HEALTH
Continued from page A1
Barry Whitsell, chief executive
officer of Village Northwest
Unlimited in Sheldon, said the
organization has not experienced
any cuts to programs or
services as a result of managed
care organizations, or MCOs,
taking over.
However, that does not mean
there have not been frustrations.
Whitsell said the biggest
problem the Village has had to
deal with is the timeliness in
which its gets paid for providing
services.
“Managed care organizations
are slow in paying you
for services provided,” he said.
“They are paying an average
17 days slower than the state
of Iowa was paying in the past.
At the end of the month, we
bill for services. Typically, the
state would pay within 30 days.
MCOs are paying in 47 days.”
Whitsell equated it to an
employee’s paycheck being
moved from every two weeks to
every three weeks.
The nonprofit executive
office.
Becker, who is set to replace
Schreurs on Jan. 1 as the county
attorney, proposed the idea of
combining her and Schreurs’ parttime
positions into one full-time
role to board members on Nov. 20.
“I know that one of the concerns
that had been raised and that I’ve
been made aware of was potentially
going full time right off the
bat,” Becker said.
If the supervisors select to switch
said it takes a long time to get
repairs for wheelchairs.
“I equate that to you and I
as individuals, when our car is
not working properly, we get it
fixed so we can ambulate in our
cars,” Whitsell said. “Without
a car, we can get rides from
others, but really we want our
cars to be fixed promptly. Personalize
that to wheelchairs.
A person in a wheelchair that
is broken cannot be separated
from their wheelchairs. Therefore,
they need to be able to get
timely repairs to their wheelchairs.”
is dealing with denials handed
down by the MCOs, especially
for wheelchair equipment. One
example is the lap tray for a
person’s wheelchair.
“They send denials as far as
Since different companies
are multiple sets of policies that
the addition of another MCO
SALARY PROPOSAL:
Part-time assistant O’Brien County
attorney Rachael Becker looked at
what other counties — Cherokee, Clay,
Dickinson, Lyon, Osceola, Plymouth
and Sioux — in the region are paying
their attorneys for the 2018-19 fiscal
year and came up with an average
salary of $102,168.
She is being paid an annual salary of
$39,552, while part-time O’Brien County
attorney Micah Schreurs is making $69,808
a year. She proposed a salary of $99,500
for a full-time county attorney’s position.
Becker based that proposal on her work
experience — she became a part-time
assistant county attorney in May 2017 —
and the county’s population size.
She previously noted that all of her
experience as an assistant county attorney
has occurred in O’Brien County.
“I’m aware of how our county works and
who our players are and who to contact,”
said Becker, who will replace Schreurs as
the county attorney on Jan. 1.
If the board of supervisors decide to make
the county attorney’s position a full-time job,
she also proposed that:
g The person who fills a part-time
assistant county attorney position — Becker
recommended Katie Morgan of rural Archer
— be paid a salary of $50,000. Part-time
assistant county attorney Lori Kolpin, who is
based in Aurelia, is paid a salary of $34,402.
g Full-time legal assistant Jillian Jager
be given an increase in her salary from
$42,500 to $49,500. She received a salary
increase earlier this year from $40,000.
g A new full-time legal assistant be hired
at a salary of $39,000.
Becker said the 2018-19 fiscal year
budget of $240,000 for the county
attorney’s office would be able to
accommodate the proposed salaries.
COMMUNITY
Randy Kruse, Sheldon’s Farm Bureau Financial Services representative, knows the
importance of community. He was born in Sibley and mostly grew up there with a
good-sized family of siblings, grandparents, aunts, uncles and cousins.
Kruse also appreciates Sheldon, a community where he has made his home and
built a business for more than 20 years.
Interestingly, it was an auto accident in 1995 that made Kruse aware of the
importance of community. The collision was so severe Kruse was forced to undergo
extensive therapy and consider changing to a less physically demanding career.
He gives State of Iowa Vocational Rehab the credit for his career change. He’d
enrolled in a career evaluation test as a part of his ongoing recovery. The test showed
that he was well suited for sales and customer service.
Next, a newspaper ad led Kruse to the Farm Bureau office in Primghar. It was there,
in 1999, that he began to learn the financial services field. In 2004 Kruse opened his
own Farm Bureau Financial Services office in Sheldon.
“One key role the community plays is protecting its people and their property,”
says Kruse. “That is why you have a police and fire department, a water treatment
department and a street department to clear the snow following a heavy storm.”
“A committed, professional financial advisor does the same thing,” adds Kruse,
“but on a more personal level. I offer full-line insurance protection – home, auto,
farm, disability, various life insurance packages and specialized health insurance for
individuals under 65 and those over 65.”
Plus, as a financial advisor, Kruse is qualified and licensed to provide a full line of
investment services including mutual funds and annuities.
Kruse says Sheldon is a wonderful place to live and raise a family. He has a son and
a daughter and his long-time girlfriend, Lisa Story, has two daughters and a son.
“There is much for a family to do here,” he says, “and the school system is excellent!
It’s nice, too, that we have a community college in the city to give quality, lower cost
educational opportunities to students of all ages.”
“We can find just about anything we need locally,” says Kruse. Sheldon is definitely
one of the best possible communities for those looking to raise a family as well as
retire.”
Whether retiring or just starting a marriage and family, personal financial
protection is important. Kruse is pleased to be able to serve so many in Sheldon with
exactly the coverage and planning they need at the exact time they need it.
