A G r i c u L t u r e E C A r e v i e w Town of SteTTler Heartland Youth Centre budget boosted Terri Huxley ECA Review Winnie Bissett, Director of the Heartland Youth Centre (HYC) along with other members of the organization were in attendance to present council with the current state of affairs on Tues. Nov. 20. The centre used to apply for Family and Community Support Services (FCSS) funding but that line of funding has since changed in the past. Council, at the time, found it appropriate to provide an annual sustainability amount to help keep them afloat which made for a one per cent tax increase. The amount of $40,000 has been given to the HYC ever since. Now, the facility is facing more challenges where their savings account has been dwindling due to operation costs which the account was not intended for. Bissett asked council to consider raising their typical amount of $40,000 to $50,000 for the next few years as costs continue to rise. CAO Greg Switenky has mentioned that the interim budget already includes this new price and found it doable to incorporate. The HYC is committed to looking at more fundraising options but the increase in revenue would help ‘bridge that gap’. Two youth that have grown since participating in the Heartland Youth Centre gave detailed presentations on their experiences with the organization, highlighting the benefits of the organization and the level of authenticity it brings to the community. HYC was also seeking more male mentors to join the Big Brothers, Big Sisters program which the Stettler Lightning Hockey team stepped up to the plate. Council made a motion to accept the $10,000 increase in funding to support the organization. Handi-Bus Society Budget The Handi-Bus Society is no stranger to the highs and lows of ridership in the area. They currently charge $10 per ride for seniors and feel that increasing this rate would affect ridership greatly as seniors are typically on a fixed income. A casino is scheduled for February which they budget a minimum of $10,000 made from it although amounts are typically higher at the $24,000 range. Last year, town funding was increased from $20,000 to $25,000. This year, they requested the same amount. The society is ‘holding our own’ but they continue to fundraise for a new bus as their fleet depreciates. Every six months, the buses are taken to Edgerton as the man who used to service the buses in Red Deer has retired. This has added many extra kilometres to the vehicles. There are still roughly 100 medical trips per year. Many people with the special needs require trips to urban centres as most specialized services remain in these areas. Business License Fees and a Business tax bylaw Each year, council must set the Business license tax fees for the upcoming year. As of the meeting, administration found 43 businesses were on the tax roll which has been consistent for the past three years. This tax brings in $6,450 in revenue for the town on an annual basis. The last time this fee was increased was in 2013 when it jumped from $125 to $150. Council moved all three readings of the bylaw, enacting it with zero changes added. Stettler RCMP warn of pyramid scheme Submitted The Stettler RCMP has recently obtained information on an illegal scheme being conducted in Stettler commonly referred to as a ‘Gift Cloud’. The premise of this scheme is that people are invited to participate in what’s considered a gift sharing group in which each participant will provide an amount of money that will be put in a ‘pot’ that will be given to the person at the ‘top’ of the pyramid and be removed from the group. Once this happens, the group will split into two with participants moving ‘up a level’ and those below are encouraged to recruit additional people to continue the cycle again. Some common themes involving this scheme are: • Participants are often told to keep their involvement secret, the money is called a ‘gift’, • Participants are told the ‘Gift Cloud’ is not illegal because the money involved is considered a gift, • Participants are told their involvement is helping others in need, • Names suggesting the group is for a greater good. Some names within Alberta have included ‘Prosperity’, ‘Women Empowering Women’ and ‘Gift Cloud’. These schemes often target women, but there are indications that men’s groups are also in operation. This type of activity is illegal in Canada under the Criminal Code and there have been cases of those involved being charged for a variety of offences. If you find you’ve become involved in this type of situation, the Stettler RCMP would like to encourage you to all the police, Crimestoppers or the Canadian Anti-Fraud Centre at 1-888-495-8501. The Climate Keeps Changing Regardless of your opinions on the hot topic of climate change, as a member of a Rural Electrification Association (REA) you know the climate around rural electric co-ops has changed and continues to change. Some changes have been positive and others detrimental to the long-term viability of REAs. When the Alberta Government encouraged the establishment of REAs, they began popping up all over rural Alberta – 381 REAs began operating from 1947 and on through the ‘60s. From rock and roll to mini-skirts, the 1960s were a time of change and the end of an era for REAs. Growth of REAs stopped by the end of the decade as abruptly as it began. Suddenly, disco was popular, REAs began to sell, and the REA world was concerned with staying alive. One hundred sixty-six REAs sold during the 1980s. The electricity industry became more complex, members’ lives became busier, and finding volunteers for boards was like trying to find Waldo. C H A N G E W I L L C O N T I N U E T O H A P P E N In the 80s, as “where’s Waldo” became a common phrase, some REAs chose amalgamation as an alternative to selling out. Twenty-five REAs recognized the dangers of the changing climate in which they were operating and chose to amalgamate. Their actions protected their REAs and equipped them to be viable into the future. They recognized the benefit of strength in numbers and were able to pool resources to offertheir members even better service. The climate had changed but they responded proactively to address the threats and opportunities. The World Economic Forum recently published an article about how farmers in Sicily adapted to climate change. 1 They grew lemons and oranges for generations, but global warming created alterations in the weather and temperatures that affected growing conditions. Instead of clinging to the old tentacles of history and refusing to accept change, these farmers began to introduce other types of crops. Soon, they were growing mangoes and papayas in the former lemon groves. They adapted – they looked for options and seized opportunities. Like those farmers, REAs and the AFREA continue to adapt, consider options, and seize opportunities. Our response to change is more important today than at any other time in the last sixty years. The climate for REAs continues to shift. Climate change discussions are common place and provincial and federal climate change policies are triggering changes within the REA world. C H A N G E C A N N O T B E I G N O R E D Legislative change, alternative energy, community generation, micro-generation, and a capacity market are just a few of the changes REAs and their members face in 2018 and beyond. Change cannot be ignored. It will not go away. As history shows, the pace of change only increases. We must always be open to ways to adapt and thrive within the changing climate of rural Alberta and the electricity distribution industry. The truck, described as a lifted 2008 four-door black Dodge Ram 3500 model, was last seen heading southbound on 49 Street near 50 Avenue in Castor. Trailer theft Suspects entered an oil lease site southeast of Coronation sometime between Nov. 19 at 4 p.m. and Nov. 20 at 7:45 a.m.. Suspects hooked-up an unknown vehicle to a 40-foot black gooseneck trailer and hauled it off the property. The trailer was carrying 100 joints of DRYLAND CATTLE TRADING CORP. Career Day for Theresetta Cont’d from Pg 1 The Theresetta Student Executive picked Career Day for the first Spirit Day of the year and the Theresetta students did really well dressing to impress in their future possible career choices. One of the fun things about being a teacher is thinking about where students will be 20 years from now, and Career Day helps bring that idea a little closer. Junior bankers Junior ATB was hosted at the school again on Nov. 22 with 29 deposits made and the grade 4 workers did a great job accommodating all of the customers. Boston Slemp was the winner of the monthly gift card draw while Jadyn Lefebvre and Jillian Heidecker took home some smaller prizes. Operation Christmas Child Theresetta students gathered their annual donations of Operation Christmas Child shoe boxes. A generous 42 boxes was collected to send off to brighten the Christmas morning of many children. Learning all about cookies The Kindergarten class attended class for their first Monday of the year on Nov. 19. They are now coming to school three full days a week.
