E C A r e v i e w Tiny House development permit approved Council approved a development application with several conditions for a tiny house, 191.2 sq. ft. on the vacant lot, 122 - 3rd Ave West in Delia, Ab at their regular council meeting Sept. 14. The proposed development by Phillip and Trenda Tyschuk of High River, Ab. must be placed on a permanent foundation, properly skirted and the current property owner of the empty lot must sign the development permit prior to the permit taking effect. Relaxation of building plans includes the size of residence in the R2 zone bylaw that states detached dwellings must be 800 sq. ft. A public meeting is required before final approval. The repair to the eavestroughing on the fire hall has been completed to prevent ice from building up in front of the entrance. “It’s nice to have that fixed, for sure,” said Davidson. CAO Annette Plachner replying “They charge so much per cent of the total project. They do it in bits and pieces.” The project MPE is overseeing is the paving on First Ave. North. Other payables approved was the school requisition which is due every four months and a new battery for the rescue truck. Old business Two letters were not dealt with under old business on the agenda. John Siemens and Howard Helton had asked to be allowed time to make a presentation to council regarding cell phones as well as a second letter requesting public documents. In reviewing the two letters under old business, Mayor Lacher questioned if this was just for information and went on to say “not going to do nothing about it right now. The new council can deal with it.” Siemens, who was present at the meeting asked, “May I speak to that [his letter to council].” CAO Plachner replied, “No.” Resident Dennis Schooderbeck immediately spoke up stating, “You wonder why there’s a problem? “I’m just trying to help. If you guys open up and stop giving answers like that?” said Schooderbeck. Deputy Mayor David McLeod responded, we’ve dealt with this four times which prompted Schooderbeck to say, “if you’ve said ‘no’ four times then just say ‘yes’. delia Council will ask the government for an extension for the Water Reservoir Expansion Project as the village currently does not have their portion of the funds to complete the project. The initial completion date is March 2018 to qualify for funding from the Federal government of over $500,000. The request for a one year extension to the funding will able the village to better assess whether they can proceed with the project. The Atco franchise fee will be maintained at five per cent. Council passed third reading on the 10 year agreement with Alta Gas with the initial franchise fee at 12 per cent. Following a 13 minute in-camera on Citizen denied public documents again Siemens has been denied signed copies of minutes, accounts payables, the 2017 budget, all documents that the public has a right to. “I’m prepared to pay for them,” added Siemens. The second letter and attached documents was Statutory Declarations (sworn in front of a judge) stating that Dr. Graham’s phone did ring during the council meeting in November and the letter went on to declare it to be favourtism It also stated in the letter that if they [council] don’t accept the declaration, they not only had an obligation to call the RCMP and have Helton and Siemens charged with perjury, which is the consequence of lying on a statutory declaration. Sewer invoice Council agreed to pay their share of the bill from Samuel for $772.80 with the village half being $386.40 for fixing the sewer problems, some of which were on village property. “They are still going to have to fix their part. . . but our’s is fixed,” said CAO Plachner. It was completely detached right at the main, she added. Funds request The Morrin Ag Society requested assistance in repairing the header on the ice rink chiller system. The society is looking at approximately a $50,000 fix and have so far raised only $16,000. Residents present at the meeting informed council that the Seniors’ Society and the Lion’s Club had each donated $5,000. CAO Plachner offered to find out the status of the grant that was being applied for, before making a decision as to what NOTICE 2017 PROPERTY TAX NOTICES County of Paintearth No. 18 Deadline for Payment: June 30, 2017 The County of Paintearth No. 18 mailed the property tax notices for 2017. A 5.0% penalty was applied to all tax balances owing on July 1, 2017 and a further 10% penalty will be applied to outstanding tax balances October 1, 2017. Payment can be made by cheque, cash, or debit at the County Administration Office located at #1 Crowfoot Crossing, Highway 12 and Twp. Resident observer at the meeting, Chris Hall was informed that Delia, Munson, Morrin and Starland have a joint disaster plan in place, when he questioned council, “Is there any kind of program should a tornado come our way.” Council went in-camera for an item listed on the agenda as: RCMP, at 7:50 p.m. returning at 8 p.m. with no motion forthcoming other than for adjournment. a legal item, council motioned to work with a solicitor to proceed with the action necessary to recover 508 Highland Way. Chief Administrative Officer (CAO) Mark Nikota reported the two sets of steps were installed on 1st Ave. as a result of the paving project, as well as two speed limit signs as per request from residents. Nikota reported he is taking the problem of the railway crossing south of Delia to CN as they own the right of way. Nikota said he has given up on Cando, who was hired by CN to take out tracks and repair the road service. The male had been harrowing a field when the tractor he was driving went over an embankment and rolled. The male was ejected and crushed beneath the machinery. He died at the scene. The name of the deceased will not be released. Rollover fatality Members of the Coronation Detachment responded to a single vehicle roll RCMP over on Highway 872 south of Coronation on Sept. 23 at 8:23 a.m. A south bound SUV rolled several times coming to a stop in the ditch. The lone driver (37), male from the Coronation area, was ejected from the vehicle and died at the scene. It is believed that alcohol and not using a seatbelt were factors in this incident.
