This year, we are going to learn about the government.<br />

By now, you know a lot about the government. But do<br />

you know how important YOU are to the government?<br />

By the end of this year, you will!<br />

In the United States, the federal, state, and local governments<br />

get their power from YOU. This year, you are going to learn how to<br />

use that power—and why it’s important that you do.<br />

We will dig deep into the key foundational principles that are the backbone of the U.S.<br />

government, and learn how the U.S. Constitution puts these foundational principles<br />

into action. We will explore the structure and responsibilities of the government…<br />

and the essential roles of citizens. By the end of the year, you will see that it’s citizens’<br />

active participation in government and community that makes our democratic system of<br />

government work!<br />

But civics is just half our focus this year—the other half is economics. Who doesn’t like<br />

to learn and talk about money?! It’s a fascinating topic, and this year we get to explore<br />

economic concepts that work behind the scenes to make our U.S. and local economies<br />

operate.<br />

We’ll analyze the interaction between essential concepts like the law of supply and the law<br />

of demand. We’ll dig deep into scarcity, specialization, and how people, states, and the<br />

U.S. government answer the three basic economic questions. You’ll learn how economics<br />

impacts YOUR life, and how YOU impact economics. And we’ll also focus on personal<br />

financial concepts that will allow you to take personal responsibility to build a productive<br />

economic future and achieve the goals you desire!<br />

The United States of America was founded on certain fundamental principles. Some of these<br />

principles were first identified as essential to our country in the Declaration of Independence. Then,<br />

Founding documents<br />

In order to establish a government that upheld the five fundamental political principles of limited<br />

government, consent of the governed, democracy, representative government, and rule of law, our<br />

founding fathers wrote the U.S. Constitution. This includes the Bill of Rights.<br />

Key Concepts in the U.S. Constitution<br />

In May of 1787, representatives from 12 of the 13 states met in<br />

Philadelphia, Pennsylvania, to write a new constitution for the<br />

United States. These men are known as the “Framers” of the<br />

Constitution. Some of the best-known Framers are John Adams,<br />

Benjamin Franklin, James Madison, and George Washington.<br />

The Framers worked together to make sure the new U.S.<br />

Constitution incorporated the fundamental political principles<br />

that formed the foundation of the U.S. government.<br />

The Framers of the U.S. Constitution shared ideas, debated, discussed, argued, listened, and<br />

kept at it until they had created a new government. The fundamental political principles that<br />

define and shape American constitutional government became part of the U.S. Constitution,<br />

including the Bill of Rights. The new government was based on a mixture of old ideas, new<br />

ideas, experiences, and compromises. American constitutional government is founded on<br />

concepts articulated in earlier documents.<br />

Magna Carta<br />

The Magna Carta was a charter issued by King John of England in 1215. The charter was issued as a<br />

response to rebelling barons who wanted protection of their rights in exchange for their continued<br />

loyalty and support of England. King John agreed to the terms of the charter in order to achieve peace<br />

and loyalty from the barons. It was significant in its protection of basic individual liberties, even<br />

against the king.<br />

Charters of the <strong>Virginia</strong> Company of London<br />

The Charters of the <strong>Virginia</strong> Company of London were issued by King James I in 1606. In the charters,<br />

the king gave the <strong>Virginia</strong> Company the right to establish a settlement in North America and defined<br />

the physical boundaries of the colony.<br />

A significant detail is the charters guaranteed the rights of<br />

Englishmen to the colonists. Knowing<br />

they would still have English rights was a<br />

significant factor in being able to convince<br />

people to come to America. Later, this<br />

influenced the start of the revolutionary<br />

king and parliament.<br />

Declaration of Independence<br />

The Second Continental Congress was held in 1775. There, representatives from the American<br />

colonies met to discuss whether or not to break away from England and become an independent<br />

nation. The decision was YES. The committee assigned Thomas Jefferson to write the original draft of<br />

the Declaration of Independence. The Declaration was adopted on July 4, 1776. The Declaration was<br />

Fact or Opinion<br />

Articles of Confederation<br />

The Articles of Confederation established the first form of national government for the newly<br />

independent states. Because Americans had just fought to break away from being ruled by a<br />

powerful government, they wanted to avoid creating a powerful government. So, the Articles created<br />

a weak central government. Instead, it maintained that major powers resided with individual<br />

states. However, the central government ended up being too weak to be effective. For example, the<br />

central government had no power to tax or enforce laws. These limits to the powers of the central<br />

government led to the writing of the Constitution of the United States.<br />

Discuss It<br />

Pretend the U.S. Constitution was never created, and the Articles of Confederation governed<br />

the country. How do you think things would have worked out between the national government<br />

and the states? How would we be governed today?<br />

<strong>Virginia</strong> Statute for Religious Freedom<br />

The <strong>Virginia</strong> Statute for Religious Freedom allowed freedom of religious beliefs and opinions. It was<br />

written by Thomas Jefferson and adopted by the <strong>Virginia</strong> Legislature in 1786. This statute made a<br />

powerful case for freedom of religion that was influential in the writing of the First Amendment to<br />

the U.S. Constitution. The statute said <strong>Virginia</strong>ns were free to worship as they pleased and could not<br />

be forced to attend any particular church or to support one with their taxes. Jefferson also used the<br />

statute to express his philosophies about natural rights, freedom of conscience, and sovereignty of<br />

the people.<br />

The <strong>Virginia</strong> Declaration of Rights<br />

The <strong>Virginia</strong> Declaration of Rights was passed by the General Assembly in 1776 a few weeks before<br />

Thomas Jefferson started drafting the Declaration of Independence. The <strong>Virginia</strong> Declaration was<br />

written primarily by George Mason, and it called for American independence from England. It served<br />

as a model for the Bill of Rights in the U.S. Constitution and for the Bills of Rights in several other<br />

state constitutions. Some historians also credit the <strong>Virginia</strong> Declaration with influencing the famous<br />

French Declaration of the Rights of Man and of the Citizen.<br />

amending our constitutions<br />

The Framers of the U.S. and <strong>Virginia</strong> constitutions were very wise. They realized our national<br />

and state constitutions might need to be changed in the future. They went ahead and developed<br />

processes for making changes. They outlined the processes in the constitutions.<br />

The constitutions of <strong>Virginia</strong> and the United States can be changed<br />

with an “amendment.” For both the U.S. and <strong>Virginia</strong>, for an<br />

amendment to become law, it must be successfully proposed and<br />

ratified or approved. Amendments that pass through this process<br />

are then considered part of our U.S. or state constitution!<br />

A citizen is an individual with certain rights and duties<br />

under a government who, by birth or by choice, owes<br />

allegiance to that government. There are two means of<br />

obtaining citizenship in the United States:<br />

The Constitution of the United States of America establishes and protects the citizen’s fundamental<br />

rights and liberties. The First Amendment covers many different rights:<br />

➦ Religion — Government may not establish an<br />

official religion, nor endorse, or unduly interfere<br />

with the free exercise of religion.<br />

➦ Speech — Individuals are free to express their<br />

opinions and beliefs.<br />

➦ Press — The press has the right to gather and publish information,<br />

one source. Try to make sure those sources are giving the most objective information possible.<br />

➦ Expressing a position. Once you have gathered information and thought about the problem,<br />

take a position on what to do about the problem. It should be clearly stated and well-thought-out.<br />

➦ Devising and implementing a plan. Now that you have taken a position, suggest what could<br />

be done about the problem. It should be a real-world solution, suggest several practical steps, and of-<br />

fer both the potential benefits and costs of the plan.<br />

➦ Making thoughtful decisions. This applies both to your personal life and finances and public<br />

matters like voting and civic issues.<br />

Citizens who choose not to fulfill these civic duties face legal consequences. Laws exist because<br />

no society could survive if people just did what they pleased without any concern for others.<br />

Punishments for breaking laws include fines, jail time, or even life in prison. The punishment<br />

depends on the crime. Citizens must also pay taxes to fund public goods and services like schools,<br />

libraries, and police. Those who do not pay taxes are breaking the law and face legal action.<br />

Character Counts<br />

Read about personal traits of good citizens, and circle the example that best illustrates each trait.<br />

Good citizenship traits include:<br />

In a community, citizens need to believe<br />

their leaders and fellow citizens will say<br />

what they really mean or believe. They also<br />

need to trust that others will do the right thing<br />

in all situations. Leaders also need to have<br />

the same confidence in the trustworthiness<br />

and honesty of citizens. If people don’t trust<br />

and believe others, then nothing can get<br />

done in a community! It would be constant<br />

suspicion instead!<br />

Communities are made up of many types<br />

of people—young and old, educated and<br />

uneducated, wealthy and poor, physically fit<br />

and physically handicapped. But no matter<br />

what someone’s situation or traits are, he or<br />

Communities need citizens who can<br />

be counted on to fulfill their civic duties,<br />

citizen is willing to be held accountable by<br />

others for doing those things. And, although<br />

asking for help is a good trait, citizens should<br />

also be able to motivate themselves to get a<br />

job done. A community with citizens who<br />

exhibit these qualities is in great shape!<br />

Todd is running for City Council. At a campaign forum, a citizen<br />

asks if Todd favors increasing local taxes. Todd knows how<br />

unpopular tax increases are, so he lies and promises never to<br />

vote for a tax increase.<br />

Todd knows the city desperately needs to repave many streets<br />

and does not have the funds to do the job. So he tells the citizen<br />

that he would probably have to support a tax increase for<br />

priority projects like paving streets. Todd says he hopes he can<br />

still count on the citizen’s vote.<br />

Jerry makes a point of separating his recyclable materials and<br />

putting them into separate bags and containers for the garbage<br />

crews. A few minutes a week is a small price to pay to reduce<br />

the amount of trash going into the local landfill, he believes.<br />

People may disagree with a federal,<br />

state, or local law. But good citizens still<br />

follow those laws. If people could pick and<br />

choose which laws to obey, their community<br />

would be in chaos! People could be badly<br />

hurt! If a good citizen disagrees with a law,<br />

he or she goes to public meetings, talks to<br />

an elected official, or rallies the community<br />

to get that law changed.<br />

Patriotism means loving or being<br />

devoted to your country. By showing<br />

patriotism, good citizens reward their<br />

countries for the good decisions they make<br />

for their own people and for the rest of the<br />

world. This does not mean a good citizen<br />

never disagrees with something his or her<br />

country does. But patriotism helps citizens<br />

ensure that the best aspects of their country<br />

continue from generation to generation.<br />

Sadly, many people never get involved<br />

in their communities. But good citizens<br />

do get involved! They stay informed<br />

about what’s going on in their schools and<br />

communities, and involved in important<br />

decisions and events. They also volunteer<br />

when their schools or local governments<br />

need citizen help, since taxes can’t always<br />

pay for everything a community needs!<br />

Sadly, many people never bother to vote<br />

in national, state, or local elections. When<br />

they do turn out, they vote for one political<br />

party’s candidates only and ignore ballot<br />

questions that have nothing to do with party.<br />

But a good citizen takes the time to find<br />

out about important issues and to research<br />

where candidates stand on those issues.<br />

Informed citizens who consistently use their<br />

right to vote helps make sure people get the<br />

best governments possible!<br />

The City Council reduces the speed limit on streets near<br />

Sharon’s house. She thinks this was a silly decision. It is taking<br />

her longer to drive to and from work or the market, and she<br />

cannot see how residents are much safer. But Sharon still<br />

restore the old limit.<br />

Sharon routinely drives 10 mph faster than the new speed limit. She<br />

believes she is a good driver so she won’t put any other motorist or<br />

pedestrian at risk. Sharon is willing to risk getting a ticket.<br />

Joe never goes to the Memorial Day ceremony honoring<br />

veterans of the military at the county park, even though that<br />

decisions.<br />

Every year, Joe stops by the Memorial Day ceremony. Even<br />

During the 1960s, many people criticized the way of calling people to serve in the armed<br />

forces. Some people believed poor men were “drafted” more often than middle or upper-class<br />

males. Some men moved to foreign countries to avoid being drafted. Others burned their<br />

During America’s heaviest military involvement in the Vietnam War, from 1965 to 1973, about<br />

1,700,000 men were drafted. Many of these men felt that it was their civic duty to serve in the<br />

Citizens uphold the U.S. Constitution and obey federal, state, and local laws when they:<br />

Pay Their Taxes<br />

In America, governments cannot provide services without collecting taxes. Citizens are often taxed<br />

on their income from working or investing, on the value of their house or car, or on the price of goods<br />

and services they buy. Citizens have some taxes withheld from their paycheck, pay some at the time<br />

buy something, and pay some when they file their tax return. With some taxes, citizens who earn<br />

less money pay a lower tax rate.<br />

Serve in the Armed Forces<br />

In times of war, men may be called upon, or “drafted,” to serve in the military and defend the nation.<br />

Registering—currently required for all male citizens when they turn 18 years old—helps the military<br />

to be prepared should a draft be necessary. Men and women also may volunteer to work fulltime<br />

in the military for a certain period. They also can volunteer to serve parttime in units called the<br />
