Osanebi while commend<strong>in</strong>g his constituents who trooped to his residence <strong>in</strong> Beneku community upon the news of the declaration of Okowa as w<strong>in</strong>ners of the last Saturday’s g<strong>over</strong>norship and state House of Assembly <strong>elections</strong>, made a surprise cars gifts to two of his constituents. He told party faithful and supporters that the reelection of Okowa for another term of four years was worthy of celebration as it was a reward for diligence and hard work. Also, the state Commissioner for Transport, Mr V<strong>in</strong>cent Uduaghan and the member represent<strong>in</strong>g Ukwuani constituency <strong>in</strong> the state House of Assembly, Dr Alphonsus Ojo said “Deltans rewarded the g<strong>over</strong>nor for his hard work and achievements. G<strong>over</strong>nor Okowa’s performance <strong>in</strong> all sectors of the state is unequalled. “We thank Deltans for stand<strong>in</strong>g firm with Okowa. The people came out <strong>in</strong> their large numbers to massively vote for him. Okowa's victory has brought stability to the polity of Delta State.” Shadrach Otuaro on his part, said: “I believe that Deltans decided to re-elect G<strong>over</strong>nor Okowa because his adm<strong>in</strong>istration has performed exceed<strong>in</strong>gly to transform the state, as well as their lives positively. “Deltans reciprocated with their massive votes for the PDP <strong>in</strong> the gubernatorial election <strong>in</strong> appreciation of the human capital development and <strong>in</strong>frastructural projects he (Okowa) has done to transform the state. “I, therefore, applaud the g<strong>over</strong>nor, his deputy and the entire Delta State PDP family led by the state chairman, K<strong>in</strong>gsley Esiso as they beg<strong>in</strong> the next phase of the SMART agenda for the <strong>over</strong>all benefit of all Deltans.” Muturu <strong>in</strong> a statement <strong>in</strong> Abuja, said, “Dr Okowa reelection for the second four years showed the confidence the people of Delta repose <strong>in</strong> him. “His numerous projects <strong>in</strong> Bomadi LGA, such as rehabilitation of Bomadi water works, construction of Zion Road to W<strong>in</strong>ners, construction of NEPA Towers across Bomadi River, renovation of Bomadi General hospital and construction of an ultramodern market are just but a few of the many dividends of democracy enjoyed by Bomadi people <strong>in</strong> the first term of G<strong>over</strong>nor Okowa. “We appreciate your efforts <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g these projects to Bomadi people and you to see all of them to completion." UPU congratulates Okowa, Urhobo legislators THE Urhobo Progress Union, UPU, has congratulated the G<strong>over</strong>nor of Delta State, Dr Ifeanyi Okowa, on his re-election. In a statement by the President General of UPU, Olorogun Moses Taiga, he urged the g<strong>over</strong>nor to use his new tenure to br<strong>in</strong>g more developments to the Urhobos, <strong>in</strong> particular, and Deltans <strong>in</strong> general. “The Urhobo nation is expect<strong>in</strong>g more development projects from the g<strong>over</strong>nment <strong>in</strong> the next four,” Taiga said. The UPU also congratulated all the legislators from Delta Central, who won the <strong>elections</strong> to the state House of Assembly. No more violence, we have lost too many people already.” FG orders NNPC, NPDC to take <strong>over</strong> Shell’s assets <strong>in</strong> Ogoni By Michael Eboh THE Federal G<strong>over</strong>nment, yesterday, revoked the operat<strong>in</strong>g licence granted Shell Petroleum Development Company, SPDC, for Oil M<strong>in</strong><strong>in</strong>g Lease 11, <strong>in</strong> Ogoni land and transferred the operatorship of the assets to the Nigerian National Petroleum Corporation, NNPC and its upstream subsidiary, the Nigerian Petroleum Development Company, NPDC In a letter dated, March 1, 2019, with Reference Number: SH/COS/A/8540 by Chief of Staff to President Muhammadu Buhari, Mr. Abba Kyari, the Presidency directed the NNPC and its upstream subsidiary, NPDC to take <strong>over</strong> the operatorship of the entire asset. In the letter entitled, ‘Operatorship of Entire Oil M<strong>in</strong><strong>in</strong>g Lease, OML, 11’ and addressed to the Group Manag<strong>in</strong>g Director of NNPC, the Presidency gave the NNPC a deadl<strong>in</strong>e of April 30, 2019 to take <strong>over</strong> operatorship of the asset. The Presidency disclosed that the decision was to ensure smooth resumption of oil exploration and production activities <strong>in</strong> Ogoniland, go<strong>in</strong>g by the delicate situation <strong>in</strong> the community. The letter reads, “K<strong>in</strong>dly note that the President has directed NNPC/NPDC to take <strong>over</strong> the operatorship, from SPDC, of the entire OML 11 not later than April 30, 2019 and ensure smooth re-entry, given the delicate situation <strong>in</strong> Ogoniland. “Directed NNPC/NPDC to confirm by May 2, 2019 of the assumption of the operatorship. Please accept A-Ibom Assembly passes N672.9bn appropriation bill <strong>in</strong>to law By Chioma Onuegbu UYO—AKWA Ibom State House of Assembly has passed the state appropriation bill of N672.984 billion for the 2019 fiscal year <strong>in</strong>to law. This is aga<strong>in</strong>st the N670.718billion budget proposal presented by the state g<strong>over</strong>nor, Mr. Udom Emmanuel on November 13, 2018 on the floor of the House. The 2019 appropriation bill was passed yesterday, after the consideration and adoption of the report submitted by the House Committee on F<strong>in</strong>ance and Appropriation chaired by Mr. Usoro Akpansoh, member represent<strong>in</strong>g Ibeno/Esit Eket state constituency. In his remarks, Speaker of the House Mr. Onofiok Luke said they tailored the 2019 Appropriation Bill christened, “Budget of Industrialisation for P<strong>over</strong>ty Alleviation,” to meet salient socio- economic agenda of g<strong>over</strong>nment <strong>in</strong> the areas of <strong>in</strong>frastructure development, job creation and revenue generation. He said, “And to keep the budget <strong>in</strong> sync with current needs and hav<strong>in</strong>g considered the op<strong>in</strong>ions of Akwa Ibom people and stakeholders, we decided to <strong>in</strong>crease the total budget by a little <strong>over</strong> N2 billion to br<strong>in</strong>g the 2019 estimate to N672.98 billion. “It must be emphasised that what we approved emanated from the wishes of stakeholders who considered the parameters for the 2019 proposal dur<strong>in</strong>g the public hear<strong>in</strong>g on the budget. “Our <strong>over</strong>all objective the assurances of my highest regards.” The NNPC currently holds 55 per cent <strong>in</strong> OML 11, while Shell, Total and Eni hold 30 per cent, 10 per cent and five per cent respectively. The Ogoni communities <strong>in</strong> River State, had for more than 24 years, refused to grant access to Shell for crude oil exploration and production follow<strong>in</strong>g the contr<strong>over</strong>sial kill<strong>in</strong>g of Ken Saro Wiwa and eight other Ogoni activists, by the adm<strong>in</strong>istration of late General Sani Abacha. OML 11 lies <strong>in</strong> the southeastern Niger Delta and conta<strong>in</strong>s 33 oil and gas fields of which eight are produc<strong>in</strong>g as at 2017.
