<strong>Video</strong> <strong>Quality</strong> <strong>in</strong> <strong>Public</strong> <strong>Safety</strong><br />

July 26‐27, 2012 <strong>Workshop</strong> <strong>Report</strong><br />

Leads from the <strong>VQiPS</strong> Leadership Team presented on the progress their Work<strong>in</strong>g Group teams<br />

have made over the past year:<br />

� Leadership Team (Led by Cuong Luu)<br />

o This team has coord<strong>in</strong>ated and facilitated team calls and meet<strong>in</strong>gs, elicited<br />

feedback on Work<strong>in</strong>g Group activities, and ensured that all participants have<br />

received an equal opportunity to voice comments. This team will cont<strong>in</strong>ue to<br />

monitor each of the teams’ progress and provide periodic updates to the Work<strong>in</strong>g<br />

Group as necessary.<br />

� VTAG (Led by John Contestabile)<br />

o This team coord<strong>in</strong>ated and facilitated quarterly calls, participated <strong>in</strong> the Standards<br />

Team efforts, and attended numerous public safety conferences to speak about<br />

<strong>VQiPS</strong>.<br />

� Standards Team (Led by Steve Surfaro)<br />

o This team has cont<strong>in</strong>ued to work on research<strong>in</strong>g and compil<strong>in</strong>g <strong>in</strong>formation for<br />

the <strong>Video</strong> <strong>Quality</strong> <strong>in</strong> <strong>Public</strong> <strong>Safety</strong> Standards Handbook. This team will cont<strong>in</strong>ue<br />

to appropriately map standards, specifications, and guidel<strong>in</strong>es to the use cases and<br />

compile these <strong>in</strong>to the Handbook. In addition, the Standards Team Lead has<br />

attended public safety conferences throughout the year to present on <strong>VQiPS</strong>.<br />

<strong>Video</strong> <strong>Quality</strong> <strong>in</strong> <strong>Public</strong> <strong>Safety</strong> Standards Handbook <strong>Report</strong>-Out<br />

� The purpose of this Handbook is to specify a m<strong>in</strong>imum level of<br />

performance for video surveillance system (VSS) required to satisfy a use<br />

case.<br />

� The Handbook recommends a design process which l<strong>in</strong>ks use cases (i.e.,<br />

real-life situations of us<strong>in</strong>g video <strong>in</strong> public safety applications) to solutions<br />

(i.e., product classes, network <strong>in</strong>frastructure, and display devices) to<br />

illustrate how specific solutions can address requirements.<br />

� The Handbook represents a “m<strong>in</strong>imum needs” start<strong>in</strong>g po<strong>in</strong>t for specify<strong>in</strong>g<br />

both physical and logical security systems <strong>in</strong>volv<strong>in</strong>g video surveillance<br />

and ultimately, the achievement of video quality.<br />

� Performance Requirements Team (Led by Joel Dumke)<br />

o This team has conducted object recognition research and visual acuity research, as<br />

well as set performance specifications for various components of a video system.<br />

The Lead has attended public safety conferences throughout the year to present on<br />

Version 2.0 of the <strong>VQiPS</strong> Web Tool. This team will cont<strong>in</strong>ue to engage first<br />

responders to gather more feedback on the usability of the Web Tool perta<strong>in</strong><strong>in</strong>g to
