including hands-only CPR for adults, CPR for children and<br />

infants, AED use in adults and children and choking relief<br />

• Class is approximately 2 hours long<br />

• The class is offered at no cost, although a donation to the<br />

Highland Rescue Team Foundation would be appreciated.<br />

• Class size is limited so you must sign up in advance. Children<br />

under 16 may attend if accompanied by a parent.<br />

9HealthFair<br />

Saturday, April 28 at 7:00am, Highland Rescue<br />

Highland Rescue, your local medical rescue team, is sponsoring<br />

a 9HealthFair on Saturday, April 28 from 7am to 10:30am at<br />

Rockland Community Church, 17 S. Mt. Vernon Country Club<br />

Rd. Adults 18 and over can participate and get many free or<br />

low-cost health services such as a blood pressure check and<br />

blood count screenings. You can register for the screenings you<br />

want when you come to the Fair, or you can avoid long lines and<br />

pre-register by visiting the 9HealthFair website: www.9Healthfair.org/register.<br />

Church sponsored by Highland Rescue Team. Just print a<br />

copy of your completed forms and bring them with you on Fair<br />

Genesee Fire Protection District to Request a Small<br />

Mill Levy Increase<br />

The Genesee Fire Protection District (GFPD) is asking District<br />

voters to approve their request for an increase of 1.5 mills, from<br />

8.00 to 9.50 mills, in a May 8 special election. The new mill<br />

levy rate would enable the District to maintain the projected<br />

annual revenues they earn from property taxes by offsetting the<br />

state-law-mandated reduction in the residential property tax<br />

rate that occurred this year. It will also ensure that the District<br />

has adequate reserve funds.<br />

Without the increase GFPD’s revenues will continue to be 9.55%<br />

less than projected, significantly affecting their annual budget<br />

which funds operations, capital expense for new equipment,<br />

and training. Over 90% of GFPD revenue is earned directly from<br />

property taxes.<br />

• The ballot measure will also allow GFPD to adjust the mill<br />

levy rate, if necessary, to offset further reductions of GFPD’s<br />

revenue if State law mandates future decreases in the residential<br />

property tax rate.<br />

What this means for you:<br />

• The 1.5 mill increase means a $10.80 annual increase/$100,000<br />

actual property value in 2019.<br />

• The new mill levy of 9.5 means that you would pay $68.40<br />

annually/$100,000 actual value in 2019.<br />

• In subsequent years, you would not pay more per $100,000<br />

actual value than you did in 2019, even if the mill levy is adjusted<br />

to compensate for future State law-mandated decreases<br />

in the residential property tax rate. By allowing this adjustment,<br />

GFPD can assure voters that, barring an extraordinary<br />

circumstance, it will not ask voters for additional funding for<br />

at least 10 years.<br />

What this means for GFPD:<br />

• GFPD can continue to be the professional, well-equipped<br />

and well-trained team on which their communities (1500<br />

homes and 36 commercial properties) rely on for protection<br />

and emergency services by ensuring sufficient revenues and<br />

reserve funds for operations and capital expense.<br />

• The increase will help to offset GFPD’s 2018 revenue reduction<br />

from $63.68 in 2017 to $57.76/$100,000 actual residential<br />

value.<br />

We, as taxpayers, accrue great benefit from having a welltrained,<br />

dedicated group of volunteers and career staff (currently<br />

32 volunteers and 2 career staff).<br />

Ballots will be mailed April 16 and must be returned to the fire<br />

station at 23455 Currant Drive, by mail or drop-off, by May 8.<br />

You are invited to attend neighborhood forums on April 12 and<br />

May 1 at 6:30pm at the fire station, where you can learn more<br />
