India, in all three asset classes and to start training for COP and give COP<br />
accordingly.<br />

It is the far-sightedness along with unblemished dedica on for the growth of a<br />
profession which made it possible for IOV to promote and develop a Sec on – 8<br />
(not-for-profit company), i.e.; IOV Registered Valuers Founda on. Having been<br />
incorporated on 19th Dec 2017, it received it's cer ficate of recogni on as an RVO from Dr. M. S. Sahoo,<br />
Chairman, IBBI on 27th Dec 2017 during inaugural session of 48th Indian Valuers Congress organised by<br />
IOV. IOVRVF started its opera on to register members for mandatory educa on course as s pulated by<br />
IBBI to become Registered Valuers in mid March. IOVRVF got its approval of course content from IBBI and<br />
thus started conduc ng batches of students in all three assets classes on 13th May 2018 at Delhi,<br />
becoming first to give the mandatory educa on course in the country. Today, it is our pleasure to note<br />

FIRST CEP TRAINING IN<br />
INDIA BY IOVRVF<br />
Pune branch of lOV celebrated ‘Valuers' Day’ by<br />
organizing full day seminar on 14th October<br />
2018 which was a ended by about 95 persons,<br />
including facul es and guests. This seminar has<br />
been recognized as ‘Con nuous Educa on<br />
Program (CEP)’ by lOVRVF under IBBI<br />
guidelines.<br />
Mr. B. B. Goyal (Chairman of lOVRVF), Mr.<br />
Vishvanathan (GM - State Bank of India), Mrs.<br />
Bhanage (Valua on Expert - Town Planning,<br />
Government of Maharashtra) were the chief<br />
guests.<br />
Shri G. L. Kulkarni, President, IOV (PUNE branch),<br />
welcomed the chief guests and valuers present.<br />
He briefed about IOV, PUNE branch, its<br />
pioneering work in star ng the CEP programmes<br />
and also men oned that Pune Branch of lOV was<br />
the first to start the 50 hours training mandated<br />
by IBBI. He also touched upon the burning issue<br />
of fees paid to the Valuers.<br />
In his inaugural address Mr. Goyal touched upon<br />
latest developments in valua on field and<br />
challenges posed by those developments before<br />
the valuers fraternity. Mr. Vishwanathan<br />
emphasized on the need of valua on reports<br />
prepared on the realis c basis, having kept in<br />
view their usefulness to the banks and financial<br />

ins tutes . Mrs. Bhanage explained intricacies of valua on for<br />
compensa on in respect of land acquisi on and clarified that ASR<br />
are not mandatory to be followed for es ma ng fair market<br />
values.<br />
The first technical session was taken by Shri R. M. Bhave on the<br />
topic of Liquida on Valua on. The second presenta on was by<br />
Shri Chaphalkar and Ms. Sayali Sandbhor on the topic of Ar ficial<br />
Intelligence. The third session was by Shri Yogesh Pa l,<br />
Coordinator of Pune branch of IIISLA. He discussed various<br />
aspects of insurance valua on. The last technical session was<br />
taken by Advocate Saralkar who gave prac cal and<br />
knowledgeable advice regarding transfer of proper es.<br />
lOV Pune branch had conducted Introductory Course in Valua on<br />
at D. Y. Pa l College of Engineering. The students and HoDs also<br />
a ended this seminar. The cer ficates of studentship were<br />
distributed to those students.<br />
Mr. B. B. Goyal then delivered valedictory lecture in which he<br />
touched upon various issues related to valua on. He<br />
congratulated Pune branch organisers for successfully arranging<br />
the seminar.<br />
A er the high tea session, seminar cer ficates were distributed to<br />
the a endees and the proceedings of the seminar were<br />
concluded.<br />

50 HOURS MEP BATCH FOR VALUERS<br />
Since IOVRVF’s first batch ll today, we have already conducted 57<br />
batches in different loca ons of India for our aspirant valuers. The<br />
number of students ge ng trained with IOVRVF has increased<br />
from 1,600 since last month to XXXXX ll date. We have received<br />
more than 320 number of applica ons for IBBI registra on ll<br />
date.<br />
More than 63 people have passed the IBBI’s examina on and got<br />
registered as a ‘Registered Valuer’ in the field of valua on.<br />

FIRST CERTIFICATE OF PRACTICE (COP)<br />
TRAINING STARTED IN NEW DELHI<br />
We successfully organised our first one day COP Training for our<br />
esteemed ‘Registered Valuer Members’ in New Delhi on 28th<br />
September, 2018 at IOVRVF office, Mukherjee Nagar. It is a<br />
mandatory training which was a ended by ‘XX’ number of valuers<br />
and they will be receiving their COP cer ficates soon.<br />

Cabinet Minister of Corporate Affairs, Shri. P. P. Chaudhary along<br />
with our Managing Director & CEO Shri Vinay K. Goel (IOVRVF)<br />
unveiled our Newsle er in the field of valua on in India, on 30th<br />
August 2018 in New Delhi.<br />
Shri Ni n Lele (Vice Chairman, Council Member IOV, Pune) and<br />

50 HOURS EDUCATIONAL PROGRAMME IN VALUATION<br />
MODIFICATION IN OUR FEE STRUCTURE<br />
IOVRVF’s fees structure is going to change with effect from 31st of<br />
March 2018.<br />
Currently, there is a discount of 20% for all IOV fellow members in<br />
their course fees for 50 hours MEP. A er 31st of March 2018, the<br />
course fees will be flat 26,000/- for members or non-members of<br />
IOV. Anybody registering themselves before 31st of March will<br />
only be ge ng the discounts.<br />
Mock test is ac vated for those who have completed the<br />
50 hours classroom training.<br />

AND VALUATION) THIRD AMENDMENT<br />
RULES, 2018<br />
In exercise of the powers conferred by sec ons 247 to be read with<br />
sec on 469 of the Companies Act, 2013 (18 of 2013),<br />
the Central Government hereby makes the following rules further<br />
to amend the Companies (Registered Valuers and Valua on)<br />
Rules, 2017; namely: .<br />
1) (a) These rules may be called the Companies (Registered<br />
Valuers and Valua on) Third Amendment Rules, 2018.<br />
(b) Those shall come into force on the date of there publica on in<br />
the Official Gaze e.<br />
2) In the Companies (Registered Valuers and Valua on) Rules,<br />
2017 (herein a er referred to as ‘the said rules’),<br />
in rule 11, for the figures, le ers and word ‘30th September, 2018'<br />
occurring at both the places, the figures, le ers and word ‘31st<br />
January, 2019, shall be subs tuted. .<br />
3) In the said rules, in rule 14, in clause (f), for the words ‘one<br />
year’, the words ‘two years’ shall be subs tuted.<br />

Government is planning a separate legisla on for registered<br />
valuers so that they get a be er valua on of bankrupt companies<br />
under the insolvency process. Speaking at Confedera on of<br />
Indian Industry’s (CII) conference on insolvency and bankruptcy<br />
code in Mumbai, Corporate affairs secretary Inje Srinivas said<br />
“proper valuers are the cri cal missing link in the process now as<br />
most of the insolvency professionals are poorly equipped being it a<br />
new area for them.” He said, “the nascent insolvency and<br />
bankruptcy code is stabilising and it has a robust legal framework<br />
but the weak area is the lack of experience of the insolvency<br />
professionals.” He also said, “40 largest NPA accounts were sent to<br />
various Na onal Company Law Tribunals (NCLTs) which together<br />
cons tute around 40 per cent of over 11 trillion rupees of bad<br />
loans.”<br />

by IOVRVF. Every registered valuer member of IOVRVF is required to earn minimum mandatory credit of 12 CEP hours in a year, failing which his<br />
Cer ficate of Prac ce shall not be renewed. A member is awarded CEP credit hours by the IOV-RVF based on the learning ac vi es undertaken<br />
