Publisher/Editor, The Town Common Letters to the Editor provide a useful way of communicating concerns, issues, or suggestions to all members of the community. Rowley citizens thought last year’s selectmen’s promotions of “citizen un-query” at their meetings were bad until they found out something at the annual town meeting. Pets, Animals, Plus The latest “Special” meeting held June 18, 2018, was a correction meeting to re-appropriate previously appropriated funds for the school budget. They overturned the popular vote! Health & Fitness The water board approved an emergency services contract in 2016 and again in 2017 with a local contractor. Prevailing wage was the main issue. Their (the selectmen and water boards) contractor provided a nonvalid bid. They awarded it once, then twice anyway to their favorite. Unfortunately, the Attorney General’s office didn’t see it that way. They awarded the contract to who “leaglly” should have been awarded contract. The selectmen lost, their “favorite contractor” lost, the ratepayers lost!!!!!! The legal representation cover-up fees were extensive. The selectmen’s “validators”, the finance committee and the accounting department didn’t get it!! Where was the treasurer department in their duty? “They” approved contract, why??? You know!!!! You’re not “stupid”!!!! They seem to have your confidence, and “they” should! They have your complete support because “they” are your elected public officials. Their one of “us” right!!! They are “you”? Or are they? Wait a minute, “you” wouldn’t know about this unless you’re reading this letter!!!!! Now that the selectmen run the water board and thus, “They” are running the town!!! They run it, you don’t. You just pay and pay and pay without question! They include the public library. They recently pressed charges preventing an elderly voter from using the facility for a year. He asked too many questions! They also lend out our public facility for after hour political slander fests. This use of a public facility by “they” was heard August 21 at Salem Superior court. The outcome decision will hopefully be the identification of “they” who opened the doors, got a function room at our expense and used our town lawyer to hide the names of those who are privileged enough the receive blessings under the guise of intellectual pursuits. Since when is gathering illegal petition signatures an intellectual pursuit? They depend upon your vote. At the last election, their 86 special’s group (regulars at the special or town meetings / them) overturned 750+ voters!!!!!!!!!!!!!! Also, I would not be surprised that if some of them, I mean they, loose at the next election, they will run a special!!! Rowley has “theyitis”!!!!! Ms. Griffiths started at the Library on September 17. She has a Master of Science in Library and Information Science from Simmons College (now Simmons University) with a specialization in Youth Services. Her BA from Salve Regina University was in English and Film Studies. She is looking forward to getting to know the Rowley Library Community, planning programs and services for children, families, and teens, and increasing and promoting library materials and services. The result: the site at 104 Haverhill Road, behind a tall brick wall, has been in ownership limbo and a thorn in the side of a succession of city leaders for more than three decades. The city could have taken the property for the $800,000 Microfab owed in back taxes, but “we don’t have the money to clean it up,” Gray said. He estimated that the total cleanup would be in the tens of millions of dollars. The only good option for the city was to have the site listed on the EPA’s National Priorities List, more commonly known as Super Fund sites. The city had built a good relationship with the EPA when the federal agency got involved in helping the city with its Lower Millyard Toxic Microfab Building May Be Coming Down Soon projects. That helped secure the designation of the Microfab property as a SuperFund site. But there was a snag. EPA was not authorized to pay for tearing down the multi-story, 48,000- square-foot manufacturing building on the site. EPA will only clean up its contaminated soil and water. “The building’s on us.” Gray said. Thus, the cleanup of this property has been on hold for several more years. Now, thanks to state Rep. Jim Kelcourse, R-Amesbury, and his friends in the state legislature, there is light on the horizon for this environmental nightmare. Concerned “about the health and safety of the people of Amesbury,” Kelcourse persuaded the legislature to appropriate $1 million this year in the environmental bond bill to pay for demolishing the building. Once the building is gone, EPA can send in a team to begin developing a long-term plan. “I’m very excited to get that money for the building demolition in the environmental bond bill,” Kelcourse said. He credited the inclusion of the funds in the bill to his good relationship with House Speaker Robert DeLeo, a Democrat. Now that the legislature has approved the funds, it is up to Gov. Charlie Baker has to release them. Kelcourse said he is confident he can persuade Baker to sign off on the $1 million. The city is crossing its fingers that building may be found to be contaminated with asbestos and other toxins. That might entice the EPA to help with federal funds. “Once we tear it down, we’ll know what we have,” Barrasso said. “The state has already spent millions (on this site),” the mayor said. In 1991, DEP installed a groundwater recovery and treatment system, but that only prevented more contaminants from leaking at the site. The contaminants in the soil, groundwater and surface water persist. For the future of this site, the mayor and Barrasso see great opportunities, at least for LEIGHTON’S HEATING & COOLING Inc.
