INTRODUCTION AND USER GUIDE<br />

The <strong>Government</strong> <strong>of</strong> <strong>Jamaica</strong> (GoJ) is in the process <strong>of</strong> developing a more competent information<br />

and communication technology (<strong>ICT</strong>) workforce as part <strong>of</strong> the vision to transform the culture in<br />

government organizations, and the way they interface with the private sector and the <strong>Jamaica</strong>n<br />

populace. Capacity development through specialized and targeted training is one <strong>of</strong> the strategies<br />

being explored by the government. Partnership with national training institutions to deliver<br />

quality training and to create the abilities needed for government in the 21 st century is another<br />

approach worth considering. National and regional public and private universities and colleges<br />

will provide some <strong>of</strong> the services needed to make this objective a reality. <strong>Training</strong> should be<br />

available in various locations across the country to provide easy access and reach for potential<br />

participants.<br />

T<br />

his catalogue provides an overview <strong>of</strong><br />

the type <strong>of</strong> <strong>ICT</strong> training the GoJ needs<br />

to <strong>of</strong>fer in an effort to develop<br />

competencies and skills that will<br />

transform the government and how services are<br />

delivered to government organizations and the<br />

wider <strong>Jamaica</strong>n business and social<br />

environments.<br />

This catalogue was established on some basic<br />

assumptions. These assumptions are highlighted<br />

as the following:<br />

1. <strong>ICT</strong> staff in government organizations will<br />

have (or seek to obtain) a minimum <strong>of</strong> a<br />

bachelors training in their respective <strong>ICT</strong><br />

specializations;<br />

2. <strong>ICT</strong> staff who do not possess a bachelor’s<br />

degree as outlined in the first assumption<br />

will at least be pursuing same or intend to do<br />

within reasonable time as established by the<br />

relevant agency or government<br />

organization;<br />

3. The primary intention <strong>of</strong> this catalogue is to<br />

assist the GoJ in identifying training courses<br />

and programs that can help staff develop<br />

competencies and skills relevant to <strong>ICT</strong> jobs<br />

family model described in this consultancy ;<br />

and<br />

4. This catalogue does not replace any other<br />

training that the government may <strong>of</strong>fer and<br />

must not be used as a substitute for the<br />

baseline requirements <strong>of</strong> the <strong>ICT</strong> jobs, but<br />

rather as a supplement to existing<br />

qualifications required for a transformed<br />

government <strong>ICT</strong> organization.<br />

These assumptions are not exhaustive and the<br />

catalogue may adapt as time progresses. <strong>ICT</strong> is<br />

a very dynamic discipline and this catalogue was<br />

based on what currently existed at the point <strong>of</strong><br />

development. Therefore, as technology<br />

continues to advance, a reasonable schedule must<br />

be established for review and inclusion <strong>of</strong><br />

relevant courses, programs, and topics.<br />

User Guide<br />

<strong>Training</strong> Modes<br />

This catalogue segments the course <strong>of</strong>ferings<br />

into two primary modes <strong>of</strong> delivery: 1) On-line;<br />

and 2) in-seat. This was done so that the GoJ and<br />

training <strong>of</strong>ficers can leverage the convenience <strong>of</strong><br />

these modes as they become available. On-line<br />

training can also provide access to local and<br />

international training in instances when it may<br />

be difficult to participate in face-to-face sessions.<br />

This mode <strong>of</strong> delivery is becoming very<br />

favorable for many organizations globally.<br />

Certification Progression Table<br />

This section shows one <strong>of</strong> many training paths<br />

that may be followed with the training options<br />

provided by this catalogue.<br />

<strong>Training</strong> Descriptions<br />

Selection Guidelines<br />

This section suggests guidelines and<br />

information on the eligibility criteria and the<br />

selection process for admission to training and<br />

programs in this catalog. This is described in<br />

more detail in the <strong>Training</strong> Plan.<br />

<strong>Training</strong> Topics and Certifications<br />

This section shows the topics <strong>of</strong> major courses<br />

covered in this catalog. These topics are<br />

presented under the <strong>Training</strong> Descriptions.<br />

Projected Costs<br />

Costs have been assigned to each course or series<br />

<strong>of</strong> courses aligned to Job Families, based on<br />

industry standards. These are projections as at<br />

April 2018, which are subject to change and are<br />

quoted in United States Dollars.<br />

This section provides a standardized description<br />

<strong>of</strong> the courses in the catalogue. The course<br />

descriptions outline the objectives, contents,<br />

structure, and target audience for the training, as<br />

well as any prerequisite qualifications for those<br />

attending.<br />

TRAINING MODES<br />

Online, in-seat, and hybrid or blended training modes are recommended as delivery methods for<br />

the GoJ. These delivery methods are used globally, but the use <strong>of</strong> online and blended approaches<br />

have become extensive for individuals who do not have the resources to participate in a face-t<strong>of</strong>ace<br />

setting. This is one area where the GoJ may seek to take advantage.<br />

he delivery approaches highlighted in<br />

this catalog are based on the needs <strong>of</strong><br />

the GoJ and the nature <strong>of</strong> the training<br />

that are required. A blended approach<br />

could provide added benefits compared to<br />

traditional approaches. <strong>Training</strong> available at<br />

some local tertiary institutions may use<br />

traditional in-seat modes which may require the<br />

government and organizations to budget and<br />

schedule time away from the <strong>of</strong>fice for these<br />

kinds <strong>of</strong> training. Blended approaches using<br />

mainly on-line delivery could save the<br />

government in both time and money.<br />

This catalog will highlight the various modes<br />

that the GoJ may want to consider for the<br />

delivery <strong>of</strong> some <strong>of</strong> these training. Some training<br />

may be developed through contracting training<br />

institutions to customize programs specifically<br />

for the government and then deliver them in one<br />

or more <strong>of</strong> the training modes.<br />

Online <strong>Training</strong><br />

This mode <strong>of</strong> delivery includes training that can<br />

be taken entirely by accessing training materials<br />

online or using the Internet. <strong>Training</strong> <strong>of</strong>fered<br />

using online delivery are sometimes selfsustainable<br />

and require the user to complete the<br />

training within his/her own time. This type <strong>of</strong><br />

training is usually accessible at anytime and<br />

anywhere the participant is located. This is<br />

highly recommended for the GoJ.<br />

groups <strong>of</strong> government <strong>ICT</strong> staff. This may also<br />

be used in some instances to provide training to<br />

large groups <strong>of</strong> participants free <strong>of</strong> enrollment<br />

limits. The GoJ could also take advantage <strong>of</strong> free<br />

training using this mode.<br />

In-Seat <strong>Training</strong><br />

This refers to training and programmes that are<br />

designed for face-to-face contacts. In this type <strong>of</strong><br />

training, participants work directly with an<br />

instructor who will provide the training content<br />

and ensures that they meet the learning<br />

objectives and prescribed outcomes <strong>of</strong> the<br />

training.<br />

This method <strong>of</strong> delivery is sometimes more<br />

expensive than the other models.<br />

Hybrid or Blended <strong>Training</strong><br />

This delivery method takes advantage <strong>of</strong> both<br />

the online and in-seat modes. By combining the<br />

best attributes <strong>of</strong> both modes the government<br />

may be able to acquire the desired quality<br />

training for <strong>ICT</strong> staff. This may be used in<br />

instances when there may be a need to have<br />

participants present in a session for practical<br />

laboratory experiences that may not be available<br />

online or through a cloud-based service model.<br />

Online training may also be used to provide<br />

stand-alone learning experiences for specific<br />

Alternate <strong>Training</strong><br />

There are several alternate training modes. This<br />

includes self-learning, user groups, job rotation,<br />

mentoring, attachments, coaching, and many<br />

others. These methods <strong>of</strong> training can add<br />

significant value, especially in developing core<br />

competencies for <strong>ICT</strong> staff.<br />

CERTIFICATION AND PROGRESSION TABLE<br />

Being able to define a progression path for <strong>ICT</strong> development can help staff establish a schedule<br />

that will help them obtain the required competencies and skills. Participants may need to work<br />

with their respective government organizations to setup a schedule that works for them based<br />

on training needs. The table below provides a listing <strong>of</strong> training and programs for the <strong>ICT</strong><br />

capacity development grouped into the 10 <strong>ICT</strong> Job Families and showing the content and level<br />

<strong>of</strong> courses.<br />

provides an illustrative path that could<br />

be taken by participants in order to<br />

progress from introductory <strong>of</strong>ferings<br />

in each <strong>ICT</strong> Job Family to advance level courses<br />

or programs. Table 1 shows the courses or<br />

programs recommended to be taken first to<br />

provide a foundation for topics that may be<br />

discussed in the intermediate and advanced<br />

levels or merely just based on complexity level<br />

in each case. Participants should obtain<br />

certificate for each level <strong>of</strong> training.<br />

TRAINING DESCRIPTIONS<br />

The following is a consolidated list <strong>of</strong> courses and certifications that may be taken online, in-seat,<br />

or in a blended mode by government <strong>ICT</strong> staff to develop competencies and skills identified in<br />

the <strong>ICT</strong> Job Families.<br />

Many <strong>of</strong> the certification training described below are based on international programs that<br />

provide and validate the pr<strong>of</strong>essional skills <strong>of</strong> participants. Certification providers include<br />

CompTIA, Micros<strong>of</strong>t, CITRIX, VMWare, Cisco, and others. In many instances, the training<br />

being recommended in this catalog are training that have already been developed by vendorneutral<br />

or vendor-oriented industry experts so that the GoJ will not need to re-invent wheels to<br />

develop similar training to provide the capabilities needed for the transformed <strong>ICT</strong> enterprise.<br />

Customized training will be used to fill the gaps where a ready training solution is not available.<br />

TRAINING AND CERTIFICATIONS<br />

COMPTIA TRAINING AND<br />

CERTIFICATIONS<br />

CompTIA certifications provide some <strong>of</strong> the<br />

competencies and skills required for <strong>ICT</strong> in the<br />

GoJ. The following highlights training available<br />

from CompTIA.<br />

Some <strong>of</strong> these courses are available through New<br />

Horizon. The courses needed for Job Family F01<br />

will be better suited if there are all-in-one<br />

learning with practice exams and virtual labs.<br />

The InfoSec Institute also provides online<br />

courses or many <strong>of</strong> the areas included in this<br />

catalog. They can also provide customizable<br />

training delivered on-site or in-seat.<br />

CompTIA A+<br />

Description: This training provides some <strong>of</strong> the<br />

fundamental skills required for many <strong>ICT</strong><br />

pr<strong>of</strong>essionals. This is one <strong>of</strong> the entry level<br />

training that staff performing <strong>ICT</strong> duties could<br />

be required to have. Some <strong>of</strong> the knowledge areas<br />

that participants could obtain include:<br />

o Assembly, setup, and troubleshooting;<br />

o Computer architecture;<br />

o Storage devices, displays, and printers;<br />

o Mobile operating systems;<br />

o Cloud computing and virtualization; and<br />

o Server roles and threat management<br />

Job roles with skills from this training include<br />

configuring local, network, security policies and<br />

permissions; and setup and install, deploy, and<br />

troubleshoot system networks.<br />

Target Audience: This training or certification<br />

targets all government <strong>ICT</strong> <strong>of</strong>ficials and staff.<br />

However, it is particularly relevant to staff in the<br />

<strong>ICT</strong> F01 and F05 Job Families.<br />

Requirements and Qualifications: <strong>ICT</strong> staff<br />

with a minimum <strong>of</strong> high school level training<br />

may take courses for this certification.<br />

CompTIA Network+<br />

Description: this is another vendor neutral<br />

certification or training recognized<br />

internationally and used to validate<br />

competencies and essential knowledge required<br />

to confidently design, configure, manage, and<br />

troubleshoot wired and wireless networks. Some<br />

<strong>of</strong> the knowledge that <strong>ICT</strong> staff could obtain<br />

through this kind <strong>of</strong> training include:<br />

o Network security;<br />

o Wide area network (WAN) connection<br />

and remote access;<br />

o Cables, connectors, and standards;<br />

o Monitoring and maintaining networks;<br />

o Network infrastructure services;<br />

o Network systems design in web centric<br />

data centers;<br />

o Maintain and improve technical<br />

infrastructure based on troubleshooting<br />

problems and developing innovative<br />

solutions;<br />

o Network protocol stack and reference<br />

models; and<br />

o TCP/IP fundamentals<br />

Target Audience: this type <strong>of</strong> training could<br />

provide further fundamental competencies for<br />

the F01, F03, and F05 <strong>ICT</strong> Job Families.<br />

Requirements and Qualifications: this<br />

training is ideal for individuals with at least a<br />

certification or diploma in information<br />

technology or equivalent level <strong>of</strong> preparation.<br />

CompTIA Server+<br />

Description: training provided for this<br />

certification will guide participants on how to<br />

plan, secure and maintain various types <strong>of</strong> server<br />

equipment that are encountered within the<br />

government organizations. The knowledge base<br />

to include:<br />

o Installation and configuration <strong>of</strong> servers;<br />

o Server security and hardening;<br />

o Backup and Disaster recovery;<br />

o Troubleshooting server problems;<br />

o Communication management;<br />

o Server maintenance; and<br />

o Installation, configuration, and<br />

maintenance <strong>of</strong> virtual servers<br />

Target Audience: This training could help<br />

provide the basic skills for technology support<br />

and <strong>ICT</strong> staff who are involved in computer<br />

network architecture. Network architects design<br />

and build data communication networks,<br />

including local area networks (LANs), WANs,<br />

and intranets. This type <strong>of</strong> training could<br />

provide further fundamental competencies for<br />

the F01, F03, and F05 <strong>ICT</strong> Job Families.<br />

CompTIA Security+<br />

Description: This training will provide<br />

foundational vendor-neutral IT security<br />

knowledge and skills for <strong>ICT</strong> staff in the<br />

government organizations. One <strong>of</strong> the<br />

strategies outlined in the <strong>Training</strong> Plan is to<br />

have this certification as a mandatory<br />

requirement for all <strong>ICT</strong> staff as part <strong>of</strong> the<br />

transformed GoJ. All <strong>ICT</strong> staff should have<br />

basic <strong>ICT</strong> security awareness and training.<br />

<strong>ICT</strong> <strong>Training</strong> <strong>Catalogue</strong><br />

Target Audience: This training is for all<br />

government <strong>ICT</strong> <strong>of</strong>ficials and staff. It is<br />

particularly relevant to staff in the <strong>ICT</strong> F01,<br />

F03 and F05 Job Families.<br />

Requirements and Qualifications: this<br />

training is ideal for individuals working in an<br />

<strong>ICT</strong> position with the GoJ and meets the<br />

minimum <strong>of</strong> a bachelor’s degree in the<br />

information technology or equivalent field <strong>of</strong><br />

study.<br />

CompTIA Project+<br />

Description: This training is one <strong>of</strong> the project<br />

management training that ca be made available<br />

to <strong>ICT</strong> staff. The project+ certification provides<br />

intermediate level training for staff that may<br />

need project management knowledge to execute<br />

routine tasks that are part <strong>of</strong> their duties.<br />

Participants taking this course will apply<br />

recognized practices <strong>of</strong> project management and<br />

the project life cycle, roles, and skills necessary<br />

to effectively initiate, plan, execute, monitor,<br />

control, and close a project.<br />

Target Audience: This training is appropriate<br />

for those who need to be able to manage assigned<br />

activities that may be classified as projects. <strong>ICT</strong><br />

staff in the supervisory and management<br />

positions may want to take courses in project<br />

management. This is good for all Job Families,<br />

but specifically for F01, F02, F03, F04 and F06.<br />

Requirements and Qualifications: <strong>ICT</strong> staff<br />

with a bachelor’s degree will be able to take this<br />

type <strong>of</strong> training. It is suitable for various <strong>ICT</strong> job<br />

roles within the government who have basic<br />

knowledge <strong>of</strong> project management and who<br />

participate in small to medium size project. It<br />

would also be good for participants to have at<br />

least 12 months <strong>of</strong> continuous work experience<br />

some <strong>of</strong> which may include project-based<br />

activities.<br />

CompTIA Linux+<br />

Description: This foundation training will<br />

provide participants with the skills to work and<br />

maintain Linux installations. This is useful for<br />

organizations that are using or planning to use<br />

the Linux operating system.<br />

Target audience: This course is most applicable<br />

to those who are in the F01 <strong>ICT</strong> Job Family<br />

particular those work with network operating<br />

systems such systems and network<br />

administrators. It could also benefit some<br />

systems developers in the F02 and security<br />

pr<strong>of</strong>essional in F03 Job Families.<br />

Requirements and Qualifications: It is a good<br />

idea to have at least done the A+ and network+<br />

or similar training before taking this course.<br />

This is a foundation course for persons with prebachelor’s<br />

degree, but by participants with some<br />

knowledge <strong>of</strong> computer and network operating<br />

systems.<br />

CompTIA Advanced Security<br />

Practitioner (CASP)<br />

Description: Intended for <strong>ICT</strong> pr<strong>of</strong>essionals<br />

who need the knowledge and skills to<br />

conceptualize, design, and engineer secure<br />

solutions across complex government enterprise<br />

infrastructures.<br />

Target Audience: This training is highly<br />

recommended for IT security personnel<br />

responsible for designing and implementing<br />

secure systems and infrastructures. Specifically,<br />

F03, and staff in the F06 Job Families<br />

responsible for network and cyber security are<br />

good candidates.<br />

Requirements and Qualifications: This is an<br />

advance level training and requires that<br />

participants have several years’ experience<br />

working in the technology field with several<br />

years hands-on technical security experience.<br />

Families may also benefit this type <strong>of</strong> training.<br />

Requirements and Qualifications: It would be<br />

good for participants <strong>of</strong> this training to have<br />

basic networking experience and understanding<br />

<strong>of</strong> cloud computing concepts.<br />

CompTIA Cloud Essentials<br />

Course Description: This training will provide<br />

the essential knowledge and skills required to<br />

operate in a cloud environment.<br />

Target Audience: Staff in the F01, F02, and<br />

F03 <strong>ICT</strong> Job Families can take this training.<br />

Requirements and Qualifications: This<br />

training is meant to provide participants with<br />

the knowledge about cloud computing and<br />

storage as many organizations look at using this<br />

service based technology for cost savings.<br />

Though it would be good that participants have<br />

some experience in IT-related services<br />

environment, staff across the government in any<br />

<strong>ICT</strong> role can take this training.<br />

CompTIA Cyber Security Analyst (CSA+)<br />

Description: This training will provide the<br />

critical knowledge and skills required by<br />

security analysts, vulnerability analysts, cyber<br />

Target Audience: Staff working in the F01,<br />

F03, and F05 <strong>ICT</strong> Job Families are good<br />

CISCO TRAINING AND<br />

CERTIFICATIONS<br />

Cisco training will primarily be for the <strong>ICT</strong><br />

infrastructure and network security related Job<br />

Families. While it is good to look at training<br />

that are not vender-based, some <strong>of</strong> the training<br />

available are vendor-oriented and will still be<br />

able to cover the topic areas <strong>of</strong> interest. The<br />

following highlight Cisco training recommended<br />

for the competencies required by the<br />

government.<br />

Cisco Certified Network Associate<br />

(CCNA), and other Cisco Certifications<br />

Description: This training would provide<br />

participants with the networking knowledge and<br />

skills required to design and configure IT<br />

networks in the government enterprise. The<br />

Cisco Certification Roadmap in Appendix A<br />

highlights the various pathways to earning<br />

certifications at the entry to the expert and<br />

architect levels.<br />

Target Audience: Cisco training is most<br />

suitable for jobs in the F01 and F03 job families<br />

that focus on <strong>ICT</strong> infrastructure, network and<br />

data security. Some roles in the highly<br />

specialized computing family, F10, may also<br />

benefit from training in this group especially<br />

those are required to work with and configure<br />

systems related to the internet <strong>of</strong> things (IoT).<br />

Requirements and Qualifications: Participants<br />

should have at least foundation training in IT<br />

networking to take this training. Completing<br />

the CCENT entry-level training provided by<br />

Cisco will also provide pre-requites to take any<br />

<strong>of</strong> the training at the other levels.<br />

MICROSOFT TRAINING AND<br />

CERTIFICATIONS<br />

Like other training providers such as CompTIA<br />

and Cisco, Micros<strong>of</strong>t provides many certification<br />

training. These training are for s<strong>of</strong>tware<br />

development, database management, the<br />

Windows operating system and cloud<br />

computing. The GoJ uses windows-based<br />

systems and utilities, which makes the training<br />

provided for Micros<strong>of</strong>t systems very useful. The<br />

main training categories from Micros<strong>of</strong>t that are<br />

relevant to <strong>ICT</strong> Job Families are the Micros<strong>of</strong>t<br />

Certified Solutions Associate (MCSA), Micros<strong>of</strong>t<br />

Certified Solutions Developer (MCSD), and the<br />

Micros<strong>of</strong>t Certified Solutions Expert (MCSE).<br />

Micros<strong>of</strong>t Certified Solutions<br />

(MCSA)<br />

Associate<br />

Description: This training provides entry level<br />

to intermediate training for <strong>ICT</strong> staff. <strong>Training</strong><br />

relate to s<strong>of</strong>tware development (including web<br />

and mobile apps); database administration and<br />

development; windows desktop and server<br />

operating systems; and machine learning and big<br />

data, Linux, and data engineering using<br />

Micros<strong>of</strong>t Azure.<br />

Target Audience: The MCSA training is a good<br />

fit for participants in the F01, F02, F03, and F04<br />

<strong>ICT</strong> Job Families. Some jobs in other job families<br />

may also benefit including those <strong>of</strong>fering<br />

helpdesk and support services in the F05 family.<br />

Requirements and Qualifications: This<br />

training provides entry level to intermediate<br />

training and therefore, requires staff to have<br />

little or no experience in the area <strong>of</strong><br />

specialization. Participants who are interested in<br />

and will be taking training in cloud computing,<br />

data engineering and analytics, and machine<br />

learning may need to have prior introduction to<br />

relevant topics. This is also true for those who<br />

may need to pursue s<strong>of</strong>tware and mobile app<br />

Micros<strong>of</strong>t Certified Solutions Expert<br />

(MCSE)<br />

Description: This training is the advance<br />

training to the MCSA. It provides similar<br />

categories <strong>of</strong> training but with focus on<br />

preparing experts in the fields. Relevant MCSE<br />

specialization in the MCSE training require that<br />

participants complete the relevant MCSA<br />

training. This is the recommended path for<br />

participants in the GoJ.<br />

Description: This training will help to<br />

and web applications for windows and other<br />

Requirements and Qualifications: Participants<br />

who have completed the relevant training in the<br />

MCSA or equivalent type and level training will<br />

be able to better under the content provided by<br />

this training.<br />

Citrix <strong>Training</strong> and Certifications<br />

The training provided by Citrix was designed to<br />

prepare participants for the Citrix Certified<br />

Associate in virtualization (CCA-V) and<br />

networking (CCA-N); or Citrix Certified<br />

Pr<strong>of</strong>essional in mobility (CCP-M) certification<br />

exams.<br />

Relevant training from Citrix could include<br />

enterprise mobility management where<br />

participants learn how to securely manage apps<br />

and data on mobile devices using Citrix Xen<br />

mobile technologies; Apps and desktop<br />

virtualization which includes mobilizing apps<br />

and desktops to meet the mobility, security and<br />

performance <strong>of</strong> IT and end users; and<br />

networking where participants will learn to<br />

accelerate and secure the organization and<br />

enterprise applications connected to the LAN,<br />

WAN, Internet, and cloud while providing<br />

optimum mobility, performance, and availability.<br />

VIRTUALIZATION AND CLOUD<br />

COMPUTING<br />

Specific training related to virtualization and<br />

cloud computing can be provided by Citrix,<br />

Oracle, VMWare, and Micros<strong>of</strong>t. This type <strong>of</strong><br />

training is relevant to those <strong>ICT</strong> Job Families<br />

Virtualization with VMware<br />

VMware is one <strong>of</strong> the most popular<br />

virtualization technologies used for enterprise<br />

and cloud-based virtual machine (VM)<br />

implementations. Participants in this type <strong>of</strong><br />

training will focus on data center visualization<br />

where they learn skills in designing, installing,<br />

Security Pr<strong>of</strong>essional (CISSP) certification.<br />

The ISC2 certifications are appropriate for the<br />

GoJ and can meet the demands for the<br />

information security needs in specific MDAs.<br />

The following describe the various training that<br />

can lead to certifications with (ISC) 2 .<br />

Generally, the (ISC) 2 training programs are<br />

appropriate for the F01, F02, F03, and F07 <strong>ICT</strong><br />

Job Families, but particularly IT pr<strong>of</strong>essionals<br />

who fall in the F03 Job Family.<br />

Description: The Certified Authorization<br />

Pr<strong>of</strong>essional (CAP) training helps to strengthen<br />

systems. This training was developed<br />

specifically for individuals who want to pursue<br />

careers in in government agencies or<br />

organizations. This training delivers knowledge<br />

to enhance the skills and abilities that will help<br />

individuals assess the risk associated with IT<br />

security and develop the ability to implement<br />

effective security controls and documentation.<br />

Target Audience: This training will benefit IT<br />

staff with responsibility for information systems<br />

operations such as those in the F02 <strong>ICT</strong> Job<br />

Family. The other <strong>ICT</strong> Job Families focusing on<br />

information, data, cyber, and network security<br />

such as F01, F03, and database management in<br />

the F04 could also benefit from this training.<br />

Requirements and Qualifications: Like many<br />

<strong>of</strong> the other training associated with ISC2, prior<br />

knowledge experience and skills may be required<br />

such as systems development, database<br />

development, information security policy,<br />

systems administration, information risk<br />

management, information assurance, and<br />

general understanding <strong>of</strong> IT security.<br />

SSCP<br />

Description: The Systems Security Certified<br />

Practitioner (SSCP) training was designed for<br />

individuals who wish to develop and validate the<br />

technical knowledge and hands-on experience to<br />

implement an organization’s information<br />

security policies and procedures. Like the other<br />

ISC2 training, it comes highly recognized by<br />

global companies, government agencies, and<br />

other security conscious organizations. The<br />

focus <strong>of</strong> this training is on the technical aspects<br />

<strong>of</strong> information security and on the design,<br />

implementation, and administration <strong>of</strong><br />

information systems in compliance with<br />

established policies and procedures.<br />

Target Audience: This training will be good for<br />

<strong>ICT</strong> staff holding technical and engineering<br />

related information security positions such as<br />

network security engineers, systems security<br />

analysts, security administrators as well as nonsecurity<br />

specific information technology<br />

positions that require an understanding <strong>of</strong><br />

security concepts and <strong>of</strong> best security practices<br />

including systems administrators, application<br />

programmers, database administrators and<br />

systems analysts. The F01, F02, F03, and F07<br />

include security manager, IT director, IT<br />

National Security Agency (NSA) collaborated in<br />

Encryption Specialist (ECES); Certified Ethical<br />

Hacker (CEH); Ethical Hacking Workshop;<br />

Certified Security Analyst (CSA) licensed pen<br />

tester for pen testing; Certified Secure<br />

Programmer .Net (CSP) for secure<br />

programming; Certified Secure Computer User<br />

and F03 <strong>ICT</strong> Job Families are good candidates<br />

for aspects <strong>of</strong> the other EC-Council training.<br />

Requirements and Qualifications: Similar to<br />

other types <strong>of</strong> training described in this catalog,<br />

for advanced training <strong>of</strong>fered by EC-Council,<br />

prior networking or IT security skills may be<br />

required for participants to feel comfortable with<br />

the content and the level <strong>of</strong> complexity <strong>of</strong> the<br />

materials. The GoJ or the <strong>ICT</strong> Authority may<br />

need to review the skill sets and qualifications <strong>of</strong><br />

participants before enrolling individuals into<br />

some <strong>of</strong> these training.<br />

Information Systems Auditor (CISA) for<br />

individuals who will audit, control, monitor and<br />

assess information technology and business<br />

systems; Certified in Risk and Information<br />

Systems Control (CRISC) links IT risk<br />

management to enterprise risk management;<br />

Certified Information Security Manager (CISM)<br />

for individuals who design, build, and manage<br />

enterprise information security programs;<br />

Certified in the Governance <strong>of</strong> Enterprise IT<br />

(CGEIT) which validates governance and<br />

strategic alignment skills based on individuals<br />

knowledge and experience. The Control<br />

Objectives for Information and Related<br />

Technologies (COBIT) is also useful particularly<br />

for job roles that are responsible for the<br />

Description: In addition to the CompTIA<br />

Project+ training, the Project Management<br />

Institute (PMI) is recognized for developing<br />

qualified project management pr<strong>of</strong>essionals.<br />

While the PMI provide several training<br />

curriculum in project management, the<br />

however, for those without the qualified hours<br />

Target Audience: Oracle database training is<br />

<strong>ICT</strong> Job Families. Information systems<br />

development and operations will design<br />

databases to be used in applications. In addition,<br />

training to develop skills that will help in the<br />

management and governance <strong>of</strong> data stored in<br />

various repositories across the government<br />

toolkits. In addition understanding the<br />

technology and infrastructure required to<br />

Requirements and Qualifications: <strong>ICT</strong> staff<br />

with the aptitude for data science and analysis<br />

should have a good mix <strong>of</strong> computer science and<br />

mathematics or statistics. This is an evolving<br />

field and could add value to the GoJ by providing<br />

evidence-based direction for strategic decisions.<br />

Some <strong>of</strong> the training resources include: 1) TDWI<br />

– provide training and certificates; 2) SAS – also<br />

provide training and certifications.<br />

ITIL EXPERT TRAINING<br />

ITIL<br />

The IT Infrastructure Library (ITIL) is a<br />

framework <strong>of</strong> best practices for delivering IT<br />

services. ITIL training will help IT leader<br />

manage risk, strengthen customer relations,<br />

establish cost-effective practices, and build stable<br />

IT environment that fosters growth, scale and<br />

change. Participants in this training will learn<br />

about service strategy, service design, service<br />

transition, service operation, and continual<br />

service improvement.<br />

Target Audience: This training primarily<br />

target individuals with IT governance or<br />

leadership roles. The F07 Job Family will benefit<br />

greatly from this training.<br />

Requirements and Qualifications: Though it<br />

would be good to have leadership or<br />

management experience, IT staff without this<br />

experience could still undertake this training.<br />

Having the pre-requite experience and<br />

background would make participants more<br />

comfortable with the content.<br />

OTHER TRAINING<br />

Special training may be required to close some <strong>of</strong><br />

the gaps in skills development. Utilizing the<br />

education system in <strong>Jamaica</strong> and in-house<br />

expertise could help provide additional training<br />

and build competencies with in the GoJ.<br />

This section outlines how other training needs<br />

could be met. Many <strong>of</strong> these training may need<br />

to be customized through partnerships with<br />

tertiary institutions, vendors, training providers,<br />

and subject matter experts (SMEs).<br />

Accredited or Unaccredited <strong>Training</strong> By<br />

Tertiary Institutions<br />

Description: Tertiary institutions such as the<br />

UWI, UTECH, NCU, MIND and UCC <strong>of</strong>fer<br />

undergraduate and post-graduate programs that<br />

help prepare the workforce for taking on <strong>ICT</strong><br />

roles in the GoJ. Other than the routine degree<br />

programs that are provided by these institutions,<br />

they could be contracted to provide special<br />

training in areas that would build competencies<br />

and skills needed by the government. Some <strong>of</strong><br />

the skills could include but are not limited to the<br />

following: development core competencies;<br />

leadership and management training; systems<br />

development training such as agile<br />

programming methodologies, Java, C++, C#,<br />

web-based programming, python, SAS, R, etc.<br />

Customized training could also be developed in<br />

partnership with these institutions that will<br />

provide training for staff when there are no other<br />

sources available or it may be more cost effective<br />

to customize training.<br />

In-House <strong>Training</strong><br />

Description: This involves using experts within<br />

government organization to lead special training<br />

exercises in areas where they have mastered<br />

special skills. This could include networking, IT<br />

security, and even application programming as<br />

outlined in the previous section. Another area<br />

that could be looked at here is the IT strategic<br />

sourcing where training could be provided by<br />

government agencies responsible for<br />

procurement. This process could also be<br />

supported by the <strong>Government</strong>’s <strong>Training</strong><br />

Institute, MIND given its access to multiple<br />

subject matter experts/specialist across the<br />

Public Sector to customized selected<br />

interventions for in-house deliveries.<br />

Mentoring, Job Rotation and<br />

Attachments<br />

Description: Mentoring involves the use <strong>of</strong><br />

experienced staff to provide individualized<br />

support to other staff with less experience with<br />

the goal <strong>of</strong> pr<strong>of</strong>essional and personal<br />

development. This type <strong>of</strong> initiative could be<br />

used to train individuals who are preparing to<br />

take on a leadership role or those who may need<br />

to develop a specific skill or competency. Job<br />

rotation, shadowing or attachments are job<br />

design techniques in which employees are<br />

moved between two or more jobs in a planned<br />

manner. The objective is to expose the<br />

employees to different experiences and wider<br />

variety <strong>of</strong> skills to enhance job satisfaction and<br />

to cross-train them within their MDA or across<br />

MDAs. These types <strong>of</strong> initiatives could also be<br />

used to develop core competencies.<br />

Target Audience: This is suitable for<br />

developing the core competencies but can also be<br />

used for any <strong>of</strong> the <strong>ICT</strong> Job Families.<br />

Requirements and Qualifications: No prerequisites<br />

for this type <strong>of</strong> training.<br />

Supply Chain Management<br />

Description: Individuals in the <strong>ICT</strong> group<br />

responsible for sourcing and purchasing may<br />

want to obtain training in supply management.<br />

This would develop the skills necessary for the<br />

GoJ to manage the entire sourcing and<br />

purchasing cycle for <strong>ICT</strong> related goods that are<br />

needed to ensure that projects that depend on<br />

these goods are not adversely impacted.<br />

<strong>Training</strong> in this area can be as extensive as the<br />

certified pr<strong>of</strong>essional in supply management<br />

(CPSM) <strong>of</strong>fered by the Institute for Supply<br />

Management (ISM). However, this could be<br />

done in partnership with other tertiary<br />

institutions that customize training for the<br />

specific situations in <strong>Jamaica</strong>. In addition, inhouse<br />

training from the procurement<br />

department in the GoJ may also need to provide<br />

continuous training on the <strong>Jamaica</strong> Procurement<br />

Guidelines for <strong>ICT</strong> staff. This too may require<br />

some customization for <strong>ICT</strong> specific sourcing if<br />

necessary.<br />

Target Audience: individuals who are primarily<br />

involved in the operational side <strong>of</strong> purchasing<br />

will benefit from this type <strong>of</strong> training.<br />

Particularly <strong>ICT</strong> roles in the F08 Job Family are<br />

the main target for this type <strong>of</strong> training.<br />

Requirements and Qualifications: Any <strong>ICT</strong><br />

staff could take part in this training with zero<br />

knowledge <strong>of</strong> the topics.<br />

Six Sigma<br />

Description: Six Sigma is an integrated,<br />

disciplined, and proven approach for improving<br />

business performance. Six Sigma's focus on<br />

quality complements Lean techniques focused on<br />

efficiencies; and, when combined, these skills<br />

promote business and operational excellence.<br />

Knowledge and skills developed in this type <strong>of</strong><br />

training aids organizations and businesses<br />

improve production and minimize inefficiencies<br />

from every product, process, and customer<br />

transaction.<br />

<strong>ICT</strong> <strong>Training</strong> <strong>Catalogue</strong><br />

There are four levels <strong>of</strong> certifications in Six<br />

Sigma, if individuals seek to gain this credential.<br />

These include yellow belt, green belt, black belt,<br />

and master black belt. However, the immediate<br />

needs <strong>of</strong> the GoJ can be satisfied with<br />

participants taking the yellow and green belt<br />

training.<br />

Target Audience: This training would benefit<br />

persons who are programmers or systems<br />

analysts; project managers; team leaders and<br />

team members who will participate in<br />

improvement projects; and anyone who support<br />

the planning and execution <strong>of</strong> process<br />

improvement projects. Individuals in the F02,<br />

F06, and F07 <strong>ICT</strong> Job Families are good<br />

candidates.<br />

Requirements and Qualifications: No special<br />

requirements for this training even though it is<br />

best that participants have a bachelor’s degree.<br />

ISO 9002<br />

Description: The International Organization<br />

for Standardization (ISO) provides best<br />

practices on quality management. This type <strong>of</strong><br />

training could help <strong>ICT</strong> leaders and<br />

practitioners streamline processes through<br />

effective documentation, corrective actions, and<br />

quality for improvement. ISO also provides<br />

training in information security management<br />

such as ISO 27001 that could also benefit <strong>ICT</strong><br />

staff.<br />

Target Audience: while all <strong>ICT</strong> staff could<br />

benefit from quality management training the<br />

primary audience would the F07 Job Family<br />

that will need to ensure that quality services<br />

and products are delivered.<br />

Requirements and Qualifications: there is no<br />

special pre-requisites for this type training.<br />

Customer Service <strong>Training</strong><br />

Description: Customer service training may<br />

already exists in training institutions and the<br />

GoJ can tap into what are already available<br />

instead <strong>of</strong> re-inventing the wheel. This type <strong>of</strong><br />

training could be developed and customized<br />

specifically for the government services in<br />

<strong>Jamaica</strong> in order to address certain issues and<br />

target specific concerns. The objective <strong>of</strong> this<br />

training is to help build a good relationship<br />

among internal and external stakeholders <strong>of</strong> the<br />

government through highly trained <strong>ICT</strong> staff.<br />

Target Audience: This training should target<br />

all <strong>ICT</strong> Job Families for core competencies. In<br />

particular, those tasked with service delivery and<br />

support such as those in the F05, F06, and F07<br />

Job Families would be highly suited for this<br />

training.<br />

Requirements and Qualifications: there are no<br />

special pre-requisites for this training. All <strong>ICT</strong><br />

staff should be able to enroll in this training.<br />

Specialized <strong>Training</strong><br />

Description: Special training for persons<br />

involved in SCADA, healthcare, Geographic<br />

Information Systems (GIS) – training provided<br />

by Spatial Innovision in <strong>Jamaica</strong>, artificial<br />

intelligence, and other highly specialized<br />

computing systems.<br />

<strong>Training</strong> in EMR/EHR and other healthcare<br />

technologies - including introduction to Health<br />

Insurance Portability and Accountability Act<br />

(HIPAA) for privacy concerns.<br />

Vendor specific training such as IBM and HP<br />

since the government may employ extensive use<br />

<strong>of</strong> these types <strong>of</strong> equipment and s<strong>of</strong>tware from<br />

these companies.<br />

Firewall training from Cisco and Palo Alto are<br />

also example training that may worth having.<br />

Fiber Optics Specialist Certification (Fiber<br />

Optics Association) <strong>Training</strong> for skills-based,<br />

application-based and fiber optics network<br />

design. This type <strong>of</strong> training may be customized<br />

for individuals working with the National<br />

Works Agency (NWA) in the installation <strong>of</strong> fiber<br />

optics cable backbone around the country. Skillsbased<br />

training should include: 1) outside plant<br />

installation; 2) termination (connectors); 3)<br />

splicing; 4) testing; and 5) fiber characterization.<br />

GoJ Procurement Guidelines training – for F08<br />

Knowledge management – Enterprise content<br />

management training for F09.<br />

Some <strong>of</strong> the specialized training may need to be<br />

customized and developed in partnership with<br />

Membership in pr<strong>of</strong>essional organizations and associations are excellent resources for training that will<br />

benefit the GoJ. It is recommended that subscription to pr<strong>of</strong>essional associations and institutions be made<br />

and access given to <strong>ICT</strong> staff within the GoJ. Membership can be in local, regional and international or<br />

global research associations and pr<strong>of</strong>essional organizations. Example <strong>of</strong> pr<strong>of</strong>essional organizations for<br />

<strong>ICT</strong> include the Association <strong>of</strong> Computing Machinery (ACM), the Institute <strong>of</strong> Electrical and Electronics<br />

Engineers (IEEE), the International Information Systems Security Certification Consortium (ISC) 2 , SAS,<br />

and other information systems, network and cyber security organizations and conferences.<br />

Membership is particularly good to keep abreast <strong>of</strong> developments in highly specialize technologies such<br />

as internet <strong>of</strong> things (IoT) artificial intelligence (AI) initiatives such as robotics. These can be used to<br />

stimulate ideas for the F10 <strong>ICT</strong> Job Family.<br />
