It is my pleasure to welcome you to the 42 nd 

Annual Donald J. Waldon Memorial 

Scholarship Banquet. On behalf of Iota Alpha 

Lambda Chapter of Alpha Phi Alpha 

Fraternity, Inc., I sincerely thank you for your 

continued support of this grand event. The 

partnership we enjoy with each of you and 

your generosity make it possible to provide full 

academic scholarships to students at Harford 

Community College and Cecil College. 

The theme of this year’s Banquet, “Unifying Communities Through Education,” 

illustrates the role education plays in the success of those who partake in this lifelong 

endeavor. Martin Luther King Jr once said, “The function of Education is to teach one 

to think intensely and to think critically. Intelligence plus character-that is the goal of 

true education.” 

With rising education cost and increasing difficulties encountered by youth seeking to 

better their station in life and secure their future through education, scholarships like 

the Donald J Waldon Scholarship are needed more than ever. The Donald J Waldon 

Memorial Scholarship has been and will continue to be, with your help, a means by 

which students in Harford and Cecil Counties continue to prove that education is the 

“steppingstone to greatness” and the key to success. 

The members of Iota Alpha Lambda Chapter are appreciative of and thank you for your 

unwavering support in serving the interest of African American students and the 

collective communities in Cecil and Harford Counties. Please peruse this Souvenir

Brief History 

The Iota Alpha Lambda (IAL) Chapter was organized in January 1966, 

under the leadership of the late Brother Francis Harold Harris and 14 

other Charter Members. Alpha Phi Alpha Fraternity, Inc. chartered the 

Chapter on November 11, 1966, to serve Maryland’s Harford and Cecil 

Counties.

Brother Harris served with distinction as the chapter’s first president 

from 1966 to 1968. Twenty four Brothers have followed as presidents 

and led the chapter in promoting Alpha Phi Alpha’s tradition of service,

Since its inception, IAL has engaged in programs and activities that 

help to stimulate ambitions of the less fortunate; to encourage the 

highest and noblest form of manhood; and to aid local communities in 

efforts to achieve more favorable social, economic and educational 

status. 

Through a variety of educational, civic and social action programs, IAL 

has visibly demonstrated its commitment to the aims of the Fraternity: 

“manly deeds, scholarship and love for all mankind.

Of particular significance are: 

• The Donald J. Waldon Memorial Scholarship, which provides 

full-tuition scholarships at Harford Community College and 

Cecil College; 

• Support for the March of Dimes, healthy babies program; 

• IAL’s life membership in the NAACP; 

• Support for the annual fundraiser to battle sickle cell anemia; 

• Benevolent programs for deserving individuals (youth, adults, 

families) in Harford and Cecil Counties.

Memorial Scholarship 

The Donald J. Waldon Memorial 

Scholarship was established in 1976, in 

honor and memory of Brother Waldon, 

a Charter Member and second 

president of the Iota Alpha Lambda 

Chapter (IAL) of Alpha Phi Alpha 

Fraternity, Inc. 

Brother Waldon served IAL as 

president during 1969-70; and for 

twelve years, served the Army and 

nation as a mathematician and 

supervisory operations research analyst at Aberdeen Proving Ground. 

Since its inception, the Donald J. Waldon Memorial Scholarship has 

provided full, academic scholarships to Cecil College and Harford 

Community College students. Associate degrees from those schools 

continue to propel scholarship recipients toward earning four-year and 

advanced degrees and into productive careers. 

The Donald J. Waldon Memorial Scholarship is one of several nongovernment 

sources for financing college level academics in Cecil and 

Harford Counties. IAL is honored to be a part of this multi-group effort 

to enhance the positive development of our youth. 

The Donald J. Waldon Memorial Scholarship Banquet is the 

scholarship’s largest funding source, producing more than $67,000 

during the last 10 years. 

IAL is deeply grateful for outstanding support from businesses, groups, 

and individuals in our communities. It is fitting to especially 

acknowledge Bro. Waldon’s beloved, Mrs. Nannie P. Waldon, for her 

39 years of encouragement and support. 

Don't You Quit 

When things go wrong, as they sometimes will, 

When the road you're trudging seems all uphill, 

When the funds are low and the debts are high, 

And you want to smile, but you have to sigh, 

When care is pressing you down a bit- 

Rest if you must, but don't you quit. 

Life is queer with its twists and turns, 

As every one of us sometimes learns, 

And many a fellow turn about 

When he might have won had he stuck it out. 

Don't give up though the pace seems slow – 

You may succeed with another blow. 

Often the goal is nearer than 

It seems to a faint and faltering man;

Success is failure turned inside out - 

The silver tint in the clouds of doubt,

Bro. Steven D. King, MBA 

Brother Steven D. King is the Director of 

Training and Communications for the 

Maryland Department of Labor, Licensing 

and Regulations – Unemployment 

Insurance Division. Prior to joining the 

Department of Labor, Licensing and 

Regulations and for seventeen years, 

Brother King worked in higher education 

as a university Administrator and Adjunct 

Faculty Member. 

Brother King has and continues to 

experience and contribute to education 

and youth development from multiple 

vantage points. His own formal education journey includes earning a B.S. 

degree in Communications and Economics from Syracuse University and an 

MBA, from Loyola University, Maryland. He and wife, Sheila Briscoe King 

(Special Educator in the Baltimore City Public Schools), are the parents of a 

daughter and a son. Their daughter, Sydney is a senior at the University of 

Maryland- College Park. Their son, Shane is a high school junior and plays 

on the varsity football team. Brother King has served as a Mentor and 

Advisor to various student groups at the universities. He is active in his 

church, currently serving as a facilitator of a Young Achievers Leadership 

Program for middle school students.

Brother King’s dedication to Alpha Phi Alpha and to personal development 

(youth and adults) is evident in fraternal life, as well. He was initiated into 

the Alpha Phi Alpha Fraternity, Delta Zeta Chapter, at Syracuse University, 

in 1987. He currently serves as the Delta Lambda Chapter’s Dean / Director 

of Membership. He is a Past Delta Lambda Chapter President and Vice 

President. He served 9 years as the Mid-Atlantic Area V Director - which 

serves chapters in Baltimore city and Harford County. He is the Alumni 

Chapter advisor for the Sigma Chapter at The Johns Hopkins University. He 

is a Life Member of Alpha. He is the current Life Membership Chair for the 

Eastern Region of Alpha Phi Alpha, Fraternity, Inc.

Ms. Charalane M. Hoxter 

2019 Honoree 

Charalane “Laney” M. Hoxter was educated in the 

public schools of Wilmington and was a proud 

graduate of George Gray Elementary School and 

P.S. DuPont High School. She was a co-founder of 

the George Grey Elementary Reunion Committee 

and an active participant in the P.S. DuPont 

Dynamiters reunion. She received her 

undergraduate degree from the University of 

Delaware and her Master’s degree in Education 

from West Chester State University. Most recently, 

Laney was near completion of a Doctoral Program 

at Morgan State University. 

Laney enjoyed an extensive career in higher education. She held leadership positions 

at West Chester State University; Delaware State University; Delaware Technical 

Community College; Lincoln University; Jobs for Delaware Graduates; Salem College 

and most recently at Cecil College, where she worked for the last 24 years. 

She was the creator of “Unity in the Community” which is held annually at Cecil 

College. She also led numerous educational programs that brought people together, 

such as the Hispanic Heritage Month Celebration. 

Laney had a passion for working with young people. She mentored many students 

and staff members over the years. Laney was also one of the first recipients in the 

history of Cecil County to receive the Maryland State Teachers Association’s 

Community Award.

Laney’s life exemplified her commitment to service. When she wasn’t working at 

Cecil, she was serving the greater community. As demonstrated through her work 

with the Cecil County NAACP as the Second Vice-President and Education Committee 

Chair, Laney was a champion of diversity and social justice. She was also a Board 

Member of the Family Services of Cecil County and very active in her sorority, Delta 

Sigma Theta. 

In short, Laney’s life exemplified public service at the local, state, regional, and 

national levels. She did everything with a kindness and grace that will be remembered 

by everyone she met.
