to be a television or radio announcer?<br />

The Greater Newburyport<br />

Community Media Hub, (NCM<br />

Hub), formerly PortMedia, has an<br />

offer you can’t refuse.<br />

NCM Hub, a non-profit<br />

organization that broadcasts on three<br />

local television channels and on Joppa<br />

Radio at 96.3 FM, is looking for several<br />

“Engaged Citizens” to volunteer to be<br />

a host on a morning radio show that<br />

serves greater Newburyport.<br />

Sarah Hayden, executive director<br />

of NCM Hub, said last week she is<br />

looking for six or more volunteers to<br />

rotate as hosts of the show. “I hear<br />

from people who say they would<br />

like to be on the radio. Now is their<br />

chance,” Hayden said.<br />

Those who wish to hewn their skills<br />

broadcasting from a well-equipped<br />

studio adjacent to the Newburyport<br />

Senior/Community Center, should<br />

commentary and discussion on local<br />

issues and interviews with public<br />

interesting guests. It would supplement<br />

NCM Hub’s existing line up of<br />

televised broadcasts of city council and<br />

school board meetings, state legislative<br />

meetings and federal programs, plus<br />

a variety of other programming that<br />

includes local parades, a boating show,<br />

authors reading chapters of their<br />

latest novels and most recently the<br />

Metropolitan Opera.<br />

This call for volunteer DJs is an<br />

opportunity born of adversity.<br />

An unexpected $25,000 reduction<br />

in income combined with an existing<br />

$21,000 budget shortfall resulted in<br />

the inability for NCM Hub to fill a<br />

key position and brought about the<br />

end of the WJOP Morning Show<br />

hosted by veteran radio personality<br />

Win Damon, who had broadcast the<br />

early morning show for the last year<br />

and a half.<br />

Damon joined Joppa after WNBP<br />

radio station, where he had been a<br />

staple for local listeners for years, was<br />

sold to Bloomberg Radio.<br />

FIRST ESSEX LEGISLATIVE<br />

DISTRICT – It is a rare occasion<br />

that Jim Kelcourse walks from his<br />

legislative office around the corner<br />

of Pleasant and Green streets to the<br />

Post Office without stopping to shake<br />

several people’s hands, get a pat on<br />

his back or listen to a problem from a<br />

constituent.<br />

Entering his third term as the<br />

state Representative for Amesbury,<br />

Newburyport and Salisbury,<br />

Kelcourse seems very comfortable in<br />

his role, a Republican in the middle<br />

of an overwhelmingly Democraticcontrolled<br />

legislature. The very tall,<br />

affable Kelcourse seems to navigate<br />

easily the waters of Beacon Hill,<br />

building relationships with the<br />

Democratic House leadership, while<br />

staying close to the state’s Republican<br />

governor.<br />

Unlike the U.S. Congress and the<br />

President these days, Kelcourse said,<br />

“The Massachusetts Legislature works<br />

well together on a bipartisan basis.<br />

By working together we accomplish<br />

a lot.”<br />

He said he has enjoyed working the<br />

last four years with state Sen. Katherine<br />

O’Conner Ives, a Democrat who<br />

retired from the Senate this year. And<br />

he is looking forward to working with<br />

a former House colleague, state Sen.<br />

Diana DiZoglio, another Democrat,<br />

who was elected to fill her seat.<br />

“I have been blessed to work<br />

with two great senators. Katie was<br />

wonderful, and Diana is terrific. I<br />

have worked with Diana in the House<br />

and am looking forward to her being<br />

our senator,” Kelcourse said.<br />

time to be running for office as<br />

“This is a busy office,” he said, in<br />

his one-room office on Green Street.<br />

“Constituent service is a lot of what<br />

we do every day.” The job of a state<br />

legislator, along with his aide Kelsey<br />

Crowley, is “a lot like a customer<br />

service department,” he said.<br />

In preparation of the legalization, Rowley selectmen approved the planning<br />

board’s “designated areas Health within Rowley” to & run Fitness<br />

the “Pot Parlors”! Now selectmen<br />

Cliff Pierce (x-planning board chairmen Pierce????) led that charge! Rowley, led<br />

by Chairman Pierce, has greased the skids for 5 establishments to proffer from<br />

pot sales in Rowley. No other community has 5 approvals for DRUGS!!!! Essex<br />

County has <strong>16</strong> approvals from the state CCC, 5 are from Rowley. Thanks Cliff<br />

or is it you, Bob, Bob & Dave (the 4 deciding votes)?<br />

The permitting process in Rowley is in question???? Why are they allowing 5<br />

“drug dispensaries” in our little Hummel of a community without consideration<br />

to “us”, especially our kids??? Why did it get this far in the process? Why did the<br />

selectmen support the planning board’s recommendations on a designated area<br />

for “drug” sales????? Everyone knows that Rowley selectmen or any other town is<br />

exempt from prosecution from the Commonwealth of Massachusetts no matter<br />

what they do. That includes stopping this!<br />

It must be money!<br />

You see it! FIVE applications are into “Rowley” and have been slated for<br />

selectmen approval. Other communities are in for 1-2 establishments, not 5!<br />

Rowley is slated to be a “Mecca” of drug dispensaries. Are the selectmen thinking<br />

the 3% sales income (per last years’ town meeting vote) is worth it? Markup for<br />

drugs is greater than 3%, just ask the mafia! Where is the other ??% going????<br />

Smoke “em” up Rowley! We got to pay for the public safety building(s), safety<br />

up-grades to Pine Grove school, Prospect Hill up-grades, water department<br />

up-grades, selectmen salary up-grades, or any salary increases deemed fit by the<br />

personnel board. The personnel board is the “chief of staff” for the ARMY of<br />

ROWLEY of course! Time to get another Petition going Mo!<br />

It’s “Rowley”! The target for every applicant, outside contractor, engineering<br />

firm, vendor and any entity who wants to make “extra” money. “They pay well<br />

in that town”!!!<br />

The budget cuts were caused by<br />

lower payments to the city due to<br />

an accounting adjustment to their<br />

bundled packages by Comcast Xfinity.<br />

The fees were cut this year and are<br />

continuing to decline, Hayden said.<br />

The number of Comcast and<br />

other cable company subscribers are<br />

declining as they opt out of cable<br />

packages instead preferring to view<br />

programming on various streaming<br />

services.<br />

About 2,000 community television<br />

stations across the country are being<br />

further threatened by the prospect of a<br />

Federal Communications Commission<br />

ruling that would allow cable companies<br />

like Comcast and Verizon to deduct<br />

the costs of “in kind services” they<br />

provide to local governments, schools<br />

and community access centers from<br />

the franchise fees they have agreed to<br />

pay cities and towns.<br />

The fees, authorized in <strong>19</strong>96 federal<br />

legislation, are paid in return for having<br />

the exclusive franchise to broadcast<br />

programming and collect subscriber<br />

fees in that municipality.<br />

If approved, the FCC could force<br />

municipalities to decide if they will<br />

continue to receive cable franchise<br />

fee revenues or continue community<br />

media access operations, wrote Gerard<br />

Lavery, a partner in the law firm of<br />

Best, Best & Krieger.<br />

The result of the budget cuts is that<br />

community media “is just not the<br />

schools and transportation monies<br />

for the school districts.<br />

Kelcourse, who graduated from<br />

Amesbury High School, said he has<br />

already talked with the chairperson<br />

of the education committee to ensure<br />

the schools in the district have enough<br />

money to fill budget gaps. But he also<br />

is focused on providing teachers with<br />

funds to acquire new technologies.<br />

He said he has already been assured<br />

by Gov. Charlie Baker’s office that<br />

school funding, Chapter 70 money,<br />

will be increased this year. He noted<br />

that the formulas for school funding<br />

need to be revised, since they have<br />

been the same since <strong>19</strong>93.<br />

A Kelcourse favorite is the Early<br />

College program, where high school<br />

students can work with Northern<br />

Essex Community College to<br />

complete courses that allow them to<br />

graduate from two-years of college at<br />

the same time they walk across the<br />

stage at their high school.<br />

He said he is seeking $100,000<br />

for Northern Essex to continue that<br />

program, which saves students twoyears<br />

of expensive college tuition.<br />

The former Amesbury city councilor<br />

is also concerned about the rising costs<br />

of housing in the district, which is<br />

making it harder for the elderly to stay<br />

in their homes and for young people<br />

to live in northeastern Massachusetts.<br />

At the same time, he lists as a top<br />

priority funding for food banks like<br />

a volunteer, board advisor and now<br />

executive director of the Newburyport<br />

community media for 25 years. “The<br />

cable companies are very big and very<br />

powerful, and they get to do whatever<br />

they want.”<br />

In the past, Comcast paid<br />

Newburyport 4.3 percent of the<br />

revenues collected from city residents<br />

who are subscribers. The fees are<br />

capped at 5 percent.<br />

NCM Hub gets approximately<br />

$330,000 a year of that fee, which<br />

pays for the salaries of two full-time<br />

staff, a few part-time employees and<br />

summer interns, plus the purchase<br />

and maintenance of its broadcast<br />

equipment and technical support.<br />

The community media centers get<br />

no federal funding.<br />

NCM Hub has streamlined its<br />

operations in anticipation of cable<br />

cord cutting. Hayden and her team are<br />

also being creative in developing new<br />

programs that cost little, but still fulfill<br />

the mission of community media.<br />

For example, Hayden has created<br />

PortMedia Open Studios for members<br />

to host interviews at their convenience<br />

without of the need for extensive<br />

training, finding their own crew and<br />

making a weekly time commitment.<br />

PortMedia Open Studios are “noedit”<br />

shoots to streamline the process<br />

of content production so information<br />

can be quickly shared with the<br />

community and not delayed by the<br />

The other priorities involve<br />

funding for infrastructure. He said<br />

Newburyport Mayor Donna Holaday<br />

frequently asks him for money to pave<br />

streets and sidewalks. He is proud that<br />

he secured $1 million for the city of<br />

Newburyport to help pay for drainage<br />

improvements and is working to get<br />

the governor’s office to release those<br />

funds.<br />

The most vexing infrastructure<br />

problem in the district is rebuilding<br />

several large wastewater treatment<br />

plants that are not in his district and<br />

some are not even in the state. When<br />

major storms hit the Merrimack River<br />

Valley, the rain often overwhelms<br />

the capacity of wastewater treatment<br />

plants upriver in Lawrence and<br />

Lowell, but also in Manchester and<br />

Nashua, NH.<br />

He co-sponsored a bill last session<br />

to require cities upriver to notify<br />

on a timely basis towns and cities<br />

downriver when raw sewage is being<br />

released into the river. That bill did<br />

not pass last year, but Kelcourse is<br />

determined to join in the effort to pass<br />

the bill this year and to work with the<br />

state and federal governments to fund<br />

long-term solutions for the sewage<br />

problem.<br />

“I grew up on the river,” he said.<br />

from 6:30 to 8 p.m. the community is<br />

invited to express themselves through<br />

one of the planned innovative civic<br />

activities.<br />

In an era dominated by emails and<br />

text, one of these activities is Write<br />

Night, a time when members and<br />

anyone else can visit the studio to write<br />

a letter, postcard or thank you note.<br />

She even has the stamps.<br />

Every third Thursday night, NCM<br />

Hub holds Constitution Night, where<br />

members and friends can discuss<br />

political issues with others who may<br />

hold a contrary opinion.<br />

Community media centers are the<br />

backbone of American democracy,<br />

Hayden said. “Local TV was started to<br />

make sure that people have freedom of<br />

speech and to make sure corporations<br />

don’t own the airwaves.”<br />

Avenues of expression such as local<br />

news and community access centers<br />

are more vital than ever, and it is time<br />

for citizens to get engaged to make<br />

themselves heard, she said. “We’re<br />

here to let people have a voice in their<br />

community.”<br />

Engaged Citizen Memberships for<br />

Residents cost $45 for adults, $25 for<br />

seniors and students, grades eight to<br />

<strong>12</strong>. Memberships for organizations is<br />

$100. Any non-Newburyport resident<br />

pays an additional $10.<br />

“The Merrimack is cleaner now,”<br />

thanks to the federal Clean Water Act.<br />

“It is a beautiful resource that we all<br />

can enjoy,” he said.<br />

But he concedes rebuilding or<br />

moving major sources of pollution<br />

upriver will require a lot of funds and<br />

even more cooperation among public<br />

officials.<br />

Eagle Scout Builds Fire Pit For Local Church<br />

When Matthew Miller’s Eagle Scout Troop planned a Smores’ Night at The First Congregational Church of<br />

Rowley, the success sparked plans for another Smores’ Night.<br />

The troop invited the church youth group, other members of the church, and members of the community.<br />

Together, they enjoyed music, singing, and food in the parking lot of the church. Even though many that attended<br />

requested more events, Matthew and one of his fellow Eagle Scout’s mother, Karen Schmuch, decided these gettogethers<br />

could be improved if the church<br />

had a better venue for such events.<br />

Thus, Schmuch suggested Miller build a<br />

permanent fire pit.<br />

“I thought about this and realized how<br />

great an idea it would be to build a permanent<br />

patio with permanent benches and a real fire<br />

pit to have gatherings around, and that the<br />

church could even invite members of the<br />

community to come to gatherings at the fire<br />

pit, for a good sense of community bonding<br />

and happiness,” Miller said.<br />

Looking back, Miller said he never<br />

imagined how much work it would be,<br />

and how much he would learn from it. The<br />

original one month plan extended to three<br />

months, and the time and energy it required<br />

surpassed what Miller thought. He recalled,<br />

The project included hundreds of hours<br />

of work from Miller and members from all<br />

corners of his community, over a<br />

thousand dollars in donations and<br />

supplies, including donations from<br />

Pearson’s Hardware, Bentely Warren<br />

Trucking, Georgetown Building<br />

Supply, and Miller’s church. Miller<br />

is immensely proud of his work,<br />

grateful for all he learned, and happy<br />

to help his community.<br />

I recently had the opportunity<br />

to do some dental hygiene<br />

appointments for a hygienist who<br />

was out for a family emergency.<br />

While at first I was not particularly<br />

excited about doing this because<br />

I have my own busy schedule, I<br />

have to say, it was both gratifying<br />

and eye-opening.<br />

Typically, when I check a<br />

patient after a hygiene exam, I am<br />

examining clean teeth and will<br />

briefly discuss any concerns the<br />

patient or the hygienist has. But<br />

on this day, I got to spend much<br />

more time with patients who I<br />

normally only see for five minutes<br />

after they see the hygienist.<br />

My first patient was a 20-yearold,<br />

very pleasant and bright<br />

young man, who has not had<br />

to spend very much time in<br />

“my” chair. As I read through<br />

his chart to look at the notes<br />

the hygienist had made from<br />

previous appointments, I noticed<br />

that there had been repeated<br />

discussions about his homecare.<br />

As we started our appointment, I<br />

realized I was up against the same<br />

issues the hygienist had seen on<br />

previous appointments.<br />

I asked this young man, “When<br />

was the last time you brushed your<br />

teeth?” He replied, “It’s been a few<br />

days because I have been busy.”<br />

Of course, I had the reaction that<br />

you are probably having right<br />

now – how in the world can you<br />

go a few days without brushing<br />

your teeth? As I worked my way<br />

through the plaque and heavy<br />

bleeding due to inflammation<br />

from the debris, we talked about<br />

the Bruins game we both watched<br />

the night before.<br />

I know what you thinking – If<br />

you have the time to watch the<br />

Bruins, you have the 2 minutes<br />

it takes to brush your teeth – I<br />

thought the same thing. However,<br />

instead of approaching it this way<br />

and trying to convince him that<br />

he needs to work on his priorities,<br />

we discussed some of the health<br />

consequences of long-term<br />

inflammation as he gets older. We<br />

will have to see if this discussion<br />

had any impact on him the next<br />

time he comes in.<br />

Another patient I saw was an<br />

adult woman who has also spent<br />

little time in “the back” with<br />

me. Over the past few years, the<br />

hygienist’s notes had indicated a<br />

history of severe headaches and<br />

jaw muscle tension as well as my<br />

recommendation to consider a<br />

nighttime appliance. She took<br />

daily medication to manage her<br />

headache issues and even had<br />

occasional injections to treat her<br />

symptoms.<br />

On this day she was in severe<br />

muscular pain. In addition to<br />

completing her dental hygiene<br />

services, I had the opportunity<br />

to do a more complete exam and<br />

have a more in depth discussion<br />

about her problem. In spending<br />

more time with her I was also<br />

able to ask more questions and<br />

learn much more about her<br />

symptoms and possible etiology.<br />

We discussed her concerns about<br />

moving forward with treating<br />

both her headaches and looking<br />

further into some sleep related<br />

issues which could be causing<br />

her other symptoms. She is still<br />

reluctant to move forward with<br />

my recommendations because she<br />

feels her issues are from another<br />

origin.<br />

Changing our habits, like<br />

brushing habits, or making a<br />

change to improve any aspect of<br />

our health is difficult for many.<br />

My experience with these two<br />

patients, as well as other patients<br />

I saw that day, reinforced that<br />

making a change is often not as<br />

easy as just briefly mentioning it.<br />

It is important for providers and<br />

patients to take the time to discuss<br />

what the barriers are that are<br />

holding them back from making<br />

improvements in their health.<br />

Time is the most important gift<br />

a health care provider can give.<br />

The Harsh Reality of Social Security<br />

The start of the New Year means<br />

having to face just what our 2.8 percent<br />

Social Security increase really means. I<br />

had done the math: my 2<strong>01</strong>8 Social<br />

Security plus the welcome 2.8 percent<br />

increase equals the benefit amount for<br />

2<strong>01</strong>9. There would be more money to<br />

spend, I assumed.<br />

Here is where it actually stands:<br />

Groceries -- Last January I saved<br />

all my grocery receipts for the<br />

month so I would have a list of what<br />

everything cost. It’s only been a year,<br />

but everything has gone up. Not one<br />

single item has gone down in price.<br />

Housing -- Two months ago, the<br />

notice arrived about rents going up<br />

$20 on Jan. 1.<br />

TV/Internet -- The monthly cost<br />

of cable TV and Internet service rose<br />

over $30. I called and threatened to<br />

cut the cord, and they suddenly found<br />

a deal that brought the increase down<br />

$20.<br />

Electric -- The power company just<br />

announced a 13 percent increase in<br />

kilowatt-hour costs.<br />

Miscellaneous -- On the occasional<br />

expense end of things, my favorite<br />

shirt, which I wear out and then<br />

replace every year, went up $10. Oil<br />

changes are up $15.<br />

The sum of all this means that I’m<br />

actually worse off than I was last year.<br />

Many of us are in this same situation.<br />

Over 20 percent of married couples<br />

and over 40 percent of singles have<br />

Social Security for 90 percent of their<br />

income. We not only aren’t adding<br />

to emergency savings, we’re barely<br />

hanging on.<br />

I’ll include as many cost-saving tips<br />

in this column as I can this year. But<br />

if you haven’t retired yet, spend 2<strong>01</strong>9<br />

practicing living on only the amount<br />

you’ll get from Social Security. Use<br />

every extra dollar to pare down debt<br />

or add to your savings.<br />
