Communications The new website is now under development. Andy Palanisamy, Communications Coordinator is transferring files from the old website to the new so that legacy files continue to be available to members. It is hoped to have it open for members to use by June 21 st . When the new website is up and running, Tom Kern and Patty Fusaro will act as website administrators. The new website will feature a blog-style section “Latest News and Events” to capture member contributions. The new website needs to be populated with as many ITS benefit, evaluation and cost knowledge resources and links as possible. All members are invited to send in their contributions addressed to Patty Fusaro at pfusaro@itsa.org . Management Committee The Management Committee (MC) conducts its business via bi-monthly telephone conference calls to plan events and generally advance the business of IBEC. Contact Tom Kern, IBEC Chair for information about the Committee. New MC Member Profile – Jianping Wu Jianping Wu studied Civil Engineering at Zhejiang University and University of Southampton. He is now a Professor of Transportation at Tsinghua University, China and a visiting Professor at the University of Southampton. He has over 20 years experience on ITS research and consultancy in the UK and China. His research interests include: i) Real time traffic data collection and analysis, ii) Driving behaviour study, iii) Traffic modelling and simulation, iv) Intelligent Transport Systems, v) Traffic pollution assessment and control. He has contributed to over 50 research and consultancy projects and authored and co-authored over 200 publications. He has extensive contacts at national and municipal levels of government. IBEC welcomes Professor Wu to the Management Committee. Annual General Meeting Orlando, Florida October 19, 2011 The agenda included the Chairman’s report, the election of the Management Committee and officers, a review of lessons learned at the 18 th World Congress, a vote on the legal entity for IBEC, plans for the 19 th WC in Vienna and a report on communications. There were 18 members present. Chair Keith Keen reported on the year 2011. Tom Kern was elected as the new chair, Paul Vorster as the 1 st Vice-chair and Caroline Visser as the 2 nd Vice-chair. Tom gave a brief summary of his goals for his term as chair including increasing membership to 500 and to enhance IBEC communication services to members. Paul Vorster agreed to lead the organization of the IBEC events at the 19 th WC in Vienna in October 2012. IBEC Newsletter April 2012 Page 4 Issue 1/2012
Update on Incorporation of IBEC-ITS The plans for the IBEC legal entity were put to a vote at the AGM. A motion was proposed for a small committee to finalize the wording and present the result to the Management Committee for it to vote to approve. The IBEC legal entity is proposed as a service agent for the MC and for the IBEC membership indirectly. This way, IBEC members will not have any legal responsibility for the incorporated entity but MC members will become members of the legal entity when they are elected to the MC. The motion passed and the small committee including Tom Kern, Caroline Visser, Eric Sampson, Keith Keen and Paul Vorster assisted by Sibylle Rupprecht at IRF in Geneva then set to work to finalize the documentation for incorporation. The finalized documentation was presented to the MC for an email vote to approve just before its meeting on March 29, 2012. The motion passed with 23 in favour and one abstention (to avoid a perception of conflict of interest by a public servant). The next steps are to confirm the required funds are available to pay the fee for incorporation in Switzerland and then to actually proceed to register the new legal entity. This process should be finished shortly. The executive of the IBEC MC will serve as the executive of the legal entity and the IBEC MC members will serve as the members of the legal entity. A formal signing of the official documents and a celebration is planned for the reception at the 19 th ITS World Congress in Vienna in October. It also expands our network and our knowledge sharing. � Contribute knowledge to the IBEC community. This is possible in one of several ways: o Submit knowledge to the IBEC knowledge center on the new IBEC website, o Send inquiries to the IBEC membership to generate discussion and problem solving, o Respond to inquiries to help your colleagues, and o Volunteer as presenters at IBEC program sessions and workshops at the World Congress. � Use IBEC’s collective knowledge and strength as a community of practice to influence transportation practices. Examples include: o Shaping the procurement system at the national and local level to ensure elements like evaluation and performance management are central to the process. o Enhancing evaluation and performance management tools so that they are understandable, straightforward to use, and demonstrable in their assessment of system performance. o Focusing on end-users of transportation and the services they need. Consumers need to be convinced of the difference ITS makes so that they support their deployment and use. Chair Tom Kern Buiilldiing tthe IIBEC Knowlledge Base ITS Evaluation in Europe The 2Decide ITS Toolkit The 2Decide Toolkit site is now live. The project was developed by a European consortium (led by Austriatech) and supported by the European Commission within the 7 th Framework R&D Programme. It addresses two specific aims of the EC’s ITS Directive, namely to ‘Stimulate ITS Cooperation and Coordination’ and develop a ‘Decision-support Toolkit for Investment Decisions in ITS Applications and Services’. The Toolkit provides users with a quantified evaluation of the economic, social, financial and operational impacts of particular ITS Applications, based on reported results across Europe and beyond. The Toolkit also covers aspects such as user acceptance, life-cycle cost/benefit as well as the identification and evaluation of best practice for facilities procurement and deployment. The Toolkit database includes a collection of evaluation reports covering all fields of ITS services and technologies. A smart algorithm finds relevant studies in response to a user’s search parameters (problems, context, goals or ITS Service) and presents an indication of the achievable impacts of such applications To register and obtain access to the Toolkit site, visit www.its-toolkit.eu.
