br />

Government.<br />

This tax hike is coming at the<br />

worst possible time. Canadians<br />

are struggling after eight years<br />

of Prime Minister Trudeau’s<br />

inflationary spending and<br />

taxes.<br />

MPs had a chance to listen to<br />

their constituents and bring<br />

some desperately needed relief<br />

this week on two occasions.<br />

They could have voted for a<br />

The County of Stettler council<br />

approved about a quarter million dollars<br />

for a number of new trucks,<br />

including a new fire department<br />

vehicle. The decisions were made after<br />

councillors examined tender results at<br />

the March 13 regular meeting of<br />

council.<br />

The lengthiest discussion councillors<br />

had when examining vehicle<br />

tenders was for sport utility vehicle<br />

(SUV) for the Stettler Regional Fire<br />

Department’s new regional manager<br />

Ivan Dijkstra, who presented the<br />

tender results to councillors himself.<br />

The truck in question is to be purchased<br />

by the County of Stettler and<br />

Town of Stettler in a 50/50 split. While<br />

the tender appeared to be strongly<br />

received with six offers, as Dijkstra<br />

explained a number of issues popped<br />

up.<br />

First, Dijkstra pointed out St. Albert<br />

Chrysler Dodge’s offer of a <strong>2024</strong> Dodge<br />

Durango for $68,199 didn’t meet the<br />

tender specifications of a full-size SUV,<br />

so the offer was discarded.<br />

Another offer, this one from Gary<br />

Moe Chevrolet Stettler for a 2023<br />

Yukon priced at $95,933, was also discarded<br />

as Dijkstra explained at the<br />

meeting the actual bid document<br />

wasn’t delivered according to the<br />

specifications.<br />

Another offer, this one from Stettler<br />

Dodge, wasn’t considered as their <strong>2024</strong><br />

Jeep Wagoneer for $87,429 didn’t meet<br />

the vehicle specifications and had a<br />

delivery time of up to 12 weeks.<br />

A 2023 Tahoe from Shaganappi<br />

Motors of Calgary priced at $77,609.25,<br />

was already sold by the time the tenders<br />

were opened.<br />

That left two vehicles: a <strong>2024</strong><br />

Expedition from Aspen Ford of<br />

Stettler for $67,854 with a delivery time<br />

of about six months, and a 2023 Tahoe<br />

from Competition Chevrolet in Stony<br />

Plain for $87,800 with a delivery time<br />

of only one week.<br />

Is government ready to raid your pension?<br />

Pension fund managers are worried that the Trudeau government<br />

is targeting your pension because “that’s where the money is”<br />

In the United States, the government<br />

aspires to uphold life, liberty, and the<br />

pursuit of happiness. In Canada, our<br />

goals are more modest, aiming for<br />

peace, order, and good government.<br />

While there’s always room for<br />

improvement, we have largely<br />

achieved these objectives.<br />

A big factor in this achievement, and<br />

a blessing for all Canadians, is that<br />

Canada operates under the rule of law.<br />

Our laws are formulated by freely<br />

elected legislatures, administered<br />

impartially, and upheld justly by our<br />

justice system. Unfortunately, this is<br />

not the standard in every part of the<br />

world.<br />

Think of all the autocratic, despotic<br />

or just plain chaotic countries in the<br />

world. Those who work with immigrants<br />

to Canada will tell you that<br />

many immigrants are amazed when<br />

told that judges in Canada do not routinely<br />

take bribes.<br />

We frequently invoke the old expression<br />

‘there ought to be a law’ when<br />

faced with situations that require resolution.<br />

However, there are many<br />

scenarios where enacting a law would<br />

be ineffective. Legal action would be<br />

ineffective against factors beyond our<br />

control, such as viruses and weather<br />

patterns.<br />

Laws only function when society collectively<br />

demonstrates willingness and<br />

capability to adhere to them. Centuries<br />

ago, the Talmud wisely cautioned<br />

against governments passing laws that<br />

people would not obey, as this undermines<br />

the integrity of the entire legal<br />

system.<br />

Nevertheless, we do not have to look<br />

beyond modern democracies to find<br />

examples of just such laws.<br />

Prohibition against alcohol in the<br />

United States at the beginning of the<br />

20th century is one. Too many people<br />

were just not prepared to entirely<br />

forego all beer, wine or liquor. When<br />

not available for legal purchase, they<br />

made their own, sometimes miscalculating<br />

the procedures and poisoning<br />

themselves or others.<br />

Canadian distillers got rich smuggling<br />

alcohol into the U.S. to operators<br />

of illegal bars called speakeasies that<br />

hid from the police and made a<br />

mockery of the legal system.<br />

Long-standing laws and severe penalties<br />

have not eliminated the use of<br />

non-medical drugs. They now make<br />

criminal gangs rich and powerful. The<br />

lack of quality control and the<br />

resulting death toll is sufficient to have<br />

lowered life expectancy in the U.S. In<br />

Canada, we at least have had the good<br />

sense to stop making criminals of all<br />

recreational cannabis users.<br />

The unintended and often unforeseen<br />

consequences of such legislation<br />

also prevent us from simply passing<br />

laws to banish all our ills. Take sanctions,<br />

for instance. Sanctions are<br />

prime examples of laws that never<br />

yield the intended effectiveness<br />

because the individuals and nations<br />

they target have strong incentives to<br />

circumvent them.<br />

The American ban on selling cutting-edge<br />

technology to China may<br />

slow their progress in the short run.<br />

However, the Chinese are already figuring<br />

out ways to use older technology<br />

to greater advantage and are pouring<br />

resources into developing state-of-theart<br />

components and facilities to put<br />

China at the forefront of the world<br />

technology sector – something they<br />

might not have done had the sanctions<br />

not been implemented.<br />

In Canada, our major pension funds<br />

are concerned that a law might be<br />

passed that could hurt present and<br />

future pension recipients. Pension<br />

fund managers aim to generate a<br />

return that is sufficiently stable and<br />

ample to meet pensioners’<br />

expectations.<br />

OBITUARIES<br />

Many stories of this amazing woman<br />

Sharon Ruth Watson, originally of<br />

Calgary, most recently of Stettler, Alta.<br />

beloved wife of Dave Watson, loving<br />

mother of David, Jason and Kari,<br />

passed away quietly in her home at the<br />

age of 81 years.<br />

Born in Calgary Dec. 19, 1942 to<br />

Doreen and Richard Smith, Sharon<br />

spent summers in Big Valley with her<br />

Webster grandparents and cousins, all<br />

of whom she loved dearly.<br />

This spirited young girl grew into a<br />

strong, beautiful, incredible caring<br />

woman with a fantastic sense of<br />

humour who was loved by all. Sharon<br />

loved making people laugh, and never<br />

missed an opportunity to do so.<br />

Sharon met Dave Watson in high<br />

Young man of passion and conviction<br />

Quinten Golby was born on Aug. 12,<br />

1999 at St. Mary’s Hospital, Camrose,<br />

Alta. He attended Kindergarten to<br />

Grade 9 at Brownfield<br />

Community School,<br />

Grade 10 - 12 at<br />

Coronation High School<br />

and went on to<br />

Lethbridge College.<br />

Quinten had many<br />

hobbies: reptiles, goat<br />

4-H, and Comicon, baseball<br />

and basketball.<br />

Quinten was a<br />

remarkable young soul<br />

who left a lasting mark<br />

on all who knew him.<br />

Golby<br />

Quinten was a young man of passion<br />

and conviction, with a heart as vast as<br />

the prairie sky and a spirit as lively as<br />

the creatures he so adored, lizards.<br />

His fascination with these scaled<br />

wonders was not merely a passing<br />

fancy but a testament to his profound<br />

curiosity and love for the natural<br />

world.<br />

Quinten was not one to shy away<br />

from expressing his opinions. Whether<br />

engaged in a lively debate or fervently<br />

defending his beliefs, he approached<br />

every interaction with unwavering<br />

determination and boundless enthusiasm.<br />

His tenacity was matched only<br />

by his infectious zeal, igniting spirited<br />

discussions that often left us both<br />

enlightened and entertained.<br />

Beyond his love for lizards and spirited<br />

debates, Quinten possessed a<br />

kindness that touched the lives of<br />

those around him. He had a knack for<br />

finding beauty in the simplest of<br />

things and a generosity of spirit that<br />

knew no bounds.<br />

His laughter echoed like a melody<br />

through the halls of our hearts,<br />

leaving behind cherished memories<br />

that we will hold dear forever.<br />

Though Quinten’s time with us was<br />

tragically brief, the impact he made<br />

will endure for a lifetime.<br />

As we bid farewell Quinten, let us<br />

take solace in the knowledge that his<br />

spirit lives on in the hearts of all who<br />

knew him.<br />

May his love for lizards, his unwavering<br />

Quinten is survived by his parents<br />

Tracey and Wade Golby; his grandparents<br />

Clarence and Donna Golby and<br />

Don and Linda Maron; brother Evan<br />

Golby; aunts and uncles - Lyle and<br />

Delayne Golby and their children<br />

Jenna (Hunter Baldwin), Adam and<br />

school and they were married in 1963.<br />

Not long after, along came children<br />

David, Jason and Kari. Sharon was a<br />

doting wife and mother who extended<br />

this love and care to three nephews<br />

who she raised for a time in their perfect<br />

little house in Parkhill.<br />

Sharon and Dave loved to travel,<br />

often taking road trips to the West<br />

Coast and into the U.S. with friends<br />

and family. Some of her favourite trips<br />

were taken with cousin Allan and his<br />

wife Sylvia, brother-in-law Wayne, and<br />

let’s not forget her iconic trip to Las<br />

Vegas with sister Deanna to see Elvis<br />

perform.<br />

It is no surprise that Sharon had several<br />

dear, close friends, many of whom<br />

A Celebration of Life for Quinten<br />

was held at the Brownfield<br />

she stayed in touch with for most of her<br />

life.<br />

If you called her in the mornings,<br />

her line was often busy as she would be<br />

on the phone sorting out the gossip and<br />

problems of the world, wearing her signature<br />

orange lipstick with a coffee<br />

and a cigarette in her hand.<br />

She loved having friends and family<br />

over, and a card game or six was mandatory.<br />

She loved playing Scrabble and<br />

sometimes her games with Kari would<br />

get a little bit tense. The bingo halls<br />

and casinos will be missing her<br />

contributions.<br />

While primarily a homemaker for<br />

most of her life, in her younger years<br />

she worked at Simpsons Sears in the<br />

Donna Robinson<br />

1954 - <strong>2024</strong><br />

Donna Marilyn Robinson peacefully<br />

passed away on March 19, <strong>2024</strong>, leaving<br />

behind a legacy of love and warmth.<br />

She was born on Sept. 30, 1954 in<br />

Camrose, Alta. and attended<br />

Donalda School and Wm. E.<br />

Hay Composite High School.<br />

Donna met and was united<br />

in marriage to her beloved<br />

husband, Norman Robinson in<br />

1976. Together, they built a life<br />

filled with love, laughter and<br />

cherished memories.<br />

Donna was a devoted mother<br />

and grandmother to her three<br />

children, Tannis, Kent, and<br />

Donavan and her seven grandchildren<br />

Abbigail, Tova, Grayson,<br />

Lincyn, Oliver, Dax and Weldon. Her<br />

unconditional love and unwavering<br />

support were constant sources of<br />

strength for her family.<br />

Beyond her role as a mother, Donna<br />

was known for her kindness, generosity<br />

and all the ways she enriched the<br />

lives of those around her. Though she<br />

may no longer be with us in person,<br />

her spirit will live on in the hearts of<br />

all who were fortunate enough to have<br />

known her.<br />

James “Jim” Skow was born Dec. 6,<br />

1950 to Peder and Pearl Skow. He was<br />

raised on a farm south of Stettler.<br />

He became a partner in Heartland<br />

Stationers.<br />

dealing, and ran a babysitting<br />

room at a local bingo hall. She was up<br />

to any task and always took great<br />

pride in her work.<br />

After moving to Big Valley in 1996<br />

Sharon finally got<br />

her drivers’ license<br />

and took great<br />

delight in driving<br />

all over to visit<br />

loved ones and to<br />

go fishing. She<br />

enjoyed being in<br />

her garden and had<br />

the most wonderful<br />

flowers which,<br />

unfortunately, the<br />

cats also loved.<br />

Watson<br />

Sharon’s health started to decline<br />

and she struggled with many new and<br />

interesting ailments in her later years.<br />

Husband Dave and her kids all made<br />

sure that she got to her appointments<br />

and that she was taken care of.<br />

In 2023, Dave and Sharon relocated<br />

to Willow Creek Lodge in Stettler<br />

where she was happy to let others do<br />

the cooking and cleaning.<br />

Sharon was predeceased by her parents<br />

Richard Smith, Doreen Toker, her<br />

beloved in-laws Edward (Jock) and<br />

Eleanor Watson, her good friend<br />

Sylvia Webster, and her loving firecracker<br />

of a son, Jason Watson.<br />

There are so many other wonderful<br />

things to say and stories to tell about<br />

this amazing woman. She will be<br />

extremely missed by her family: husband<br />

Dave, children David and Kari,<br />

nephews Greg, Clark and Brett, her<br />

great-nieces and nephews Sydney,<br />

Jenna, Brittney, Sam, Terrace and<br />

Devin who thought of her as their<br />

grandmother; sister Deanna Kuzyk,<br />

her many cousins, especially Allan<br />

and Joan, and friends, with honourable<br />

mention to Sandra, Betty and<br />
