INTRODUCTION<br />

Welcome to this, the twenty second annual Fire Safety Conference, organised by the<br />

Northern Ireland Fire Safety Liaison Panel.<br />

The aim of the Conference is to raise awareness in the protection of citizens who<br />

occupy the built environment, by the sharing of knowledge and expertise through this<br />

multi-agency forum<br />

The Fire Safety Liaison Panel encompasses the disciplines of:<br />

Local Council Building Control<br />

The Northern Ireland Fire & Rescue Service<br />

The Entertainment Licensing Officers Forum, and<br />

The NIHE-HMO Unit.<br />

This year our Conference will focus on “Advancing The Fire Safety Message.”<br />

Our speakers have been drawn from various disciplines in the field of fire safety and<br />

include fire safety professionals, fire brigade, product manufacturers and suppliers,<br />

trade bodies, research establishments and fire investigators. The conference will<br />

examine current issues across a range of building types and occupancy profiles.<br />

These will include domestic premises through to large commercial and multi-storey<br />

premises, including those to which the public are admitted to socialise. Topics will<br />

explore facades on high rise buildings, fighting fires in such buildings, responsibilities<br />

of owners / occupiers, evacuation behaviour, forensics- DNA and how<br />

communication is essential in advancing fire safety. The presentations will include a<br />

number of case studies, ensuring the event will be interactive, and will involve<br />

audience participation and opportunities for questions; it equates to 10 hours CPD.<br />

We trust you will find the Conference beneficial, educational and entertaining. Each<br />

year we strive to raise the standards of fire safety and awareness of the need to<br />

consider fire safety in everyday scenarios you may face.<br />

DAVID ADAMSON | NIHE<br />

David joined the Northern Ireland Housing Executive in 1984 as an<br />

Architectural Assistant and became a Chartered Building Surveyor in 1994.<br />

Since then he has undertaken a variety of roles specialising in regulatory<br />

compliance around Building Regulations and Fire Safety. He is currently the<br />

NIHE Fire Safety Manager and together with his highly skilled team works to<br />

ensure that fire safety policy is delivered on and validated across the entire<br />

Asset Management portfolio – currently 86,000 domestic dwellings and over<br />

700 non-domestic premises.<br />

David, in terms of NIHE, has made a significant contribution to fire safety in<br />

not only evaluating the draft Fire Safety Regulations (NI) and their<br />

implications, but authoring the fire door-set and fire door assembly<br />

specifications with supplementary Codes of Practice for NIHE.<br />

More recently and post Grenfell, David has reviewed all 33 Tower Block Fire<br />

Risk Assessments and with his team is to the forefront in overseeing delivery<br />

on all of the prioritised Action plans and remediation works. He has also been<br />

of recent times an active member of an Independent Tower Block Reference<br />

Group with multi-agency collaboration involving Building Control Northern<br />

Ireland, NIF&RS and several Government departments.<br />

DR KAREN BOYCE | Ulster University<br />

Dr Karen Boyce is a Senior Lecturer in School of the Built Environment and has<br />

been a member of FireSERT, working in the area of human behaviour in fire,<br />

for 27 years. Her research interests are primarily on the provision of data and<br />

information in relation to the behaviour and movement of occupants during<br />

evacuation and her PhD research (1996) focused on the capabilities of people<br />

with disabilities to evacuate.<br />

High profile projects have included an EPSRC funded investigation into the<br />

behaviours of evacuees of World Trade Centre on 9/11. She is the author of<br />

over 60 research publications and current Chair of the Programme Committee<br />

for the International Symposium Human Behaviour in Fire series. She was<br />

Guest Editor of special editions of Fire and Materials in 2012 and 2015 and is<br />

currently a member of the Editorial Boards of open access journals Fire<br />

Science Reviews and Case Studies in Fire Safety and a member of the Advisory<br />

Board of Fire and Materials. She recently co-wrote a chapter entitled<br />

Engineering Data for the 4th Edition of the Society of Fire Protection Engineers<br />

Handbook and is Co-chair of the Planning Committee for the 12th<br />

International Association of Fire Safety Science Symposium.<br />

BEN BRADFORD | BB7<br />

Ben Bradford is the Founder and CEO of specialist consulting firm, BB7. Under<br />

Ben’s stewardship, the firm now has a network of offices throughout the<br />

United Kingdom and Ireland. His early career started in Building Regulations<br />

and progressed into the field of Fire Safety Engineering. He now holds duel<br />

professional qualifications as both a Chartered Engineer and Chartered<br />

Surveyor and the passion he has for these professions is unmistakable.<br />

Throughout his property and constructions career, he has taken a leadership<br />

role in the development of standards. He is the pioneer of strategic fire risk<br />

management and principle author of PAS 7: 2013 – fire risk management<br />

system specification. This standard is now recognised as a means of achieving<br />

management system level 1 in design standard, BS 9999: 2017. PAS 7 has also<br />

enabled the audit and certification of the world’s first, fire risk management<br />

systems via a UKAS accredited third-party certification body and in 2018 is set<br />

to become BS 9997, part of the BSI 999 series.<br />

In 2016 IFSEC Global kindly recognised as 'The Most Influential Person in Fire'.<br />

However Ben is now thinking beyond regulatory compliance, fire and security.<br />

He is seeking out solutions for smarter, more resilient space, facilities and<br />

infrastructure. His mission is to a make a distinctive, lasting, and substantial<br />

contribution to the built environment.<br />

LARRY CODY | Anthesis (UK)<br />

Larry Cody has been involved with fire testing and its sciences for over 40 years<br />

and now works as a consultant, specialising in insulation & fire performance<br />

providing a regulatory and standards expertise to the European Phenolic<br />

Foam Association. He is convener of the European standards working group<br />

for phenolic foam & a member of various BSI construction products and fire<br />

related committees dealing with reaction-to-fire & hazards to life from fire.<br />

Before joining Anthesis, he worked for Rockwool Insulation for 23 years as the<br />

Corporate Affairs Manager for Fire, specialising in product performance and<br />

development, fire engineering and passive fire protection. A significant part<br />

of this work involved representing both Rockwool and the UK Mineral Wool<br />

Association on specialist fire committees for the Fire Sector Federation, the<br />

Loss Prevention Council, the UK Construction Products Association and the<br />

Association of Specialist Fire Protection (ASFP).<br />

Prior to joining Rockwool, Larry spent 19 years working for British Petroleum’s<br />

chemical division in their Research and Development Department working on<br />

polymer & foam products. During his later years with the company he<br />

supervised their Fire Research Centre laboratories, working on resistance and<br />

reaction characteristics of plastics and insulation products which included<br />

smoke and toxicity testing.<br />

MERLYN FORRER | Greater Manchester Fire & Rescue Service<br />

Merlyn Forrer is an operational station manager with Greater Manchester Fire<br />

& Rescue Service (GMFRS) with 17 years of service, currently managing fire<br />

safety for Manchester borough. He graduated from the University of Central<br />

Lancashire with a Master’s degree in Fire Engineering (distinction) and is a<br />

fellow of the Institution of Fire Engineers. His research for both his bachelors<br />

and masters dissertations focussed on the fire performance of externally<br />

thermally insulated cladding systems and the use of organic polymer foams<br />

which he continues to research.<br />

Merlyn joined Norfolk Fire and Rescue Service before transferring to GMFRS<br />

in 2006, where he focussed on incident command training, working in<br />

collaboration with Liverpool John Moores University, Centre for Critical and<br />

Major Incident Psychology on naturalistic decision making in critical incidents<br />

and situational awareness. He has assisted in the development of the<br />

competency framework for fire engineering regulators following on from the<br />

competency framework for business fire safety regulators with the Chief Fire<br />

Officers Association.<br />

IAN GOUGH | BAFSA<br />

Ian Gough joined the fire service as a fire-fighter in 1972 and served in the<br />

West Midlands, Leicestershire and Northamptonshire Fire & Rescue Services.<br />

Retiring in 2004, Ian now continues to work as a fire safety consultant and is<br />

the Senior Technical Advisor to the British Automatic Fire Sprinkler Association<br />

(BAFSA).<br />

On behalf of BAFSA, he contributed to a number of the working groups<br />

preparing guidance for the Regulatory Reform (Fire Safety) Order 2005; and,<br />

on behalf of the Association of Building Engineers, has been a member of the<br />

Loss Prevention Council (Fire & Security) Board. He was also a contributing<br />

author to ‘Conversion of Traditional Buildings: Practitioners Guide No. 6:<br />

Application of the Scottish Building Standards’ published by Historic Scotland<br />

and Scottish Building Standards Agency in 2007.<br />

More recently, he has been a member of the Working Group advising the<br />

Welsh Government on the implementation of the Domestic Fire Safety<br />

(Wales) Measure 2011.<br />

Ian is a regular contributor to a number of professional journals and other<br />

publications with articles on fire safety and fire-fighting; and has acted as an<br />

‘expert witness’ in a number of cases relating to fires and enforcement of the<br />

Fire Safety Order.<br />

DAVID O’REILLY | ASFP Ireland<br />

David O’Reilly has worked in Passive Fire Protection for over 30 years<br />

specializing in the specification, installation, management and maintenance<br />

of Passive systems. David was instrumental in bringing the Association for<br />

Specialist Fire Protection (ASFP) to Ireland in 2010 and sits on the ASFP<br />

Management Council. His current role as ASFP Ireland’s Operations Officer,<br />

involves interaction with regulators, members and others, developing<br />

awareness and providing guidance on the design, installation and<br />

maintenance of Passive Fire Protection systems.<br />

A member of the RoI IFE Branch Council since 2010, David is a Fellow of the<br />

Institution of Fire Engineers (IFE) and represents the branch at the IFE<br />

International General Assembly (IGA) and the European Association for<br />

Passive Fire Protection (EAPFP). He is a member of the NSAI Fire Safety<br />

Standards Committee (FSSC) with special interest in Advisory Group 1 (AG1)<br />

dealing with Passive Fire Protection. Working with ASFP and IFE colleagues,<br />

David is currently engaged in the development of Passive industry standards,<br />

supported by training and certification for all involved in the design and<br />

installation process.<br />

DOROTHY RAMSBOTTOM | Forensic Science Ireland<br />

Dorothy Ramsbottom graduated in 1994 from The Royal College of Surgeons<br />

in Ireland with a PhD in Molecular Biology. Following postdoctoral research<br />

fellowships in Toulouse and the Genetic Department in Trinity College Dublin,<br />

during which she published extensively, she joined Forensic Science Ireland at<br />

the end of 1996.<br />

Following her training as a forensic biologist she developed DNA profiling at<br />

the laboratory, from its introduction into routine casework in 1998 through to<br />

the accreditation of the process in 2002. She became Serious Crime Team<br />

Manager at the end of 2008 and in 2015 became Customer Liaison Manager<br />

at FSI where her key responsibilities were in the area of case prioritisation.<br />

She is now DNA Development and Cold Case Manager overseeing the<br />

introduction of new technologies at FSI and is responsible for the reviewing of<br />

Cold Cases bearing in mind advances in DNA.<br />

She is the representative from Ireland on the DNA Specialist group which<br />

advises the UK Forensic Regulator on DNA policy and on the DNA working<br />

group of Association of Forensic Science Providers. She has recently coauthored<br />

DNA anti-contamination guidance documents for the Forensic<br />

Regulator and has presented her work both nationally and internationally at<br />

scientific forums.<br />

GEOFF SOMERVILE | NIFRS<br />

Geoff Somerville is a Group Commander with Northern Ireland Fire & Rescue<br />

Service (NIFRS). With 22 years’ experience his primary duty is to respond to<br />

operational incidents to perform command roles such as Incident Commander<br />

and Fire Investigator.<br />

Geoff’s day-to-day responsibilities include the management of NIFRS<br />

enforcement of the fire safety elements of The Fire and Rescue Services<br />

(Northern Ireland) Order 2006 and The Fire Safety Regulations (Northern<br />

Ireland) 2010. Geoff is passionate about preparing written guidance to assist<br />

NIFRS inspecting officers in the execution of their duties and he recently<br />

published seven new risk assessment guides for Northern Ireland, to<br />

compliment the five which had been published by the Departmental of Health.<br />

Within NIFRS, Geoff is also responsible for managing Health & Safety, Accident<br />

Investigations and Fire Investigation and with such a wide remit, he enjoys the<br />

challenge this brings.<br />

DAVID WARE | Fire Risk Consultancy Limited<br />

David Ware is a highly motivated fire expert and has over 30 years’ experience<br />

in the industry both operationally and as a Fire Consultant. He has a first class<br />

honours degree in Fire Engineering and is a Fellow of the Institution of Fire<br />

Engineers.<br />

David has targeted his expertise at producing and delivering specialist courses<br />

and seminars for the International Market. He has taken particular interest in<br />

incidents involving high rise buildings around the world and following on from<br />

the incidents at Lakanal House and Grenfell Tower, he is focussing his efforts<br />

on aiming to ensure that disasters like this are prevented in the future.<br />

ROY WEGHORST | Kingspan<br />

Roy Weghorst is Head of Regulatory affairs at the Kingspan Group. During the<br />

time in this role he has developed extensive knowledge of construction<br />

products in relation to building fire safety and fire safety regulations. Not only<br />

the compliance and performance of Kingspan products are key in this role, Roy<br />

is an active factor in many fire safety groups and standardisation committees<br />

and is the current convenor of standardisation committee CEN TC127 WG4<br />

“Reaction to fire”. Roy is very committed to educate governments, insurers<br />

and fire departments on the subject of fire safety of buildings. He tries to<br />

actively build a relationship between technical training programs for students<br />

and the business, which shows his continued support for knowledge sharing<br />

in the industry.<br />
