The MRCA is soliciting statements<br />

of qualification from California<br />

attorneys with experience<br />

and/or expertise with respect to<br />

coastal access issues in order to<br />

implement a program to enforce<br />

provisions of the California<br />

Coastal Act pursuant to Chapter 9<br />

(commencing with Section<br />

30800) of Division 20 of the Public<br />

Resources Code.<br />

Statements of Qualification need<br />

not have a specific format, but<br />

should address the following: (1)<br />

Proof of good standing membership<br />

in the California State Bar;<br />

(2) description of prior experience<br />

and/or special expertise in litigating<br />

public access issues related to<br />

the California Coastal Act; (3)<br />

specific southern California and<br />

especially Malibu examples<br />

should be discussed in detail, including<br />

an explanation of the outcomes<br />

of the litigation with appropriate<br />

citation if applicable;<br />

(4) while Malibu or southern<br />

California experience is not required--the<br />

MRCA is most interested<br />

in achievement--but if experience<br />

in other areas of the state is<br />

submitted, the relevance of this<br />

experience in the Malibu context<br />

will need to be explained, and (5)<br />

while the principal criterion in<br />

evaluating a Statement of Qualification<br />

is ability, cost is a factor,<br />

so the proposer should include<br />

her/his per hour fee and apportionment<br />

of costs.<br />

The California Environmental Quality Act (CEQA) applies only to projects which have the potential for<br />

causing a significant effect on the environment. Pursuant to CEQA Guidelines Section 15061(b)(3), where it<br />

can be seen with certainty that there is no possibility that the activity in question may have a significant effect<br />
