A local organization is offering teens<br />

looking for a summer job the opportunity<br />

to spend some time outdoors while earning<br />

some cash.<br />

The Highland Youth Garden has<br />

opened applications for the Green Teens<br />

program, a paid, summer work program<br />

at the garden for youth in the Hilltop<br />

area ages 14 to 18. Teens who live or go to<br />

school in Franklinton or in the Hilltop<br />

areas are invited to apply for the program<br />

that runs from mid-June through mid-<br />

August.<br />

Teens will work approximately 20<br />

hours per week and help maintain the<br />

garden by planting, weeding, fertilizing<br />

and using hand tools.<br />

The Highland Youth Garden is a halfacre<br />

plot of land that sits at 67 S.<br />

Highland Ave. just south of West Broad<br />

Street and is home to a wide variety of<br />

fresh fruits and vegetables. In 2023, the<br />

garden produced 3,800 pounds of fresh<br />

produce that was distributed to neighbors<br />

and residents in need.<br />

“At Highland Youth Garden, we are<br />

interested in supporting our immediate<br />

community: the Hilltop and<br />

Franklinton,” executive director Shelly<br />

Casto said. “We want to grow ‘the good<br />

stuff’ right here, where so much good<br />

already exists. We want teens to feel<br />

pride in their neighborhood and play a<br />

role in helping to build it up further.”<br />

The Green Teens program began in<br />

2019 and has employed 51 youth, Casto<br />

says. This year, the organization aims to<br />

hire 15 youth.<br />

“We want teens to feel pride in their<br />

neighborhood and play a role in helping<br />

to build it up further,” she said. “We<br />

believe that’s the way that all our communities<br />

will thrive - by tapping into all<br />

the talents and positive energy that<br />

exists in a place and encouraging it to<br />

thrive.”<br />

zoning changes<br />

Should the construction of buildings<br />

that are four to seven stories high be allowable<br />

on portions of West Broad Street? Is<br />

the area around Great Western and<br />

Interstate-270 an ideal location for a seven<br />

to 10 story mixed-use building? Should<br />

members of area commissions continue to<br />

have a role in approving or denying zoning<br />

variances on properties in the community?<br />

These are just a few of the questions westside<br />

advocates want residents to consider<br />

as city officials mull changes to the zoning<br />

code.<br />

The Columbus City Council voted earlier<br />

this month to declare its intention to<br />

amend the city’s current zoning code. It is<br />

part of a multi-phased plan to modernize<br />

the 70-year-old zoning code in order to<br />

meet the demand for anticipated population<br />

growth and to combat the rising housing<br />

crisis.<br />

The council did not vote to amend the<br />

current zoning code at its meeting on <strong>April</strong><br />

8. Instead, the motion opened up a 60-day<br />

comment period for the public to provide<br />

feedback on the proposal. It also kick-started<br />

an engagement campaign with local<br />

area commissions to discuss how the zoning<br />

changes could impact their community.<br />

Greater Hilltop Area Commissioner Dan Fagan served<br />

on the ‘Zone-In’ initiative’s advisory committee. He said<br />

during a discussion on the proposed zoning code at the<br />

commission meeting on <strong>April</strong> 9 that it was “vital” for residents<br />

to understand what was in the code and to give feedback<br />

on the potential changes.<br />

“This proposed zoning code change could impact our<br />

area and region for generations to come,” he said. “It is<br />

vital that our residents have a voice — and use their voice<br />

— during this public comment period.”<br />

Some of the most notable changes in the proposed phase<br />

one draft plan — phase one would focus on roughly 12,000<br />

parcels of land along main streets that serve as transportation<br />

corridors — include replacing the more than 40 zoning<br />

districts in the current code with six mixed-use district<br />

types. The six district types in the proposed new code are:<br />

the area more walkable. Primary building height is five to<br />

seven stories. Latter building height would be permitted if<br />

developers agree to set aside space for affordable housing<br />

•Regional Activity Center — Key locations in suburban<br />

areas with large buildings and parking lots. Proposed zoning<br />

would help these areas change into more walkable<br />

areas with housing, offices, and commercial buildings.<br />

Primary building height is between seven to 10 stories.<br />

Latter building height would be permitted if developers<br />

agree to set aside space for affordable housing units.<br />

•Urban General 1 — Older areas of the city, on secondary<br />

corridors and between major intersections. Proposed<br />

zoning would enable construction of housing and<br />

retail on empty parcels and parking lots, and support<br />

reuse of older buildings. The primary building<br />

height is 4 stories.<br />

•Urban General 2 — Older areas of the city, with<br />

houses and offices built back from the streets.<br />

Proposed zoning would support construction of<br />

small shops, housing and offices, and the reuse of<br />

older buildings. Primary building height is four stories.<br />

•Urban Center — Areas of the city at key intersections<br />

and by major bus stops. Proposed zoning<br />

would enable the construction of taller buildings for<br />

housing, offices and retail on empty parcels and<br />

parking lots, as well as the reuse of older and taller<br />

buildings. Primary building height is between five<br />

to seven stories. Latter building height would be<br />

permitted if developers agreed to set aside space for<br />

affordable housing units.<br />

•Urban Core — Older areas of the city near<br />

downtown and major activity centers with existing<br />

tall buildings. Proposed zoning would create opportunity<br />

for redevelopment at the highest densities,<br />

reuse of older buildings, and construction of taller<br />

buildings for housing, offices and retail on empty<br />

parcels and parking lots. Primary building height<br />

is between 12 and 16 stories. Latter building height<br />

would be permitted if developers agree to set aside<br />

space for affordable housing units.<br />

Specific areas along Sullivant Avenue and West<br />

Broad Street have been identified as the best places<br />

for some of the new mixed-use districts in phase<br />

one of the proposed zoning code. Stephanie<br />

Kensler, principal planner with the city’s building<br />

and zoning services department, highlighted what<br />

mixed-use districts could go where if city council<br />

approves the zoning code later this summer.<br />

According to Kensler, most of West Broad Street<br />

that is located in the Hilltop area is being proposed<br />

for Urban General 1. The allowable uses would be<br />

residential, office, retail, civic uses and non-autooriented<br />

commercial. However, several key intersections<br />

or transit stops — such as the intersection<br />

of West Broad and Hague Avenue — would be zoned<br />

as Urban Center with buildings that could be<br />

between five to seven stories.<br />

The area around Great Western and I-270 would<br />

be zoned as a Regional Activity Center, said<br />

Kensler. The allowable uses would be residential,<br />

office, retail, civic and commercial and the building<br />

height could be between seven to 10 stories.<br />

Most of Sullivant Avenue would be zoned as<br />

Urban General 1. However, Kensler noted, the<br />

intersection at Hague and Sullivant would be<br />

zoned as Urban Center and there would also be a<br />

“node” of Urban General 2 near Westgate Park on<br />

the north side of Sullivant.<br />

“This zone is unique and is for special areas that have<br />

their own development patterns,” said Kensler about<br />

Urban General 2. “It would be for select areas that are<br />

either residential or office zoned and are restrictive about<br />

the types of commercial that can be in that space.”<br />

Community Activity Center would be zoned for portions<br />

of Sullivant Avenue, near Demorest and Wilson and going<br />

westward, said Kensler.<br />

In the proposed new code, developers would be able to<br />

choose how many parking spots they set aside. That means<br />

the property owner could scale the parking to anticipated<br />

demand but would not be forced by the code to create a<br />

specified number of parking spaces. City officials believe<br />

developers would build an appropriate number of parking<br />

spaces as it “would be in their best interest to create a<br />

product that people want.”<br />

There would also be a greater focus on creating more<br />

walkable neighborhoods and bike-friendly corridors in the<br />

proposed zoning code.<br />

Commissioner Keith Neal expressed mixed feelings<br />

about the proposed zoning changes. He said that while he<br />

understands what the city is trying to do to address anticipated<br />

population growth and to combat the rising housing<br />

crisis, he is concerned that city officials are focusing more<br />

on what the future may hold rather than the current state<br />

of the neighborhoods.<br />

“I understand about the future and growth, but I’m worried<br />

about the here and the now,” he said, “They talk about<br />

creating walking areas and we can’t even have a decent<br />

walking area here now because we have these boarded up<br />

houses, we have houses needing to be repaired, but I keep<br />

hearing the city people talk about progress. We have needs<br />

on the Hilltop that haven’t been addressed so how do we<br />

improve what we already have now?”<br />

Several commissioners said they were concerned that<br />

the proposed zoning code would reduce the ability of area<br />

commissioners to give input on development plans and<br />

zoning variances within their community. City officials<br />

have said that by lessening the need for developers to go<br />

before local advisory boards, it would speed up the development<br />

process of needed projects such as in-demand<br />

housing.<br />

Commissioner Nick Bates said he feels that area commissions<br />

would be “better equipped” to know what residents<br />

want rather than the city officials and developers<br />

who do not live in the community.<br />

Comments like these are what fellow commissioner Dan<br />

Fagan said he wants to be submitted to the council during<br />

this period. He said the city administration, council, and<br />

planners need to hear all thoughts — the good and the bad<br />

— to be able to consider all aspects of the proposed zoning<br />

code.<br />

“I cannot overstate how important it is that the community<br />

give their feedback on the proposal,” he said. “It will<br />

be a give and take process but I believe they (the city officials)<br />

are willing to take the comments provided and give<br />

it a lot of consideration.”<br />

Residents can give feedback on the proposed zoning<br />

changes in a variety of ways during the comment period<br />

that runs through June 10. A special website has been created<br />

at columbus.gov/zoningupdate. It includes an interactive<br />

map for residents to see the zoning changes in their<br />

area on a street by street basis and give feedback accordingly.<br />

Residents may also visit the Zone In Gallery, located<br />

at 141 N. Front Street, where they can learn about the<br />

code proposal and have their questions answered by city<br />

planners. Information on open hours and scheduling tours<br />

Highland Youth<br />

Garden Summer Camp<br />

Highland Youth Garden will hold a<br />

Summer Camp where children will have a<br />

fun-filled week of outdoor play, learning<br />

with nature, exploring the arts, and eating<br />

healthy food.<br />

For ages 6-13, camp will run from 9 a.m.<br />

to 3:30 p.m., Monday through Friday. On<br />

the Friday of camp week, children will visit<br />

either COSI or the Columbus Zoo and<br />

Aquarium, free of charge.<br />

HYG Summer Camp is open to children<br />

living or going to school in the Hilltop and<br />

essential contributors to the health and<br />

well being of our populations,” Casto said.<br />

Association Scholarship Program<br />

The Westgate Scholarship Program is<br />

open to all West High School seniors and<br />

any Westgate resident seeking continued<br />

application process on the Westgate<br />

with younger children during gardening<br />

activities, cook as a team using fresh produce<br />

from the garden, and learn about<br />

qualities like leadership and teamwork,<br />

urban agriculture, nutrition, food justice<br />

and money management.<br />

Applicants should love working in the<br />

garden and not mind getting dirty or<br />

sweaty, work well with team members,<br />

enjoy facing new challenges, are excited to<br />

explore new topics and have an interest in<br />

serving communities.<br />

“They should have an open mind, a willingness<br />

to work hard and a positive attitude<br />

toward working as a team,” Casto<br />

said.<br />

While she says some teens are initially<br />

reluctant to get their hands dirty, by the<br />

end of the summer, most are excited about<br />

being outdoors and working hard with<br />

their new friends.<br />

named Genesis (who the organization<br />

requested that her last name be withheld)<br />

said that what she will remember most are<br />

the interactions and experiences.<br />

Township police to use grant for traffic enforcement<br />

Residents in Franklin Township are fed up with drivers who do<br />

not follow the rules of the road.<br />

According to Franklin Township Sgt. David Pollock, traffic complaints<br />

are one of the top concerns officers hear from residents.<br />

Pollock said they receive numerous complaints about speed on<br />

Alkire Road, drivers using the turn lane on Clime Road to pass<br />

traffic, people running the traffic light at Frank and Brown Road,<br />

and drivers passing on the shoulder of Harrisburg Pike.<br />

“We’ve had pedestrians stuck on West Broad Street and on<br />

Harrisburg Pike,” said Pollock. “We also get a lot of complaints<br />

about people driving four wheelers or dirt bikes in the neighborhoods.”<br />

This is why township officials applied for a traffic safety grant<br />

with the Ohio Department of Public Safety. Last month, the township<br />

was notified that it had received the traffic safety grant in the<br />

amount of $24,245. This grant allows the township to get reimbursement<br />

funds for officers who work overtime on traffic enforcement.<br />

According to the Ohio Traffic Safety Office, it is responsible for<br />

administering federal highway safety funds for programs designed<br />

to reduce the number of injuries and fatalities on Ohio roadways.<br />

Pollock said the grant is awarded based on traffic fatalities in<br />

the area within the past few years. The grant provides federal<br />

funds to eligible entities for projects such as traffic safety education,<br />

and enforcement.<br />

The grant runs from the beginning of <strong>April</strong> through the end of<br />

September. Not only will township officers work overtime to target<br />

these traffic complaints, the grant will also help fund traffic safety<br />

South Central Hilltop Spring Cleanup<br />

The 22nd annual South Central Hilltop Spring Clean Up will<br />

take place on May 4 from 11 a.m.to 1 p.m. in Burroughs Park, 551<br />

S. Richardson Ave. in Columbus. The cleanup will begin in the<br />

neighborhood park, but will cover a large area of South Central<br />

Hilltop as well as Central Hilltop and north of Sullivant Avenue.<br />

Keep Columbus Beautiful will supply the tools. For more information,<br />

Recycling event at Westland Area Library<br />

To celebrate Earth Day, the Westland Area Library will host a<br />

battery recycling event from 2 to 4 p.m. <strong>April</strong> 21 at 4740 West<br />

Broad St. Participants can drop off any type of battery except vehicle<br />

batteries. This includes disposable and rechargeable batteries,<br />

cellphone batteries, and packs from power tools. The Recycling<br />

Guy will also be on hand to take items not accepted by Rumpke<br />

Recycling. The library has a list of those items. For more information,<br />

Hilltop Community Love Fest<br />

Hilltop Connections will host its second annual Earth Day<br />

Hilltop Community Love Fest from 4:30 to 6 p.m. <strong>April</strong> 20 at John<br />

Burroughs Park, 625 S. Richardson Ave. in Columbus behind<br />

Burroughs Elementary School. This festival will connect residents<br />

with community organizations. It will also feature food and kids’<br />

According to Pollock, this grant will be beneficial to the township<br />

because without the overtime, officers do not always have the<br />

time to spend of traffic enforcement. Pollock said the township,<br />

like many agencies, are understaffed and calls for service take<br />

precedence over traffic enforcement.<br />

“This grant will allow our officers to focus solely on traffic<br />

enforcement without taking away regular patrol resources,” said<br />

the sergeant.<br />

Franklin Township currently has 11 full-time sworn officers,<br />

including the police chief and lieutenant, though Pollock said they<br />

would like to increase that number to 13.<br />

He said the timing of the grant is ideal because there are more<br />

fatal crashes in the summer.<br />

“Of the traffic fatalities, one third involve speed and many are<br />

impaired,” said Pollock.<br />

His advice for drivers — slow down.<br />

“Just be safe and stay alert,” said Pollock.<br />

The township’s police department also intends to apply for<br />

another grant in May.<br />

State of the State<br />

Address<br />

It is customary for Ohio’s Governor to speak to the<br />

General Assembly annually to update legislators, as<br />

well as the state’s citizens, with the progress the<br />

state is making and his initiatives for the coming<br />

year. On <strong>April</strong> 10, Governor DeWine gave his <strong>2024</strong><br />

State of the State address.<br />

Ohio government enjoys few events where formality,<br />

pomp, and circumstance are center stage. This<br />

may be the centerpiece. Held in the historic chambers<br />

of the House of Representatives, every one of<br />

the most important state officials are present, including<br />

the Governor, Lieutenant Governor, both<br />

first ladies, all the remaining statewide elected officials,<br />

members of the Ohio Supreme Court, every<br />

State Senator and Representative, and all the governor’s<br />

cabinet officers. The Speaker of the House<br />

begins the day by introducing a minister for a prayer<br />

and then leads the Pledge of Allegiance. After asking<br />

the Speaker Pro Tem to announce a quorum of<br />

House members, he introduces the President of the<br />

Senate, who presides over the event. Once the Senate<br />

President secures the announcement of the<br />

Senate President Pro Tem that a quorum of senators<br />

is present, he then introduces the governor. The<br />

governor enters the Chamber escorted by the remaining<br />

officers of both legislative houses.<br />

In his 63-minute address, Governor DeWine quickly<br />

got to the theme of his talk: Ohio’s children. He outlined<br />

the initiatives that he feels will make the most<br />

impact on the health, education, and welfare of our<br />

next generation of Ohio’s leaders. He first spoke of<br />

Ohio’s initiative to provide every child under five<br />

with an age-appropriate book each month for his<br />

parents to read to him. Currently, 60% of such children<br />

are part of this private-sector-funded effort.<br />

He then praised Ohio’s educational reading initiative,<br />

known as the Science of Reading (which emphasizes<br />

phonics instruction), and how it already<br />

has resulted in increased numbers of young Ohio<br />

students reading at grade level. He asked university<br />

education programs to align their teacher training<br />

curriculum accordingly. Other children’s initiatives<br />

included making career planning a part of graduation<br />

requirements, increased access to vision checking<br />

and corrective glasses for all young children,<br />

and additional emphasis on children’s mental<br />

health issues. Here he called for requirements for<br />

parental notification for social media use, policies<br />

aimed at the limitation of cell phone use at school,<br />

and financial incentives for college students to pursue<br />

behavioral health professions. He concluded his<br />

remarks with an anecdote about the Pennsylvania’s<br />

governor’s frustration with Ohio beating out its<br />

eastern neighbor in landing large jobs and economic<br />

development projects and emphasizing the<br />

urgency to address these children-related issues<br />

now.<br />

Kennedy told the board the district is<br />

rapidly approaching 4,000 students who<br />

are enrolled in the program that helps<br />

them obtain second language proficiency.<br />

“We currently have 3,816 identified<br />

English language learners in the district at<br />

this point in time,” he said.<br />

It is the largest number of students who<br />

have been enrolled in the program since<br />

the district began identifying English<br />

learners.<br />

Kennedy said the only decline he<br />

expects to see is when students exit the<br />

program after receiving second language<br />

proficiency status.<br />

“Accounting for all of our demographic<br />

data we track, we can safely assume that<br />

we will continue to see a rise in our EL population,”<br />

he said. “This is especially the<br />

case considering the many different<br />

refugee situations created by things happening<br />

throughout the world, as well as in<br />

consideration of the status of Columbus,<br />

Ohio as a primary relocation point area<br />

once refugees have entered through other<br />

cities throughout the country.”<br />

The native language the majority of students<br />

in the English Learner program<br />

speak is Spanish.<br />

“Seventy to 71 percent of our families<br />

and our students are Spanish speaking,”<br />

said Kennedy.<br />

Spanish is followed by Somali or Arabic<br />

at 20 percent, Ukrainian at 6 percent, and<br />

Hakha Chin at 3 percent. Overall, there<br />

are close to 80 different languages and<br />

dialects spoken in the district.<br />

Kennedy said when students whose<br />

native language is not English enroll in the<br />

district, the majority of them — approximately<br />

53 percent — meet state newcomer<br />

requirements. The newcomer status is<br />

based on their arrival date in United States<br />

schools or their second language acquisition<br />

results on state English Language<br />

Proficiency assessments.<br />

The Legal Aid Society of Columbus will<br />

offer free legal advice the third Tuesday of<br />

“real challenge” to the district’s EL educators,<br />

especially if those newcomers are in<br />

grades 8-12.<br />

According to Kennedy, research shows<br />

that second language acquisition is<br />

acquired in two ways: The first step is<br />

through basic interpersonal communication<br />

skills (BICS), which typically involves<br />

being able to carry on a conversation with<br />

a native speaker. Those oral language<br />

skills can be developed within one to three<br />

years.<br />

The second step is through cognitive<br />

academic language proficiency (CALP),<br />

which typically involves being able to<br />

understand formal academic language.<br />

Those skills can be developed within five to<br />

seven years.<br />

Kennedy said the “great complicator” in<br />

that research is that it can take students<br />

who are in grades 8-12 up to seven to 12<br />

years to acquire cognitive academic language<br />

proficiency. Given that the district<br />

will not have that much time with a majority<br />

of those students, Kennedy said it is “all<br />

hands on deck” to help them obtain proficiency.<br />

“Everything we do has to be about how<br />

we lessen that time, how we get our kids to<br />

English language proficiency quicker and<br />

[in order to do that] we have to start with<br />

BICS before we can get to CALP.”<br />

He said the district is able to do that by<br />

working with the staff to “leverage oral language<br />

and phonics practice to help students<br />

move toward oral language proficiency<br />

that leads to comprehension and proficiency<br />

in reading and writing in the content<br />

areas.”<br />

In addition to the 3,816 identified<br />

English language learners in the district,<br />

there are a little more than 2,100 former<br />

EL students currently enrolled in the district<br />

who have exited the program because<br />

they have demonstrated proficiency in second<br />

language acquisition.<br />

year. That’s both wasteful and costly.<br />

When filling up at the gas station, turn the<br />

cap until your hear it click.<br />

the new stone structure was erected on that site with the address changed to 12<br />

Ohio Victory Gardens<br />

program continues to grow<br />

Ohio’s movement to promote urban and<br />

rural gardening is back and bigger than<br />

ever. The Ohio Department of Agriculture<br />

(ODA) and Ohio State University<br />

Extension are partnering once again to<br />

encourage Ohioans to cultivate their own<br />

produce.<br />

The popular Ohio Victory Gardens program<br />

is back for its fifth year and due to<br />

high demand, the program is expanding to<br />

include 64 counties. OSU Extension offices<br />

will be handing out the free seed sample<br />

kits to the public to get people planting.<br />

The office in Franklin County began giving<br />

out the sample kits on <strong>April</strong> 10. The office<br />

is located at 2548 Carmack Road in<br />

Columbus and is open Monday through<br />

Friday from 8 a.m. to 4:30 p.m.<br />

“We want all Ohioans to experience the<br />

pride of growing their own food,” said ODA<br />

Director Brian Baldridge. “Planting those<br />

seeds, watching that produce grow, and<br />

being able to provide those nutritious foods<br />

for your family is a wonderful opportunity<br />

to be involved in agriculture. We encourage<br />

all folks to plant their own victory garden.”<br />

This year’s program will benefit up to<br />

19,200 Ohioans. Each of the participating<br />

counties will receive 300 sample seed kits<br />

that contain carrot, cucumber, lettuce, and<br />

sunflower seeds.<br />

“Our partnership with ODA on the Ohio<br />

Victory Garden program allows Ohioans to<br />

learn about agriculture and where their<br />

food comes from,” said Dr. Cathann Kress,<br />

vice president of agricultural administration<br />

and dean of The Ohio State<br />

University’s College of Food, Agricultural,<br />

and Environmental Sciences (CFAES). “It<br />

provides a glimpse into the science and<br />

dedication involved by those who work in<br />

the food system every day to bring fresh<br />

produce into grocery stores, farmer’s markets,<br />

Extension’s educational outreach is<br />

enhanced by more than 3,200 master gardener<br />

volunteers, who support the Ohio<br />

Victory Gardens program by providing gardening<br />

advice, helping with community<br />

gardens, and promoting local food production<br />

among their neighbors throughout the<br />

state.<br />

All Ohio Victory Gardens participants<br />

will be eligible to win a free starter gardening<br />

toolkit by completing a short online<br />

survey.<br />

Victory Gardens originated during<br />

World War I as an answer to a severe food<br />

shortage at the time. The idea was wildly<br />

successful, growing an army of amateur<br />

gardeners and serving to boost morale and<br />

patriotism. ODA and OSU Extension<br />

revived the effort and are, once again,<br />

encouraging people to plant seeds, realize<br />

the fruits of their labor, and share their<br />

harvest with others if inspired.<br />

“Wicked Little Letters” is a throwback to British comedy<br />

Have you ever written a mean letter to<br />

someone? I definitely have.<br />

Over the course of my lifetime, I have<br />

written hundreds — possibly thousands — of<br />

letters to those who have disappointed me.<br />

They have been addressed to a wide variety<br />

of individuals and they include my mother,<br />

my father, my sister, myself, my friends,<br />

my boyfriends, my ex-boyfriends, my teachers,<br />

my bosses, politicians, the executives<br />

behind the decision to discontinue my<br />

favorite facial moisturizer, and other random<br />

people who have met me on a bad day,<br />

or vice versa.<br />

It is not lost on me that the sheer volume<br />

of letters produced may come across as<br />

slightly psychotic, but please know that<br />

none of them were actually sent. In fact,<br />

the vast majority of the letters were composed<br />

within my head and this exercise primarily<br />

serves as a way for me to blow off<br />

steam in order to spare the feelings of others.<br />

Not that some on the aforementioned<br />

list did not deserve a strong tongue lashing.<br />

The reason why I am sharing a favored<br />

coping mechanism with you all is because I<br />

am reviewing a movie for this column that<br />

revolves around mean letters. But in the<br />

case of the aptly titled “Wicked Little<br />

Letters,” the slighted party mailed out<br />

those missives, causing a huge firestorm in<br />

the process. (Note: This is why we sometimes<br />

keep things to ourselves.)<br />

The black comedy is based on a true<br />

to meet rising demand.<br />

The Franklin County Commissioners<br />

recently approved over $549,000 to support<br />

the new Broadband Futures program,<br />

which will provide training and employment<br />

opportunities in the fiber technician<br />

field.<br />

This innovative new partnership<br />

between Franklin County Department of<br />

Job and Family Services (JFS) and the<br />

National Center for Urban Solutions<br />

(NCUS) TEC will focus on recruiting unemployed<br />

and underemployed residents to<br />

start on this new career path. Participants<br />

of the program will undergo rigorous training<br />

to prepare them for good paying fiber<br />

technician careers.<br />

Littlehampton, England in the early 1920s.<br />

It is a tale that is so bizarre that it seems<br />

completely made up — but it isn’t. What<br />

director Thea Sharrock and writer Jonny<br />

Sweet do well is adapt the events in a way<br />

that maintains all of its raucous and filthy<br />

humor while also highlighting the internal<br />

and external biases that make the individuals<br />

of this time period behave the way<br />

they do.<br />

At the center of this twisted and true<br />

tale are two women, Edith Swan (Olivia<br />

Colman) and Rose Gooding (Jessie<br />

Buckley). Edith has been a resident of this<br />

sleepy seaside town her entire life, never<br />

marrying and still living under the thumb<br />

of her domineering father Edward<br />

(Timothy Spall) and her kind but passive<br />

mother Victoria (Gemma Jones). Raised in<br />

a devoutly religious household, Edith has a<br />

buttoned-up personality and only lives to<br />

serve the Lord and her jerk of a dad.<br />

One day, a boisterous woman named<br />

Rose moves in next door to the Swan family.<br />

A migrant from Ireland, she is “what<br />

people feared women would become after<br />

the war ended.” Despite the fact that she<br />

drinks like a fish, swears like a sailor, and<br />

seldom cleans the shared outhouse, Rose is<br />

a wonderful mother to her young daughter<br />

Nancy (Alisha Weir) and a great friend to<br />

Edith — possibly her first true friend in the<br />

world.<br />

But something happens to cause a deep<br />

believes that Rose is the author of the filthy<br />

and anonymous missives and they implore<br />

the police to arrest her for the sake of “all<br />

that is decent in the world.”<br />

When presented with the working theory<br />

that she is behind the vulgar letters —<br />

they read as if William Shakespeare and<br />

George Carlin teamed up to create a book<br />

of insults — Rose cannot help but wonder if<br />

this is a joke being played on her. “Why<br />

would I send letters when I’ll just say it to<br />

your face?” she asks.<br />

But because the police cannot stand<br />

Rose and the “suffragette” attitude they<br />

feel is poisoning their post-war nation, they<br />

arrest her and charge her with the crime of<br />

sending obscene letters. The only law<br />

enforcement official who is sure of her innocence<br />

is “woman police officer” Gladys Moss<br />

(Anjana Vasan). Knowing that Rose is<br />

quite poor and cannot afford to send so<br />

many letters, she tries to talk some sense<br />

into her male coworkers and superiors.<br />

However, they view her as “only a woman”<br />

and dismiss her theories. Although stymied<br />

by the antiquated views on her gender,<br />

Gladys sets out to prove Rose’s innocence<br />

and find the true perpetrator behind the<br />

wicked little letters.<br />

In the lead up to its release date last<br />

week, “Wicked Little Letters” has tried to<br />

bill itself as a mystery but it really is more<br />

syringes, inhalers, aerosols, liquids, creams<br />

and pastes will not be accepted.<br />

likes of Amazon and Facebook, fiber-optic<br />

cables are vital technology infrastructure.<br />

As the demand for fiber technicians continues<br />

to rise, Broadband Futures will connect<br />

residents, particularly those from marginalized<br />

communities across the county, to<br />

these middle-class careers.<br />

“This program is not just about addressing<br />

unemployment numbers and statistics,<br />

it’s about providing skills training and connecting<br />

residents with a new career that<br />

they can be passionate and excited about,”<br />

JFS Chief Administrator Vivian Turner<br />

said. “We’ll also be providing ongoing support<br />

and mentoring through the first year<br />

of their career journey.”<br />

Participants will receive six weeks of<br />

skilled training, where they will prepare to<br />

complete the Fiber Optics basic installer<br />

certification, along with coaching, mentoring,<br />

and other supportive services to<br />

remove barriers and ensure successful<br />

completion.<br />

Broadband Futures graduates will be<br />

referred to employment opportunities with<br />

NCUS TEC’s network employer partners<br />

where they have the opportunity to earn<br />

starting wages ranging from $22 to $30 an<br />

hour.<br />

like a throwback British comedy. The real<br />

culprit behind the 1920s troll campaign is<br />

obvious from the get-go but that does not<br />

detract from the overall delight of this<br />

movie. Even though the direction and the<br />

writer is quite deft, the movie truly succeeds<br />

thanks to the skills of its stellar<br />

ensemble cast, all of whom take great<br />

delight in the verbal sparring, the<br />

sleuthing, and the tidal wave of obscenities<br />

that are unleashed in this film.<br />

Because of the vulgarities that run rampant<br />

throughout its 95 minute run time,<br />

“Wicked Little Letters” will likely not be for<br />

those who find that kind of humor unappealing.<br />

But if you can get your ears to hear<br />

past all that lewd noise, you will be witnessing<br />

a really delightful movie about<br />

making and losing friends, and about<br />

women straining under the pressure of a<br />

society that is designed to keep them quietly<br />

at home, with nary a bad word floating<br />

around in their heads.<br />

Volunteers needed to Sound the Alarm<br />

The Central and Southern Ohio Region<br />

of the American Red Cross is seeking volunteers<br />

for its <strong>2024</strong> Sound the Alarm campaign<br />

taking place through May 4.<br />

Sound the Alarm is part of the larger<br />

Red Cross Home Fire Campaign which<br />

aims to reduce home fire deaths and<br />

injuries through providing disaster preparedness<br />

information, home fire safety<br />

instruction and the installation of free<br />

smoke alarms. Since the program’s inception<br />

in 2014, more than 36,000 families in<br />

central and southern Ohio been made safer<br />

through the Red Cross Home Fire<br />

Campaign. Of the approximately 62,000<br />

disasters the Red Cross responds to across<br />

the country every year, more than 90 percent<br />

are home fires.<br />

There are two types of volunteer opportunities<br />

available:<br />

1. Volunteers are being sought to go into<br />

designated neighborhoods and leave<br />

behind informational door hangers, alerting<br />

residents that the Red Cross will soon<br />

be in the area to install free smoke alarms.<br />

2. Volunteers are needed to install free<br />

smoke alarms in area homes.<br />

Volunteers who sign up to participate<br />

would be working with other Red Cross volunteers<br />

and members of local fire departments.<br />
