THE YEAR AHEAD<br />
Now more than ever, the community of experts that comprises the 400<br />
strong membership of the <strong>International</strong> Benefits, Evaluation, and Costs<br />
Working Group can make a difference in our chosen profession of<br />
transportation. In challenging economic times, our nations and their<br />
transport systems are called on to:<br />
� Make prudent choices when using the limited financial resources we<br />
have available. Doing more with less is a must.<br />
� Operate and maintain our systems effectively, with a particular focus<br />
on managing capacity to improve safety and mobility and to provide<br />
sustainable transport.<br />
How We Can Make a Difference<br />
In the field of intelligent transport systems (ITS), the transportation<br />

technologies that researchers, the private sector, and public agencies now routinely develop and deploy<br />
also effectively monitor and enable assessments of the operation of our transport systems, thus contributing<br />
directly or indirectly to their performance or both. As evaluators, it is our responsibility to ensure<br />
that ITS serves us well and in doing so, helps inform our transport choices and maintain our systems. To<br />
do so, members of IBEC can play three important roles:<br />
1) Invite a colleague to join IBEC;<br />
2) Contribute knowledge to the IBEC community;<br />
3) Use IBEC’s collective knowledge and strength as a community of practice to influence transportation<br />
practices.<br />

Success at 18 th ITS World Congress<br />
in Orlando, Florida<br />
The 18 th ITS World Congress in Orlando, Florida<br />
was a great success with over nine thousand<br />
participants. The complete listing of session<br />
topics and the names of IBEC speakers are<br />
listed in the October 2011 edition of the IBEC<br />
Newsletter at: http://www.<strong>ibec</strong>-its.co.uk/<br />
IBEC held its annual reception on the floor of the<br />
Exhibition Hall. This was a change from previous<br />
practice where the reception was a private affair.<br />
It was also held in cooperation with ITS Canada<br />
at the ITS Canada booth since IBEC did not have<br />
its own booth. This new arrangement helped to<br />
raise IBEC’s profile with many more Congress<br />
delegates and it demonstrated IBEC’s ability to<br />
work with national ITS societies.<br />

IBEC Sunday Workshop - ITS technologies<br />
and their performance measures<br />
Paul Vorster, CEO ITS South Africa and Vicechair<br />
IBEC chaired the Sunday Workshop and<br />
Gerry Conover, Board of Directors, ITS America,<br />
welcomed the delegates.<br />
The workshop purpose was to provide a forum to<br />
discuss the critical relationship between ITS<br />
technologies and their performance measures as<br />
geared to both policy makers and practitioners.<br />
The speakers included:<br />
1) Eric Sampson, Transport Operations Research<br />
Group, Newcastle University, UK and President<br />
of IBEC<br />
2) Risto Kulmala, VTT, Finland<br />
3) Reinhard Pfliegl, Austriatech, Austria<br />
Paul Vorster moderated a lively discussion<br />
following the presentations by the featured<br />
speakers. He led off with a succinct summary of<br />
the main thrust of each presentation by each of<br />
the speakers:<br />
Eric asked – do we need an external reviewer?<br />
Risto asked – how can we use procurement to<br />
improve our choices?<br />
Reinhard – are we not measuring too narrowly?<br />
After the audience had its chance to quiz and<br />
engage in a lively debate with the speakers, Paul<br />
again drew attention to the speakers’ main<br />
messages:<br />
Eric had explored the concept of accountability<br />
and the search for objective measurements.<br />
Risto had proposed using procurement policy to<br />
foster innovation in measured results.<br />
Reinhard had convincing arguments to define<br />
benefits as broadly as possible.<br />
IBEC04 Enforcement Cameras: To Install or<br />
Not to Install – That is the Question!<br />
This session was organized by Barry Pekilis of<br />
Transport Canada and moderated by Paul<br />
Vorster, CEO ITS South Africa and Vice-chair<br />
IBEC. This brief note serves to illustrate the<br />
nature of the sessions that IBEC sponsors at ITS<br />
World Congresses.<br />
Paul introduced the four speakers:<br />
1) Mark Bonnormoris, <strong>Road</strong> Safety Systems,<br />
Siemens LPC, Europe – Mark spoke about<br />
the application and effectiveness of ALPR<br />
(licence plate readers) for urban streets.<br />
2) Trevor Hall, Office of ACPO <strong>Road</strong> Policing<br />
Enforcement Technology Committee, UK –<br />
spoke about the use of red light cameras in<br />
the UK. They can reduce casualties by<br />
reducing average speed on urban streets<br />
and are effective at low cost. But the media<br />
tends to be resistant to the use of red light<br />
cameras even though as much as ₤250K in<br />
social costs have been saved. On the other<br />
hand, using red light cameras to raise funds<br />
for public purposes fails to be accepted by<br />
the public.<br />

3) Mark Milner, Insurance Corporation of British<br />
Columbia, Canada – spoke about experience<br />
upgrading safety cameras located at<br />
intersections. This project replaced analogue<br />
based cameras installed in 1999 to digital<br />
cameras in 2007 at 140 sites. When a<br />
violation is detected, authorities have 6 days<br />
to issue a ticket. There are 230 crashes per<br />
year and cameras have achieved a 6%<br />
reduction in injuries and deaths. The criteria<br />
to select sites include severity and type of<br />
injuries, site suitability for cameras, infrastructure<br />
changes and other issues. The<br />
cameras provide a strong evidence for policy<br />
development and there is no consideration to<br />
raise revenue.<br />
4) John Tipaldo, New York City DOT Traffic<br />
Management, USA – spoke about<br />
experience with cameras to monitor high<br />
occupancy lanes in his jurisdiction. Violation<br />
of a lane restriction carries a fine of $115.<br />
Exemptions are given to taxis and vehicles<br />
making right turns. From 1993 to July 2011,<br />
29,122 tickets were issued with 10% of these<br />
challenged in court and only 2.2% found not<br />
guilty.<br />
Paul moderated a Q&A Session. This is a<br />
selection of the questions and answers at this<br />
session.<br />
Eric Sampson asked Trevor if government<br />
should only use enforcement or were there other<br />
alternatives. For example, the police proposed to<br />
replace enforcement with education.<br />
Al Gullon raised a number of points – the effect<br />
of time of day on running lights; how to change<br />
driver perceptions of risk; how to integrate into a<br />
broader program of education and not of fines.<br />
Al Gullon described the results of his study that<br />
found a correlation between speed reductions<br />
and fuel price increases.<br />
Richard Harris asked if under-performing drivers<br />
should be removed from the road.<br />
Al Gullon asked how to monitor camera usage.<br />
The local police can monitor them. UK is a leader<br />
in the use of average speed cameras and has a<br />
very effective system.<br />
A delegate from Italy saw benefit of average<br />
speed cameras on a highway where travel is<br />
continuous but not on roads where drivers can<br />
stop. The systems for matching vehicles at<br />
different points may only achieve a 50%<br />
matching rate.<br />

Plans for 19 th ITS World Congress in<br />

The Management Committee plans for the IBEC<br />
sessions at the ITS World Congress in Vienna<br />
are taking shape. The plans include a Sunday<br />
Workshop and four Special Sessions. We are<br />
able to give readers a brief preview of the topics<br />
already approved by the <strong>International</strong> Program<br />
Committee.<br />

Push for 500!<br />
Chairman Tom Kern has challenged the<br />
members of the Management Committee to<br />
contact friends and colleagues and encourage<br />
them to join IBEC. The goal is to reach a<br />
membership total of 500 in <strong>2012</strong>. The MC<br />
members have agreed to contact their<br />
colleagues with the aim to recruit at least 10 new<br />
IBEC members each. If they succeed, that would<br />
bring in a total of 240 new members!<br />

Communications<br />
The new website is now under development.<br />
Andy Palanisamy, Communications Coordinator<br />
is transferring files from the old website to the<br />
new so that legacy files continue to be available<br />
to members. It is hoped to have it open for<br />
members to use by June 21 st .<br />
When the new website is up and running, Tom<br />
Kern and Patty Fusaro will act as website<br />
administrators. The new website will feature a<br />
blog-style section “Latest News and Events” to<br />
capture member contributions.<br />
The new website needs to be populated with as<br />
many ITS benefit, evaluation and cost knowledge<br />
resources and links as possible. All members are<br />
invited to send in their contributions addressed to<br />
Patty Fusaro at pfusaro@itsa.org .<br />
Management Committee<br />
The Management Committee (MC) conducts its<br />
business via bi-monthly telephone conference<br />
calls to plan events and generally advance the<br />
business of IBEC. Contact Tom Kern, IBEC<br />

New MC Member Profile – Jianping Wu<br />
Jianping Wu studied Civil Engineering at<br />
Zhejiang University and University of Southampton.<br />
He is now a Professor of Transportation at<br />
Tsinghua University, China and a visiting<br />
Professor at the University of Southampton. He<br />
has over 20 years experience on ITS research<br />
and consultancy in the UK and China. His<br />
research interests include: i) Real time traffic<br />
data collection and analysis, ii) Driving behaviour<br />
study, iii) Traffic modelling and simulation, iv)<br />
Intelligent Transport Systems, v) Traffic pollution<br />
assessment and control. He has contributed to<br />
over 50 research and consultancy projects and<br />
authored and co-authored over 200 publications.<br />
He has extensive contacts at national and<br />
municipal levels of government.<br />
IBEC welcomes Professor Wu to the<br />
Management Committee.<br />

new chair, Paul Vorster as the 1 st Vice-chair and<br />
Caroline Visser as the 2 nd Vice-chair.<br />
Tom gave a brief summary of his goals for his<br />
term as chair including increasing membership to<br />
500 and to enhance IBEC communication<br />
services to members.<br />
Paul Vorster agreed to lead the organization of<br />
the IBEC events at the 19 th WC in Vienna in<br />
October <strong>2012</strong>.<br />

Update on Incorporation of IBEC-ITS<br />
The plans for the IBEC legal entity were put to a<br />
vote at the AGM. A motion was proposed for a<br />
small committee to finalize the wording and<br />
present the result to the Management Committee<br />
for it to vote to approve. The IBEC legal entity is<br />
proposed as a service agent for the MC and for<br />
the IBEC membership indirectly. This way, IBEC<br />
members will not have any legal responsibility for<br />
the incorporated entity but MC members will<br />
become members of the legal entity when they<br />
are elected to the MC. The motion passed and<br />
the small committee including Tom Kern,<br />
Caroline Visser, Eric Sampson, Keith Keen and<br />
Paul Vorster assisted by Sibylle Rupprecht at<br />
IRF in Geneva then set to work to finalize the<br />
documentation for incorporation.<br />
The finalized documentation was presented to<br />
the MC for an email vote to approve just before<br />
its meeting on March 29, <strong>2012</strong>. The motion<br />
passed with 23 in favour and one abstention (to<br />
avoid a perception of conflict of interest by a<br />
public servant).<br />
The next steps are to confirm the required funds<br />
are available to pay the fee for incorporation in<br />
Switzerland and then to actually proceed to<br />
register the new legal entity. This process should<br />
be finished shortly. The executive of the IBEC<br />
MC will serve as the executive of the legal entity<br />
and the IBEC MC members will serve as the<br />
members of the legal entity.<br />
A formal signing of the official documents and a<br />
celebration is planned for the reception at the<br />
19 th ITS World Congress in Vienna in October.<br />

This is possible in one of several ways:<br />
o Submit knowledge to the IBEC knowledge<br />
center on the new IBEC website,<br />
o Send inquiries to the IBEC membership to<br />
generate discussion and problem solving,<br />
o Respond to inquiries to help your<br />
colleagues, and<br />
o Volunteer as presenters at IBEC program<br />
sessions and workshops at the World<br />
Congress.<br />
� Use IBEC’s collective knowledge and strength<br />
as a community of practice to influence transportation<br />
practices. Examples include:<br />
o Shaping the procurement system at the<br />
national and local level to ensure elements<br />
like evaluation and performance management<br />
are central to the process.<br />
o Enhancing evaluation and performance<br />
management tools so that they are understandable,<br />
straightforward to use, and<br />
demonstrable in their assessment of<br />
system performance.<br />
o Focusing on end-users of transportation<br />
and the services they need. Consumers<br />
need to be convinced of the difference ITS<br />
makes so that they support their deployment<br />
and use.<br />

ITS Evaluation in Europe<br />
The 2Decide ITS Toolkit<br />
The 2Decide Toolkit site is now live. The project<br />
was developed by a European consortium (led<br />
by Austriatech) and supported by the European<br />
Commission within the 7 th Framework R&D<br />
Programme. It addresses two specific aims of the<br />
EC’s ITS Directive, namely to ‘Stimulate ITS<br />
Cooperation and Coordination’ and develop a<br />
‘Decision-support Toolkit for Investment<br />
Decisions in ITS Applications and Services’.<br />
The Toolkit provides users with a quantified<br />
evaluation of the economic, social, financial and<br />
operational impacts of particular ITS<br />
Applications, based on reported results across<br />
Europe and beyond. The Toolkit also covers<br />
aspects such as user acceptance, life-cycle<br />
cost/benefit as well as the identification and<br />
evaluation of best practice for facilities<br />
procurement and deployment.<br />
The Toolkit database includes a collection of<br />
evaluation reports covering all fields of ITS<br />
services and technologies. A smart algorithm<br />
finds relevant studies in response to a user’s<br />
search parameters (problems, context, goals or<br />
ITS Service) and presents an indication of the<br />
achievable impacts of such applications<br />

EasyWay Evaluation<br />
Key inputs to the 2Decide ITS Toolkit are the<br />
results of evaluations undertaken within the<br />
EasyWay project - a project for the co-ordinated<br />
delivery of integrated ITS systems and services<br />
across Europe.<br />
The results of the second phase of EasyWay are<br />
soon to be published, highlighting the tangible<br />
benefits delivered from the project in terms of<br />
impacts on safety, network efficiency and the<br />
environment.<br />
Approximately 120 projects (circa 10 % of all<br />
deployment projects) have been earmarked for<br />

Dates<br />
detailed evaluation within the current phase of<br />
EasyWay. Evaluation, undertaken by individual<br />
project partners, is co-ordinated by the EasyWay<br />
Evaluation Expert Group (EEG).<br />
The EEG has set up an evaluation database to<br />
collate evaluation reports received. The database<br />
currently includes around 80 project reports. It<br />
also includes around 40 pre-implementation<br />
reports for projects to be deployed in the<br />
remainder of EasyWay. Access to the evaluation<br />
reports can be obtained via the Evaluation<br />
section of the EasyWay website at:<br />
