According to the Resolution of the Council of
Ministers No. 157-A/2018, of 27th October, this
latest programme ‘Safe Villages - Safe People’ outlines
a self-protection measure for the population in the
event of a rural fire affecting people and their homes.
Following a recent meeting between Safe
Communities Portugal and the Secretary of State for
Civil Protection, a publication in English has been
produced that covers a number of important topics
including action to take:
if a fire approaches your
home; if you get
surrounded by a fire; if
you are near a fire; if you
are confined inside a
building, and action in
case of evacuation. For
those living in high risk
areas the recommendation
is to have an
evacuation kit available.
Although this may sound dramatic, it is a fact that
fires have been gradually encroaching into rural areas
over the last few years hence the change of name from
‘forest’ to ‘rural’. It's therefore better to be prepared.
In addition to the leaflets, an on-line video with
English sub-titles is being produced by the ANPC
supported by SCP and will be available for download
from the ANPC and Safe Communities websites.
In some high risk villages, mainly north of the A22,
awareness sessions are being conducted by the
municipal civil protection and GNR, showing escape
routes and assembly points should a fire break out.
Contact the local Câmara and or follow their Facebook
page to check if one will be held near you. Signage in
these areas is also being put in place.
The leaflets can be downloaded in English from the
SCP website www.safecommunitiesportugal.com. Go to
‘Civil Protection’ – ‘Rural Fires’ and then ‘Rural Fire

Property Transfer Tax
When transferring immovable property, it is
important to take into consideration
certain aspects of the transaction both for the
party transferring as well as the party acquiring.
In spite of the taxes of the transaction, notarial and
registry costs being borne by the purchaser, it is no less
important to the vendor to take into consideration
whether the transfer of the immovable property is
subject to the payment of income tax on the gain. This
varies if the sale is carried out by an individual or by a
society.
An individual person is subject to the payment of
capital gains tax, benefiting from an exemption if the
property in Portugal was classed as their primary
residence and the obtained gain on the sale is applied to
the acquisition of another primary residence in the space
of 36 months (or dating back 24 months if the onward
acquisition has already been made) within the European
Union. Bear in mind that with Brexit completed, British
citizens may be excluded, depending on the negotiations.
If the vendor doesn’t make an onward purchase, the
rate to be applied shall be one resulting from the table of
the IRS (Personal Income Tax), considering our IRS Code,
of which only 50% of the value of the gain is considered
for the purposes of applying the rate for residents in
Portugal. However, the Supreme Court of Justice, in
judgement of 03.02.2016, has already considered this to
be a breach of the European Treaty and consequently
ruled that it must be applied to all European citizens
whether residing or not in Portugal.
It is an interesting matter deserving the utmost
attention to those who perform any real estate
transaction.

Archaeological
Association

The Algarve Archaeological Association (AAA) is a
non-profit association formed in 1983 by an
international group of residents interested in
archaeology in the Algarve and history in general.
The objectives of the AAA are to encourage a wider
appreciation of international archaeology and history
with special emphasis on Portugal and the Algarve
and to assist with archaeological projects and
preservation of ancient sites.
Members and friends of the AAA have recently
enjoyed a variety of activities, including a Spring Lunch
at São Domingos Restaurant in Galé, which provided a
great opportunity for members from both ends of the
Algarve to meet up, enjoy great food, good company and
a fun quiz which ended in a ‘tie-break’.
Members also enjoyed a four-day trip to the town of
Castelo de Vide in the Portalegre district of the Alentejo.
The area around the town is well known for the purity
of its water, and the granite geology of the region is
particularly stunning with huge granite outcrops
dominating the landscape. The group made a tour of the
town, visiting the castle and the Jewish quarter with its
narrow, hilly streets of old houses and synagogue. During
the trip the group visited the nearby Roman town of
Ammaia, where it is possible to see the extent of this
once important and impressive town through the use of
geophysical surveys and the construction of a model.
There is an excellent on-site museum which has a video
about the town and its development, along with displays
of artefacts recovered from the site which provide
evidence of the day to day activities of the Roman
inhabitants. It is also possible to see the remains of the
baths, forum and southern gateway of the ancient town.
The group also visited the nearby medieval town of
Marvão which is perched on top of a high granite outcrop
of the São Marmede Mountain.
On the third day of the trip, the group headed across
the nearby border to Spain to Valencia de Alcantara and
made a tour of the town. They also visited examples of
the amazing megalithic monuments in the area which
