A Brief History of Mdcomb County 

Named in honor of General Alexander Macomb, a highly decorated veteran 

of the War of 1812, Macomb County was formally organized in 1818 as the 

third County in the State of Michigan. At that time, it covered a much larger 

area than it does today. In 1819 and 1820, large portions of the County were 

removed to form the Counties of Oakland, Lapeer, Genessee and St. Clair. 

The first Europeans had arrived in the area during the 17th century. They 

included French fur trappers who recognized the richness of the marshes and 

sought new opportunities for trade. The first organized, non-native settlement 

in the County was established in 1784 by a group of missionaries known as 

the Moravians. They settied along the banks of the Clinton River, then known 

as the Huron River, but were forced to leave four years later by the Chippewas. 

In 1796, a new settlement, located on the Clinton River a few miles 

downstream, was established by a man named Christian Clemens. Known 

as Mount Clemens, the settlement would eventually become the Macomb 

County seat. In the 1800's, settlers moved into the interior of fhe County, 

carving out farms from the hardwood forests. 

In the 1870's, mineral baths brought international fame to Mount Clemens. 

Many believed the waters had healing powers. Although the stream still runs 

beneath the city, inferest in the spas died out in the early 20th century. 

Between 1920 and 1930, Macomb County doubled in popUlation, rising 

from 38,103 fo 77,146 persons. Two significant developments spurred this 

growth -- the establishment of Selfridge Field in 1917, and the beginning of 

the urbanization movement northward from the City of Detroit. During the 

1940's and 1950's the movement from the central city to the suburbs increased. 

The largest growth occurred between 1950 and 1970, when over 440,000 

people were added to the CountYs population. 

Today, Macomb County encompasses 482 square miles, and ranks third 

in population in the State, with a 1990 census total of 717,400 persons. The 

County is recognized as a leader in business and industry, and designated as 

a "Community of Economic Excellence" by the State. While agricutture and 

vacant land still dominate County land use totals, residential development is 

rapidly growing. Present land usage in Macomb County is a follows:

The Macomb County Board of Commissioners is the legislative, administrative 

and policy-making body of Macomb County government. The Board is 

comprised of 25 members, who are elected every two years from 25 districts 

of equal population. The Macomb County Board of Commissioners functions 

on a committee basis. An indication of the scope and subject matter dealt 

with by the Board is revealed in the titles of the various committees. Ad Hoc 

committees are appointed as needed for specific purposes. Board and 

committee meetings are open to the pUblic, and the public is given an 

opportunity to speak at each meeting.

The Civil Service Commission oversees the Civil Service system, which is 

based on the examination and investigation of all civil service officers and 

personnel in regards to merit, efficiency and fitness for appointment, 

employment and promotion. In addition, the Commission regulates the 

transfer, reinstatement, suspension and discharge of officers, and provides 

for referendums.

The Macomb County Communtty Services Agency (MCCSA) is a "Communtty 

Action Agency", designed to promote economic and social opportunities for 

low-income, disabled, and elderly Macomb County residents. The agency 

consists of a number of human service programs that encourage greater 

independence and self-sufficiency, including: three Community Action Centers, 

WeatherizationlEnergy Department, Head Start, Child Care, Supplementai 

and Emergency Food, Food Slemp Distribution, Transportation, Senior Citizen 

Chore Service, Senior Citizen Congregate Nutrition, and Meals-On-Wheels.

This Department, overseen by the CMHS Board, is responsible tor providing 

mental health, substance abuse, and developmental disabilities services in 

the County through both directly operated and contract agencies. Some service 

programs offered include: a 24-hour telephone crisis and reterral center; 24hour 

psychiatric emergency services; assertive community treatment (ACT) 

services; mental heallh outpatient services tor children, families, and adults; 

mental heallh day treatment centers tor adults; substance abuse treatment 

and prevention; rehabilitation workshoplday programs for developmentally 

disabled persons; limited residential services; counseling and diagnostic 

services; psychosocial rehabilitation; case management; rape crisis and 

emergency response services; vocational services; substance abuse services 

for persons in the county jail; recreational drop in centers, respite services tor 

adults and children; OBRA nursing home screening and monitoring; and infanV 

toddler Part H (Early On) services.

The Macomb County MSU Extension is the non-formal education program of 

Michigan State University. Enabling legislation in 1914 created the Extension 

Service with cooperative funding from Federal, State and local dollars. This 

funding is delivered through the nationwide land grant university system. MSU 

Extension helps people improve their lives through an educational process 

that applies knowledge to critical issues, needs and opportunities. Educational 

programs are provided in agriculture and horticulture, natural resources, family, 

youth (4H), child care, nutrition and housing. Specialists at Michigan State 

University support County staff with technical research, information and 

services.

The Macomb County Parks and Recreation Department, under the authority 

and gUidance of the Parks and Recreation Commission, follows the County 

Recreation and Open Space Plan to provide parks and recreation services at 

the County level. The Department oversees the operation of Freedom Hill

The Personnel-Labor Relations Department is responsibie for administering 

all personnel activities, including overseeing the recruitment and selection of 

qualified applicants for vacant posrtions, administering fringe benefit programs, 

maintaining fringe benefit and employee records, reviewing and analyzing 

classilication and compensation information, coordinating staff training 

activities and monitoring the bUdgetary position count. The Department has 

the responsibility for negotiating and administering labor agreements wrth

The Wills and Estates Division is involved with the general administration 

of estates, as well as jurisidiction over inter vivios (living) trusts and 

testamentary trusts. The Court appoints guardians and is involved with the 

ongoing affairs of guardianship and conservatorship for both minors and 

legally incapacitated adults. As a pUblic service for a nominal fee, the Court 

accepts Last Will and Testaments of County residents for storage. The Mental 

Division accepts petitions and holds hearings on the hospitalization of those 

individuals who are in need of mental health services, and appoints guardians, 

when necessary, for those minors and adults who are found to be 

developmentally disabled. The Juvenile DiVision, commonly known as 

Juvenile Court, handles cases of delinquent, neglected, or abused children. 

The County operates a Youth Home in connection with Juvenile Court. Probate 

judges are elected for six-year terms on non-partisan ballots.

The Probation Department has two divisions which supervise persons placed 

on probation by either Circuit or District Court. The Probation Department 

enforces the compliance of individuals with the statutory terms of their probation, 

as well as any additional terms ordered by the Courts. 

MACOMB COUNTY DISTRICT AND MUNICIPAL COURTS 

The District Court has exclusive jurisdiction of all civil litigation up to $10,000 

and also handles garnishments, eviction proceedings, land contract forfeitures, 

and other proceedings. For criminal cases, the District Court conducts 

preliminary examinations in felony cases and handles all misdemeanors where 

punishment does not exceed one year in jail including arraignment, sentence, 

and setting and acceptance of baiL Civil infractions are also handled in 

District Court. A Small Claims Division for certain civil claims is provided in 

the District Court. District judges may appoint magistrates. The magistrates 

may set bail and accept bond in criminal matters, accept guilty pleas, sentence 

for traffic, motor carrier, dog, game, snowmobile and boat law violations, 

and issue arrest and search warrants. Attorney magistrates may hear Small 

Claims cases. Magistrates may, at the direction of the Chief Judge. perform 

other duties allowed by statute. 

Municipal Court civil jurisdiction is limited to $1,500. Its criminal jursidiction 

is similar to District Court. Municipal judges must be lawyers, residents, and 

electors of their cities. They are paid by the municipality and are elected for 

four-year terms as provided by City Charter. They are part-time jUdges and 

may practice law outside of the Court room.
