DPW Reports: Ashland’s Supplemental Water
Not Likely Until Summer of 2019
By Cynthia Whitty
The process of securing a permanent
supplemental water supply
for fire protection and drinking
water continues, according to Department
of Public Works(DPW)
Director Doug Small.
Small reports that the following
steps have been completed so
far:
• Town Meeting approved
Outdoor Water Restrictions
• Town Meeting approved
Ashland becoming a member
of the Massachusetts Water
Resource Authority (MWRA)
• Inter-municipal Agreement
(IMA) was approved between
the Town of Southborough
and the Town of Ashland for
transporting water from the
MWRA using the Water Distribution
System in Southborough
• Engineering and Design of
Southborough system upgrades
90 percent complete
• Section of Water Main replaced
and upgraded on Oregon
Road in Ashland
• Environmental Impact Report
Finalized and submitted
to the State for review
• Massachusetts Environmental
Policy Act Office (MEPA)
approved and certified the
proposal of supplementing
our water supply by accessing
the MWRA water system
• Massachusetts Water Resource
Commission (WRC)
voted unanimously to move
into the public hearing phase
for the inter-basin transfer.
“We need to get through the
following major steps to secure
supplemental water,” Small said.
The steps are:
• WRC will vote on September
20 on whether or not to approve
the connection
• Permit needed from the
Massachusetts Department
of Environmental Protection
(DEP)
• MWRA approval needed
to allow Ashland as a new
community to be part of the
MWRA system
• Assist the Town of Southborough
in procuring a contract
for the construction of the
system upgrades in Southborough
Construction.
“This [connection] has been
a very long and tedious journey,”
Small said. “We are not out of
the woods yet. Fortunately, we
had a lot of rain over the summer.
Hopefully, we will have the
permanent supplemental water
connection in place by July 1,
2019. It is difficult to say with all
of the hurdles that still exist. After
that, we need to focus on finding
a way to lower the cost of disposing
of the town’s wastewater.”
