Property owned by Canal Winchester on<br />

West Waterloo Street, that once housed an<br />

old gas station and a neighboring health<br />

care business, may soon see new life after<br />

action taken by Canal Winchester City<br />

Council.<br />

During its <strong>March</strong> 4 meeting, council was<br />

introduced to an emergency ordinance<br />

negotiating a demolition agreement with<br />

Franklin County’s Central Ohio<br />

Community Improvement Corporation for<br />

a vacant and blighted house at 26 W.<br />

Waterloo St.<br />

The property was purchased by the city<br />

in September 2017 for $144,352 with the<br />

intent of redeveloping the site together<br />

with an adjoining property where the county<br />

demolished a former gas station under a<br />

similar agreement.<br />

“It will make the entire property more<br />

marketable,” said Councilwoman Jill<br />

Amos.<br />

Development Director Lucas Haire said<br />

the city is working with the COCIC to<br />

demolish and remediate the site. The corporation<br />

is not charging Canal Winchester<br />

for the service.<br />

“It is likely there is asbestos in the<br />

house and remediation of that can be quite<br />

costly,” said Haire.<br />

Councilman Patrick Lynch wanted to<br />

make sure the city was not giving people<br />

the impression they were pushing the demolition<br />

through the system under the emergency<br />

process.<br />

According to Haire, the reason for the<br />

emergency language is eminent redevelopment,<br />

a fundamental step, and the driving<br />

force behind pursuing demolition–a<br />

month’s long process.<br />

While not required, the city is also presenting<br />

the plan to the Landmarks<br />

Commission as a courtesy.<br />

CW Schools’ levy will not raise property taxes<br />

Canal Winchester school district voters face a ballot<br />

issue on May 7 that district officials assure property owners<br />

will not result in new school taxes.<br />

“The most important thing people need to realize is that<br />

this is a renewal,” said Canal Winchester Schools<br />

Superintendent James Sotlar. “We are not asking for any<br />

new money.”<br />

new development, residential and commercial without<br />

impacting existing residents.<br />

Because the levy is a renewal, it keeps a 12.5 percent<br />

state tax roll back in place, for which the state continues<br />

to pick up 12.5 percent of a property owner’s school tax.<br />

Canal Winchester Schools Treasurer Nick Roberts said,<br />

since the levy was last renewed in 2014, the collected<br />

amount has gone down two mills as property values have<br />

increased.<br />

“As value goes up, we need less to get to that<br />

$6.2 million,” said Roberts. “This (renewal) will<br />

“The timing of this is about three months from the<br />

county’s end,” Haire said, “and even more if there is<br />

abatement. We typically don’t allow any demolition<br />

unless there is a redevelopment plan.”<br />

Haire said there is active interest by a developer in<br />

turning the two-parcel site into a mixed-use, multistory<br />

project with residential units above commercial<br />

space below.<br />

“We should have an application before Landmarks<br />

at their <strong>March</strong> 25 meeting,” said Haire.<br />

In Nov. 2008, after a decades-long struggle, the gas<br />

station site–built in 1975–was demolished with<br />

hopes it would serve as an example of cooperative<br />

redevelopment between the county and the city.<br />

The crumbling structure was removed and village<br />

crews smoothed out the surface. Underground storage<br />

tanks were left in place because funding was not available<br />

at the time to remove them. They were later<br />

taken out by the county in late 2013.<br />

RECYCLING<br />

The city paid for standard recycling, but the new<br />

fees–if each container was deemed to be non-recyclable<br />

material–would add over $22,000 to the weekly<br />

bill.<br />

In addition, city crews were routinely dispatched to<br />

pick up the excessive overflow surrounding the bins<br />

pick up new construction values. Once it gets approved, it<br />

(individual tax bill) could be even lower. It can go down<br />

every year with new valuation.”<br />

However, Roberts cautioned if the levy does not pass<br />

now or later in <strong>2019</strong> and expires at the end of the year, the<br />

district will need even more money because the loss will<br />

eat into Canal Winchester’s cash balance. It would also<br />

mean the end of the 12.5 percent state roll back.<br />

“With passage, we don’t expect we’ll need more new<br />

money in the next 10 years,” said Roberts. “2009 was the<br />

last time we asked for new money.”<br />

a paranormal investigation at The Wagnalls Memorial<br />

Canal Winchester Library Branch<br />

The Canal Winchester Branch of the Columbus<br />

Metropolitan Library is located at 115 Franklin St. (in<br />

the rear portion of the former school at 100<br />

Washington St.). It is open Monday through Thursday<br />

from noon to 7 p.m. and Friday and Saturday from<br />

noon to 6 p.m.<br />

Council was told by then Franklin County<br />

Treasurer Ed Leonard in 2007 that, although the<br />

county worked with the prosecutor to get the distressed<br />

property sold at a sheriff’s sale, there were no<br />

bidders. Franklin County then assumed ownership<br />

from the original owner and turned it over to the<br />

COCIC.<br />

The Ohio EPA issued a No Further Action letter in<br />

regard to the site clean-up.<br />

The COCIC spent $283,564 for environmental testing<br />

and remediation, nearly half of which was reimbursed<br />

through a United States EPA grant. The city<br />

spent approximately $21,990 for demolition, sidewalk<br />

repair and tree removal.<br />

at closing, the county credited the city against the purchase<br />

price for funds Canal Winchester previously<br />

New water meters help in leak detection<br />

Water meters may not be glamorous,<br />

but replacement of old meters with new<br />

technology throughout Canal Winchester<br />

has an unexpected benefit for utility customers–the<br />

possibility of detecting a leak<br />

long before it translates into an unexpected<br />

bill.<br />

City Water Superintendent Joe Taylor<br />

said the city started the five-year-long<br />

process in early 2017 of switching 3,300 old<br />

meters out and replacing them with new<br />

automated radio meters.<br />

He said the city-wide endeavor is nearly<br />

halfway complete and is expected to finish<br />

up in late 2020 or early 2021.<br />

“The project cost was around $400,000<br />

and was spread over four to five years,”<br />

said Taylor. “There was no additional cost<br />

to the property owners and there was no<br />

rate increase this year.”<br />

In addition to making data collection for<br />

billing easier and faster, Taylor said the<br />

new service alerts the water department<br />

when a property owner engages in water<br />

usage for 24 hours straight. It affords the<br />

“Once we have determined they may<br />

have a leak, we contact the resident or<br />

important that residents make sure that<br />

According to Taylor, his department<br />

receives emails regarding leak notifications<br />

a couple of times a week.<br />

While a large, undetected leak under<br />

the new metering system could still result<br />

in a bill in the hundreds of dollars, with the<br />

previous system it could have cost a property<br />

owner thousands of dollars.<br />

“We caught a leak that was 68,000 gallons<br />

over a weekend and the bill was<br />

around $850,” said Taylor. “It was a busted<br />

line in vacant home. If the leak would have<br />

occurred with the old metering system, the<br />

leak would have been around 480,000 gallons<br />

and cost around $5,700 since it wouldn’t<br />

have been detected for another 28 days.”<br />

it might be as long as 60 days before the<br />

On Feb. 25, State Rep. Richard Brown<br />

(D-Canal Winchester) introduced bipartisan<br />

legislation alongside Rep. Gary<br />

Scherer (R-Circleville) to increase safety<br />

for Ohio students by cracking down on<br />

motorists with multiple violations of passing<br />

a school bus with its stop arm activated.<br />

“This common sense legislation will<br />

increase fines and penalties for motorists<br />

who recklessly choose to pass a stopped<br />

school bus,” said Brown. “Rep. Scherer and<br />

I are proud to reintroduce this important<br />

bipartisan legislation to keep Ohio’s<br />

schoolchildren safe.”<br />

Under Ohio law, reckless drivers currently<br />

face a $500 fine and a class-seven<br />

suspension for passing a stopped school<br />

bus, with no increased penalty for a second<br />

offense.<br />

The bill would put Ohio on par with<br />

other states by allowing judges to impose a<br />

$1,000 fine and/or a class-five suspension<br />

of the violator’s license for any additional<br />

offense over a period of five years.<br />

The museum, housed in approximately<br />

5,000 square feet, showcases art,<br />

artifacts, and memorabilia from decades of<br />

days when surgeons and barbers served as<br />

leaks, it can detect much smaller ones as<br />

well. Councilman Mike Walker was notified<br />

of a potential problem that could have<br />

added $10 to $20 to his water bill.<br />

“Not only was there a trickle from the<br />

toilet, but we found a trickle from the garden<br />

hose as well,” said Walker, who<br />

received a call from Taylor alerting him to<br />

a possible leak. “I really appreciate the<br />

phone call and it showed me that the system<br />

works. I went right out, fixed the toilet<br />

and tightened up the hose connection.”<br />

While leaks can be detected with the<br />

new metering system, residents are still<br />

urged to pay attention to potential problems<br />

such as a leaky faucet or running toilet.<br />

“A commode can leak a few gallons per<br />

minute and there are 1,440 minutes per<br />

day,” said Taylor. “Contact the water<br />

department at 614-837-5623 for questions<br />

on leak detection.”<br />

Facelift for railroad crossing<br />

The railroad crossing on Canal Winchester’s North<br />

High Street could be getting a facelift if the city works<br />

out an agreement with the railroad, similar to one<br />

upgrading the Gender Road crossing.<br />

The crossing is located near the Queen of the Line<br />

Depot in the local historical society complex.<br />

“We have been in regular contact with the various<br />

rail companies that have owned the tracks over the<br />

years,” said Contract Services Administrator Bill<br />

Sims. “During the 2017 planning efforts with Indiana<br />

& Ohio Railroad about upgrading the Gender Road<br />

crossing, we discussed the other crossings in town as<br />

well.”<br />

While not at a final “go-ahead,” the two entities<br />

have agreed to work together toward making mutually<br />

beneficial improvements at the crossing.<br />

“Once the design work is done and detailed estimates<br />

are prepared, if everything is agreeable with<br />

both parties, we will enter into a detailed formal agreement<br />

to move forward with construction,” said Sims.<br />

The primary reason for the city to pursue the<br />

improvements is safety for vehicular and pedestrian<br />

traffic.<br />

There are two issues with the crossing. First, the<br />

“I do not know when the crossing was last<br />

improved,” said Sims. “The number of trains using the<br />

track changes depending on their customer’s needs.<br />

estimate two trains a day.”<br />

Details of the improvement will be determined during<br />

the design phase.<br />

Sims said the basic plan is to build a wider crossing<br />

providing more room for vehicles and construct a<br />

pedestrian crossing on the west side of North High<br />

Street.<br />

The construction cost will be shared equally, with<br />

the city using available funds for their share of the<br />

project.<br />

“We successfully followed a similar partnering<br />

process for the improvement of the Gender Road rail<br />

crossing constructed last year,” said Sims. “The collaboration<br />

went very smoothly.”<br />

According to Sims, the design phase will occur this<br />

spring. Construction could be as early as this fall or<br />

possibly spring 2020. The extent of impact on traffic<br />

has not been determined, but any necessary road closure<br />

will be kept to a minimum duration.<br />

$1,000 scholarships in honor of the late Dr. John<br />

Falling prey to time and change<br />

You know time is flying by when you begin to lose<br />

icons from your life.<br />

While people pass in and out of our lives, places<br />

seem to have more permanence. But when familiar<br />

buildings fall prey to time and development, that knot<br />

in your gut gets pulled a little tighter with each and<br />

every loss.<br />

In the bend at the end of our road in Hamilton<br />

Township, a stately two story brick structure, once<br />

home to my high school drama teacher and her family,<br />

was digested by a yellow metal behemoth in less than<br />

a week.<br />

As the mechanical beast gnawed away at the home’s<br />

bones, little bits of its history became evident. When<br />

its southerly wall was stripped away, the original late<br />

1800s portion of the house–sandwiched between two<br />

1960s era additions–was exposed to the elements.<br />

The brick and mortar, woodworking and glass that<br />

once embraced birthday celebrations, after-parties of<br />

long-forgotten high school theatre performances and<br />

served as a quiet witness to the joys and sorrows of<br />

family life is now flat land punctuated with mounds of<br />

broken brick.<br />

Deep ruts formed as steel bulldozers barreled<br />

through the muddy ground, sometimes frozen in place<br />

as gentle snowfalls brought temporary peace to the<br />

war between time and development.<br />

The foot-deep furrows were once a lawn, green and<br />

lush, full of life with the sounds of squealing children<br />

under summer skies.<br />

About two miles down the road, the place where I<br />

unknowingly met my husbandto-be,<br />

the Rickenbacker<br />

(Lockbourne) Air Force Base<br />

visitor control center, is gone…<br />

a victim of a long-ago federal<br />

project to reduce the number<br />

and size of military bases.<br />

The Airman’s pool where I<br />

first got an inkling that my<br />

then-boyfriend of two months was<br />

going to ask me to marry him is<br />

now a grassy field bisected by a<br />

road servicing a Rickenbacker<br />

Port Authority hangar.<br />

The church where we celebrated<br />

love–still as strong four<br />

decades later–before 200 family<br />

and friends? Gone and buried<br />

under an asphalt parking lot now<br />

married to a warehouse.<br />

The Non-Commissioned<br />

Officers Club (my husband was a<br />

sergeant at the time), a focal<br />

point of enlisted life and where<br />

we partied following our August<br />

wedding in 1976, is a field where<br />

farmers once plowed and warehouses<br />

now spring up like dandelions.<br />

Waist-high weeds dominate<br />

the small park where my husband<br />

proposed to me under an old<br />

oak tree in 1975.<br />

The ghosts of my past often make me wonder about<br />

the lives lived in abandoned old houses that I pass on<br />

country roads.<br />

What was served at their breakfast table? How did<br />

they hang their stockings at Christmastime? Did the<br />

family matriarch iron her tablecloths or hope, like me,<br />

that the wrinkles would take care of themselves?<br />

When did those families know it was time to leave a<br />

place filled with memories and where did they go? Did<br />

their departure bring happiness, sadness or indifference?<br />

Now surrounded by warehouses, what range of<br />

emotions will fill me when that hungry mechanical yellow<br />

beast comes gnawing at my door?<br />

And who will wonder about the lives lived in my<br />

house as they pass by land left vacant by time and<br />

development in years to come?<br />
