It is my great pleasure, on behalf of my fellow councilors and our wonderful<br />

staff, to extend Christmas Greetings to all the residents of Clarenville. It is indeed<br />

appropriate during this festive season to take time to reflect on all our<br />

blessings. The citizens of Clarenville should be very thankful for the town that<br />

they have built. It is a community we can be proud of and a place where we can<br />

truly enjoy our families, friends and neighbours.<br />

As we celebrate this holiday season, I hope that you will find time to spend with<br />

your family and friends. I remind you to remember the needy, the sick, the elderly,<br />

those in hospital, and those who live alone. I believe that the greatest gift<br />

we can exchange this season and in the coming year is to assist and serve one<br />

another. Love and giving are hallmarks of this most wonderful time of the year!<br />

At this time I want to reflect briefly on the past year, and shed some light on<br />

what we can expect in the coming year. With the installation of the new playground<br />

equipment that has finally arrived, the Elizabeth Swan Park is in the<br />

final stages of completion. That project, with the new splash pad, has exceeded<br />

our expectations, and we appreciate your rave reviews and your kind compliments.<br />

This park is truly a fitting tribute to Elizabeth Swan, a pioneer sports<br />

builder in Clarenville.<br />

In March, for safety reasons, your Council was forced to reduce the traffic<br />

to one lane on the Shoal Harbour Causeway bridge. We are still exploring<br />

engineering and funding solutions to that problem. There is no inexpensive<br />

answer, and any solution will require provincial and federal government assistance,<br />

as the bridge is part of the old Cabot Highway.<br />

The traffic lights installed on Shoal Harbour Drive near Scotia Bank have finally<br />

addressed traffic issues in that area. Some work remains to be done with the<br />

traffic lane re-alignment, and traffic engineer recommendations will soon be<br />

considered by Council.<br />

With Gas Tax money and our annual budgeted Road Improvement Fund, we<br />

have been able to recap a large portion of Memorial Drive, Manitoba Drive<br />

and Shoal Harbour Drive which are the major thoroughfares in our town.<br />

These streets carry the bulk of our traffic and must be regularly maintained.<br />

I am pleased that by using our own funds and staff, Baggs Place has been completed.<br />

New water and sewer, storm drainage, curb and pavement have made<br />

that area a beautiful cul-de-sac. Thank you to the residents for your patience<br />

during the long periods of inconvenience. Likewise, Taverner Place has received<br />

a major overhaul with new services provided to that street.<br />

It was heartwarming to see such a large turnout at our War Memorial on November<br />

11th. This was a special occasion, as it marked the 100th anniversary<br />

of the ending of World War I. It was a very fitting show of respect for those<br />

who fought for, and in many cases gave their lives for, the freedom we enjoy<br />

today.<br />

Engineering work is now underway, and Council should be able to call tenders<br />

for work on Cormack Drive and Prince Street early in 2019. This work, which<br />

is long overdue, will bring major improvements in that part of town.<br />

As stated many times before, we have outgrown our present fire hall. Our fire<br />

department requires a more modern facility to carry on the excellent services<br />

which they continually provide to our residents. In that regard, we have now<br />

moved to the detailed design stages of a new facility to be located across from<br />

Kent on O’Mahony Drive. The Town of Clarenville takes great pride in the appearance<br />

of its facilities as civic assets. To that end, we have given thoughtful<br />

consideration to the proposed architecture of this new building in the design<br />

process. Assuming we are able to obtain tender prices in the range of the<br />

town’s affordability, construction could begin by mid-summer 2019.<br />

To conclude, from my family, your Council and our dedicated Town Staff, we<br />

wish you and your family all the love and blessings of the season. We look<br />

forward to working together to accomplish even more in 2019 as we strive<br />

diligently to make Clarenville an even better town.<br />

udget 2019<br />

Over the past several weeks, Council and senior<br />

staff have been working diligently on the<br />

2019 Town of Clarenville Budget. Concerns<br />

and suggestions taken from the pre-budget<br />

consultations and the community as a whole,<br />

have been taken into consideration as part of<br />

this challenging process. The final 2019 Budget<br />

will be presented by Councillor Paul Tilley,<br />

Chair of Finance, on December 18th at 4:30pm.<br />

Town of Clarenville Community Updates - <strong>2018</strong>/2019<br />

Public Works update<br />

<strong>2018</strong> was a busy year for the Town of Clarenville’s Public Works Department as works were completed<br />

on Baggs Place, Balbo Drive, Manitoba Drive, Memorial Drive and Taverner Place. The<br />

combined investment to the Town’s infrastructure upgrades was approximately $2,100,000.00<br />

and equates to:<br />

• 1,050m of new watermain/sewers<br />

• 5.21 lane km’s of new road asphalt<br />

• 1,600m of new concrete curb<br />

• 700m of new concrete sidewalk<br />

snow clearing<br />

Reminder to residents that vehicles are not permitted<br />

to be parked on the roadway during the<br />

winter season as they may hinder or impede the<br />

ploughing and/or removal of snow or ice from<br />

the streets. All such vehicles are subject to towing<br />

and/or ticketing by the RCMP. Also, residents<br />

and businesses removing snow from their property<br />

must do so such that it does not impede<br />

traffic or neighbouring properties. The Town of<br />

Clarenville wishes to thank residents for their<br />

attention and cooperation to this matter.<br />

Recreation and healthy living are key to a healthy and<br />

prosperous community. The Town of Clarenville is committed<br />

to community wellness. This year, not only have<br />

we continued to invest in our recreation facilities, we<br />

have adopted a healthy eating policy in Town facilities,<br />

and we have also committed resources towards improved<br />

mental health.<br />

Councillor John Pickett is chairing the Town’s health and<br />

wellness initiative and that involves working with health<br />

professionals, members of the community and community<br />

wellness groups in developing and supporting efforts<br />

to help make our town a leader in health and wellness.<br />

The Town has committed to improving communications. Towards this end, in <strong>2018</strong>, Council committed<br />

to build a new website and broadcast all public meetings of Council using Facebook Live.<br />

In early 2019 the Town of Clarenville will roll out its new website. (www.clarenville.ca) This site<br />

will feature an easy-to-use interface that will work on any device.<br />

Through the Town’s Offical Facebook Page, you can watch and interact with the biweekly public<br />

meetings of Council. An added feature is that all of these live meetings are archived for later<br />

viewing, any time and from any place. The response to these broadcasts has been outstanding -<br />

with an average of over 500 views per broadcast. Tune in and participate!

<strong>2018</strong> highlights<br />

fire department update<br />

On the weekend of September 28th to October 1st hundreds of firefighters from across the province<br />

decended on Clarenville for the Newfoundland and Labrador Association of Fire Services annual<br />

convention. Hosted by the Clarenville Fire Department, the convention included seminars,<br />

demonstrations, a trade show, banquet and memorial service. The event was a great opportunity<br />

for discussion and learning.<br />

CONGRATULATIONS to the members of the Clarenville Volunteer Fire Department! They have<br />

been named the <strong>2018</strong> Muscular Dystrophy Canada - Newfoundland & Labrador Fire Department<br />

of the Year!<br />

With the Christmas season upon us the Clarenville Fire Department reminds everyone to avoid<br />

overloading electrical outlets and power bars. Follow the instruction on your electrical lights and<br />

decorations and use only CSA (Canadian Standards Association) approved lights. Overloading<br />

electrical circuits can cause fire. The entire Clarenville Fire Department would like to wish the<br />

residents of Clarenville a Happy Christmas and Joyous New Year and all look forward to serving<br />

the community in 2019.<br />

Elizabeth Swan Park<br />

For over 30 years, Elizabeth Swan Park has served as the heart of many of our community events.<br />

Over the past 5 years, the Town has put a concerted effort into upgrading and modernizing Elizabeth<br />

Swan Park. A combined investment in excess of $2 million has allowed the construction<br />

of a new chalet, splash pad, playground, cook house, paved parking lot, concrete walkways and<br />

an upgraded concert venue. The grounds have been completely redone with trees, grass and a<br />

half-kilometer fully accessible paved walking track. In spring 2019, the playground will be completed<br />

and the Town will host the Grand Opening ceremony on Canada Day 2019. We look forward<br />

to seeing you at the Park!<br />

50 Years of the bare mountain star<br />

Bare Mountain is one of the prominent features of the Clarenville’s skyline. It towers<br />

some 156 meters above Clarenville’s harbour. You can reach the peak of Bare<br />

Mountain relatively easily along the Bare Mountain hiking trail that can be accessed<br />

at numerous points in the town. At the top, you can overlook most of the town, Random<br />

Island and Smith Sound as it leads into Trinity Bay.<br />

Beyond Clarenville residents, people are familiar with Bare Mountain because of the<br />

prominence of the large star that sits at its top. Each Christmas season the star is<br />

lit - making it visible from the Highway many kilometers beyond Clarenville’s boundaries.<br />

The Bare Mountain Star was a 1967 Centennial project of the Town of Clarenville.<br />

The original Centennial Star was designed, welded, wired and assembled by students<br />

and faculty in drafting, carpentry, electrical, welding and pipefitting programs<br />

at Clarenville campus of what is now College of the North Atlantic .<br />

That original star stood as a treasured Town feature for almost 30 years. After it was<br />

destroyed in a windstorm, the Town had a larger new star constructed to replace<br />

the original. Today the Bare Mountain Star stands as a symbol for the Town and a<br />

beacon at Christmas.<br />
