Resident Dennis Schooderbeck<br />

attended Morrin council meeting on<br />

Sept. 20 requesting the village change<br />

the speed limit on his street to 20 km/<br />

hr. and put up “Children At Play’’<br />

signs on both ends.<br />

“People are flying up and down our<br />

street,” said Schooderbeck, “we have<br />

way more kids on that street now.<br />

Eighteen, I believe.”<br />

“Airdrie has all their residential<br />

streets at 30 km/hr.” said Mayor<br />

Suzanne Lacher.<br />

Council motioned to change the<br />

speed limit on the street to 30 km/hr.<br />

and to also post the ‘Children at Play”<br />

signs.<br />

“Whatever, 20 or 30 is acceptable,”<br />

agreed Schooderbeck.<br />

Fire Chief Darcy Davidson attended<br />

and was granted monies for structural<br />

fire boots ($400) and gloves ($100) for a<br />

member who has now completed his<br />

structural fire training and<br />

requirements.<br />

“I’d like to do that [appear before<br />

council] every quarter at a minimum,”<br />

said Davidson.<br />

“Correspondence works, it doesn’t<br />

work,” said Davidson adding, “face to<br />

face is better.”<br />

He also requested council provide<br />

him an outline of information they<br />

would like to see in the year end<br />

report.<br />

“Right now, I’m just winging it.”<br />

Davidson informed council it was<br />

his phone dinging, when Deputy<br />

Mayor David interrupted asking, “Did<br />

I hear a phone?”<br />

Tiny House development permit approved<br />

Council approved a development<br />

application with several conditions for<br />

a tiny house, 191.2 sq. ft. on the vacant<br />

lot, 122 - 3rd Ave West in Delia, Ab at<br />

their regular council meeting Sept. 14.<br />

The proposed development by<br />

Phillip and Trenda Tyschuk of High<br />

River, Ab. must be placed on a permanent<br />

foundation, properly skirted and<br />

the current property owner of the<br />

empty lot must sign the development<br />

permit prior to the permit taking<br />

effect.<br />

Relaxation of building plans includes<br />

the size of residence in the R2 zone<br />

bylaw that states detached dwellings<br />

must be 800 sq. ft. A public meeting is<br />

required before final approval.<br />

Accounts Payable<br />

In reviewing the accounts<br />

payable, Mayor referred to a<br />

invoice stating, “This is for<br />

Old business<br />

Two letters were not dealt<br />

with under old business on the<br />

agenda. John Siemens and<br />

Howard Helton had asked to be<br />

allowed time to make a presentation<br />

to council regarding cell<br />

phones as well as a second letter<br />

requesting public documents.<br />

In reviewing the two letters<br />

under old business, Mayor<br />

Lacher questioned if this was<br />

just for information and went on<br />

to say “not going to do nothing<br />

about it right now. The new<br />

council can deal with it.”<br />

Siemens, who was present at<br />

the meeting asked, “May I<br />

speak to that [his letter to<br />

council].”<br />

CAO Plachner replied, “No.”<br />

to help. If you<br />

guys open up and<br />

stop giving<br />

Council will ask the government for<br />

an extension for the Water Reservoir<br />

Expansion Project as the village currently<br />

does not have their portion of<br />

the funds to complete the project.<br />

The initial completion date is March<br />

2018 to qualify for funding from the<br />

Federal government of over $500,000.<br />

The request for a one year extension<br />

to the funding will able the village to<br />

better assess whether they can proceed<br />

with the project.<br />

The Atco franchise fee will be maintained<br />

at five per cent.<br />

Council passed third reading on the<br />

10 year agreement with Alta Gas with<br />

the initial franchise fee at 12 per cent.<br />

budget, all documents that the<br />

the consequence of lying on a<br />

statutory declaration.<br />

Sewer invoice<br />

Council agreed to pay their<br />

share of the bill from Samuel for<br />

$772.80 with the village half<br />

being $386.40 for fixing the<br />

sewer problems, some of which<br />

were on village property.<br />

“They are still going to have<br />

to fix their part. . . but our’s is<br />

fixed,” said CAO Plachner.<br />

It was completely detached<br />

right at the main, she added.<br />

Funds request<br />

The Morrin Ag Society<br />

requested assistance in<br />

repairing the header on the ice<br />

rink chiller system.<br />

The society is looking at<br />

approximately a $50,000 fix and<br />

have so far raised only $16,000.<br />

Residents present at the<br />

meeting informed council that<br />

the Seniors’ Society and the<br />

Lion’s Club had each donated<br />

$5,000.<br />

out the status of the grant that<br />

was being applied for, before<br />

making a decision as to what<br />

Deadline for Payment: June 30, <strong>2017</strong><br />

The County of Paintearth No. 18 mailed the property tax notices for<br />

<strong>2017</strong>. A 5.0% penalty was applied to all tax balances owing on July<br />

1, <strong>2017</strong> and a further 10% penalty will be applied to outstanding<br />

tax balances October 1, <strong>2017</strong>.<br />

Payment can be made by cheque, cash, or debit at the County<br />

Administration Office located at #1 Crowfoot Crossing, Highway<br />

12 and Twp. Road 374, at the TD Canada Trust in Coronation,<br />

or the ATB Financial branches located in Halkirk, Castor, or<br />

of the FCSS Summer<br />

Program that ran in Delia<br />

Monday to Thursday that averaged<br />

16 kids per day with three<br />

field trips, a library day, among<br />

other things.<br />

There was positive feedback<br />

from both parents and children,<br />

said Lacher.<br />

“Liam totally loved it,” said<br />

Dennis Schooderbeck, “he had a<br />

blast.”<br />

Mayor Lacher also reported<br />

on Rural Crime Watch noting<br />

that they have been very busy<br />

but cannot report on incidents<br />

until they hear from the RCMP.<br />

Resident observer at the<br />

meeting, Chris Hall was<br />

informed that Delia, Munson,<br />

Morrin and Starland have a<br />

joint disaster plan in place,<br />

when he questioned council, “Is<br />

there any kind of program<br />

should a tornado come our<br />

way.”<br />

Cando, who was hired by CN to take<br />

out tracks and repair the road service.<br />

Chad Clayton Christians, beloved<br />

husband of Tanya Christians of Red<br />

Deer County, passed away at<br />

the Red Deer Regional<br />

Hospital on Sept. 19, <strong>2017</strong> at<br />

the age of 41 years after a<br />

courageous battle with<br />

cancer.<br />

Chad was born on Dec. 8,<br />

1975 in Stettler, Ab. to parents<br />

John and Valerie<br />

Christians and grew up in<br />

Coronation where his passion<br />

and talent for sports<br />

shined.<br />

Chad moved to Red Deer<br />

after graduating high school in 1994.<br />

In 1996, he welcomed his first son Cole<br />

Tanner Elliott into his world.<br />

He met the love of his life, Tanya<br />

Harrison June 1999. They were married<br />

in 2004 and together they had<br />

three beautiful children. Mya Marie<br />

Christians, Clay Johnathan<br />

Christians and Kahlan Harley<br />

Christians. Chad was a most loving<br />

father to his children.<br />

Chad was a master electrician who<br />

successfully owned and operated High<br />

Christians<br />

Energy Electric. He was a talented<br />

athlete who enjoyed playing hockey<br />

each winter and baseball each spring<br />

and summer.<br />

He loved camping, quading,<br />

movies, playing all sports,<br />

socializing and taking<br />

adventures.<br />

Chad’s biggest passion was<br />

spending time with his family.<br />

Chad will always be remembered<br />

as being so kind,<br />

charismatic and truly the best<br />

friend anyone could have.<br />

Chad will also be lovingly<br />

remembered by his sister<br />

Sheila Crouch (Kyle), his<br />

grandmother Linda Lang,<br />

mother-in-law Kathy Hamilton, fatherin-law<br />

For many years it had been realized<br />

that the Youngstown community<br />

needed to compile a Volume 2 to supplement<br />

the fine Youngstown<br />

Memories Across the Years, published<br />

in 1983.<br />

There was not time to do so before<br />

the 2013 Centennial celebrations, but<br />

from the profit of the Centennial, several<br />

thousand dollars was set aside to<br />

serve as ‘seed’ for the production of a<br />

new book.<br />

A committee was formed in 2015 and<br />

Friesens Press was engaged to help in<br />

the completion of the new edition, this<br />

time with coloured pictures.<br />

Numerous present and former residents<br />

were contacted including<br />

brochures to each family that had registered<br />

for Centennial.<br />

After several extensions to the deadline<br />

for submissions, it was eventually<br />

seen that there was plenty of material,<br />

and the big task of organizing it all<br />

began in earnest.<br />

At last, in February <strong>2017</strong>, it was all<br />

typed, photo-keyed and organized,<br />

ready to be sent by way of Friesens<br />

representative Jim Beckel, to the<br />

designer Fraser Seeley of Calgary.<br />

Several months of proofreading and<br />

adjustment followed, until by the<br />

beginning of June, the completed<br />

layout was sent to the Winnipeg plant,<br />

where printing and binding took place.<br />

Was a well respected grain buyer<br />

Randy James Duncan passed away<br />

on Sept. 19, <strong>2017</strong> at the age of 61 years in<br />

the Coronation Long Term<br />

Care Centre.<br />

He was born in the Castor<br />

Hospital on Sept. 2, 1956 just a<br />

few short minutes before his<br />

twin brother, Ross, a fact he<br />

was always proud of.<br />

Randy graduated from the<br />

Castor High School in 1974 and<br />

went on to Calgary to work<br />

road construction.<br />

He returned to Halkirk and Duncan<br />

became employed by the<br />

Alberta Wheat Pool working<br />

his way up to manager.<br />

He served the communities of<br />

Halkirk, Gadsby and lastly<br />

Botha. During this time,<br />

Randy made many friends<br />

and became a respected<br />

grain buyer.<br />

Randy was a hard worker,<br />

but was always ready for a<br />

good game of crib. He loved<br />

to curl and bonspiel (and<br />

was pretty good at both of<br />

these). He loved cats.<br />

He cheered for the<br />

Calgary Flames and the<br />

Calgary Stampeders.<br />

When Randy’s health started to fail<br />

at an early age, he was hospitalized<br />

and later admitted in the Coronation<br />

Long Term Care, of which he was a<br />

resident for the past 11 years.<br />

He leaves to mourn his loss his<br />

father, James Duncan of Points West in<br />

Stettler; brothers, Ross (Karen) of<br />

Castor and Murray (Linda) of Stettler<br />

and brother-in-law Larry Jeske of Red<br />

Deer; four children – Derek (Rhonda),<br />

Heather, Dallas and Devon; five grandchildren<br />

and numerous nieces and<br />

nephews.<br />

He was predeceased by his mother,<br />

Elsie Duncan and sister Gwen Jeske.<br />

Private family funeral services were<br />

held on Fri., Sept. 22, <strong>2017</strong>. Randy was<br />

laid to rest in the Halkirk Cemetery.<br />

Thank you for trying to help CAO’s<br />

and councillors understand that the<br />

public have rights as listed in the<br />

Municipal Government Act (MGA).<br />

I am sympathetic to the ratepayers<br />

of Morrin who seem to have some of<br />

the same issues as ratepayers in<br />

many villages, towns and districts.<br />

Our village of Alix, for example,<br />

has just been inspected by Municipal<br />

Affairs for the second time in 10<br />

years!<br />

In 2007, the inspectors made 11 recommendations;<br />

this time there were<br />

52 recommendations including<br />

almost all of those from 2007.<br />

I think part of the problem is that<br />

most of the public do not know how<br />

much information they are entitled to<br />

and that enables some CAO’s and<br />

councillors to disregard the MGA.<br />

This is an election year.<br />

I hope voters take the time to listen<br />

to all candidates and choose the ones<br />

that will ensure that the MGA will be<br />

respected and therefore each voter<br />

will be respected.<br />

Global warming is not theory<br />

Tips from public aid in arrests<br />

Provost RCMP received numerous<br />

calls of a suspicious vehicle that was<br />

seen near Czar, Ab. on Sept. 22 at<br />

approximately 2 p.m.<br />

The vehicle was located near the<br />

Hughenden Golf Course campground,<br />

where police were able to confirm it<br />

was stolen.<br />

Randolph Freng (56), a male from<br />

Lloydminster, was arrested without<br />

incident and several stolen items were<br />

recovered as a result. Police also<br />

recovered a stolen motorhome, travel<br />

trailer and license plates in the area.<br />

Later that evening, due to additional<br />

tips from the public, a stolen F-350 was<br />

also recovered in Hughenden.<br />

A second arrest was made on Sept.<br />

23 of Travas Freng (25), male from<br />

Kitscoty. Travas Freng was also<br />

wanted on 11 warrants for his arrest at<br />

the time of his capture.<br />

Both have been charged with possession<br />

of stolen property, obstruction,<br />

possession of break in tools and failing<br />

to comply with an undertaking are<br />

remanded to custody until their court<br />

appearance.<br />

Quonset/quad thefts<br />

Coronation RCMP are investigating<br />

a break and enter to a quonset near<br />

Hwy 599, west of Talbot, Ab. which<br />

occurred at approximately 8:20 a.m. on<br />

Sept. 2.<br />

Two unknown male suspects used a<br />

yellow crow bar, and kicked in the<br />

door to the quonset.<br />

Items stolen included a 27” Insignia<br />

LED television and an assortment of<br />

Makita power tools.<br />

Coronation RCMP are also investigating<br />

the theft of a quad from<br />

Halkirk, Ab. A 2006 white Yamaha<br />

Wolverine quad is believed to have<br />

been loaded into a vehicle and taken<br />

between Sept. 21 at 5:30 p.m., and Sept.<br />

Collision<br />

Stettler RCMP members were<br />

alerted to a single motor vehicle collision<br />

(MVC) involving a stolen White<br />

1998 Dodge Ram on ‘Tower Road’ on<br />

Sept. 20 at approximately 6:30 a.m.<br />

A short time later, a male was<br />

brought into the Stettler Hospital<br />

believed to have been involved in the<br />

MVC on ‘Tower Road’.<br />

The male is currently in custody on<br />

an unrelated matter but Stettler<br />

RCMP are seeking assistance from<br />

anyone who may have witnessed or<br />

provided aid at the MVC.<br />

Drug charges<br />

Wainwright RCMP members conducted<br />

a vehicle stop on Highway 41 on<br />

Sept. 14.<br />

Further investigation determined<br />

that the occupants were in possession<br />

of controlled substances. Both occupants<br />

were arrested without incident<br />

and the vehicle was searched.<br />

Located in the vehicle was a quantity<br />

of methamphetamine, cocaine and<br />

marihuana. A total street value for the<br />

seized drugs is estimated at $5200.<br />

As a result of the seizure,<br />

Wainwright RCMP have charged<br />

Cynthia Sinclair (35), from Consort,<br />

Ab. and Michael Saunders (18), from<br />

Veteran, Ab. with possession of methamphetamine<br />

for the purpose of<br />

trafficking, possession of cocaine for<br />

the purpose of trafficking and possession<br />

of marihuana.<br />

Both Sinclair and Saunders were<br />

held for bail hearings and subsequently<br />

released on their own<br />

recognizance to appear in Wainwright<br />

Provincial court on Sept. 21, <strong>2017</strong>.<br />

Dear Editor,<br />

I was saddened by a letter to editor<br />

of September 21 entitled “Science evidence<br />

lacking”.<br />

I spent 12 years of my life working on<br />

a project which accidentally, (I said<br />

accidentally), “discovered” or identified<br />

what we then called the<br />

“greenhouse effect” and which has<br />

been since then re-labelled “global<br />

warming”.<br />

The findings were published in or<br />

around 1975 in various scientific publications.<br />

We were, in fact, researching<br />

the cause of the extinction of the dinosaurs,<br />

not focusing on present day<br />

events.<br />

The long and the short of it is, we<br />

studied specimens from the DSDP<br />

(Deep Sea Drilling Project) from the<br />

Glomar Challenger research ship.<br />

We studied sediments from around<br />

the world, Canada, the USA, New<br />

Zealand, Denmark, France, Italy and<br />

Spain.<br />

What we found is a warming of the<br />

ocean at the end of the Cretaceous,<br />

warmer as evidenced by the CCCD<br />

(Calcium Carbonate Compensation<br />

Depth) which had a serious effect on<br />

the climate.<br />

There was evidence of wide spread<br />

forest fires (think of Ft. MacMurray or<br />

B.C. this summer) caused by severe<br />

drought inland and that there was<br />

much sedimentary perturbation<br />

caused by severe and frequent meteorological<br />

activity, (think hurricane<br />

Katrina, Irma and Maria, etc.) in<br />

coastal areas.<br />

Because some of our data was difficult<br />

to analyse, we sent some of the<br />

samples to the geological laboratory of<br />

NASA in San Francisco for analysis.<br />

Dr. Alvarez sent us a note saying<br />

that what we were describing about the<br />

ozone layer and CO2 envelope in the<br />

stratosphere at the time of the end of<br />

the Cretaceous, was, in fact being<br />

observed by NASA in our present<br />

atmosphere at the time, (1970’s).<br />

I will not go into details or it would<br />

take several pages, but global warming<br />

is not a theory. It is fact based on<br />

observable and quantifiable<br />

information.<br />

Regrettably we are destroying our<br />

livable conditions for the sake of<br />

money.<br />

When we cannot breathe, feed ourselves<br />

or find potable water, money<br />

will not do us any good.<br />

Since we are likely going to continue<br />

in this vein regardless of the warnings,<br />

the apocalypse is closer than we think.<br />

At this rate, it appears that the children<br />

who are in grade 1 this year will<br />

very likely see the end.<br />

After a long and courageous<br />

battle Victor Alexander<br />

Richelhoff passed away on Sept.<br />

8, <strong>2017</strong> surrounded by love, at<br />

the age of 71 years.<br />

Victor was born on<br />

Sept. 19, 1945 at<br />

Kerrobert, Sk. to parents<br />

Bertha and<br />

Frederick Richelhoff.<br />

Victor married the<br />

love of his life on Dec.<br />

30, 1966 in Donalda,<br />

Ab.; they were blessed<br />

with one daughter.<br />

He leaves behind a<br />

large loving family and<br />

many dear friends.<br />

Victor was a hard worker; he<br />

plowed snow, worked on the oil<br />

rigs, for CN Railroad, at the<br />

Donalda Creamery and was<br />

Deputy Mayor of Donalda for a<br />

time, was on numerous committees<br />

in various capacities, but<br />

he truly loved farming, the<br />

cattle, his horses and his dog.<br />

Victor enjoyed trail riding,<br />

rodeo and chuckwagons, snowmobiling,<br />

curling, camping,<br />

4-H, the Light<br />

Horse<br />

Association and<br />

being Barb’s<br />

dance partner.<br />

Victor was<br />

always able to<br />

lend a helping<br />

hand to a neighbour,<br />

a friend and<br />

above all else his<br />

family.<br />

He had a rough<br />

road over the past<br />

10 plus years, but<br />

never gave up; he<br />

still farmed,<br />

drove, ran cattle<br />

and visited those<br />

who he cared<br />

deeply for.<br />

He touched so<br />

many lives, his<br />

laughter and<br />

larger than life<br />

presence will live<br />

on in his family<br />

Over 300 family histories in book<br />

The beautiful blue and silver<br />

books were received at<br />

Youngstown September 11 and a<br />

book launch was held on Sun.<br />

Sept. 17 in the hall in<br />

Youngstown, beginning with a<br />

lunch at noon, followed by a<br />

short program and the auction<br />

of the first two special embossed<br />

copies by auctioneer, Dave<br />

Shields.<br />

The first item auctioned was a<br />

3-volume set made up of new<br />

copies of the three history books<br />

compiled for Youngstown- a<br />

1962 paperback booklet,<br />

‘Youngstown and District<br />

Pioneers’, made by the Women’s<br />

Institute as a project for the 50th<br />

anniversary of WI in Alberta,<br />

the burgundy 1983 volume, and<br />

the 1st copy of Volume 2, <strong>2017</strong>.<br />

The winning bidder was<br />

Brian Kreiser. The speciallyembossed<br />

2nd copy was<br />

purchased by Merle Blair.<br />

The new 684-page book<br />

includes 19 chapters, with over<br />

300 family histories making up<br />

the bulk of the content.<br />

Some notable chapters are<br />

celebrations, community histories,<br />

post offices, business,<br />

country and village schools,<br />

activities, Youngstown Ag<br />

School/Home, and Special<br />

Areas.<br />

There are also updated cemetery<br />

lists and maps, and<br />

sections on memories, churches,<br />

disasters, and the armed forces.<br />

On the front cover is the<br />

Youngstown Centennial 2013<br />

logo, with the old barn from the<br />

past and the meadowlark as a<br />

symbol of the hope of the future.<br />

It also has an old wheel, seen<br />

as a symbol of all those who<br />

made the new book ‘roll along’.<br />

The rim represents all people<br />

who took time to send submissions<br />

for their communities,<br />

businesses, and families.<br />

The spokes of the wheel were<br />

a number of people who helped<br />

by typing, editing, researching,<br />

composing, and completing<br />

assignments.<br />

And the all-important hub of<br />

the wheel was the small group<br />

of individuals who took the<br />

to organize, type, proof-read,<br />

and so on to bring the project to<br />

a completion.<br />
