2. Message from the Board Chair and President and CEO<br />
We are pleased to present <strong>OECM</strong>’s <strong>2013</strong> <strong>Annual</strong> <strong>Report</strong> which outlines the corporation’s<br />
business performance and operational highlights for the fiscal year ended December 31, <strong>2013</strong>.<br />
Vision 2014 Strategy- Our Foundation<br />
<strong>OECM</strong>’s Board of Directors approved <strong>OECM</strong>’s Vision 2014 Strategy (Appendix A), thus laying a<br />
strong foundation for <strong>OECM</strong> to develop its long and short-term business and operational plans.<br />
Developed in consultation with our customers, suppliers and other key<br />
stakeholders, our strategy includes a bold vision, mission, values and multi-year<br />
plan aligned with the education sector’s business needs, operational priorities<br />
and challenges. We made significant progress on year 1 targets by<br />
substantially growing our business, building strategic partnerships and by<br />
enhancing our services and operations in order to achieve our goal of financial<br />
self-sufficiency.<br />
Thanks to the continuing and growing support of our customers and our<br />
supplier partners, <strong>OECM</strong>’s marketplace and services are becoming a valuable<br />
complement to our customers’ procurement toolkit, enabling them to meet their<br />
diverse business needs within time and budget.<br />

Our Accomplishments<br />
Strategic Priority - Grow the Business<br />
We increased the choice of products and services in our Marketplace by<br />
adding 8 new commodities in financial services, marketing, human<br />
resources, IT, facilities and operations from 29 new supplier partners<br />
53 new education and other Broader Public Sector (BPS) organizations<br />
found value in accessing our Marketplace of products and services resulting<br />
in:<br />
o 95% of Ontario’s education sector institutions participating in <strong>OECM</strong>’s<br />
Marketplace - an overall growth of 5% compared to 2012<br />
o 57% growth in the participation of organizations from other BPS sectors<br />
such as municipalities, health care, etc.<br />

Strategic Priority - Achieve Sustainability<br />
Customers are increasingly taking advantage of collaborative sourcing and competitive<br />
pricing to support their collaborative spend targets. We achieved over 50% growth in<br />
customer spend on <strong>OECM</strong>’s Marketplace - $89.4 million – compared to $59.4 million in 2012<br />
We provided clear evidence of the benefits of collaborative sourcing by generating over $18<br />
million in validated savings for our customers since 2010.<br />
Strategic Priority - Build Strategic Partnerships<br />
Customers see us as a valuable collaborative strategic partner – 92% of customers<br />
surveyed rated <strong>OECM</strong> as valued collaborative sourcing partner - an 18% increase over<br />
2012.<br />

Strategic Priority - Enhance Service and Operational Effectiveness<br />
Customers continue to give us a “thumbs up” for service excellence:<br />
88% of customers surveyed were satisfied/very satisfied with <strong>OECM</strong> services – a 6%<br />
increase over 2012<br />
76% of respondents believe that <strong>OECM</strong>’s services have improved since 2011– a 9%<br />
increase over 2012<br />
Our Dynamic Team<br />
We could not have achieved the very ambitious goals that we set for ourselves in <strong>2013</strong> without<br />
the support of our dedicated Board of Directors, our supplier partners, the Ministry of<br />
Government Services, our <strong>OECM</strong> team, and most importantly, our customers.<br />
We welcomed several new members to the Board this year, bringing a wealth of knowledge,<br />
experience and perspectives:<br />
Kathy Soule, Executive Director at Ontario Public Supervisory Officials Association and<br />
Public Council of Ontario Directors<br />
David Graham, Vice President, Corporate Services, Mohawk College<br />
Debbie Fischer, Independent Member and former Chair, Board of Directors, Plexxus.<br />
We also said good-bye to Carla Kisko and Leslie McGill. Many thanks for their dedication and<br />
commitment in helping guide <strong>OECM</strong>’s strategic directions during their term. We wish them all<br />
the best in their future endeavors.<br />

3. Corporate Overview<br />
Why <strong>OECM</strong> was established<br />
Ontario’s publicly funded education sector, comprising school boards, colleges and universities,<br />
spends an estimated $4 billion annually on products and services. The collective goal of these<br />
118 institutions is to promote a strong and vibrant education system that is focused on helping<br />
Ontarians build their careers and enhance learning throughout their lives.<br />
The provincial government sought ways to find administrative savings that could be reinvested<br />
into furthering education opportunities. <strong>OECM</strong> was established as one method to generate<br />
savings through collaborative sourcing.<br />
Start-up in 2007<br />
Ontario Educational Collaborative Marketplace (<strong>OECM</strong>) was launched in 2007 as a not-forprofit,<br />
Broader Public Sector (BPS) group procurement organization to support Ontario’s publicly<br />
funded education institutions.<br />
The goal of <strong>OECM</strong> is to:<br />
establish a Marketplace of products and services,<br />
through collaborative sourcing, aligned with education sector<br />
business needs<br />
promote the adoption of leading integrated supply chain<br />
management practices<br />
<strong>OECM</strong>’s collaborative sourcing approach facilitates<br />
consistency and generates significant savings, making it<br />
easier and less costly for institutions to procure goods and<br />
services. <strong>OECM</strong> provides opportunities to realize both<br />
process and procurement savings, which results in more<br />
funds being available for core academic and administrative<br />
activities.<br />
Participation in <strong>OECM</strong>’s Marketplace is voluntary and our objective is to become financially selfsustaining.<br />
Our operations are funded by cost recovery fees from <strong>OECM</strong>’s supplier partners,<br />
and start-up funding provided by the Government of Ontario.<br />
Our journey towards success<br />
<strong>OECM</strong> is fast becoming a premier strategic sourcing partner in Ontario’s public procurement<br />
landscape.<br />
We are committed to providing value for money for our customers, and we have demonstrated<br />
this through a robust validated savings program.<br />
95% of Ontario’s publicly-funded education institutions and 119 BPS<br />
organizations are currently buying through the <strong>OECM</strong> Marketplace.<br />
Our Marketplace is also open to other publicly funded organizations in Ontario, such as<br />
municipalities, libraries, health services and developmental services agencies. A growing<br />
number of these organizations have recognized the value of buying products and services<br />
through <strong>OECM</strong>’s Marketplace.<br />

After extensive consultation with our customers and suppliers, we expanded the range of<br />
products and services available through our Marketplace. These products and services were<br />
identified by customers for customers to ensure they are aligned with their business needs.<br />

We Help Customers Get Better Prices<br />
<strong>OECM</strong> introduced the Quick Quote process when purchasing Chrome Devices and Related<br />
Products, Interactive Learning Products and Related Accessories, Custodial Supplies and<br />
Equipment and AODA Related Services. Based on customers’ requirements, quantities and<br />
other specific needs, <strong>OECM</strong>’s supplier partners propose appropriate products and or services to<br />
help customers obtain better prices on the products and services in the Marketplace.<br />
82% of respondents feel that <strong>OECM</strong> has a clear understanding of<br />
customers’ needs compared to 62% in 2012.<br />
Collaborative Spend Over $89 Million<br />
We launched a new service - Collaborative Spend <strong>Report</strong>s - which provided our customers<br />
with access to a year-over-year summary of their own institution’s spend on products and<br />
services through <strong>OECM</strong>’s Marketplace. We will continue to provide Collaborative Spend<br />
<strong>Report</strong>s upon request to institutions that use the <strong>OECM</strong> Marketplace.<br />
Customers benefit by enabling informed decision-making to support their institution’s budget<br />
and forecasting and facilitating the reporting of spend to meet collaborative spend targets.<br />
It’s worth noting that from January 1 – December 31, <strong>2013</strong>, <strong>OECM</strong>’s customers spent a total of<br />
$89.4 million using <strong>OECM</strong>’s Marketplace, a 50% increase over the same period in 2012.<br />
Sharing Knowledge of Leading Sourcing and Procurement Practices<br />
Procurement professionals and business owners took<br />
advantage of our twelve “how-to” educational webinars<br />
to help them make informed buying decisions regarding<br />
Chrome Devices, Credit and Debit Card Services,<br />
Classroom Furniture, Customs Brokerage, Sports<br />
Products and Custodial Supplies.<br />

Strategies with Spend Analytics in May. The workshop attracted 42 procurement<br />
professionals. More than 90% of the participants were satisfied with what they learned at the<br />
workshop.<br />

Our mission is to generate savings for products and services used by our customers to support<br />
excellence in education and administration. Since 2010, <strong>OECM</strong> has achieved savings of over<br />

Partnership with the Ontario Colleges Finance Officers Joint<br />
Insurance Committee<br />
Here was the challenge – all colleges require<br />
insurance. Colleges Ontario Finance Officers Joint<br />
Insurance Committee recognized that their<br />
collective buying power could help them reduce<br />
costs and achieve standardization across the<br />
college sector for insurance broker services. They<br />
initiated a partnership with <strong>OECM</strong> to help them<br />
harness the benefits from a collaborative sourcing<br />
project on Insurance Broker Services. The 20<br />
colleges that participated realized savings of<br />
$500,000 plus improved services.<br />

We increased the number of our supplier partners (Appendix E) to 54 to support the growth in<br />
our Marketplace of Products and Services. Our supplier partners provide leading edge, top<br />
quality products and services and are keen to bring their technologies to support academic and<br />
administrative excellence. Our suppliers play a critical role in our marketing, communications<br />
and outreach efforts.<br />
More ways for customers to interact with our supplier partners<br />
We have created several channels for customers and supplier partners to interact with each<br />
other to learn about new products and services and to find out what’s available in <strong>OECM</strong>’s<br />
Marketplace. Educational webinars and joint participation in conferences and tradeshows were<br />
some of channels used.<br />

formal Business Reviews to review supplier partners’ performance in product quality, service<br />
delivery, shipping and delivery timelines, resolution of customer complaints, research on<br />

Sustaining AODA standards for accessible communication<br />
As a demonstration of our commitment to accessible customer service, <strong>OECM</strong> continues to<br />
integrate AODA standards into all our marketing and communications and material such as<br />
<strong>Annual</strong> <strong>Report</strong>s, product and service launch emails and<br />
flyers to ensure they are accessible to a diverse set of<br />
