The U13 3Cs team went with a 13 - 1
win/loss record going into the playoffs
and the provincial tournament, four of
which went into nail biting overtime.
In the provincial tournament in
Consort, Alta. the girls went 5-0
starting first by defeating Grand
Prairie 4 - 3 on Thursday, March 21.
Friday the 3Cs defeated Spruce Grove,
6 - 4 and Medicine Hat, 5 - 2.
In the semi final Sunday the 3Cs
again defeated Grand Prairie, 4 - 3 in
double overtime.
The championship game on Sunday
saw the 3Cs take on Fort McMurray,
winning 6 - 5 in overtime.
There are 15 girls on the team and
they picked up an emergency back up
goalie Abrianna Eshpeter from
Stettler for Provincials.
The girls come from Oyen, Consort,
Brownfield, Coronation, Castor and
Halkirk.
“From the moment this team
stepped on the ice for their first practice,
you could see the team had what it
takes to become champions,” said 3Cs
coach, Ryan Schedlosky The way they
treated each other as equals even
though some were meeting each other
for the first time. The effort they gave
on the first drill showed all of us how
hard they were willing to work.
“As the year went on, the teamwork,
effort and fun got stronger week after
week.”
U13 3C’s are the Tier2 provincial champions following a successful tournament on March 21 - 24 in Consort, Alta. with a 5 - 0 win/loss record.
BASHAW COUNCIL
Council wants draft 2024 operating budget smaller
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Bashaw town council wants to
whittle down their draft 2024 operating
budget after a detailed presentation at
the March 20 regular council meeting.
Town Chief Administrative Officer
(CAO) Theresa Fuller presented the
draft operating budget to councillors,
noting in her report that the town’s
2023 financial statement is still being
prepared.
“Once the audit is complete, the
actuals within the budget will be
updated and may impact the overall
budget,” stated Fuller in her memo to
council.
As Fuller and other staff reviewed
all sections of the draft budget, she
noted a few key areas.
She began by saying there appeared
to be a sight increase in staff functions
and this was likely due to the policy of
providing turkeys or hams to staff at
Christmas, while the price of these
items has increased noticeably; she
noted councillors may wish to revisit
that policy.
Under general administration,
Fuller stated the budget remains fairly
stable, noting that the previous grant
program quite important to municipalities,
the Municipal Sustainability
Initiative (MSI), has been replaced by a
new program, the Local Government
Fiscal Framework (LGFF) and
Bashaw’s grant appears to be the same
amount at $118,190.
It was noted that a public auction
generated additional revenue for this
department.
Fuller stated that provincial requisitions
such as education tax are tricky:
the rate based on property assessment
stayed much the same for education
tax, but property values increased, so
taxpayers will see an increase
described as nine per cent.
Coun. Cindy Orom asked if the Town
of Bashaw’s switch to monthly water
billing affected this department. Fuller
responded no, that would be part of the
water budget.
The fire department was briefly discussed;
the draft budget proposed
stable funding and Fuller noted the
department expects more calls in 2024.
She also noted the Bashaw Fire
Department has been successful in
finding grant money.
Coun. Kyle McIntosh asked if the
proposed wildland fire truck is listed
in this budget; the CAO responded that
the truck will be included in the capital
rather than the operating budget.
The community services department,
stated Fuller, can be tricky to
budget as it’s difficult to predict, for
example, how many building permits
will be sought.
She noted FCSS costs are a bit
higher.
Discussing the Public Works department
Fuller stated dust control and
insurance costs have climbed. A bit
more money has been earmarked for
the airport as Fuller stated it’s unclear
if a door being left open and a tap left
running was an accident or intentional
vandalism.
It was noted tipping fees at the landfill
have gone down substantially, and
the CAO noted that’s because Bashaw
residents are strong recyclers.
Councillors also discussed maintenance
and other costs associated with
the community hall, with the CAO
noting this building costs substantial
money. “It’s an expensive building,”
said Fuller.
In the recreation department staff
mentioned unused ice time at the
arena; it was noted users groups may
want that ice time but aren’t aware of
it.
Councillors discussed the draft operating
budget; Mayor Rob McDonald
noted that if about $66,500 were cut
from this draft, town council would
only have to consider a five per cent
property tax increase or less if more
savings can be found.
Coun. Bryan Gust stated he felt that
there are places to find savings in the
draft budget, plus suggested using
reserves to get any possible tax
Small town business can easily be target
of fraud through calls, email, social media
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Rural Alberta communities aren’t
immune from fraud, and small business
is often the target of sophisticated
fraudsters, whether they be provincial,
national or international in nature.
As March is Fraud Awareness
Month, business owners can benefit
from some advice that may very well
save them some money.
Local businessman Gord Lawlor,
who has owned and operated jewelry
stores in multiple communities, shared
some of his experiences with fraud in
an effort to help other business owners
avoid being ripped off by con-men.
In a phone interview March 19
Lawlor stated local business owners
may be wary of someone contacting
them by phone, email, text or social
media with interest in something
expensive or extravagant.
He cited as an example someone contacting
him by phone from another
province asking about a rather expensive
piece of jewelry, even something
up to $15,000. As the call proceeded the
caller had excuses for everything,
including a credit card that was
declined; the scammer claimed they
just booked an expensive vacation on
that card and must have maxed it out.
Lawlor noted eventually staff
decided not to proceed with a proposal
that big over the phone; this is an effective
strategy, as requesting the buyer
appear in person may in effect call
their bluff.
If, as suspected, the caller is actually
a scammer in another province or
country, obviously they will not appear
in person at your Stettler-area
business.
Lawlor stated that an acquaintance
of his called describing a phone call
like this. The friend stated they were
quite excited about the prospective
large purchase which can mean a lot to
a small business’ bottom line, but the
friend had an uneasy feeling that
“something was wrong.”
As it turned out, Gord spoke to his
staff and they suspected the original
phone call was a scammer attempting
to rip them off.
Lawlor noted that these fraud lures
dangled by scammers may be very
tempting to a small business owner
who is struggling to make ends meet.
Lawlor also related an incident he’d
heard about locally where a woman
was targeted in a romance scam;
apparently, this lady had a “fiancé”
overseas who was directing her to
essentially send her life savings to him
through gift cards. Red flags were
being thrown up when this lady was
regularly purchasing $1,000 to $1,500
worth of gift cards.
Technically, it’s not illegal for
someone to buy that many gift cards
over that short period a time but
friends and family may note that it’s
out of character for a person to do so, a
signal that something may be wrong.
These are some of the pitfalls that
rural Alberta business owners face
through modern fraud. The RCMP provided
a wealth of information and good
advice for Fraud Awareness Month.
Federal campaign
RCMP Federal Policing Strategist
Christina Zoernig shared a treasure
trove of information about the bewildering
array of fraud facing not just
business owners but Canadians in
general.
“This March, the Alberta RCMP will
be sharing information and resources
in support of the Alberta Community
Crime Prevention Association’s
(ACCPA) Fraud Prevention Month
campaign,” stated a press release to
the ECA Review newspaper March 6.
“The campaign, which will include a
weekly theme, seeks to educate
Albertans on the many ways that
fraudulent activity impacts their
communities.”
She noted some scams getting a light
shone on them included romance
scams (partner is interested in you and
asks you to send them money),
phishing emails (email is fake and
clicking it exposes your computer to
theft), job scams (job doesn’t exist), buy
and sell fraud (item doesn’t exist), lottery
and/or prize scams (you are asked
to pay a fee to claim your prize), tech
repair scams (problem they describe
doesn’t exist); and impersonation
scams (sometimes called the grandparents
scam).
“How can you protect yourself from
these types of scams?” mused Zoernig.
“Here are some helpful resources:
Use strong and unique passwords for
your online accounts; Learn the seven
major red flags of phishing emails; and
learn how to better protect your money
from cyber criminals.”
The seven red flags include threats,
request for private information, sounds
too good to be true, email shows up out
of the blue, information mismatch such
as obvious spelling errors, suspicious
attachments and amateurish design.
Another area of focus in the campaign
is business fraud such as
investment fraud via social media;
Ponzi or pyramid schemes; cryptocurrency
scams; real estate investment
scams; and offshore investment
schemes.
Cpl. Sean Milne of the Alberta
RCMP Provincial Financial Crime
Team added, “As technology continues
to evolve, scammers are finding new
and innovative ways to convince a
target that they are legitimate.
Canadians can better protect themselves
from these online tactics by
learning how to secure your accounts,
devices and digital connections.”
you may be a victim of fraud, or are
currently being targeted by fraud,
HANNA COUNCIL
Discount rent for farmers market continued
Stu Salkeld
Local Journalism
Initiative reporter
ECA Review
Hanna town council continued
to subsidize rent for the
local farmers market after a
presentation from that nonprofit
organization at the March
12 regular meeting of council.
Councillors heard a presentation
by Peggy Rehill on behalf
of the Hanna Farmers Market
requesting a reduced rental rate
for space in the curling rink.
The Farmers Market also
provided a letter from Farmers
Market Manager Melissa Ray
providing more information for
the request, acknowledging the
Town of Hanna has provided a
rental subsidy in the past for the
farmers market.
The letter outlined a number
of challenges facing the market,
including pandemic recovery.
Rehill, who also provided
councillors with a financial
statement on the non-profit
farmers market, noted those
involved wth the farmers
market wish to serve the

community.
“We didn’t make a lot of
money but we’re not in it for
money,” said Rehill. “We’re in it
for service.”
Rehill stated the organization
regularly hears from people
who appreciate this service and
those involved, including vendors,
organizers and visitors,
feel the service is worthwhile.
Rehill noted last year the
farmers market had 35 different
vendors from Hanna, with
another 30 vendors from out of
the community.
Rehill noted that non-profit
societies are offered free tables
at the farmers market, and it
was noted five such organizations
took advantage of that
opportunity; two of them were
at the market every week.
Coun. Sandra Murphy stated
that after visiting the farmers
market herself she was disappointed
by the huge space and
few tables plus the dark atmosphere
of the venue. Murphy
asked if the curling rink is the
best place to hold the farmers
market.
Rehill responded the
organization has looked around
at other venues, but considering
things like vendor and visitor
access, the curling rink is the
only facility that meets all
needs; plus, the curling rink
isn’t heavily used during the
summer so it’s available when
the farmers market wishes.
It was noted the farmers
market doesn’t do fundraising
and the Hanna Ag Society is its
sponsor, a requirement for
farmers markets in Alberta.
Coun. Sandra Beaudoin noted
that farmers market vendors
and visitors, especially out-oftowners,
probably support local
businesses when they visit
Hanna.
Rehill agreed, noting the
farmers market doesn’t usually
offer a concession so vendors
will likely visit Hanna’s eating
establishments.
The farmers market representative
noted the organization
actually posted a loss in 2023,
their biggest ever, stating the
non-profit was very grateful
that the Hanna Ag Society has
helped them in the past.
Council balks at invoice
for bridge replacement
Stu Salkeld
ECA Review
Big Valley village council
wants to meet with their County
of Stettler counterparts to discuss
a $30,000 invoice the
smaller municipality says it has
no record it ever committed to
paying. The resolution to
request a meeting was passed at
Big Valley’s March 18 regular
council meeting.
This was the first regular
council meeting following the
Feb. 20 by-election and featured
newly elected Mayor Chantel
Janke and Coun. Tim Fields
along with current Coun. Dan
Houle.
Village Chief Administrative
Officer (CAO) Colleen Mayne
provided councillors with an
update on an invoice the village
received from the County of
Stettler for $32,206.91 described
as “BF 07577 Bridge
Replacement” on the document.
At a previous council meeting
it was noted the invoice represented
what the County of
Stettler claimed was the village’s
share of construction on
the bridge located on Twp. Rd.
#355 which connects Big
Valley’s Railway Ave. to Hwy.
56. The construction work was
completed in summer of 2023.
When the invoice was last discussed
the Village of Big Valley
was without council quorum
and still under the guidance of
the provincial government’s
Official Administrator (OA)
Gene Sobolewski; at that time
the OA decided the issue should
be tabled for the newly elected
council to decide.
FROM THE BLEACHERS
No easy games at
men’s world curling
by Bruce Penton
Based on historic results that show
Canada has won 36 world titles, 25
more than the next-best country,
Canada’s Brad Gushue, who defeated
Saskatchewan’s Mike McEwen for the
2024 Brier title, should
win this year’s men’s
world curling championship
in
Schaffhausen,
Switzerland.
Based on recent history,
however, the
odds-on favourite to
win the event that
starts this weekend
would be Niklas Edin
of Sweden, who has
won four of the past five titles.
Penton
But based on current excellence, the
favourite should be Italy’s Joel
Retornaz, who skips the No. 1-ranked
team in the world. And if recent play in
the Grand Slam of Curling events
should be considered, watch out for
Bruce Mouat’s Scottish entry.
Then there’s the U.S., which won the
Olympic gold medal in men’s curling in
2018 and will send veteran John
Shuster to this year’s worlds. And if
home-ice advantage is at all a factor,
then watch out for the Swiss entry
skipped by Yannick Schwaller.
In other words, it’s wide open. The
oddsmakers in Vegas would be perplexed
about setting gambling lines,
talent gathering in Schaffhausen
should guarantee a great event.
Gushue will wear Canada’s colours
for the sixth time, and third straight.
The game hasn’t been kind to him at
the worlds, however, with only one
championship to his credit. But he
is the most experienced Canadian
Besides his lone world championship,
Gushue also has three
runners-up finishes — all to Edin,
which is the foundation for one of
the sport’s great all-time rivalries.
Retornaz won four bonspiels this
season, three on the Grand Slam circuit
in Canada and one in Europe, the
Baden Masters. Winning the world
title this year would be an astounding
accomplishment, considering Italy is
one of five countries to have never won
at the world level (Germany, Denmark,
Finland and France are the others).
As well, the next Winter Olympic
Games will be held in February, 2026
in Milan, Italy and what a special treat
it would be for Retornaz to represent
his country knowing he has a world
title on his resume.
Scotland and Sweden can never be
counted out at the world championship.
Edin has won six world
Stettler county deputy reeve appointed to ASCHA
The County of Stettler Deputy
Reeve, James Nibourg was recently
appointed as the President of the
Alberta Seniors and Community
House Association (ASCHA). Deputy
Reeve Nibourg brings a wealth of experience
and dedication to this important
role.
Nibourg, has been a council member
for the County of Stettler for 13 years,
and has a long and committed history
with ASCHA, previously serving on
the ASCHA Board as a director and
vice president. His passion for serving
Albertans, especially seniors, is evident
in his work and advocacy within
the association.
“Being chosen the President of
ASCHA is a true honour, and I am
grateful for the opportunity to continue
serving Albertans in this
capacity. I am excited to work alongside
the dedicated members of ASCHA
to advocate for the needs of seniors and
ensure access to quality housing and
community supports. Together, we
will strive to make a positive difference
in the lives of those we serve,”
said James Nibourg.
The Alberta Seniors & Community
Housing Association (ASCHA) is made
up of member organizations that offer
community and senior housing
options to Albertans. The association’s
core roles are advocacy and member
services, aimed at ensuring housing
providers have the education, best
practices, and resources necessary to
provide the very best
housing and supports to the
individuals they serve.
Collectively, ASCHA
members represent more
than 60,000 units of housing
in 227 communities across
the province, and 75 per
cent of Alberta’s total
seniors housing sector in
Alberta.
The association has a
unique mandate to champion
the full continuum of
community and seniors
housing options, offered
through the public, voluntary
and private housing
sectors.
The ASCHA president is
the only Board position
elected by the entire membership
at their annual
general meeting, and as
such, holds a higher degree
of accountability and trust
given by the full body of the
organization.
James Nibourg recently appointed president of the
Alberta Seniors and Community Housing Association
meets with the Honourable Nate Horner, Minister of
Finance and President of Treasury Board, and MLA for
Charges in year long
trafficking investigation
In January of 2023, Drumheller
RCMP initiated an investigation into
drug trafficking following the discovery
of multiple packages believed to
be dropped utilizing a drone at the
Drumheller Institution.
On Dec. 1, 2023, police executed two
search warrants at one residence in
Calgary and one residence in Red
Deer, Alta.
As a result of the search warrant,
the following was seized: a drone, cell
phones, drug paraphernalia, a quantity
of methamphetamine, GHB,
Psilocybin and MDMA.
RCMP
RCMP laid a total of five charges.
Jessica Lavallee (35), a resident of Red
Deer, has been charged with possession
of Methamphetamine, MDMA,
GHB and Psilocybin, all for the purpose
of trafficking, and possession
of proceeds of crime.
Lavallee was released on an undertaking
and is set to appear in Alberta
Court of Justice in Drumheller on May
17, 2024.
Drumheller RCMP and partners
continue to investigate this matter and
additional charges are pending.
Dear Editor,
Please review the attached Water
Act Approval Licence DAUT0013330.
This is a Government of Alberta
issued Water Act Licence to a developer
giving them access and control
over several thousand acres of water
and vegetation without landowner consultation
or approval.
This licence was issued at the discretion
of the Government of Alberta and
Designated Director under the Water
Act, Angela Fulton.
Landowners have found additional
similar licences issued without landowner
knowledge or approval.
I asked my MLA. He provided no
answer.
I asked the Farmers Advocate
Office. They provided no explanation.
I asked Alberta Agriculture. They
advised. ‘Yes, this developer has been
granted access to surface water
APPROVAL
PROVINCE OF ALBERTA
Water Act, RSA 2000, c.W-3, as amended
EXPIRY DATE: 2026-04-30
without notification or landowner
approval. I shouldn’t be concerned. I
should trust my government and this
developer.’
They then asked. How can we help
you to find more water?
Are we losing our water rights and
access to surface water without our
knowledge or approval to our
Provincial Government for industrial
development in a time of water
shortage and in an agriculture crisis?
Ask your MLA. A former
Agriculture Minister, current Finance
Minister and cattle producer.
Why would you give other cattlemen’s
water away without consultation
or approval?
Is it time for pitch forks, clubs and
Solar plant petition
Town of Hanna news release
The Town of Hanna received a petition
with over 300 names on Thurs.
Feb. 8, 2023. This petition requested
that Hanna town council remove Solar
Power Plant as a permitted or discretionary
use in any and all districts in
the Land Use Bylaw 1032-2023,
including the removal of all definitions
or other bylaws relating to Solar Power
Plant.
According to the Municipal
Government Act (Section 226 (1))
Within 45 days after the date on which
a petition is filed, the Chief
Administrative Officer must make a
declaration to the Council or the
Minister on whether the petition is sufficient
or insufficient.
Municipal Government Act (Section
232 (2)) states that a petition requesting
a new bylaw under Part 8, 9, 10, 17 or
17.2 of the Municipal Government Act
or an amendment or repeal of a bylaw
or resolution made under Part 8, 9, 10,
17 or 17.2 of the Municipal Government
Act has no effect.
Part 17 of the Municipal Government
Act is the Planning and Development
section and is the section of the
Municipal Government Act that mandates
that all municipalities must have
a Land Use Bylaw. Therefore, the petition
is not valid because it seeks to
amend the Town of Hanna Land Use
Bylaw # 1032-2023.
At the March 12, 2024 council
meeting a resolution was passed that
council accepts the Solar Power Plant
Petition Report for information. This
report states that based on legal
advice, the Chief Administrative
Officer (CAO) confirms to council that
the petition received Feb. 8, 2024 is outside
the legal scope of petitions
contemplated in the Municipal
Government Act RSA 2000 c. M-26; specifically,
pursuant to section 232(2), a
petition purporting to require an
amendment to a land use bylaw (which
is a bylaw addressed under Part 17)
“has no effect”.
Therefore, it is not appropriate or
necessary for the CAO to determine
sufficiency of the petition (i.e. whether
the petition has met the logistical
requirements of petitions as prescribed
JOYCE WEBSTER
Publisher/Editor
office@ECAreview.com
in the Municipal Government Act).
The CAO will advise the named representative
for the petitioners of the
foregoing.
In addition, council at the March 12,
2024 council meeting passed a resolution
that administration prepare a
press release explaining the rationale
behind the decision and that despite
this decision council remains opposed
to the proposed Solar Farm
Development adjacent to the Hanna
Airport.
Council sent a letter of non-support
of the project to the Developer PACE
Canada LP on Dec. 13, 2023.
Furthermore, council has retained
legal counsel to assist the Town of
Hanna with managing the Alberta
Utilities Commission Intervention
Process and provide guidance and
direction to protect the Town of Hanna
and the Hanna Airport now and into
the future.
Council is also planning to retain
other technical advisers for review and
guidance of studies completed by the
developer on this project such as glint
and glare, runway setbacks, etc. if
necessary.
Council has no authority
It is important to note that under
Alberta regulations, renewable energy
projects approval lies with the Alberta
Utilities Commission.
Town Council is working diligently
to safeguard the community and the
airport however council does not have
the authority to approve or reject this
project as per section 619 of the
Municipal Government Act.
File a complaint
Any group or individual can file a
complaint with the Alberta Utilities
Commission.
Finding the complaint process
online is very easy. Go to auc.ab.ca on
the internet and at the very top of the
page, you will see a link that says “File
a Complaint” .
Liberals deny Canadians a
choice on the carbon tax
by Damien C. Kurek, MP
Battle River - Crowfoot
On April 1, the Liberal-NDP
costly coalition will raise the
carbon tax by a whopping 23 per
cent, the next step in their plan
to increase it to 170 dollars a ton.
Conservatives gave the MPs
from the Liberal backbench, the
NDP, and Bloc Quebecois a
chance to stand up for
Canadians and their constituents
and stop the forthcoming
hike… but they chose instead to
continue to prop up the
Government.
This tax hike is coming at the
worst possible time. Canadians
are struggling after eight years
of Prime Minister Trudeau’s
inflationary spending and
taxes.
MPs had a chance to listen to
their constituents and bring
some desperately needed relief
this week on two occasions.
They could have voted for a
Common-Sense Conservative
motion Wed. March 13 to spike
the hike, but they didn’t, which
is why Pierre Poilievre introduced
a motion of
non-confidence.
This past Thurs. March 21
Conservatives debated, and
Parliament voted on a confidence
motion to give Canadians
a carbon tax election. The NDP
and Bloc could have voted to
give Canadians the power but
they did not.
The Liberal-NDP-Bloc coalition
instead abandoned their
constituents and decided to prop
up the historically unpopular
Liberal Prime Minister in the
twilight of his disastrous
Government.
In fact, since NDP Leader
NDP have voted with Trudeau
on 93 per cent of confidence
votes, and all confidence votes
since the 2021 election.
Seventy per cent of
Canadians oppose Justin
Trudeau’s April 1 tax hike, and
to stop this painful tax increase
before it’s too late.
But the truth is that the costly
coalition is no longer listening
to Canadians.
While the Liberals crow
about how great everything is
going for them, all while
Canadians are hurting.
The left-leaning coalition
whose policies are dominating
the public agenda of the nation
are causing economic misery
for so many.
A simple example of this is
skyrocketing food bank usage,
of which these essential community
organizations that have
always been there for those who
need it are expecting to see a
million more people, only more
devastation on top of last year’s
record usage.
Justin Trudeau has created
the worst economic conditions
since the great depression, and
Canadians have lost faith in his
STETTLER COUNTY COUNCIL
Shorthorn Bulls for Sale by Private Treaty
Over $250k approved for trucks
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
The County of Stettler council
approved about a quarter million dollars
for a number of new trucks,
including a new fire department
vehicle. The decisions were made after
councillors examined tender results at
the March 13 regular meeting of
council.
The lengthiest discussion councillors
had when examining vehicle
tenders was for sport utility vehicle
(SUV) for the Stettler Regional Fire
Department’s new regional manager
Ivan Dijkstra, who presented the
tender results to councillors himself.
The truck in question is to be purchased
by the County of Stettler and
Town of Stettler in a 50/50 split. While
the tender appeared to be strongly
received with six offers, as Dijkstra
explained a number of issues popped
up.
First, Dijkstra pointed out St. Albert
Chrysler Dodge’s offer of a 2024 Dodge
Durango for $68,199 didn’t meet the
tender specifications of a full-size SUV,
so the offer was discarded.
Another offer, this one from Gary
Moe Chevrolet Stettler for a 2023
Yukon priced at $95,933, was also discarded
as Dijkstra explained at the
meeting the actual bid document
wasn’t delivered according to the
specifications.
Another offer, this one from Stettler
Dodge, wasn’t considered as their 2024
Jeep Wagoneer for $87,429 didn’t meet
the vehicle specifications and had a
delivery time of up to 12 weeks.
A 2023 Tahoe from Shaganappi
Motors of Calgary priced at $77,609.25,
was already sold by the time the tenders
were opened.
That left two vehicles: a 2024
Expedition from Aspen Ford of
Stettler for $67,854 with a delivery time
of about six months, and a 2023 Tahoe
from Competition Chevrolet in Stony
Plain for $87,800 with a delivery time
of only one week.
During his presentation
the
regional fire manager
stated the six
month wait was
excessive, plus the
vehicle didn’t meet
all specifications;
this SUV had cloth
seats which can be
contaminated at
an emergency call.
Thus, Dijkstra’s
recommendation
was the 2023
Tahoe from
Competition
Chevrolet.
Coun. Justin
Stevens interjected
by saying if
the County of
Stettler approved
the local offer
from Aspen Ford
he knew the Town
of Stettler was
willing to find a
truck for Dijkstra
to use during the
six month wait
time; Stevens also
pointed out the
cloth seats could
be upgraded
before delivery.
Coun. Les
Stulberg stated the
town and county
have been working
hard on getting
the regional fire
department
waiting six months for the
reasonable.
Reeve Larry Clarke
agreed, adding that he feared
that after the six months was
over the county would then
be told the SUV wasn’t available.
“Timing to me is
critical,” said Clarke.
Councillors unanimously
approved a motion that a recommendation
be made to the
Town of Stettler that both
partners purchase the 2023
Tahoe from Competition
Chevrolet.
Three quarter ton trucks
Councillors approved the
purchase of two 3/4 ton 4X4
trucks after examining the
results of a tender presented
by Director of Operations
Joe McCulloch.
McCulloch stated he was
impressed by the wide array
of offers the County of
Stettler received for these
trucks, but noted the original
plan of purchasing three
vehicles was altered to two
Offers were received from
2024, but because these
trucks are replacements the
Public Works department
can wait for them. In fact,
McCulloch suspected the relatively
low price of the
trucks may have been linked
to the county’s willingness
to wait for them.
He also noted while price
point is the prime factor in
considering an offer, he
stated other factors such as
maintenance and wheel size
are also considered.
Councillors unanimously
accepted the offer from
Aspen Ford of Stettler.
Half ton truck
Councillors accepted an
offer from Rocky Mountain
Dodge of Rocky Mountain
House for a 1/2 ton 4X4
priced at $50,445.25 after
McCulloch presented the
results of a tender that he
noted received strong
response: seven offers.
McCulloch, who noted this
half ton was a replacement
vehicle for utility use, stated
it’s better to have a smaller,
lighter 1/2 ton for this work
than a 3/4 ton. He added that
he hasn’t seen prices for a 1/2
ton 4X4 this low in a long
time.
Other offers came from
Cam Clarke Ford of Red
Deer ($63,524.27), Aspen Ford
of Stettler ($63,677.25), Wolfe
Chev of Edmonton ($67,620),
Stettler Dodge ($68,987.10),
Gary Moe Chev of Stettler
($71,769) and Cam Clarke
Ford ($$72,375).
AGRICULTURE
VIEWPOINT
Is government ready to raid your pension?
Pension fund managers are worried that the Trudeau government
is targeting your pension because “that’s where the money is”
by Roslyn Kunin
In the United States, the government
aspires to uphold life, liberty, and the
pursuit of happiness. In Canada, our
goals are more modest, aiming for
peace, order, and good government.
While there’s always room for
improvement, we have largely
achieved these objectives.
A big factor in this achievement, and
a blessing for all Canadians, is that
Canada operates under the rule of law.
Our laws are formulated by freely
elected legislatures, administered
impartially, and upheld justly by our
justice system. Unfortunately, this is
not the standard in every part of the
world.
Think of all the autocratic, despotic
or just plain chaotic countries in the
world. Those who work with immigrants
to Canada will tell you that
many immigrants are amazed when
told that judges in Canada do not routinely
take bribes.
We frequently invoke the old expression
‘there ought to be a law’ when
faced with situations that require resolution.
However, there are many
scenarios where enacting a law would
be ineffective. Legal action would be
ineffective against factors beyond our
control, such as viruses and weather
patterns.
Laws only function when society collectively
demonstrates willingness and
capability to adhere to them. Centuries
ago, the Talmud wisely cautioned
against governments passing laws that
people would not obey, as this undermines
the integrity of the entire legal
system.
Nevertheless, we do not have to look
beyond modern democracies to find
examples of just such laws.
Prohibition against alcohol in the
United States at the beginning of the
20th century is one. Too many people
were just not prepared to entirely
forego all beer, wine or liquor. When
not available for legal purchase, they
made their own, sometimes miscalculating
the procedures and poisoning
themselves or others.
Canadian distillers got rich smuggling
alcohol into the U.S. to operators
of illegal bars called speakeasies that
hid from the police and made a
mockery of the legal system.
Long-standing laws and severe penalties
have not eliminated the use of
non-medical drugs. They now make
criminal gangs rich and powerful. The
lack of quality control and the
resulting death toll is sufficient to have
lowered life expectancy in the U.S. In
Canada, we at least have had the good
sense to stop making criminals of all
recreational cannabis users.
The unintended and often unforeseen
consequences of such legislation
also prevent us from simply passing
laws to banish all our ills. Take sanctions,
for instance. Sanctions are
prime examples of laws that never
yield the intended effectiveness
because the individuals and nations
they target have strong incentives to
circumvent them.
The American ban on selling cutting-edge
technology to China may
slow their progress in the short run.
However, the Chinese are already figuring
out ways to use older technology
to greater advantage and are pouring
resources into developing state-of-theart
components and facilities to put
China at the forefront of the world
technology sector – something they
might not have done had the sanctions
not been implemented.
In Canada, our major pension funds
are concerned that a law might be
passed that could hurt present and
future pension recipients. Pension
fund managers aim to generate a
return that is sufficiently stable and
ample to meet pensioners’
expectations.
OBITUARIES
Many stories of this amazing woman
Sharon Ruth Watson, originally of
Calgary, most recently of Stettler, Alta.
beloved wife of Dave Watson, loving
mother of David, Jason and Kari,
passed away quietly in her home at the
age of 81 years.
Born in Calgary Dec. 19, 1942 to
Doreen and Richard Smith, Sharon
spent summers in Big Valley with her
Webster grandparents and cousins, all
of whom she loved dearly.
This spirited young girl grew into a
strong, beautiful, incredible caring
woman with a fantastic sense of
humour who was loved by all. Sharon
loved making people laugh, and never
missed an opportunity to do so.
Sharon met Dave Watson in high
Young man of passion and conviction
Quinten Golby was born on Aug. 12,
1999 at St. Mary’s Hospital, Camrose,
Alta. He attended Kindergarten to
Grade 9 at Brownfield
Community School,
Grade 10 - 12 at
Coronation High School
and went on to
Lethbridge College.
Quinten had many
hobbies: reptiles, goat
4-H, and Comicon, baseball
and basketball.
Quinten was a
remarkable young soul
who left a lasting mark
on all who knew him.
Golby
Quinten was a young man of passion
and conviction, with a heart as vast as
the prairie sky and a spirit as lively as
the creatures he so adored, lizards.
His fascination with these scaled
wonders was not merely a passing
fancy but a testament to his profound
curiosity and love for the natural
world.
Quinten was not one to shy away
from expressing his opinions. Whether
engaged in a lively debate or fervently
defending his beliefs, he approached
every interaction with unwavering
determination and boundless enthusiasm.
His tenacity was matched only
by his infectious zeal, igniting spirited
discussions that often left us both
enlightened and entertained.
Beyond his love for lizards and spirited
debates, Quinten possessed a
kindness that touched the lives of
those around him. He had a knack for
finding beauty in the simplest of
things and a generosity of spirit that
knew no bounds.
His laughter echoed like a melody
through the halls of our hearts,
leaving behind cherished memories
that we will hold dear forever.
Though Quinten’s time with us was
tragically brief, the impact he made
will endure for a lifetime.
As we bid farewell Quinten, let us
take solace in the knowledge that his
spirit lives on in the hearts of all who
knew him.
May his love for lizards, his unwavering
conviction, and his boundless
kindness serve as guiding lights in our
lives, reminding us to embrace our
passions, stand firm in our beliefs, and
always approach each day with the
same fervent joy that Quinten so
effortlessly embodied.
Rest in peace, dear Quinten. You
will be dearly missed but never
forgotten.
Quinten is survived by his parents
Tracey and Wade Golby; his grandparents
Clarence and Donna Golby and
Don and Linda Maron; brother Evan
Golby; aunts and uncles - Lyle and
Delayne Golby and their children
Jenna (Hunter Baldwin), Adam and
school and they were married in 1963.
Not long after, along came children
David, Jason and Kari. Sharon was a
doting wife and mother who extended
this love and care to three nephews
who she raised for a time in their perfect
little house in Parkhill.
Sharon and Dave loved to travel,
often taking road trips to the West
Coast and into the U.S. with friends
and family. Some of her favourite trips
were taken with cousin Allan and his
wife Sylvia, brother-in-law Wayne, and
let’s not forget her iconic trip to Las
Vegas with sister Deanna to see Elvis
perform.
It is no surprise that Sharon had several
dear, close friends, many of whom
Logan: Brad Golby and his children
Tarisa (Kolby Wittmack) and son
Kylan, Ashley (Jaycee Hendry) and son
Noah, Justin (Madison Nichols)
and their mother Dana Golby:
Tina and Dale) Tuchscherer and
children Justin (Avrianna Hebert)
and Daina (Tyler Clemence), Terry
(Pauline) Maron and children
Hope, Isaac and Adison; numerous
other relatives and many friends.
He was predeceased by great
uncles and aunts - Edward and
Annette Golby, Don and Laura
Fawcett.
A Celebration of Life for Quinten
was held at the Brownfield
she stayed in touch with for most of her
life.
If you called her in the mornings,
her line was often busy as she would be
on the phone sorting out the gossip and
problems of the world, wearing her signature
orange lipstick with a coffee
and a cigarette in her hand.
She loved having friends and family
over, and a card game or six was mandatory.
She loved playing Scrabble and
sometimes her games with Kari would
get a little bit tense. The bingo halls
and casinos will be missing her
contributions.
While primarily a homemaker for
most of her life, in her younger years
she worked at Simpsons Sears in the
Legacy of love and warmth
Donna Robinson
1954 - 2024
Donna Marilyn Robinson peacefully
passed away on March 19, 2024, leaving
behind a legacy of love and warmth.
She was born on Sept. 30, 1954 in
Camrose, Alta. and attended
Donalda School and Wm. E.
Hay Composite High School.
Donna met and was united
in marriage to her beloved
husband, Norman Robinson in
1976. Together, they built a life
filled with love, laughter and
cherished memories.
Donna was a devoted mother
and grandmother to her three
children, Tannis, Kent, and
Donavan and her seven grandchildren
Abbigail, Tova, Grayson,
Lincyn, Oliver, Dax and Weldon. Her
unconditional love and unwavering
support were constant sources of
strength for her family.
Beyond her role as a mother, Donna
was known for her kindness, generosity
and all the ways she enriched the
lives of those around her. Though she
Robinson
may no longer be with us in person,
her spirit will live on in the hearts of
all who were fortunate enough to have
known her.
A luncheon to celebrate Donna’s life
will be held on March 27, 2024 at
Spirit’s Respite Ranch at 2
p.m. Friends and family are
invited to join together to
honour and remember a
truly remarkable woman
who touched the lives of so
many.
In lieu of flowers, the
family requests that donations
be made to the ALS
Society, STARS, Spirit’s
Respite Ranch or the
Omega Circle in memory of
Donna, reflecting her spirit of generosity
and compassion.
credit department, dabbled in blackjack
dealing, and ran a babysitting
room at a local bingo hall. She was up
to any task and always took great
pride in her work.
After moving to Big Valley in 1996
Sharon finally got
her drivers’ license
and took great
delight in driving
all over to visit
loved ones and to
go fishing. She
enjoyed being in
her garden and had
the most wonderful
flowers which,
unfortunately, the
cats also loved.
Watson
Sharon’s health started to decline
and she struggled with many new and
interesting ailments in her later years.
Husband Dave and her kids all made
sure that she got to her appointments
and that she was taken care of.
In 2023, Dave and Sharon relocated
to Willow Creek Lodge in Stettler
where she was happy to let others do
the cooking and cleaning.
Sharon was predeceased by her parents
Richard Smith, Doreen Toker, her
beloved in-laws Edward (Jock) and
Eleanor Watson, her good friend
Sylvia Webster, and her loving firecracker
of a son, Jason Watson.
There are so many other wonderful
things to say and stories to tell about
this amazing woman. She will be
extremely missed by her family: husband
Dave, children David and Kari,
nephews Greg, Clark and Brett, her
great-nieces and nephews Sydney,
Jenna, Brittney, Sam, Terrace and
Devin who thought of her as their
grandmother; sister Deanna Kuzyk,
her many cousins, especially Allan
and Joan, and friends, with honourable
mention to Sandra, Betty and
Elsie, and everyone else who knew this
very special lady.
We love you lots.
