the university autonomy

Universitas Negeri Yogyakarta (formerly IKIP
Yogyakarta or Yogyakarta Institute of Teacher
Education and Educational Sciences) was founded
on May 21, 1964. About thirty-six years later, on August 4,
1999, the President of the Republic of Indonesia officially
declared that IKIP Yogyakarta has converted into
Universitas Negeri Yogyakarta (UNY). This university is
also eligible to offer non-education study programs. The
institute has achieved the topmost positions among the best
universities in Indonesia, and it has acknowledged the ‘A’
Higher Education.
The university is well equipped and facilitated in the field
of sports with an indoor stadium, swimming pool, archery
field, basketball courts, softball court, soccer field, athletic
academic education, and vocational education in the field of
teacher training. It aims to establish good university
governance and maintain clean university government.
UNY has succeeded in reaching the best rank position in
the category of the best universities in Indonesia.
Career Opportunities and Exposures
Universitas Negeri Yogyakarta, despite its new status as a
university, has made a lot of efforts to improve its quality in
“
We conduct professional,
academic,and vocational
education to facilitate the
development of students
in becoming graduates
order to be a leading university. Those improvements are
expected to support its endeavors to become a world-class
university. The students of UNY are prepared to work as an
educator at the level of basic, secondary, and higher
education in both the public as well as the private sectors.
In carrying out the wider mandate, it offers 12 noneducation
study programs at the bachelor level and threeyear
undergraduate diploma levels in the following
faculties: the Faculty of Languages and Arts Education, the
Faculty of Mathematics and Natural Sciences Education,
and the Faculty of Engineering and Vocational Education.
the Faculty of Sports Sciences and the Faculty of
Economics.
The students are also equipped with vocational teachers,
who guide them with the skills related to technical work, or
vocational subjects. Vocational teachers teach in public and
private schools, usually at the secondary education level
(junior high school) and upper (high school level). They
provide practical knowledge to their students, who can be
directly employed after graduation.

“The
students of
How is
Technology
Redefining
Teaching
Methods at the
Undergraduate
and
Post-graduate
Levels?
According to some reports, there are nearly 2.5
billion people on Facebook; in India, there are
nearly 700 million people having internet access;
there are over 3.5 billion mobile phone connections in the
world. ‘Internet of Things’, or IoT as it is called, is no
longer a myth but here to stay. Increasingly, Artificial
Intelligence and Machine Learning seem omnipresent and
coupled with Data Analytics, appear to govern the way we
live and work.
I have started categorising people into two – BG and AG
(no longer BC and AD!); ‘Before Google’ and ‘After
Google’. These two are very different, as distinct as chalk
and cheese! They are born into different environments,
different worlds, and in different contexts. Their thinking is
largely conditioned by the environment in which they live.
Their aspirations and expectations are vastly different. The
AGs, in particular, appear to be aliens to those who are
BGs. BGs do not understand the AGs – perhaps a very few
do!
The AGs live in a world that is mostly uncertain, complex,
unstructured, and ambiguous – many people call this the
VUCA (volatile, uncertain, complex, and ambiguous)
world. Research studies on the so called ‘millennials’ or the
‘Gen-Y’ show that these AGs have perceptions that is based
not on the past, but the present and the future; not on the
theoretical foundations, but on practical applications; not on
‘what was/is’ but ‘what can be’. It is this group of AGs who
are learners of today. So, how will conventional classroom
delivery of syllabus contents meet the requirements and
expectations of these AGs?
Conventional classroom delivery or teaching methodology
is largely based on the premise that the ‘teacher’ knows
more and better than the student and hence he/she has to
‘teach’ what he/she thinks the student has to learn. This
premise is no longer true. We are dealing with a completely
different set of ‘learners’ today. They ‘learn’ best at their
own pace, their own space, their own way, and their own
contents. They want to decide what to learn, where, how,
and when. Teaching methods, particularly in higher
education – undergraduate and postgraduate levels – have
to be tuned differently in order that the ‘learner’ benefits
most from such ‘teaching’.
It is often said that information becomes obsolete every 11
hours; so, what the teacher learnt from a text book that itself
is two years old the previous night is completely obsolete
the next morning when he/she goes to the classroom to
teach. Thanks to Wikipedia, Google, and such other
technological tools, the latest and most recently updated
information is available to the student at the click of a
button. We are dealing with learners who are constantly in
search of the latest and the most current. They have neither
the patience, nor the inclination for the old. Teachers need
to change their teaching methodology in order to be
effective and successful.
In my view, particularly in management education, ‘lecture’
method should be restricted to not more than 30% of
teaching and the remaining 70% should comprise methods
that engages the learner in the process of learning. ‘Massive
Open Online Courses’ or MOOCs provide a great
opportunity to the learners for self-learning. MOOCs
provide an affordable and flexible way to learn new skills.
‘Flipped Classroom’ is another methodology for ensuring
achievement of expected learning outcomes. This provides
for the learners to be an integral part of the teachinglearning
process through intense discussions and critical
questioning. Use of audio and visual clips can enhance
learning. In other words, it is of importance that the learner
is actively engaged in the learning process. It is necessary
for the teacher to recognise and use the conceptual
framework of David Kolb and the learning styles.
‘Bring Your Own Device’ or BYOD has been a frequently
word acronym in education. Recognising the impact of
technology and the benefits that the teachers and learners
gain from extensive use of technology, BYOD policy
enables the teacher and the learner to communicate with
each other and continuously learn without the constraints of
physical space, time, and geography. It helps enhance
critical thinking skills through discussions and debates.
Ultimately, the purpose of education, in my view, is to
imbibe the ability to question critically, to distinguish
between right and wrong, to learn and share new
knowledge, to acquire new skills, and to internalise all these
for becoming a vastly desirable human. Technology is
impacting education in a big way. The ‘how’ part of
education is undergoing never-before changes – the
teaching methodology of the past is no longer adequate to
meet the challenges thrown by advancements in technology.
It is the responsibility of teachers to recognise the changes
and embrace technology not only to survive but to stay
relevant. T R
Bustanil Arifin
Founder
The Creation of IPMI
Bustanil Arifin is former Minister of
Cooperative and head of National Agency of
Logistic (Bulog) in 1978–1993 during the
President Suharto’s era. In 1984, he opened
IPMI Graduate School of Business —an
educational institution. As Indonesian market is
inextricably linked to the world economy and
there is an increase in the competitive market
both domestically and internationally, the logic
of opening IPMI came to mind.
“I dream of a school that would train
Indonesian Managers who can perform
effectively in the face of rigorous competition,
familiar with International Business Practices
and yet remain solidly grounded in
Indonesia”—stated Bustanil Arifin.
To implement the transformations, both the
government and private companies need the
managers who can deal with the new changes.
The institute optimisms that the education
which students have received, that has prepared
them to face the challenge, and at the same
time, helped them to become one of the
responsible members of a future society they
will help to build and one they can be proud of.
On the other hand, the IPMI is planning to
provide an educational environment, globally
connected locally embedded, and strengthening
the strategic partnership with international
reputable institutions.
The idea of integrating entrepreneurship in education system has become increasingly popular these days. Some of the
plausible reasons are as follows:
Economic Advantages
With better entrepreneurial understanding and actions, a country’s economic success and development will lead to the higher
levels of economic output and productivity amongst the future workforce. Just for an example, one can look at the fast growth
of the IT industry, which is becoming a major world force.
Societal Improvement
Many of the social issues, like the problem of unemployment can be easily solved with this idea. Logically the country’s
infrastructure improves as a necessity to support economic growth. Only the business minds can change the way of working,
improve the standard of living, and break away from the traditional ‘ways of being’ to embrace new technologies and a more
fluid working life. This would be a revolutionary movement for the country. Just for an example, one can note the wonderful
impact that Bill Gates has made in the USA to finance improvements in schools and communities through his success with
Microsoft.
Citizenship
The political understanding of young people can also be improved by the entrepreneurial knowledge as future voters in a
vibrant and fast-paced democracy leading to greater equality and opportunities.
Classroom learning
The theoretical aspect of an education system can be improved with the experience of entrepreneurial activities and concepts
by linking learning to the real world. Entrepreneurial education, therefore, is important and it matters to students.
In the today’s 21st century, an entrepreneurial education offers the potentials for the personal and community growth which is
necessary. So, the institutes need to cultivate an entrepreneurial spirit and understanding in young minds. This can be done by
identifying the key skills and qualities that encourage such understandings and infuse them into all areas of the school or
college curriculum. Also, teaching entrepreneurship as a discrete activity through specially designed curriculum programs.
This gives the experiential constructive approach, which is required to foster skill development and the theoretical
understanding. Thus, the students have the opportunity to come up with the original ideas. The identified skills include: taking
initiative, intuitive decision making, making things happen, networking, and identifying opportunities, creative problem
solving skill, innovating, strategic thinking and personal effectiveness.
Being an entrepreneur is not necessarily about making money, rather, it is about a mindset that develops personality and social
identity, investigates personal ambitions and goals. It also enhances confidence and resilience and encourages self-discipline
and organization. This allows the reflection on one’s own motivations, which is realistic. Even no uncertainties and risks can
stop one from achieving their dreams. Thus, it is an education of the mindset that must be applied in all the aspects of
education. A sense of enterprise and opportunity creation is essential to education.
Cultivating a young entrepreneurial mind is moving from the passive learning to the active learning. One of the best ways of
doing this is to link it to a strong program of community service where the students are supported to go ‘beyond their comfort
zone’. The entrepreneurial spirit can change the society, and indeed it should do, for the betterment of all in society. T R
Education Landscape
A Passion for Education - A global Force in Education
The national education system of
Indonesia is developed from the
struggle for independence and
the renaissance of the nation.
Many influences, local or global,
contributed to the changing nature
of the curriculum, education,
valuation, and teacher
professionalism, during its
development.
Indonesia is a large country with a
population of almost 235 million,
covering an area of 1,910,931 sq.
km. The population is still
dominated by the young
generation, whereby close to 50%
of its population is younger than 25
years. As an emerging economy,
Indonesia is considered as a low
middle-income country, which is
entering the third stage of
economic development, called
the “Efficiency Driven Economy” by
the World Economic Forum (WEF
2012).
The higher education system in
Indonesia is largely influenced by
the American model except in
some areas such as medical and
vocational education where some
forms of European model were
also adopted.
official language i.e. Indonesian (a variant of
Malay, locally known as Bahasa Indonesia), there
are more than over 700 other languages also
spoken in the country. The official Indonesian
language is used in commerce, administration,
education, media and in most printed books, but
many Indonesians speak a different language as
their first language.
Geography
ONE OF THE LARGEST ARCHIPELAGO IN THE
WORLD!
Indonesia is the largest archipelago in the world.
It consists of around 18,000 islands, of which
around 6,000 are inhabited. Most of the islands
are completely Indonesian, while some (Borneo,
Sebatik, Timor and New Guinea) are shared with
the neighboring countries.
History
INDEPENDENCE AFTER WORLD WAR II
The country has an extremely rich history, that
started 1.5 million years ago, but it became an
independent country only in the mid-20th century,
after World War II. Every year, on August 17, the
official Indonesian Independence Day is celebrated
throughout the country.
Interesting Facts
Climate
INDONESIA HAS ONLY 2 SEASONS
An interesting fact about this country is that it has only two
monsoon-driven seasons i.e. the wet and dry season. Even the dry
season has just less rain than the wet season, and this what the
difference. The dry season persists from May to September and the
wet season persists from October to April. The temperature is quite
stable in each part of the country throughout the year, but regional
climates sometimes vary greatly. If one likes high temperatures
and lots of rain, then Indonesia is definitely the perfect place!
Population
THE FOURTH MOST POPULOUS COUNTRY IN THE WORLD!
Indonesia is inhibited by over 250,000,000 people
(approximately 3.5% of the world population). It is currently the
fourth most populous country in the world, after China with 1.4
billion people (19% of the world population), India with 1.3
billion people (18% of the world population) and the USA with
over 300,000 people (4% of the world population).
Flora
ONLY BRAZIL AND CONGO HAVE MORE TROPICAL
FORESTS THAN INDONESIA
With the biggest tropical forest area, Indonesia
stands third in the list of countries. Even 340,000 sq.
miles of Indonesian tropical forests cannot compete
with Brazil's 1.8 million square miles, but its forests
are still very important. They are a major oxygen
producer on earth and are home to the thousands
of animal and plant species.
Tourism
INDONESIA IS DIVIDED INTO 7 REGIONS
The country, Indonesia is so big that it is first
divided into seven regions, and these regions are
then further divided into 34 official Indonesian
provinces. Many tourists still know the country only
by its seven regions such as Sumatra, Java, Lesser
Sunda Islands, Kalimantan, Sulawesi, Maluku Islands
and Western New Guinea.
New Discovery
“WALKING SHARK” SPECIES
Did you know, the sharks can walk too? Well,
according to the Indonesian facts, they can.
Hemiscyllium Halmahera is a newly discovered
shark. It is a species of the bamboo shark family.
The sixth species of walking shark in Indonesian
waters is the Hemiscyllium Halmahera.
Forwarding Future
THE CHANGING
FACE OF
INDONESIAN
Education System
n today’s modern age, education plays a crucial role in
Ibuilding a nation. Counted as the basis for human
character development and knowledge, imparting
quality education has become a basic necessity in order to
build a better tomorrow.
Standing amongst the top few populated countries of the
world, the education system of Indonesia is witnessing a
paradigm shift as the Government is determined to
showcase Indonesia as one of the most preferred choice for
educational institutes. Having an educated and a skilled
pool of resources is a prerequisite for a sustainable
economic growth. Demographic changes, rising income
levels, and recent reforms incorporated in the educational
sector has assisted the growth trajectory to new heights.
Out of various factors that attribute towards establishing a
‘world-class’ educational institute is Technology. Over the
last decade, technology has assisted to cultivate new
concepts and has broadened the perspective of education
among the masses.
Cultivating Childhood Education
People are becoming more aware about the significance of
early childhood education. As such, the nursery schools,
playgroups, and kindergarten are boosting the Indonesian
education and going beyond the traditional forms of
learning. According to an independent survey, the number
of Indonesian children enrolled in kindergarten is
heightened in the recent years.
Acknowledging the necessity of education, the parents in
Indonesia are willing to pay a much higher value to enroll
their children in reputed preschools and develop a curated
potential to withstand the complexities of life. Additionally,
more women are getting engaged in teaching and entering
the doors of workforce which is successfully empowering
the playgroup and day care services. This scenario is
creating prominent business opportunities for private as
well as government institutions to go an extra-mile and
create a one-of-its-kind history.
The Primary and Secondary Schools
The advent of technology and its implementation has
empowered a huge number of schools with best-in-class
qualities and facilities, thereby supporting the middle-class
families. The boom of elite primary and secondary schools
has remarkably filled the voids of traditional and new-age
learning in Indonesia. Established to cater to the demands
of urban, middle-class families, these schools are painting a
distinctive canvas of knowledge for the children. They even
offer a boarding programme which suits the needs of the
families, where both parents are usually working. Offering
bucketful of amenities and professional teachers, these
schools are embracing the changes and transforming the
students into the building blocks of tomorrow.
The Higher Education Framework
The existing as well as the emerging campuses are working
in association with the foreign universities through the
student and teacher exchange programs. Adding value to
these operations are the grants and scholarships, dual
degree, joint research, training, and publication, and many
others. For smooth improvement in the quality of the higher
educational institutions, the Indonesian Government is
taking necessary strides to embrace technology and offer
state-of-the-art learning experience to the students.
This outshines a myriad of restrictions which limit the
commercialization of higher education by foreign
institutions. This includes the obligation to adjust the
programmes to local rules, culture and conditions including
using Indonesian names. It also deals with the language and
being an Indonesian legal entity, restricting the proportion
of foreign faculty to forty percent, and the need to operate
on a not-for-profit basis. This in turn has enhanced the
attractiveness of the Indonesian higher education sector. It
also enhances the economic potential and unlock new
doors, where bigger universities would invest in Indonesia.
The E-Learning Approach
Researchers reveal that the number of internet and
smartphone users in Indonesia is increasing da-by-day. As
such, the educational institutions are opting for newer
strategies to engage more and more students along with the
foreign and domestic investors. Today, the Indonesian
startups in the education sector are receiving funding from
the investors. Moreover, the foreign startups in this sector
are also eyeing Indonesia’s tech-savvy students and
teachers and creating a platform of e-learning with an aim
to deliver expert tutoring.
Currently, the e-education and e-learning are taking newer
forms of website services and mobile app platforms on a
large-scale. It is consistently revolutionizing the educational
space with the growth of online and digital businesses.
These efficient efforts are crafting out essential openings in
the learning, where a child is developed as a responsible
human and can fight to attain his basic needs.
The Next Big Thing
While 2017 was a challenging as well as opportunistic year
for the Indonesian education sector, 2018 would be a year
where it would trek to newer success heights. Taking on
tech-enabled changes the education system would be
developed as a high-quality brick capable of constructing
strong learning outcomes. The future will witness more
augmented, technocratic, and donor-sponsored education
policy reforms that would frame better resourcing for
schools and HEIs (Higher Education Institutions) along
with better teacher training programs. This will grant
secured institutional autonomy and decentralization of
managerial responsibility in the coming years.
The next bigger thing would also include the development
of strong educational links that would surely shape the
evolution of Indonesian education system. T R
