A Brief History of Mdcomb <strong>County</strong><br />
Named in honor of General Alexander <strong>Macomb</strong>, a highly decorated veteran<br />
of the War of 1812, <strong>Macomb</strong> <strong>County</strong> was formally organized in 1818 as the<br />
third <strong>County</strong> in the State of <strong>Michigan</strong>. At that time, it covered a much larger<br />
area than it does today. In 1819 and 1820, large portions of the <strong>County</strong> were<br />
removed to form the Counties of Oakland, Lapeer, Genessee and St. Clair.<br />
The first Europeans had arrived in the area during the 17th century. They<br />
included French fur trappers who recognized the richness of the marshes and<br />
sought new opportunities for trade. The first organized, non-native settlement<br />
in the <strong>County</strong> was established in 1784 by a group of missionaries known as<br />
the Moravians. They settied along the banks of the Clinton River, then known<br />
as the Huron River, but were forced to leave four years later by the Chippewas.<br />
In 1796, a new settlement, located on the Clinton River a few miles<br />
downstream, was established by a man named Christian Clemens. Known<br />
as Mount Clemens, the settlement would eventually become the <strong>Macomb</strong><br />
<strong>County</strong> seat. In the 1800's, settlers moved into the interior of fhe <strong>County</strong>,<br />
carving out farms from the hardwood forests.<br />
In the 1870's, mineral baths brought international fame to Mount Clemens.<br />
Many believed the waters had healing powers. Although the stream still runs<br />
beneath the city, inferest in the spas died out in the early 20th century.<br />
Between 1920 and 1930, <strong>Macomb</strong> <strong>County</strong> doubled in popUlation, rising<br />
from 38,103 fo 77,146 persons. Two significant developments spurred this<br />
growth -- the establishment of Selfridge Field in 1917, and the beginning of<br />
the urbanization movement northward from the City of Detroit. During the<br />
1940's and 1950's the movement from the central city to the suburbs increased.<br />
The largest growth occurred between 1950 and 1970, when over 440,000<br />
people were added to the CountYs population.<br />
Today, <strong>Macomb</strong> <strong>County</strong> encompasses 482 square miles, and ranks third<br />
in population in the State, with a 1990 census total of 717,400 persons. The<br />
<strong>County</strong> is recognized as a leader in business and industry, and designated as<br />
a "Community of Economic Excellence" by the State. While agricutture and<br />
vacant land still dominate <strong>County</strong> land use totals, residential development is<br />
rapidly growing. Present land usage in <strong>Macomb</strong> <strong>County</strong> is a follows:<br />

The <strong>Macomb</strong> <strong>County</strong> Board of Commissioners is the legislative, administrative<br />
and policy-making body of <strong>Macomb</strong> <strong>County</strong> government. The Board is<br />
comprised of 25 members, who are elected every two years from 25 districts<br />
of equal population. The <strong>Macomb</strong> <strong>County</strong> Board of Commissioners functions<br />
on a committee basis. An indication of the scope and subject matter dealt<br />
with by the Board is revealed in the titles of the various committees. Ad Hoc<br />
committees are appointed as needed for specific purposes. Board and<br />
committee meetings are open to the pUblic, and the public is given an<br />
opportunity to speak at each meeting.<br />

The Civil Service Commission oversees the Civil Service system, which is<br />
based on the examination and investigation of all civil service officers and<br />
personnel in regards to merit, efficiency and fitness for appointment,<br />
employment and promotion. In addition, the Commission regulates the<br />
transfer, reinstatement, suspension and discharge of officers, and provides<br />

The <strong>Macomb</strong> <strong>County</strong> Communtty Services Agency (MCCSA) is a "Communtty<br />
Action Agency", designed to promote economic and social opportunities for<br />
low-income, disabled, and elderly <strong>Macomb</strong> <strong>County</strong> residents. The agency<br />
consists of a number of human service programs that encourage greater<br />
independence and self-sufficiency, including: three Community Action Centers,<br />
WeatherizationlEnergy Department, Head Start, Child Care, Supplementai<br />
and Emergency Food, Food Slemp Distribution, Transportation, Senior Citizen<br />
Chore Service, Senior Citizen Congregate Nutrition, and Meals-On-Wheels.<br />

This Department, overseen by the CMHS Board, is responsible tor providing<br />
mental health, substance abuse, and developmental disabilities services in<br />
the <strong>County</strong> through both directly operated and contract agencies. Some service<br />
programs offered include: a 24-hour telephone crisis and reterral center; 24hour<br />
psychiatric emergency services; assertive community treatment (ACT)<br />
services; mental heallh outpatient services tor children, families, and adults;<br />
mental heallh day treatment centers tor adults; substance abuse treatment<br />
and prevention; rehabilitation workshoplday programs for developmentally<br />
disabled persons; limited residential services; counseling and diagnostic<br />
services; psychosocial rehabilitation; case management; rape crisis and<br />
emergency response services; vocational services; substance abuse services<br />
for persons in the county jail; recreational drop in centers, respite services tor<br />
adults and children; OBRA nursing home screening and monitoring; and infanV<br />

The <strong>Macomb</strong> <strong>County</strong> MSU Extension is the non-formal education program of<br />
<strong>Michigan</strong> State University. Enabling legislation in 1914 created the Extension<br />
Service with cooperative funding from Federal, State and local dollars. This<br />
funding is delivered through the nationwide land grant university system. MSU<br />
Extension helps people improve their lives through an educational process<br />
that applies knowledge to critical issues, needs and opportunities. Educational<br />
programs are provided in agriculture and horticulture, natural resources, family,<br />
youth (4H), child care, nutrition and housing. Specialists at <strong>Michigan</strong> State<br />
University support <strong>County</strong> staff with technical research, information and<br />

The Personnel-Labor Relations Department is responsibie for administering<br />
all personnel activities, including overseeing the recruitment and selection of<br />
qualified applicants for vacant posrtions, administering fringe benefit programs,<br />
maintaining fringe benefit and employee records, reviewing and analyzing<br />
classilication and compensation information, coordinating staff training<br />
activities and monitoring the bUdgetary position count. The Department has<br />
the responsibility for negotiating and administering labor agreements wrth<br />
various bargaining units, implementing and administering policies relating to<br />
wages, hours and other condrtions of employment, and researching labor<br />

The Wills and Estates Division is involved with the general administration<br />
of estates, as well as jurisidiction over inter vivios (living) trusts and<br />
testamentary trusts. The Court appoints guardians and is involved with the<br />
ongoing affairs of guardianship and conservatorship for both minors and<br />
legally incapacitated adults. As a pUblic service for a nominal fee, the Court<br />
accepts Last Will and Testaments of <strong>County</strong> residents for storage. The Mental<br />
Division accepts petitions and holds hearings on the hospitalization of those<br />
individuals who are in need of mental health services, and appoints guardians,<br />
when necessary, for those minors and adults who are found to be<br />
developmentally disabled. The Juvenile DiVision, commonly known as<br />
Juvenile Court, handles cases of delinquent, neglected, or abused children.<br />
The <strong>County</strong> operates a Youth Home in connection with Juvenile Court. Probate<br />
judges are elected for six-year terms on non-partisan ballots.<br />

The Probation Department has two divisions which supervise persons placed<br />
on probation by either Circuit or District Court. The Probation Department<br />
enforces the compliance of individuals with the statutory terms of their probation,<br />
as well as any additional terms ordered by the Courts.<br />
MACOMB COUNTY DISTRICT AND MUNICIPAL COURTS<br />
The District Court has exclusive jurisdiction of all civil litigation up to $10,000<br />
and also handles garnishments, eviction proceedings, land contract forfeitures,<br />
and other proceedings. For criminal cases, the District Court conducts<br />
preliminary examinations in felony cases and handles all misdemeanors where<br />
punishment does not exceed one year in jail including arraignment, sentence,<br />
and setting and acceptance of baiL Civil infractions are also handled in<br />
District Court. A Small Claims Division for certain civil claims is provided in<br />
the District Court. District judges may appoint magistrates. The magistrates<br />
may set bail and accept bond in criminal matters, accept guilty pleas, sentence<br />
for traffic, motor carrier, dog, game, snowmobile and boat law violations,<br />
and issue arrest and search warrants. Attorney magistrates may hear Small<br />
Claims cases. Magistrates may, at the direction of the Chief Judge. perform<br />
other duties allowed by statute.<br />
Municipal Court civil jurisdiction is limited to $1,500. Its criminal jursidiction<br />
is similar to District Court. Municipal judges must be lawyers, residents, and<br />
electors of their cities. They are paid by the municipality and are elected for<br />
four-year terms as provided by City Charter. They are part-time jUdges and<br />
may practice law outside of the Court room.<br />
