Available to men and women who are at least 60 years old, the program provides community based professional interventions and support for at-risk, lowincome seniors. The current program is supported by grants from the Newburyport Society for Relief of Aged Women (NSRAW) and Elder Services of the Merrimack Valley. The Cummings grant will augment those funds. Asked what she would do with an additional $25,000 a year from the Cummings grant, Pettis at the Salisbury Council on Aging said she would increase the transportation and volunteer home visitors for seniors. The Hilton Center in Salisbury already provides van service three days a week. She would like to “provide curb to curb transportation Monday through Saturday. If it was available more days, seniors could utilize that transportation to get out – go to the senior center for services, Continued from page 1 sidewalks, but the source of most of the grants for this work comes from the state at a time when Massachusetts is cutting back, Funari said. For perspective, if the city and state could budget $1 million a year for repairing sidewalks and streets, it would take roughly 65 years to repair all that need it. And that assumes there is no more wear and tear to the streets and sidewalks and the prices of concrete and asphalt remain the same. But the cost of asphalt is already rising as gasoline prices go up. Instead of $75 to $80 a ton, Funari said he has been told by the suppliers to expect a $5 a ton increase. “We are doing the best we can,” Funari said last week. The five-year plan outlines helps his department prioritize the work, giving it a clearer idea of which streets and sidewalks are in the worst shape and need to be done first. “Choosing the streets for this plan and future plans is extremely difficult,” the mayor’s announcement said. She said she would spend some of the grant funds “on a campaign in search of volunteers, training and seeking out those isolated that we are currently unaware of.” It would be similar to the Friendly Visitor program, where “a certified volunteer that has been through background checks and training will spend time weekly with the isolated senior, chatting, discussing and checking on them while determining if that individual could benefit from other available resources,” Pettis said. The volunteers could then connect isolated seniors with the center’s outreach coordinator to implement plans for health and wellness or with the to the mental health outreach team operating out of Amesbury Council on Aging and the Pettengill House. Every senior would be documented in detail, she said. Senior centers already do substantial outreach with seniors who cannot walk in for services City Needs Many Millions pipes under the streets have to be replaced. The city also works with National Grid to upgrade the gas and electric lines that run under the street. There is a program for property owners to fix their own sidewalks in partnership with the city. If property owners are not willing to wait to get on the schedule, they can apply to the DPS for permission to pay to rebuild their own sidewalks. The city will be the property owners’ partner by tearing out the old sidewalk and checking the curbs to see if they are the right height. The property owner must then use an approved contractor (the list of 16 contractors is on the DPS highway division website) and pay for the labor and materials. The sidewalk for an average Newburyport home will cost about $3,000 for concrete, more to install bricks. Those services include applying for food stamps, Social Security Administration and other health insurance. They connect seniors with medical and drug plans. And they provide lunch and a monthly bag of food to reduce their grocery bills. But those services are for seniors the council knows about. The Cummings grant gives the Pettengill House the chance to identify seniors who are not known to the organizations.
