EMERGENCY MEDICAL SERVICES SYSTEM (EMS)
The EMS System functions under the authority ofthe
Public Health Code.
The Macomb County Medical Control AuthoritylBoard
(known as the EMS Executive Council) is appointed jointly
by the cooperating hospital administrators and the
Chairperson of the Board ofCommissioners with confirmation
by the board. This Executive Council is mandated
by the Code to assure that all advanced mobile emergency
care systems (ALB) and basic mobile emergency
care services (BLS), both public and private, conform
with the rules and regulations promulgated by the Michigan
Department ofPublic Health and the Medical Con·
trol Authority/Board.
The Council is also responsible for establishing minimum
procedural standards in the areas ofpatient treatment
protocols, patient care quality review, training and
continuing education for EMS technicians, telecommunications
and security and control and exchange
of pharmaceuticals used by ALS units.
This non-paid Executive Council, consists ofrepresentatives
from five cooperating hospitals, physicians,
nurses, paramedics, ambulance operations, consumers,
Fire and Police Chiefs Association, Macomb Community
College, County Radio and Health Departments. The
EMS program in Macomb County is administered by the
EMS Program Manager through the Macomb County
Health Department.
EMERGENCY SERVICES
Emergency Services is responsible for the planning,
administration, coordination and operation of resources
and manpower of all County agencies and departments
having a disaster operations capability during declared
emergencies. Emergency Services Coordinator acts as
staff aide to the Chairman of the Board of Commissioners
in time of any nuclear accident, enemy attack, natural
disaster or technological disasters, Public warning,

communications, training and development in im··
plementation ofsurvival planning are additional responsibilities.
EMPLOYEES' RETIREMENT BOARD
The board was created under the permissive legislation
to administer the employees' pension fund.
FACILITIES AND OPERATIONS
The department of Facilities and Operations is structured
to provide professional engineering and maintenance
service in planning, construction, maintenance,
and operations of all County-owned buildings and
grounds.
The department has four divisions: Facilities Engineering
Division, Operations and Mechanical Maintenance
Division, Building Maintenance, and Security Division.
The entire operation is coordinated through an administrative
section.
The Facilities Engineering Division directs and coordinates
the professional engineering services such as consultation,
investigation, and planning for the construction,
alteration and maintenance of all county-owned facilities.
The Operations and Mechanical Maintenance Division
is responsible for the proper operation and maintenance
ofthe mechanical and equipment in all county facilities.
The Building Maintenance Division provides the per·
sonnel, material and equipment to plan and direct the
technical services of maintenance, custodial service,
building management and county skilled trade forces for
the existing county-owned facilities.
The purpose of the Macomb County Security Division
is to safeguard the buildings owned and operated by
Macomb County from theft, vandalism, and malicious
destruction of property. An additional function of this
Security Division is to assist both County, employees
and/or the general public in providing information and
other types of requested assistance.
