It is my ple<strong>as</strong>ure to welcome you to the 42 nd<br />
<strong>Annual</strong> Donald J. Waldon Memorial<br />
Scholarship Banquet. On behalf <strong>of</strong> Iota Alpha<br />
Lambda Chapter <strong>of</strong> Alpha Phi Alpha<br />
Fraternity, Inc., I sincerely thank you for your<br />
continued support <strong>of</strong> this grand event. The<br />
partnership we enjoy with each <strong>of</strong> you and<br />
your generosity make it possible to provide full<br />
academic scholarships to students at Harford<br />
Community College and Cecil College.<br />
The theme <strong>of</strong> this year’s Banquet, “Unifying Communities Through Education,”<br />
illustrates the role education plays in the success <strong>of</strong> those who partake in this lifelong<br />
endeavor. Martin Luther King Jr once said, “The function <strong>of</strong> Education is to teach one<br />
to think intensely and to think critically. Intelligence plus character-that is the goal <strong>of</strong><br />
true education.”<br />
With rising education cost and incre<strong>as</strong>ing difficulties encountered by youth seeking to<br />
better their station in life and secure their future through education, scholarships like<br />
the Donald J Waldon Scholarship are needed more than ever. The Donald J Waldon<br />
Memorial Scholarship h<strong>as</strong> been and will continue to be, with your help, a means by<br />
which students in Harford and Cecil Counties continue to prove that education is the<br />
“steppingstone to greatness” and the key to success.<br />
The members <strong>of</strong> Iota Alpha Lambda Chapter are appreciative <strong>of</strong> and thank you for your<br />
unwavering support in serving the interest <strong>of</strong> African American students and the<br />
collective communities in Cecil and Harford Counties. Ple<strong>as</strong>e peruse this Souvenir<br />

Iota Alpha Lambda Chapter<br />
Brief History<br />
The Iota Alpha Lambda (IAL) Chapter w<strong>as</strong> organized in January 1966,<br />
under the leadership <strong>of</strong> the late Brother Francis Harold Harris and 14<br />
other Charter Members. Alpha Phi Alpha Fraternity, Inc. chartered the<br />
Chapter on November 11, 1966, to serve Maryland’s Harford and Cecil<br />
Counties.<br />

Brother Harris served with distinction <strong>as</strong> the chapter’s first president<br />
from 1966 to 1968. Twenty four Brothers have followed <strong>as</strong> presidents<br />
and led the chapter in promoting Alpha Phi Alpha’s tradition <strong>of</strong> service,<br />

Since its inception, IAL h<strong>as</strong> engaged in programs and activities that<br />
help to stimulate ambitions <strong>of</strong> the less fortunate; to encourage the<br />
highest and noblest form <strong>of</strong> manhood; and to aid local communities in<br />
efforts to achieve more favorable social, economic and educational<br />
status.<br />
Through a variety <strong>of</strong> educational, civic and social action programs, IAL<br />
h<strong>as</strong> visibly demonstrated its commitment to the aims <strong>of</strong> the Fraternity:<br />
“manly deeds, scholarship and love for all mankind.<br />

Of particular significance are:<br />
• The Donald J. Waldon Memorial Scholarship, which provides<br />
full-tuition scholarships at Harford Community College and<br />
Cecil College;<br />
• Support for the March <strong>of</strong> Dimes, healthy babies program;<br />
• IAL’s life membership in the NAACP;<br />
• Support for the annual fundraiser to battle sickle cell anemia;<br />
• Benevolent programs for deserving individuals (youth, adults,<br />
families) in Harford and Cecil Counties.<br />

Memorial Scholarship<br />
The Donald J. Waldon Memorial<br />
Scholarship w<strong>as</strong> established in 1976, in<br />
honor and memory <strong>of</strong> Brother Waldon,<br />
a Charter Member and second<br />
president <strong>of</strong> the Iota Alpha Lambda<br />
Chapter (IAL) <strong>of</strong> Alpha Phi Alpha<br />
Fraternity, Inc.<br />
Brother Waldon served IAL <strong>as</strong><br />
president during 1969-70; and for<br />
twelve years, served the Army and<br />
nation <strong>as</strong> a mathematician and<br />
supervisory operations research analyst at Aberdeen Proving Ground.<br />
Since its inception, the Donald J. Waldon Memorial Scholarship h<strong>as</strong><br />
provided full, academic scholarships to Cecil College and Harford<br />
Community College students. Associate degrees from those schools<br />
continue to propel scholarship recipients toward earning four-year and<br />
advanced degrees and into productive careers.<br />
The Donald J. Waldon Memorial Scholarship is one <strong>of</strong> several nongovernment<br />
sources for financing college level academics in Cecil and<br />
Harford Counties. IAL is honored to be a part <strong>of</strong> this multi-group effort<br />
to enhance the positive development <strong>of</strong> our youth.<br />
The Donald J. Waldon Memorial Scholarship Banquet is the<br />
scholarship’s largest funding source, producing more than $67,000<br />
during the l<strong>as</strong>t 10 years.<br />
IAL is deeply grateful for outstanding support from businesses, groups,<br />
and individuals in our communities. It is fitting to especially<br />
acknowledge Bro. Waldon’s beloved, Mrs. Nannie P. Waldon, for her<br />
39 years <strong>of</strong> encouragement and support.<br />

When things go wrong, <strong>as</strong> they sometimes will,<br />

When the funds are low and the debts are high,<br />
And you want to smile, but you have to sigh,<br />

Brother Steven D. King is the Director <strong>of</strong><br />
Training and Communications for the<br />
Maryland Department <strong>of</strong> Labor, Licensing<br />
and Regulations – Unemployment<br />
Insurance Division. Prior to joining the<br />
Department <strong>of</strong> Labor, Licensing and<br />
Regulations and for seventeen years,<br />
Brother King worked in higher education<br />
<strong>as</strong> a university Administrator and Adjunct<br />
Faculty Member.<br />
Brother King h<strong>as</strong> and continues to<br />
experience and contribute to education<br />
and youth development from multiple<br />
vantage points. His own formal education journey includes earning a B.S.<br />
degree in Communications and Economics from Syracuse University and an<br />
MBA, from Loyola University, Maryland. He and wife, Sheila Briscoe King<br />
(Special Educator in the Baltimore City Public Schools), are the parents <strong>of</strong> a<br />
daughter and a son. Their daughter, Sydney is a senior at the University <strong>of</strong><br />
Maryland- College Park. Their son, Shane is a high school junior and plays<br />
on the varsity football team. Brother King h<strong>as</strong> served <strong>as</strong> a Mentor and<br />
Advisor to various student groups at the universities. He is active in his<br />
church, currently serving <strong>as</strong> a facilitator <strong>of</strong> a Young Achievers Leadership<br />
Program for middle school students.<br />

Brother King’s dedication to Alpha Phi Alpha and to personal development<br />
(youth and adults) is evident in fraternal life, <strong>as</strong> well. He w<strong>as</strong> initiated into<br />
the Alpha Phi Alpha Fraternity, Delta Zeta Chapter, at Syracuse University,<br />
in 1987. He currently serves <strong>as</strong> the Delta Lambda Chapter’s Dean / Director<br />
<strong>of</strong> Membership. He is a P<strong>as</strong>t Delta Lambda Chapter President and Vice<br />
President. He served 9 years <strong>as</strong> the Mid-Atlantic Area V Director - which<br />
serves chapters in Baltimore city and Harford County. He is the Alumni<br />
Chapter advisor for the Sigma Chapter at The Johns Hopkins University. He<br />
is a Life Member <strong>of</strong> Alpha. He is the current Life Membership Chair for the<br />
E<strong>as</strong>tern Region <strong>of</strong> Alpha Phi Alpha, Fraternity, Inc.<br />

Ms. Charalane M. Hoxter<br />
<strong>2019</strong> Honoree<br />
Charalane “Laney” M. Hoxter w<strong>as</strong> educated in the<br />
public schools <strong>of</strong> Wilmington and w<strong>as</strong> a proud<br />
graduate <strong>of</strong> George Gray Elementary School and<br />
P.S. DuPont High School. She w<strong>as</strong> a co-founder <strong>of</strong><br />
the George Grey Elementary Reunion Committee<br />
and an active participant in the P.S. DuPont<br />
Dynamiters reunion. She received her<br />
undergraduate degree from the University <strong>of</strong><br />
Delaware and her M<strong>as</strong>ter’s degree in Education<br />
from West Chester State University. Most recently,<br />
Laney w<strong>as</strong> near completion <strong>of</strong> a Doctoral Program<br />
at Morgan State University.<br />
Laney enjoyed an extensive career in higher education. She held leadership positions<br />
at West Chester State University; Delaware State University; Delaware Technical<br />
Community College; Lincoln University; Jobs for Delaware Graduates; Salem College<br />
and most recently at Cecil College, where she worked for the l<strong>as</strong>t 24 years.<br />
She w<strong>as</strong> the creator <strong>of</strong> “Unity in the Community” which is held annually at Cecil<br />
College. She also led numerous educational programs that brought people together,<br />
such <strong>as</strong> the Hispanic Heritage Month Celebration.<br />
Laney had a p<strong>as</strong>sion for working with young people. She mentored many students<br />
and staff members over the years. Laney w<strong>as</strong> also one <strong>of</strong> the first recipients in the<br />
history <strong>of</strong> Cecil County to receive the Maryland State Teachers Association’s<br />
Community Award.<br />
