glenviewlantern.com news the glenview lantern | January 10, 2019 | 3 Glenview Village Board Minimum wage, sick leave vote delayed due to absent trustees The board plans to vote on draft ordinances Jan. 15 Chris Pullam Freelance Reporter Glenview residents filled the Village Board meeting on Thursday, Jan. 3, to address trustees before they voted whether to adopt Cook County’s minimum wage and sick leave ordinances, effective July 2020, but Village President Jim Patterson postponed the vote because only four members of the seven-person board were in attendance. Since ordinances require four votes to pass, the margin “would not allow a difference of opinion,” according to Patterson, meaning a single dissenting board member could torpedo the ordinances even if the full board would’ve passed them. Instead, Patterson said the board would take up the issue during its Tuesday, Jan. 15 meeting so more trustees could take part in the discussion. Trustees Jenny, Karton and Hinkamp joined Patterson at the Jan. 3 meeting. Trustees Karim Khoja and Philip O’C. White were absent, and the seventh seat is temporarily empty following former trustee Scott Britton’s election to the Cook County Board of Commissioners. If the ordinances pass on Jan. 15, the board will take a final vote on the issue at What’s at stake? Had the Glenview Village Board taken up the issue, trustees would’ve voted ‘yes’ or ‘no’ on two draft ordinances, according to the meeting’s agenda: - As currently presented, the first ordinance would establish an effective date of July 1, 2020, to amend Section 22-14 of the Code to apply Cook County’s minimum wage ordinance within the Village’s corporate limits until such time that the State of Illinois may amend the Illinois Minimum Wage Law. Upon any such amendment to State law, these local ordinance provisions would be automatically repealed, thereby making the State of Illinois’ minimum wage the effective minimum wage within Village limits. - As currently presented, the second ordinance would establish an effective date of July 1, 2020, to amend Section 22-15 of the Code to apply Cook County’s sick leave ordinance within the Village’s corporate limits until such time that the State of Illinois may amend the Illinois Employee Sick Leave Act. Upon any such amendment to the Act, these local ordinance provisions would be automatically repealed, thereby making the State of Illinois’ sick leave law the effective sick leave law within Village limits. the following meeting on Tuesday, Feb. 7. Still, many residents accepted Patterson’s offer to address the present board members regarding the minimum wage and sick leave ordinances; they spoke for more than 70 minutes. “The Village Board has a responsibility to each and every one of its constituents, from the wealthy to the marginalized, but especially responsibility to the marginalized,” Tony Happ Dautel, of Glenview, said. “The people of Glenview made their desires clear through referenda. They want a living wage for their neighbors. … If a business cannot pay a living wage, there’s something wrong with the business model.” A representative from Congresswoman Jan Schakowsky’s office also urged the board to adopt the ordinances. But multiple Glenview business owners reiterated their fears that adopting the ordinances would negatively effective business — potentially fatally. Village President Jim Patterson delayed the vote until the board’s Thursday, Jan. 15 meeting because only four trustees were in attendance. Trustees Karim Khoja and Philip O’C. White did not attend the meeting and the board’s seventh seat is currently vacant following Scott Britton’s election to the Cook County Board of Commissioners in November. As ordinances require four votes to pass, Patterson delayed so that all six trustees can fully discuss the ordinances and vote on Jan. 15. Better Government in Glenview The three candidates running as the Better Government in Glenview Party — Cathy Wilson, Tom Greenhaw and Dia Morgan — released a statement in which they said they were “disappointed” by the board for “kicking the consideration down the road again.” “It seems the Village Board is doing everything it can to ignore the overwhelming support for the Cook County minimum wage ordinance supported by 75 percent of Glenview voters and the paid sick leave ordinance supported by 82 percent of Glenview voters,” the statement reads. All three Better Government in Glenview candidates urged the board to opt into the ordinances, while Greenhaw blasted the board. “The elected leadership in Glenview failed us again tonight,” Greenhaw says in the release, reiterating his opinion that the trustees “ignored the will” of Glenview voters. “Our elected leaders need to show up, listen to residents and vote on these important issues. Their continued failure to do so on such an important issue is deeply troubling.” Independent Benjamin Polony Independent Village Board candidate Benjamin Polony, 19, backed the board’s decision to postpone the vote but said “it is the duty of the board to opt us back in” to the ordinances, due to the vast majority that supported the ordinances in November. “The decision to postpone the vote was in good order due to the lack of one trustee being present and another seat still vacant,” Polony said. “Ideally, this minimum wage/sick leave-time issue should be handled at the state level, especially now that the Democrats will have total control of the government. However, the job of an elected official is to represent the people who elected them.” Citizens for Glenview The three candidates running under the Citizens for Glenview banner — Mike Jenny, Mary Cooper and Chuck Gitles — each supported the board’s decision to delay the vote as it will provide for more thorough discussion without delaying the potential implementation of the ordinances. Please see vote, 10 Jenny, the only candidate who currently holds a seat on the board, said he looks forward to the board’s full discussion and vote on Jan. 15. “Having a fully informed complement of Village trustees and the opportunity for the greatest representation to be present for the vote is best for the Village,” Jenny said. Gitles, who currently serves as president of the Northbrook/Glenview School District 30 Board of Education, praised Village President Jim Patterson’s “strong leadership” for delaying the vote, while Cooper said “having the input of all trustees” on the ordinances is important.
