Partners<br />

The strength of <strong>the</strong> Joint Master programme lies in its highly qualified teaching staff within its<br />

network of competent partners. The programme is offered by <strong>the</strong> Universities of Graz and Zagreb,<br />

in cooper<strong>at</strong>ion with EIPA (European Institute of Public Administr<strong>at</strong>ion, Antennae Luxembourg and<br />

Barcelona) and EURAC (European Academy of Bolzano, South Tyrol).<br />

EIPA Luxembourg is a leading institution providing a variety of services to <strong>the</strong> administr<strong>at</strong>ions and<br />

judiciaries of <strong>the</strong> EU Member St<strong>at</strong>es and <strong>the</strong> candid<strong>at</strong>e countries as well as to EU institutions in<br />

support of <strong>the</strong>ir tasks rel<strong>at</strong>ed to European integr<strong>at</strong>ion. Its staff is highly experienced in <strong>the</strong> training<br />

of civil servants and legal professionals who are primarily responsible for <strong>the</strong> implement<strong>at</strong>ion<br />

and applic<strong>at</strong>ion of <strong>the</strong> EU acquis. The same applies to EIPA Barcelona, which has long-standing<br />

experience in <strong>the</strong> EU’s regional policy and <strong>the</strong> uniform implement<strong>at</strong>ion of Community policies<br />

<strong>at</strong> <strong>the</strong> regional level within <strong>the</strong> EU Member St<strong>at</strong>es. The University of Graz is an ideal venue<br />

for this programme: not only has it established a Centre of Excellence on Sou<strong>the</strong>ast Europe,<br />

a region which will play a crucial role in defining <strong>the</strong> future of <strong>the</strong> European Union, but it is<br />

also loc<strong>at</strong>ed in one of <strong>the</strong> Austrian Bundesländer, Styria, which serves as an excellent example<br />

when studying <strong>the</strong> phenomenon of federalism in Europe. Established in 1669, <strong>the</strong> University<br />

of Zagreb is <strong>the</strong> oldest university in South-Eastern Europe and <strong>the</strong> most prestigious teaching<br />

institution in Cro<strong>at</strong>ia. It also has a strong research-oriented policy, contributing over 50 per<br />

cent of <strong>the</strong> total research output of <strong>the</strong> country. The Faculty of Law is a leading body of higher<br />

educ<strong>at</strong>ion, providing teaching in <strong>the</strong> area of legal studies, social work, social policy and public<br />

administr<strong>at</strong>ion. Its scientific and professional activities are organised within six institutes and<br />

one study centre. EURAC, <strong>the</strong> European Academy is loc<strong>at</strong>ed in <strong>the</strong> autonomous region of<br />

Trentino-Alto Adige/South Tyrol in nor<strong>the</strong>rn Italy. The case of South Tyrol is often quoted as a<br />

model of self-governance and regionalism as well as a model solution for minority protection.<br />

The Institute for Minority Rights <strong>at</strong> EURAC is thus able to provide exceptional <strong>the</strong>oretical and<br />

practical knowledge in <strong>the</strong> examin<strong>at</strong>ion and applic<strong>at</strong>ion of issues rel<strong>at</strong>ed to minority protection<br />

and regionalism.<br />

Is ‘Europe’ simply Brussels, London, Paris, Rome, Warsaw or Berlin? Is “Europe” simply made up<br />

of “Eurocr<strong>at</strong>s” sitting in <strong>the</strong>se capitals? No! Europe is also Barcelona, Bolzano, Graz, Luxembourg<br />

and Zagreb, where <strong>the</strong> partners and friends of <strong>the</strong> Master programme live and work. European<br />

integr<strong>at</strong>ion is not just a bureaucr<strong>at</strong>ic, top-down process in favour of abstract market forces<br />

with “legalese” newspeak. It has a much broader regional and cultural dimension which finds<br />

expression in current tendencies to streng<strong>the</strong>n regions, to preserve cultural diversity in parallel<br />

with <strong>the</strong> harmonis<strong>at</strong>ion efforts linked with <strong>the</strong> establishment of <strong>the</strong> Internal Market and to avoid<br />

discrimin<strong>at</strong>ion against individuals. Moreover, enlargement of <strong>the</strong> European Union has drastically<br />

augmented <strong>the</strong> degree of diversity through an enormous increase not only in st<strong>at</strong>es, but also in<br />

cultures, languages and minorities as well as regional and economic disparities.<br />

The scope of diversity between nearly half a billion EU citizens of different ethnic origins and<br />

religious backgrounds is a major concern of our programme. In addition, we address <strong>the</strong> diversity<br />

between <strong>the</strong> hundreds of European regions in terms of economic and institutional power<br />

and <strong>the</strong> resulting issue of <strong>the</strong> potential influence of such regions within an enlarged Europe.<br />

At <strong>the</strong> core of <strong>the</strong> Joint Master’s programme is <strong>the</strong> interrel<strong>at</strong>ionship between diversity and unity<br />

and how to programme and obtain financing for initi<strong>at</strong>ives and projects, which contribute to<br />

establishing a balance between <strong>the</strong>se two extremes.<br />

The management of this diversity in an enlarged and ever expanding European Union<br />

requires vast interdisciplinary knowledge and up-to-d<strong>at</strong>e skills from civil servants, and o<strong>the</strong>r<br />

professionals engaged in <strong>the</strong> process of European integr<strong>at</strong>ion. A strong focus on horizontal<br />

integr<strong>at</strong>ion through trans-regional and functional cooper<strong>at</strong>ion and a ‘bottom-up’ approach are<br />

wh<strong>at</strong> differenti<strong>at</strong>e this innov<strong>at</strong>ive Joint Master programme from o<strong>the</strong>r European studies courses.<br />

The multidisciplinary Joint Master programme provides participants<br />

with a sound knowledge of <strong>the</strong> intric<strong>at</strong>e rel<strong>at</strong>ionship between European<br />

integr<strong>at</strong>ion and regionalism.<br />

Who should particip<strong>at</strong>e?<br />

Due to its flexibility (modules and online training), <strong>the</strong> <strong>MEIR</strong> <strong>New</strong><strong>Line</strong><br />

programme is particularly well-suited to accommod<strong>at</strong>e <strong>the</strong> needs of<br />

professionals, who have limited time available for face-to-face sessions.<br />

The following groups will find an interest in particip<strong>at</strong>ing:<br />

Civil servants employed in local, regional or n<strong>at</strong>ional administr<strong>at</strong>ions, who primarily work on EU<br />

m<strong>at</strong>ters and <strong>the</strong>refore require both <strong>the</strong>oretical and practical training in EU and regional issues;<br />

Persons employed by non-governmental organis<strong>at</strong>ions wishing to enhance interdisciplinary<br />

skills and to specialise within different aspects of European law, public administr<strong>at</strong>ion,<br />

regionalism and diversity management;<br />

Journalists and teachers interested in recent developments and advanced training in <strong>the</strong> rel<strong>at</strong>ed<br />

fields;<br />

Gradu<strong>at</strong>e students wishing to acquire gre<strong>at</strong>er competitive personal competence beneficial for a<br />

future career in practice-oriented professions or in academia.<br />

Admission requirements<br />

Applicants for <strong>the</strong> programme are required ei<strong>the</strong>r to hold a Bachelor degree and a Master degree<br />

in humanities or social sciences or to have 3 years of working experience and a Bachelor degree<br />

in humanities or social sciences or to have <strong>at</strong> least 7 years of working experience. Proficiency in<br />

English is compulsory.<br />

The Meir <strong>New</strong><strong>Line</strong><br />

is divided into 5 Modules<br />

Structure<br />

The full Joint Master programme consists of three semesters: <strong>the</strong> first two semesters include five<br />

individual Modules, each lasting for ten days, comprising lectures, workshops and case studies<br />

and rel<strong>at</strong>ed study visits to institutions in Graz, Luxembourg, Zagreb, Barcelona and Bolzano.<br />

Each module will be followed by a credit awarding exam. The modular structure renders <strong>the</strong><br />

programme <strong>at</strong>tractive for employed persons. Online facilities will also be used by participants<br />

to prepare <strong>the</strong> different Modules as well as for some exams and o<strong>the</strong>r course work. All teaching,<br />

studies and exams are undertaken in English.<br />

During <strong>the</strong> second semester, participants are expected to produce a mid-term paper and during<br />

<strong>the</strong> third semester students are expected to produce an academic <strong>the</strong>sis on an appropri<strong>at</strong>e<br />

topic suitable for submission. Research and prepar<strong>at</strong>ion for this <strong>the</strong>sis may, if <strong>the</strong> student so<br />

wishes, ei<strong>the</strong>r be undertaken <strong>at</strong> one of <strong>the</strong> partner institutions or as part of an internship in a<br />

local, regional or n<strong>at</strong>ional administr<strong>at</strong>ion of an EU Member St<strong>at</strong>e, an Intern<strong>at</strong>ional organis<strong>at</strong>ion<br />

or o<strong>the</strong>r bodies of regional concern. However, students are not obliged to undertake such an<br />

internship nor additional study <strong>at</strong> a partner institution.<br />

Applic<strong>at</strong>ions can be made ei<strong>the</strong>r to <strong>at</strong>tend <strong>the</strong> full programme or single modules of <strong>the</strong> taught<br />

period. In <strong>the</strong> first case <strong>the</strong> successful conclusion of <strong>the</strong> programme leads to <strong>the</strong> award of <strong>the</strong><br />

academic degree Master of European Studies (M.E.S.). In <strong>the</strong> l<strong>at</strong>ter case, <strong>at</strong>tendance of a module<br />

leads to <strong>the</strong> award of a certific<strong>at</strong>e of particip<strong>at</strong>ion, and - if <strong>the</strong> subsequent exam is successfully<br />

passed – to <strong>the</strong> granting of 10 ECTS.<br />

Basic content and aims of <strong>the</strong><br />

5 Modules<br />

Module 1 – The Law of <strong>the</strong> European Union and its Implement<strong>at</strong>ion<br />

The module on <strong>the</strong> Law of <strong>the</strong> European Union<br />

and its implement<strong>at</strong>ion which takes place in<br />

Luxembourg provides first an introduction<br />

to <strong>the</strong> programme and explan<strong>at</strong>ion of<br />

<strong>the</strong> examin<strong>at</strong>ion rules and of <strong>the</strong> use of<br />

<strong>the</strong> online pl<strong>at</strong>form allowing participants<br />

to work independently throughout <strong>the</strong><br />

Master on a number of topics. Topically,<br />

this Module has been designed with <strong>the</strong><br />

aim of <strong>at</strong>taining three specific objectives:<br />

firstly, to provide a comprehensive view of<br />

<strong>the</strong> constitutional organis<strong>at</strong>ion and legal<br />

framework of <strong>the</strong> European Union. Secondly,<br />

competition and <strong>the</strong> development of an<br />

area of freedom, security and justice. Lastly,<br />

it provides a practical overview of <strong>the</strong><br />

Module 2 – Regional Affairs: Policies, Structures and Management<br />

The second module takes place in Barcelona<br />

and provides a thorough and comprehensive<br />

understanding of <strong>the</strong> political and economic<br />

aspects of regionalism and its structure<br />

in today’s Europe. It will first provide an<br />

overview of <strong>the</strong> principles of <strong>the</strong> European<br />

economic integr<strong>at</strong>ion system in an accessible<br />

way, whilst also allowing those not familiar<br />

with <strong>the</strong> topic to enhance <strong>the</strong>ir knowledge<br />

and know-how. The main EU economic policy<br />

issues will be introduced in <strong>the</strong> first part of <strong>the</strong><br />

week, toge<strong>the</strong>r with <strong>the</strong> concept of multilevel<br />

governance, regional particip<strong>at</strong>ion in <strong>the</strong> EU<br />

decision-making process and consequences of<br />

<strong>the</strong> Lisbon Tre<strong>at</strong>y for regional and local actors<br />

and its represent<strong>at</strong>ive <strong>at</strong> <strong>the</strong> EU level – <strong>the</strong><br />

Committee of <strong>the</strong> Regions. EU Regional and<br />

Cohesion Policy and its financial instruments<br />

will be progressively presented. The second<br />

part will illustr<strong>at</strong>e how regions may steer<br />

<strong>the</strong>ir own economic destiny and enhance<br />

territorial cohesion by making use of <strong>the</strong><br />

available resources and EU supportive actions.<br />

In particular, it will seize <strong>the</strong> opportunity of<br />

<strong>the</strong> EU regions and local actors to implement<br />

sustainable partnerships and str<strong>at</strong>egies for<br />

regional development. In addition, <strong>the</strong> future<br />

Module 3 – Regionalism and Public Administr<strong>at</strong>ion Reform<br />

Sound appreci<strong>at</strong>ion of <strong>the</strong> levels <strong>at</strong> which<br />

legisl<strong>at</strong>ive and executive powers are exercised<br />

is crucial to understanding <strong>the</strong> impact of <strong>the</strong><br />

currently fashionable concept of multilevel<br />

governance. The goal of this Module, which<br />

takes place in Graz and Zagreb, is to convey<br />

<strong>the</strong>oretical and compar<strong>at</strong>ive knowledge<br />

about <strong>the</strong> different possibilities of territorial<br />

division of powers and thus, a deeper<br />

insight into <strong>the</strong> constitutional culture<br />

Module 4, taking place in Bolzano, deals with<br />

<strong>the</strong> complexities of human and minority rights<br />

and diversity management in Europe, mainly<br />

through discussion of <strong>the</strong> intern<strong>at</strong>ional and<br />

interregional protection mechanisms of <strong>the</strong><br />

Module 5 – EU Project Development and Management<br />

The main goal of this Module, which takes<br />

place in Barcelona, is to take stock of <strong>the</strong> needs<br />

(do’s & don’ts) of local and regional actors<br />

regarding <strong>the</strong> funding period 2007-2013 (and<br />

beyond), and to equip <strong>the</strong> participants with<br />

<strong>the</strong> necessary “skills” required to improve<br />

<strong>the</strong>ir performance in developing a project<br />

str<strong>at</strong>egy and <strong>the</strong>ir capacities in acquiring<br />

and managing EU funds. Through a variety<br />

of training methods (i.e. lectures and<br />

present<strong>at</strong>ions, including concrete examples,<br />

discussions and an interactive group exercise<br />

preparing real cases subject to an evalu<strong>at</strong>ion<br />

panel) this module will provide participants<br />

Enrolment<br />

In order to start <strong>the</strong> programme in October 2011, please complete, sign and return <strong>the</strong><br />

applic<strong>at</strong>ion form enclosed with this brochure. The Board of Admission will select students on <strong>the</strong><br />

basis of <strong>the</strong> applic<strong>at</strong>ions received. Once admitted, students will be enrolled with <strong>the</strong> University<br />

of Graz via <strong>the</strong> European Centre for Judges and Lawyers.<br />

Please note: <strong>the</strong> deadline for <strong>the</strong> receipt of applic<strong>at</strong>ions is Thursday 15 September 2011.<br />

Tuition Fee<br />

The total tuition fee for this 18-month Master programme is €11,920 per student, (it can be paid<br />

upon request in two instalments of €5960). The tuition fee does not cover travel, accommod<strong>at</strong>ion,<br />

subsistence or o<strong>the</strong>r personal costs such as (health) insurance. The total tuition fee including<br />

accommod<strong>at</strong>ion costs for <strong>the</strong> five Modules is € 16,480 (excluding travel, subsistence or o<strong>the</strong>r<br />

personal costs). These fees include registr<strong>at</strong>ion fees <strong>at</strong> <strong>the</strong> University of Graz. Participants can<br />

also register for each Module individually. The registr<strong>at</strong>ion fee is € 2700 per Module.<br />

Payment<br />

Students will receive an invoice for <strong>the</strong> payment of <strong>the</strong> tuition fee (please tick your selected tuition fee).<br />

The tuition fee of € 11,920 does not include travel, accommod<strong>at</strong>ion and meals.<br />

The tuition fee of € 16,480 includes accommod<strong>at</strong>ion for all Modules, but not travel and meals.<br />

(For fur<strong>the</strong>r inform<strong>at</strong>ion on selected hotels, please contact j.boussuge@eipa.eu).<br />

For participants of single modules, a registr<strong>at</strong>ion fee of € 2700 per module will be charged.<br />

These fees do not include travel expenses and accommod<strong>at</strong>ion costs, which are to be covered by<br />

participants <strong>the</strong>mselves. (Please tick your selected module(s)).<br />

All fees include tuition, access to <strong>the</strong> <strong>MEIR</strong> <strong>New</strong><strong>Line</strong> online learning pl<strong>at</strong>form, course m<strong>at</strong>erials (both for<br />

online and face-to-face learning sessions), exams and tutoring for <strong>the</strong> Master <strong>the</strong>sis. All fees are due <strong>at</strong> time<br />

of registr<strong>at</strong>ion. Registr<strong>at</strong>ion will not be processed without payment.<br />

Discounts<br />

Early registr<strong>at</strong>ion discount<br />

There will be a discount of €500 of <strong>the</strong> total 18-month programme’s tuition fee for those students who<br />

enrol (with payment of <strong>the</strong> tuition fee) before 15 August 2011.<br />

10% Special discount for civil servants<br />

EIPA offers its members a discount of 10% of <strong>the</strong> tuition fee for <strong>the</strong> Master programme of European<br />

Legal Studies. This discount is available to all civil servants working for one of EIPA’s member countries.<br />

Civil Servants coming from <strong>the</strong> following EIPA Member Countries are entitled to get <strong>the</strong> discount:<br />

Austria; Belgium; Bulgaria; Cyprus; Czech Republic; Denmark; Estonia; Finland; France; Germany; Greece;<br />

Hungary; Ireland; L<strong>at</strong>via; Lithuania; Luxembourg; Malta; The Ne<strong>the</strong>rlands; Poland; Portugal; Spain;<br />

Sweden; United Kingdom.<br />

Cancell<strong>at</strong>ions<br />

• Upon cancell<strong>at</strong>ion before 31 August 2011, a fee of € 150 will be charged.<br />

• Upon cancell<strong>at</strong>ion before 30 September 2011, a fee of € 500 will be charged.<br />

• Upon cancell<strong>at</strong>ion before 17 October 2011, 30% of <strong>the</strong> tuition fee will be refunded.<br />

• Cancell<strong>at</strong>ions received after 17 October 2011 will result in forfeiture of <strong>the</strong> tuition fee.<br />

Admission decisions will be taken on <strong>the</strong> basis of <strong>the</strong> quality of <strong>the</strong> applic<strong>at</strong>ion. The number<br />
