INTRODUCTION AND USER GUIDE
The Government of Jamaica (GoJ) is in the process of developing a more competent information
and communication technology (ICT) workforce as part of the vision to transform the culture in
government organizations, and the way they interface with the private sector and the Jamaican
populace. Capacity development through specialized and targeted training is one of the strategies
being explored by the government. Partnership with national training institutions to deliver
quality training and to create the abilities needed for government in the 21 st century is another
approach worth considering. National and regional public and private universities and colleges
will provide some of the services needed to make this objective a reality. Training should be
available in various locations across the country to provide easy access and reach for potential
participants.
T
his catalogue provides an overview of
the type of ICT training the GoJ needs
to offer in an effort to develop
competencies and skills that will
transform the government and how services are
delivered to government organizations and the
wider Jamaican business and social
environments.
This catalogue was established on some basic
assumptions. These assumptions are highlighted
as the following:
1. ICT staff in government organizations will
have (or seek to obtain) a minimum of a
bachelors training in their respective ICT
specializations;
2. ICT staff who do not possess a bachelor’s
degree as outlined in the first assumption
will at least be pursuing same or intend to do
within reasonable time as established by the
relevant agency or government
organization;
3. The primary intention of this catalogue is to
assist the GoJ in identifying training courses
and programs that can help staff develop
competencies and skills relevant to ICT jobs
family model described in this consultancy ;
and
4. This catalogue does not replace any other
training that the government may offer and
must not be used as a substitute for the
baseline requirements of the ICT jobs, but
rather as a supplement to existing
qualifications required for a transformed
government ICT organization.
These assumptions are not exhaustive and the
catalogue may adapt as time progresses. ICT is
a very dynamic discipline and this catalogue was
based on what currently existed at the point of
development. Therefore, as technology
continues to advance, a reasonable schedule must
be established for review and inclusion of
relevant courses, programs, and topics.
User Guide
Training Modes
This catalogue segments the course offerings
into two primary modes of delivery: 1) On-line;
and 2) in-seat. This was done so that the GoJ and
training officers can leverage the convenience of
these modes as they become available. On-line
training can also provide access to local and
international training in instances when it may
be difficult to participate in face-to-face sessions.
This mode of delivery is becoming very
favorable for many organizations globally.
Certification Progression Table
This section shows one of many training paths
that may be followed with the training options
provided by this catalogue.
Training Descriptions
Selection Guidelines
This section suggests guidelines and
information on the eligibility criteria and the
selection process for admission to training and
programs in this catalog. This is described in
more detail in the Training Plan.
Training Topics and Certifications
This section shows the topics of major courses
covered in this catalog. These topics are
presented under the Training Descriptions.
Projected Costs
Costs have been assigned to each course or series
of courses aligned to Job Families, based on
industry standards. These are projections as at
April 2018, which are subject to change and are
quoted in United States Dollars.
This section provides a standardized description
of the courses in the catalogue. The course
descriptions outline the objectives, contents,
structure, and target audience for the training, as
well as any prerequisite qualifications for those
attending.
ICT Training Catalogue
TRAINING MODES
Online, in-seat, and hybrid or blended training modes are recommended as delivery methods for
the GoJ. These delivery methods are used globally, but the use of online and blended approaches
have become extensive for individuals who do not have the resources to participate in a face-toface
setting. This is one area where the GoJ may seek to take advantage.
T
he delivery approaches highlighted in
this catalog are based on the needs of
the GoJ and the nature of the training
that are required. A blended approach
could provide added benefits compared to
traditional approaches. Training available at
some local tertiary institutions may use
traditional in-seat modes which may require the
government and organizations to budget and
schedule time away from the office for these
kinds of training. Blended approaches using
mainly on-line delivery could save the
government in both time and money.
This catalog will highlight the various modes
that the GoJ may want to consider for the
delivery of some of these training. Some training
may be developed through contracting training
institutions to customize programs specifically
for the government and then deliver them in one
or more of the training modes.
Online Training
This mode of delivery includes training that can
be taken entirely by accessing training materials
online or using the Internet. Training offered
using online delivery are sometimes selfsustainable
and require the user to complete the
training within his/her own time. This type of
training is usually accessible at anytime and
anywhere the participant is located. This is
highly recommended for the GoJ.
groups of government ICT staff. This may also
be used in some instances to provide training to
large groups of participants free of enrollment
limits. The GoJ could also take advantage of free
training using this mode.
In-Seat Training
This refers to training and programmes that are
designed for face-to-face contacts. In this type of
training, participants work directly with an
instructor who will provide the training content
and ensures that they meet the learning
objectives and prescribed outcomes of the
training.
This method of delivery is sometimes more
expensive than the other models.
Hybrid or Blended Training
This delivery method takes advantage of both
the online and in-seat modes. By combining the
best attributes of both modes the government
may be able to acquire the desired quality
training for ICT staff. This may be used in
instances when there may be a need to have
participants present in a session for practical
laboratory experiences that may not be available
online or through a cloud-based service model.
Online training may also be used to provide
stand-alone learning experiences for specific
ICT Training Catalogue
Alternate Training
There are several alternate training modes. This
includes self-learning, user groups, job rotation,
mentoring, attachments, coaching, and many
others. These methods of training can add
significant value, especially in developing core
competencies for ICT staff.
CERTIFICATION AND PROGRESSION TABLE
Being able to define a progression path for ICT development can help staff establish a schedule
that will help them obtain the required competencies and skills. Participants may need to work
with their respective government organizations to setup a schedule that works for them based
on training needs. The table below provides a listing of training and programs for the ICT
capacity development grouped into the 10 ICT Job Families and showing the content and level
of courses.
T
he certification and progression table
provides an illustrative path that could
be taken by participants in order to
progress from introductory offerings
in each ICT Job Family to advance level courses
or programs. Table 1 shows the courses or
programs recommended to be taken first to
provide a foundation for topics that may be
discussed in the intermediate and advanced
levels or merely just based on complexity level
in each case. Participants should obtain
certificate for each level of training.
developing the core competencies but can also be
used for any of the ICT Job Families.
Requirements and Qualifications: No prerequisites
for this type of training.
Supply Chain Management
Description: Individuals in the ICT group
responsible for sourcing and purchasing may
want to obtain training in supply management.
This would develop the skills necessary for the
GoJ to manage the entire sourcing and
purchasing cycle for ICT related goods that are
needed to ensure that projects that depend on
these goods are not adversely impacted.
Training in this area can be as extensive as the
certified professional in supply management
(CPSM) offered by the Institute for Supply
Management (ISM). However, this could be
done in partnership with other tertiary
institutions that customize training for the
specific situations in Jamaica. In addition, inhouse
training from the procurement
department in the GoJ may also need to provide
continuous training on the Jamaica Procurement
Guidelines for ICT staff. This too may require
some customization for ICT specific sourcing if
necessary.
Target Audience: individuals who are primarily
involved in the operational side of purchasing
will benefit from this type of training.
Particularly ICT roles in the F08 Job Family are
the main target for this type of training.
Requirements and Qualifications: Any ICT
staff could take part in this training with zero
knowledge of the topics.
Six Sigma
Description: Six Sigma is an integrated,
disciplined, and proven approach for improving
business performance. Six Sigma's focus on
quality complements Lean techniques focused on
efficiencies; and, when combined, these skills
promote business and operational excellence.
Knowledge and skills developed in this type of
training aids organizations and businesses
improve production and minimize inefficiencies
from every product, process, and customer
transaction.
23
ICT Training Catalogue
There are four levels of certifications in Six
Sigma, if individuals seek to gain this credential.
These include yellow belt, green belt, black belt,
and master black belt. However, the immediate
needs of the GoJ can be satisfied with
participants taking the yellow and green belt
training.
Target Audience: This training would benefit
persons who are programmers or systems
analysts; project managers; team leaders and
team members who will participate in
improvement projects; and anyone who support
the planning and execution of process
improvement projects. Individuals in the F02,
F06, and F07 ICT Job Families are good
candidates.
Requirements and Qualifications: No special
requirements for this training even though it is
best that participants have a bachelor’s degree.
ISO 9002
Description: The International Organization
for Standardization (ISO) provides best
practices on quality management. This type of
training could help ICT leaders and
practitioners streamline processes through
effective documentation, corrective actions, and
quality for improvement. ISO also provides
training in information security management
such as ISO 27001 that could also benefit ICT
staff.
Target Audience: while all ICT staff could
benefit from quality management training the
primary audience would the F07 Job Family
that will need to ensure that quality services
and products are delivered.
Requirements and Qualifications: there is no
special pre-requisites for this type training.
Customer Service Training
Description: Customer service training may
already exists in training institutions and the
GoJ can tap into what are already available
instead of re-inventing the wheel. This type of
training could be developed and customized
specifically for the government services in
Jamaica in order to address certain issues and
target specific concerns. The objective of this
training is to help build a good relationship
among internal and external stakeholders of the
government through highly trained ICT staff.
Target Audience: This training should target
all ICT Job Families for core competencies. In
particular, those tasked with service delivery and
support such as those in the F05, F06, and F07
Job Families would be highly suited for this
training.
Requirements and Qualifications: there are no
special pre-requisites for this training. All ICT
staff should be able to enroll in this training.
Specialized Training
Description: Special training for persons
involved in SCADA, healthcare, Geographic
Information Systems (GIS) – training provided
by Spatial Innovision in Jamaica, artificial
intelligence, and other highly specialized
computing systems.
optics cable backbone around the country. Skillsbased
training should include: 1) outside plant
installation; 2) termination (connectors); 3)
splicing; 4) testing; and 5) fiber characterization.
PROFESSIONAL MEMBERSHIPS
Membership in professional organizations and associations are excellent resources for training that will
benefit the GoJ. It is recommended that subscription to professional associations and institutions be made
and access given to ICT staff within the GoJ. Membership can be in local, regional and international or
global research associations and professional organizations. Example of professional organizations for
ICT include the Association of Computing Machinery (ACM), the Institute of Electrical and Electronics
Engineers (IEEE), the International Information Systems Security Certification Consortium (ISC) 2 , SAS,
and other information systems, network and cyber security organizations and conferences.
Membership is particularly good to keep abreast of developments in highly specialize technologies such
as internet of things (IoT) artificial intelligence (AI) initiatives such as robotics. These can be used to
stimulate ideas for the F10 ICT Job Family.
PROJECTED COSTS PER FAMILY
The costs outlined for each priority level are estimated costs to train personnel in each ICT Job Family
over the three phases (1 to 5 years) in each category, and are based on current market rates in United
States Dollars (USD), and therefore are subject to change. A per person unit cost is applied to most of the
courses, with the exception of those identified as Customised Non-Technical, which were apportioned a
rate per cohort.
