The Plan sidesteps the “No Man’s Land problem” with this recommendation: “The Plan Commission expresses the hope that through the appointing of a competent committee in conjunction with Kenilworth that ways and means may be found to annex or control the land....“ • Oct. 19, 1922: Myron Sparr, who wants to upgrade his hot dog stand, was denied a permit to connect to the Wilmette water main. The reason for the denial was Wilmette’s distaste for roadhouses in No Man’s Land. Sparr, who also manages the movie theater in Wilmette’s village center, is threatening to tap into the main despite the denial. Wilmette officials say they’ll cut off the main entirely if he does. Meanwhile, Standard Oil is threatening to sue the Village if water service to its filling station is discontinued. • Oct. 23, 1922: Beach Manor Improvement Co., a Chicago syndicate, announced that it will organize No Man’s Land as a separate village called “Beach Manor” and build three tall apartment hotels there. Skeptics predict the project won’t go forward because Wilmette refuses to supply water to this type of building, and the syndicate’s plan to obtain water from artesian wells probably won’t work. • June 30, 1927: Legislation that would have allowed Wilmette to annex No Man’s Land without the territory’s consent was defeated in the Illinois Senate by a vote of 16 “yes,” 13 “no,” and 20 abstentions. Passage required 26 “yes” votes. The defeat of this legislation will enable developers to proceed with various projects that many North Shore residents regard as undesirable. • July 7, 1927: Roxana Petroleum Corp., a unit of Shell Oil, has leased property on Sheridan Road for a gas station. Roxana pledged that it would design its station in the old-English style rather than its customary yellow and red style. The old-English-style probably won’t placate angry North Shore residents. The Cottage roadhouse, 1440 Sheridan Road, is at the bottom left, above the bluff. Sheridan Road runs behind it in this photo. To the north, below the bluff, is the Breakers Beach Club. Further north, also below the bluff, is Vista del Lago. At the upper left, a private street, Spanish Court, runs west from Sheridan Road to Tenth Street. On the right side of Spanish Court is a long row of stores with apartments on the second floor of the far section and a garage behind it. Beyond the row of stores, at the corner of Spanish Court and 10th Street, is the three-story Spanish Court Apartments. Not visible in the photo is Teatro del Lago, opposite the stores across Spanish Court. Note the expansive beach.
