Acknowledgements by <strong>the</strong> <strong>Evaluation</strong> Team<br />

The evaluation team would like to express its appreciation for all those whose work and<br />

cooperation contributed to our ability to carry out this evaluation. From a governance and<br />

guidance po<strong>in</strong>t <strong>of</strong> view, <strong>the</strong> members <strong>of</strong> <strong>the</strong> <strong>Evaluation</strong> Management Group helped to keep<br />

<strong>the</strong> work on-track and to ensure that <strong>the</strong> evaluation provided high quality products to <strong>the</strong><br />

Steer<strong>in</strong>g Committee and <strong>the</strong> Sub-Committee <strong>of</strong> <strong>the</strong> Steer<strong>in</strong>g Committee, so that decisions<br />

could be made <strong>in</strong> a timely way and <strong>the</strong> evaluation could proceed as expected and required.<br />

In <strong>Tanzania</strong>, <strong>the</strong> evaluation team received important assistance and needed cooperation<br />

from both <strong>the</strong> Government <strong>of</strong> <strong>Tanzania</strong> and <strong>the</strong> representatives <strong>of</strong> Development Partners.<br />

In particular <strong>the</strong> staff <strong>of</strong> <strong>the</strong> <strong>Health</strong> <strong>Sector</strong> Reform Secretariat <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong> and<br />

Social Welfare were <strong>in</strong>dispensable <strong>in</strong> provid<strong>in</strong>g <strong>in</strong>formation and <strong>in</strong> arrang<strong>in</strong>g access as well<br />

as <strong>in</strong> assist<strong>in</strong>g <strong>the</strong> evaluation team with logistical arrangements for data collection work <strong>in</strong><br />

<strong>the</strong> field. Similarly, <strong>the</strong> Secretariat <strong>of</strong> <strong>the</strong> Development Partners Group for <strong>Health</strong> and <strong>the</strong><br />

members <strong>of</strong> <strong>the</strong> coord<strong>in</strong>at<strong>in</strong>g Troika provided critical support to <strong>the</strong> evaluation. The Dar es<br />

Salaam <strong>of</strong>fice <strong>of</strong> <strong>the</strong> Agha Khan Development Network also provided strong support to<br />

<strong>the</strong> evaluation, especially <strong>in</strong> organiz<strong>in</strong>g and carry<strong>in</strong>g out important workshops and<br />

consultations.<br />

The evaluation team also acknowledges <strong>the</strong> support and cooperation <strong>of</strong> health sector staff<br />

at regional and council level, <strong>in</strong>clud<strong>in</strong>g members <strong>of</strong> Regional and Council <strong>Health</strong><br />

Management Teams and <strong>the</strong> staff <strong>of</strong> hospitals and primary health facilities who tolerated<br />

lengthy <strong>in</strong>terruptions to <strong>the</strong>ir work<strong>in</strong>g days and provided a rich body <strong>of</strong> evaluation<br />

<strong>in</strong>formation for <strong>the</strong> use <strong>of</strong> <strong>the</strong> team. The staff <strong>of</strong> research agencies, non-government<br />

organizations, faith based organizations and private service providers also shared valuable<br />

<strong>in</strong>sights and made <strong>the</strong>mselves available whenever asked.<br />

F<strong>in</strong>ally, it is most important to acknowledge <strong>the</strong> contribution <strong>of</strong> <strong>the</strong> many community<br />

members, men and women, users and non-users <strong>of</strong> <strong>the</strong> health facilities visited by <strong>the</strong><br />

evaluation, especially those who took part <strong>in</strong> focus group discussions. They provided <strong>the</strong><br />

evaluation with an important reality check and helped to put all o<strong>the</strong>r forms <strong>of</strong> evaluation<br />

data <strong>in</strong> context. If <strong>the</strong> evaluation is to be judged a success it will be for contribut<strong>in</strong>g to<br />

better health services for <strong>the</strong>se and o<strong>the</strong>r community members <strong>in</strong> <strong>the</strong> future.<br />

As always, while all <strong>the</strong>se groups and <strong>in</strong>dividuals have contributed to <strong>the</strong> evaluation, any<br />

errors or omissions rema<strong>in</strong> <strong>the</strong> responsibility <strong>of</strong> <strong>the</strong> evaluation team.<br />
