EMERGENCY MEDICAL SERVICES SYSTEM (EMS)<br />
The EMS System functions under the authority ofthe<br />
Public Health Code.<br />
The <strong>Macomb</strong> <strong>County</strong> Medical Control AuthoritylBoard<br />
(known as the EMS Executive Council) is appointed jointly<br />
by the cooperating hospital administrators and the<br />
Chairperson of the Board ofCommissioners with confirmation<br />
by the board. This Executive Council is mandated<br />
by the Code to assure that all advanced mobile emergency<br />
care systems (ALB) and basic mobile emergency<br />
care services (BLS), both public and private, conform<br />
with the rules and regulations promulgated by the <strong>Michigan</strong><br />
Department ofPublic Health and the Medical Con·<br />
trol Authority/Board.<br />
The Council is also responsible for establishing minimum<br />
procedural standards in the areas ofpatient treatment<br />
protocols, patient care quality review, training and<br />
continuing education for EMS technicians, telecommunications<br />
and security and control and exchange<br />
of pharmaceuticals used by ALS units.<br />
This non-paid Executive Council, consists ofrepresentatives<br />
from five cooperating hospitals, physicians,<br />
nurses, paramedics, ambulance operations, consumers,<br />
Fire and Police Chiefs Association, <strong>Macomb</strong> Community<br />
College, <strong>County</strong> Radio and Health Departments. The<br />
EMS program in <strong>Macomb</strong> <strong>County</strong> is administered by the<br />
EMS Program Manager through the <strong>Macomb</strong> <strong>County</strong><br />
Health Department.<br />
EMERGENCY SERVICES<br />
Emergency Services is responsible for the planning,<br />
administration, coordination and operation of resources<br />
and manpower of all <strong>County</strong> agencies and departments<br />
having a disaster operations capability during declared<br />
emergencies. Emergency Services Coordinator acts as<br />
staff aide to the Chairman of the Board of Commissioners<br />
in time of any nuclear accident, enemy attack, natural<br />
disaster or technological disasters, Public warning,<br />

communications, training and development in im··<br />
plementation ofsurvival planning are additional responsibilities.<br />
EMPLOYEES' RETIREMENT BOARD<br />
The board was created under the permissive legislation<br />
to administer the employees' pension fund.<br />
FACILITIES AND OPERATIONS<br />
The department of Facilities and Operations is structured<br />
to provide professional engineering and maintenance<br />
service in planning, construction, maintenance,<br />
and operations of all <strong>County</strong>-owned buildings and<br />
grounds.<br />
The department has four divisions: Facilities Engineering<br />
Division, Operations and Mechanical Maintenance<br />
Division, Building Maintenance, and Security Division.<br />
The entire operation is coordinated through an administrative<br />
section.<br />
The Facilities Engineering Division directs and coordinates<br />
the professional engineering services such as consultation,<br />
investigation, and planning for the construction,<br />
alteration and maintenance of all county-owned facilities.<br />
The Operations and Mechanical Maintenance Division<br />
is responsible for the proper operation and maintenance<br />
ofthe mechanical and equipment in all county facilities.<br />
The Building Maintenance Division provides the per·<br />
sonnel, material and equipment to plan and direct the<br />
technical services of maintenance, custodial service,<br />
building management and county skilled trade forces for<br />
the existing county-owned facilities.<br />
The purpose of the <strong>Macomb</strong> <strong>County</strong> Security Division<br />
is to safeguard the buildings owned and operated by<br />
<strong>Macomb</strong> <strong>County</strong> from theft, vandalism, and malicious<br />
destruction of property. An additional function of this<br />
Security Division is to assist both <strong>County</strong>, employees<br />
and/or the general public in providing information and<br />
other types of requested assistance.<br />
