M/I Homes of Chicago caused a significant stir with some residents when it first appeared before the Plan Commission in August. The proposed Southpointe development for the Dunn Farm property, which would be located on 136 acres of land along Cedar Road between 159th and 163rd streets, would include retail space, as well as housing, and invoked the ire of some neighboring residents due to its higherthan-standard residential density. The Plan Commission voted 3-2 in August to approve the plan on the condition that the developer make efforts to reduce the unit density and conduct studies on school, traffic and fire district impacts. At the meeting, the developer came before the board with an updated plan which addressed many of the commission’s original concerns. The updated plan, which includes townhomes and single-family residences, reduced the proposed housing density from the originally 8.9 units per acre to 6.71 units per acre. This was achieved by reclassifying about eight acres of the development’s property from conservation area to open developed space, reducing the number of rear-loaded townhomes from 115 to 104, eliminating eight single-family homes and shifting the development within the site slightly to the east. Additionally, 11 frontloaded townhome units were added to the development, but all townhome buildings were capped at four units, instead of the original proposal, which was a mix of four, five and six unit buildings. The updated plan hopes to use the Conservation Development and Design standards for the subdivision, although it would still require a few variances. As part of the update, the developer increased the minimum lot size for each building from 10,800 square feet to 12,000 square feet. This is lower than the Village’s standards of 15,000 square foot minimum but meets the conservation standards. However, many of the other conservation standards are not able to be completely fulfilled. The plan provides 40 acres of the property, approximately 29.5 percent of the total area, as conservation area. This far exceeds the minimum amount of 20 percent set by the standards; however, the standards also require that 90 percent of the lots within the subdivision directly abut part of the open space, something that, given the layout of the property, this development could never achieve. Currently, about 40 percent of the lots in the subdivision would back on the open space. Additionally, the standards require a minimum 30-foot vegetative or landscaping buffer contained in a separate lot shall be maintained around the exterior of the development on all sides that abut the roadway. Village Director of Planning & Zoning Vijay Gadde explained that, technically, the developer has met this standard. All the lots in the subdivision have at least 30 feet of landscaping between the buildings and the roadway; however, the buffers are considered part of the lots and not a separate parcel of land. This is another variance the developer would hope to have made for the plan. Generally, the board expressed satisfaction with the work M/I had done to accommodate the Plan Commission’s requests, but one change was less popular than the original layout.
