ECA Review/ T.Huxley Harvest season finally coming to an end Terri Huxley ECA Review Most farmers are breathing a sigh of relief as weather has changed for the better over the past two weeks. As reported by the Provincial Government on Oct. 16, very small quantities of harvest progress was achieved as frost was prevalent. Many who saw a small window of opportunity to continue combining were taking off tough or damp crops that kept the aeration bins busy. Over 95 per cent of peas are in the bin with the exception of Peace Region which has only 66.9 per cent as cold and snow kept most producers out of their fields. However, this past week saw a large jump in numbers as 46.7 per cent of crops harvested in Alberta moved up to 78 per cent. Region 2, the region that covers from Rimbey to Airdrie to Coronation to Oyen, reported 75 per cent of crops are off the ground as of Tues. Oct. 23. Recent higher temperatures and warm winds helped aid farmers in their harvest, allowing them time to get into the fields. The fields that were previously flattened by snow are proving to be difficult to pick up and are slowing down machines. TK Ranch Custom Meat Processing Located south of Coronation, AB Canola is on par with the major crops at 73 per cent harvested and 18 per cent swathed. Peas are essentially harvested. Fall seeded crops are rated at 35 per cent fair and 63 per cent good or better. Surface soil moisture rated as fair is at 14 per cent, good ratings are 60 per cent, and excellent ratings are 24 per cent, with two per cent rated as excessive. Subsurface soil moisture rated poor is 11 per cent, fair at 23 per cent, good ratings at 52 per cent, and excellent ratings are 14 per cent. Livestock producers are happy to be able to finally turn cattle into stubble fields to augment their feed supply. The moisture received in September and early October is now filtering down to a sub-surface level and ratings of good have increased four percentage points. Fewer committees Cont’d from Pg 11 “Everyone gets a chance to get their fingers in all these different areas of how municipalities operate and interact with the ratepayers, different community groups and organizations,” said Simpson. “There is certain boards that, for example the hospital board or the seniors housing board and things like that, they [councillors] would learn how those things operate and it will enhance their ability to perform as an elected official,” Simpson added. The number of committees has been reduced from the previous list. In fall of 2017 there were 66 active committees and appointments while at the end of this year’s meeting, there were 50 committees and appointments as some boards closed after inactivity or council felt their presence was not needed in that specific group. All councillors as well as two county members at large were appointed to the Agriculture Service Board. The two county member at large positions are still needing to be filled. The Fire Intermunicipal Committee will have Deputy Reeve Blumhagen, Coun. Dale Norton, Reeve Schulmeister, and Coun. Maurice Wiart sit on the committee. The Mine Committee will be made up of Deputy Reeve Blumhagen, Coun. George Glazier and Reeve Schulmeister. Coun. Diane Elliott, Glazier, Reeve Schulmeister, Wiart and Paintearth County Development Officer Todd Pawsey will sit on the Municipal Planning Commission, commonly known as MPC. All councillors are sitting on the Municipal Planning Committee. This committee also focuses on the relationship building of Individual Development Plans (IDPs) and Intermunicipal Collaboration Frameworks (ICFs). Blumhagen and Schulmeister will be working on Halkirk’s while the Rural IDPs and ICFs 18104AA0 will be handled by Glazier, Schulmeister and Pawsey. The Safety Program & Risk Control Committee will be made up of Elliott, Glazier, Coun. Tyrrill Hewitt, Chief Administrative Officer (CAO) Michael Simpson, Assistant CAO Brenda Hepp, Director of Corporate Services Roth, Director of Public Works Cooke, Director of Environmental Services Cosens, Development & Community Services Officer Pawsey and Safety Coordinator Hildreth. The Subdivision and Development Appeal Board will have Norton, Walter Pickles, Loren Rodvang, Terry Hepp, Gordon Wakefield, and a secretary. Lastly, the Weed & Pesticide Appeal Board will also have Walter Pickles, Loren Rodvang, Gordon Wakefield, Larry Weber and one County member to be appointed. A number of council appointments were also made. Some of note include the Alberta Rural Transportation Committee, the Battle River Watershed Alliance, BREOC Committee, Canadian Badlands Tourism Association, Castor Housing Authority, Coronation & District Bus Society, East Central Ambulance Association, Parkland Regional Library Board and the Shirley McClellan Regional Water Services Commission. “In the end, council as a whole was satisfied with the results of the meeting and I think they will continue to work together well as they have in the past,” concluded Simpson. Members of the fire department came to a council meeting on Oct. 16 as a delegation asking for some financial backing for the project, specifically Phase 1. Phase 1 focuses on a 20 x 75 feet of additional space which is already in progress. Phase 2 will be to add offices and a meeting room to the back side of the building. The fire department is hoping to start moving into their new hall with more space for equipment soon but a further expansion is required for it all to fit properly. That is why Three Hills Economic Development Officer Jacqueline Buchanan was at Council Oct. 22 with news of the town receiving a $60,000 matching grant. The money from the provincial government’s community and regional economic support grant program, will create a plan—a road map—over the next two years to direct economic development for the Town and its public partners. When completed, the town’s economic growth plan will survey positives and negatives in the town’s business climate, define economic growth strategies, and develop a blueprint for land development. “The plan’s information,” said Three Hills Economic Development Office Jacqueline Buchanan at Three Hills Council meeting Oct. 22 with news of a significant provincial grant that will enhance the town’s economic development. Council made a motion at that meeting to contribute an additional amount of $50,000 to the Castor Fire Department beyond what is annually given to support training and equipment needs. “We were asking for any donation we could receive so we’re more than happy,” said Castor Fire Chief Pat Kelly.
