Demolition planned for West Waterloo Street site
By Linda Dillman
Staff Writer
Property owned by Canal Winchester on
West Waterloo Street, that once housed an
old gas station and a neighboring health
care business, may soon see new life after
action taken by Canal Winchester City
Council.
During its March 4 meeting, council was
introduced to an emergency ordinance
negotiating a demolition agreement with
Franklin County’s Central Ohio
Community Improvement Corporation for
a vacant and blighted house at 26 W.
Waterloo St.
The property was purchased by the city
in September 2017 for $144,352 with the
intent of redeveloping the site together
with an adjoining property where the county
demolished a former gas station under a
similar agreement.
“It will make the entire property more
marketable,” said Councilwoman Jill
Amos.
Development Director Lucas Haire said
the city is working with the COCIC to
demolish and remediate the site. The corporation
is not charging Canal Winchester
for the service.
“It is likely there is asbestos in the
house and remediation of that can be quite
costly,” said Haire.
Councilman Patrick Lynch wanted to
make sure the city was not giving people
the impression they were pushing the demolition
through the system under the emergency
process.
According to Haire, the reason for the
emergency language is eminent redevelopment,
a fundamental step, and the driving
force behind pursuing demolition–a
month’s long process.
While not required, the city is also presenting
the plan to the Landmarks
Commission as a courtesy.
CW Schools’ levy will not raise property taxes
Canal Winchester school district voters face a ballot
issue on May 7 that district officials assure property owners
will not result in new school taxes.
“The most important thing people need to realize is that
this is a renewal,” said Canal Winchester Schools
Superintendent James Sotlar. “We are not asking for any
new money.”
Renewal of the five-year substitute emergency levy provides
more than $6.2 million in revenue, which accounts
for more than 15 percent of the district’s operating budget
new development, residential and commercial without
impacting existing residents.
Because the levy is a renewal, it keeps a 12.5 percent
state tax roll back in place, for which the state continues
to pick up 12.5 percent of a property owner’s school tax.
Canal Winchester Schools Treasurer Nick Roberts said,
since the levy was last renewed in 2014, the collected
amount has gone down two mills as property values have
increased.
“As value goes up, we need less to get to that
$6.2 million,” said Roberts. “This (renewal) will
DEMOLITION
Continued from page 1
“The timing of this is about three months from the
county’s end,” Haire said, “and even more if there is
abatement. We typically don’t allow any demolition
unless there is a redevelopment plan.”
Haire said there is active interest by a developer in
turning the two-parcel site into a mixed-use, multistory
project with residential units above commercial
space below.
“We should have an application before Landmarks
at their March 25 meeting,” said Haire.
In Nov. 2008, after a decades-long struggle, the gas
station site–built in 1975–was demolished with
hopes it would serve as an example of cooperative
redevelopment between the county and the city.
The crumbling structure was removed and village
crews smoothed out the surface. Underground storage
tanks were left in place because funding was not available
at the time to remove them. They were later
taken out by the county in late 2013.
RECYCLING
Continued from page 1
The city paid for standard recycling, but the new
fees–if each container was deemed to be non-recyclable
material–would add over $22,000 to the weekly
bill.
In addition, city crews were routinely dispatched to
pick up the excessive overflow surrounding the bins
pick up new construction values. Once it gets approved, it
(individual tax bill) could be even lower. It can go down
every year with new valuation.”
However, Roberts cautioned if the levy does not pass
now or later in 2019 and expires at the end of the year, the
district will need even more money because the loss will
eat into Canal Winchester’s cash balance. It would also
mean the end of the 12.5 percent state roll back.
“With passage, we don’t expect we’ll need more new
money in the next 10 years,” said Roberts. “2009 was the
last time we asked for new money.”
Washington St.). It is open Monday through Thursday
from noon to 7 p.m. and Friday and Saturday from
Council was told by then Franklin County
Treasurer Ed Leonard in 2007 that, although the
county worked with the prosecutor to get the distressed
property sold at a sheriff’s sale, there were no
bidders. Franklin County then assumed ownership
from the original owner and turned it over to the
COCIC.
The Ohio EPA issued a No Further Action letter in
regard to the site clean-up.
The COCIC spent $283,564 for environmental testing
and remediation, nearly half of which was reimbursed
through a United States EPA grant. The city
spent approximately $21,990 for demolition, sidewalk
repair and tree removal.
The agreed purchase price was $75,000. However,
at closing, the county credited the city against the purchase
price for funds Canal Winchester previously
expended.
dumped there by residents and businesses. The city
was able to recover addressee information from some
boxes and dispatched deputies to the properties to
inform people they could be fined for littering.
The city recycling service ended last June 20 and all
of the bins were removed.

New water meters help in leak detection
By Linda Dillman
Staff Writer
Water meters may not be glamorous,
but replacement of old meters with new
technology throughout Canal Winchester
has an unexpected benefit for utility customers–the
possibility of detecting a leak
long before it translates into an unexpected
bill.
City Water Superintendent Joe Taylor
said the city started the five-year-long
process in early 2017 of switching 3,300 old
meters out and replacing them with new
automated radio meters.
He said the city-wide endeavor is nearly
halfway complete and is expected to finish
up in late 2020 or early 2021.
“The project cost was around $400,000
and was spread over four to five years,”
said Taylor. “There was no additional cost
to the property owners and there was no
rate increase this year.”
In addition to making data collection for
billing easier and faster, Taylor said the
new service alerts the water department
when a property owner engages in water
usage for 24 hours straight. It affords the
“Once we have determined they may
have a leak, we contact the resident or
leave them a door tag,” said Taylor. “It’s
important that residents make sure that
our offices have the correct contact numbers.”
According to Taylor, his department
receives emails regarding leak notifications
a couple of times a week.
While a large, undetected leak under
the new metering system could still result
in a bill in the hundreds of dollars, with the
previous system it could have cost a property
owner thousands of dollars.
“We caught a leak that was 68,000 gallons
over a weekend and the bill was
around $850,” said Taylor. “It was a busted
line in vacant home. If the leak would have
occurred with the old metering system, the
leak would have been around 480,000 gallons
and cost around $5,700 since it wouldn’t
have been detected for another 28 days.”
Taylor said under the old meter system,
it might be as long as 60 days before the
School bus safety bill
On Feb. 25, State Rep. Richard Brown
(D-Canal Winchester) introduced bipartisan
legislation alongside Rep. Gary
Scherer (R-Circleville) to increase safety
for Ohio students by cracking down on
motorists with multiple violations of passing
a school bus with its stop arm activated.
“This common sense legislation will
increase fines and penalties for motorists
who recklessly choose to pass a stopped
school bus,” said Brown. “Rep. Scherer and
I are proud to reintroduce this important
bipartisan legislation to keep Ohio’s
schoolchildren safe.”
Under Ohio law, reckless drivers currently
face a $500 fine and a class-seven
suspension for passing a stopped school
bus, with no increased penalty for a second
offense.
The bill would put Ohio on par with
other states by allowing judges to impose a
$1,000 fine and/or a class-five suspension
of the violator’s license for any additional
offense over a period of five years.
normal consumption. Now, they are able to
pick up increased consumption within a
one-to-five day window.
Even though the system identifies large
leaks, it can detect much smaller ones as
well. Councilman Mike Walker was notified
of a potential problem that could have
added $10 to $20 to his water bill.
“Not only was there a trickle from the
toilet, but we found a trickle from the garden
hose as well,” said Walker, who
received a call from Taylor alerting him to
a possible leak. “I really appreciate the
phone call and it showed me that the system
works. I went right out, fixed the toilet
and tightened up the hose connection.”
While leaks can be detected with the
new metering system, residents are still
urged to pay attention to potential problems
such as a leaky faucet or running toilet.
“A commode can leak a few gallons per
day,” said Taylor. “Contact the water
Facelift for railroad crossing
By Linda Dillman
Staff Writer
The railroad crossing on Canal Winchester’s North
High Street could be getting a facelift if the city works
out an agreement with the railroad, similar to one
upgrading the Gender Road crossing.
The crossing is located near the Queen of the Line
Depot in the local historical society complex.
“We have been in regular contact with the various
rail companies that have owned the tracks over the
years,” said Contract Services Administrator Bill
Sims. “During the 2017 planning efforts with Indiana
& Ohio Railroad about upgrading the Gender Road
crossing, we discussed the other crossings in town as
well.”
While not at a final “go-ahead,” the two entities
have agreed to work together toward making mutually
beneficial improvements at the crossing.
“Once the design work is done and detailed estimates
are prepared, if everything is agreeable with
both parties, we will enter into a detailed formal agreement
to move forward with construction,” said Sims.
The primary reason for the city to pursue the
improvements is safety for vehicular and pedestrian
traffic.
There are two issues with the crossing. First, the
Beck is a 4-year-old shy guy. He’s
still adjusting to being at the shelter,
so his behavior is a little quiet and
reserved. Once Beck is in his new
home, he may relax and become
much more social or he may need a
little time and patience to come out
of his shell. Come meet Beck at the
Franklin County Dog Shelter.
to meet you. He always has his tail
wagging, ready for an adventure.
He is selective about his dog friends
so he should meet any potential
housemates prior to adoption. He
went home over Holiday Sleepover
and did absolutely fantastic with a
family.
Fred is a 3-year-old tuxedo who is
up to date on shots and is neutered.
Fred is a sweet young man who
likes to play. He gets along with
older kids and gets along with other
cats. Fred can be shy at first, but he
will warm up to you, and once that
happens, he will want to cuddle all
the time. Fred would make a perfect
pets of the week
vehicle crossing is rough and narrow. Second, there is
no dedicated pedestrian crossing of the rails.
Sims said both issues will be addressed.
“I do not know when the crossing was last
improved,” said Sims. “The number of trains using the
track changes depending on their customer’s needs.
Lately there has been an uptick in the train traffic. I’d
estimate two trains a day.”
Details of the improvement will be determined during
the design phase.
Sims said the basic plan is to build a wider crossing
providing more room for vehicles and construct a
pedestrian crossing on the west side of North High
Street.
The construction cost will be shared equally, with
the city using available funds for their share of the
project.
“We successfully followed a similar partnering
process for the improvement of the Gender Road rail
crossing constructed last year,” said Sims. “The collaboration
went very smoothly.”
According to Sims, the design phase will occur this
spring. Construction could be as early as this fall or
possibly spring 2020. The extent of impact on traffic
has not been determined, but any necessary road closure
will be kept to a minimum duration.
Dr. John Bender Scholarship
Canal Winchester City Council will award two
requirements and submit applications online at
www.canalwinchesterohio.gov. Applications are also
available in the guidance offices at Canal Winchester
High School and Bloom-Carroll High School. The
Kala and Tarzan are a
mother/son pair. Tarzan (5
months) and Kala (4 years)
are a bonded pair as Tarzan
was her only surviving kitten.
The two are very sweet
and looking for a loving forever
family. Both can be
adopted through Colony
Cats and Dogs.
Peter and Wendy are 5-month-old
Jack Russell terrier mix siblings.
They are playful pups who would
love to find a human companion who
would take them out for daily walks
and play ball with them. They are
fully vetted and ready for their forever
home. Adopt Peter and Wendy
from Colony Cats and Dogs.
Falling prey to time and change
You know time is flying by when you begin to lose
icons from your life.
While people pass in and out of our lives, places
seem to have more permanence. But when familiar
buildings fall prey to time and development, that knot
in your gut gets pulled a little tighter with each and
every loss.
In the bend at the end of our road in Hamilton
Township, a stately two story brick structure, once
home to my high school drama teacher and her family,
was digested by a yellow metal behemoth in less than
a week.
As the mechanical beast gnawed away at the home’s
bones, little bits of its history became evident. When
its southerly wall was stripped away, the original late
1800s portion of the house–sandwiched between two
1960s era additions–was exposed to the elements.
The brick and mortar, woodworking and glass that
once embraced birthday celebrations, after-parties of
long-forgotten high school theatre performances and
served as a quiet witness to the joys and sorrows of
family life is now flat land punctuated with mounds of
broken brick.
Deep ruts formed as steel bulldozers barreled
through the muddy ground, sometimes frozen in place
as gentle snowfalls brought temporary peace to the
war between time and development.
The foot-deep furrows were once a lawn, green and
lush, full of life with the sounds of squealing children
under summer skies.
About two miles down the road, the place where I
unknowingly met my husbandto-be,
the Rickenbacker
(Lockbourne) Air Force Base
visitor control center, is gone…
a victim of a long-ago federal
project to reduce the number
and size of military bases.
The Airman’s pool where I
first got an inkling that my
then-boyfriend of two months was
going to ask me to marry him is
now a grassy field bisected by a
road servicing a Rickenbacker
Port Authority hangar.
The church where we celebrated
love–still as strong four
decades later–before 200 family
and friends? Gone and buried
under an asphalt parking lot now
married to a warehouse.
The Non-Commissioned
Officers Club (my husband was a
sergeant at the time), a focal
point of enlisted life and where
we partied following our August
wedding in 1976, is a field where
farmers once plowed and warehouses
now spring up like dandelions.
Waist-high weeds dominate
the small park where my husband
proposed to me under an old
oak tree in 1975.
Places
Linda
Dillman
The ghosts of my past often make me wonder about
the lives lived in abandoned old houses that I pass on
country roads.
What was served at their breakfast table? How did
they hang their stockings at Christmastime? Did the
family matriarch iron her tablecloths or hope, like me,
that the wrinkles would take care of themselves?
When did those families know it was time to leave a
place filled with memories and where did they go? Did
their departure bring happiness, sadness or indifference?
Now surrounded by warehouses, what range of
emotions will fill me when that hungry mechanical yellow
beast comes gnawing at my door?
And who will wonder about the lives lived in my
house as they pass by land left vacant by time and
development in years to come?
Linda Dillman is a Messenger staff writer.
