decided to make a ‘Poo Bag<br />
Dispenser’ for the village.<br />
Super proud mum, Vikki, said<br />
he had no help at all and has<br />
now attached the finished<br />
product to a fence between<br />
Cheney Road and the park.<br />
MPC Chairman expressed her<br />
thanks to Louie for his positive<br />
effort and said he was ‘an<br />
example to us all’.<br />
Let’s hope any dog walkers who get caught short<br />
without a bag will make the most of this young resident’s<br />
contribution to our village.<br />

MOBILITY SCOOTERS AND WHEELCHAIRS<br />
Mobility scooters, wheelchairs, rollators, commode chairs and a<br />
few smaller disability aids are available for loan from <strong>Minster</strong><br />
<strong>Matters</strong> to villagers and members of their families. We will also<br />
consider requests from residents in our neighbouring villages. We<br />
make no set charge for any of these but we’re open to receiving<br />
voluntary donations to help keep the equipment maintained.<br />
Thank you to everyone who has helped in some way to make<br />
this a success, if you or someone you know needs to borrow any of<br />
these please do get in touch.<br />
We are very pleased to report that we have recently been<br />
offered some additional storage space for which we are very<br />
grateful, and we hope to be able to move some of our equipment<br />
into in the not too distant future.<br />

self propelled wheelchairs to us, I’m pleased to say we now have 3<br />
of these. Finally, thanks also to those who have recently donated<br />
an unused zimmer frame, unused toilet frame and 2 pairs of<br />

MINSTER MATTERS CALL FOR HELP<br />
<strong>Minster</strong> <strong>Matters</strong> are still looking for someone (or two) to help us<br />
with our audio recording once a month, or again maybe every other<br />
month, at The Holiday Inn on a Tuesday evening. We just need you<br />
to watch that the recording is happening successfully on our laptop, noting any<br />
mistakes made by our volunteer readers on the supplied script, then delivering<br />
the recording and script to our audio editor. This usually takes about 1.5hrs from<br />
7.30 to 9pm.<br />

SURGERY CLOSURE DAYS<br />
Please note that the surgery will close at 12.00 Midday on the<br />
following days for the purpose of staff training: Wednesday<br />
15th <strong>May</strong>; Thursday 27th June; Wednesday 24th July.<br />
BANK HOLIDAYS<br />
The surgery will be closed all day on: Monday 6th and Monday<br />
27th of <strong>May</strong>. Please ensure you have sufficient medication to<br />
last you during these periods, and of course, please don't forget<br />
to include all the family who may need medication and also<br />
check when their “Medication Review” is due.<br />
Should you need to see a Doctor when the surgery is closed,<br />
please call the NHS 111 Service via the normal surgery number<br />
8<strong>213</strong>33 where you will be transferred automatically, or you can<br />
call direct on 111, to receive non-urgent confidential health<br />
advice and information for all the family, available 24 hours a<br />
day, 7 days a week. For urgent/life threatening issues, dial 999<br />
as normal.<br />

SCOTT STEELE<br />

PATIENT LIAISON GROUP<br />
Scott Steele was a member of the Playhouse for many<br />
years before he and Janette moved back to Scotland in<br />
2012.<br />
Scott was born in Edinburgh and studied catering, taking<br />
a chef’s job in the kitchens of the Caledonian Hotel, where<br />
he met Janette, and they were later married. He took a job<br />
as an instructor in the well-respected catering arm of<br />
Thanet College in Broadstairs, and they lived in <strong>Minster</strong> for<br />
more than 20 years before his retirement. They moved to<br />
Crossmichael in Dumfries and Galloway in 2012, followed<br />
by a move to Carluke in 2016. Scott was diagnosed with<br />
cancer in 2015 and after three years of treatment sadly<br />
died, at home, on April 7th this year.<br />
Scott and Janette travelled widely throughout their married<br />
life and enjoyed visiting many countries throughout the<br />
world. During their time in <strong>Minster</strong> they joined the<br />
Playhouse and he was the driving force in many<br />
productions in a wide range of activities, from set building,<br />
directing, acting, and for some years the Chairman of the<br />
Society, to all which pursuits he always gave one hundred<br />
percent of effort and enthusiasm.<br />
Scott and Janette typified the generous hospitality of the<br />
Scots and left behind many good friends in Thanet. Scott<br />
is survived by Janette and their two much loved Airedale<br />
dogs.<br />
He will be very sadly missed.<br />
SCARECROW CHALLENGE<br />
Due to many factors it has been decided we will not be<br />
holding the Scarecrow Challenge over Open Gardens<br />
weekend in June this year. Apologies to anyone who may<br />
already be working on theirs, but we just do not have the<br />
time or manpower to get it organised.<br />
We hope we may be able to hold it again in 2020 but we’ll<br />
confirm that early next year.<br />

ANOTHER SUCCESSFUL FUND RAISING YEAR<br />
and a VERY SUCCESSFUL DECADE<br />
During the financial year ending March 20<strong>19</strong><br />
we are able to purchase nearly £3000 of new<br />
equipment for the surgery, equipment that<br />
would not normally be available within a GP<br />
Practice.<br />
Our very first fund raising event was our<br />
SPRING FAYRE in MAY 2009 which raised just<br />

Firstly, I have to report that Peter Fairbrass our former<br />
President has passed away. He was a stalwart member<br />
and will be sadly missed.<br />
The Short-Mat season is now completed. The three league<br />
teams experienced mixed fortunes: The Hinds maintained their Division<br />
1 status, but five of that side will not be available next season: The<br />
Abbots had a disappointing time and were relegated from Division 2:<br />
The Monks were runners-up in Division 3 and will therefore be promoted<br />
next season.<br />

The Outdoor season is now upon us with 90 fixtures arranged. We will<br />
also be hosting our usual Open Day for teams of non-bowlers, and The<br />
Bosom Pals will be holding their annual event. In addition, we shall be<br />
hosting the Isle of Thanet Ladies Champion of Champions contest, whilst<br />
the Open Pairs Competition, organized by Terry Harrison will be held<br />
in September. We will, as usual, be making our appearance at the<br />
<strong>Minster</strong> Show.<br />
The beginning of the playing year is an ideal time for new members to<br />
join the Club. We have already received eight applications in April for<br />
members, and more are welcomed. Tuition will be given for anyone new<br />
to bowls, and your membership fee entitles you not only to play lawn<br />
bowls, but also short-mat during the winter months.<br />

PROMPT CORNER<br />
By the time that you read this, our <strong>May</strong> Play, the novel thriller,<br />
by Ken Whitmore and Alfred Bradley, is now in its final rehearsals<br />
and going very well. This lively and light-hearted play is complex to perform<br />
which makes great demands on the actors but is also great fun. It is a classic<br />
thriller packed with intrigue, humour and an ingenious plot.<br />
Charlie Nicholson has writer’s block, and is being chased by an “enforcer”<br />
of the casino he owes a lot of money to. Merlin Foster, an acclaimed actor<br />
with many marriages behind him, has specific needs. He employs Charlie to<br />
write a script for him which must contain the perfect method and alibi for<br />
the murder of his wife, and to be theatrically convincing. Merlin’s young<br />
wife, Eden, is to remain in the dark so that he can surprise her with the play.<br />
Merlin’s extreme approach to rehearsal worries Charlie, but he has to remain<br />
silent. When is a play not a play? When is a doorbell not a doorbell? And is<br />
that really a head in the bag? All is finally revealed in the murderous and<br />
surprising tale for the mystery lover.<br />
The play has a succession of twists and turns right up to the final curtain. It<br />
will be staged from Wednesday 15th to Saturday 18th <strong>May</strong> at 7.30 p.m.<br />
at the Village Hall. You can leave requests for advance bookings on the box<br />

Autumn Play<br />
Our September production this year will be<br />
a comedy by<br />
Georgina Reid, and is about a family of vagrants that has taken over a small<br />
disused Methodist Chapel, much to the concern of the parishioners, who<br />
call in the Social Worker to deal with them. The play looks at a number of<br />
social issues, particularly homelessness. It gives the Minister and his<br />
parishioners, as well as all of us, many soul-searching questions. It will be<br />
directed by Sally Reynolds, and will be auditioning 23rd <strong>May</strong>; new actors<br />

play runs from September 25th to the 29th at the Village Hall.<br />

TWINNING ASSOCIATION<br />
The Armbouts-Cappel Art Show opened on<br />
Saturday 30th March and four of our members<br />
travelled across to see the exhibits which<br />
included many entries from <strong>Minster</strong>.<br />
Whilst there, a meeting took place to advise us<br />
of the events planned for the forthcoming<br />
Ducasse at the end June. A coach full of <strong>Minster</strong><br />
locals will be travelling across to join in with our<br />
French friends, for what will be a fun day.<br />
Although the coach is full you can still put your<br />
name on the reserve list, it’s on Sunday 30th June<br />

EXCITING NEWS ABOUT ST MARY’S CHURCH FABRIC<br />
Looking after a beautiful historically important and unique building like our church is not always a straightforward<br />
task. As a church we realise that we can’t find the large sums needed to maintain the church fabric and so we look<br />
to other organisations and grant making bodies to help with this.<br />
The PCC are currently working on two separate restoration projects with the fabric - funded by different sources.<br />
A. Chancel Repairs - for various historic reasons the responsibility of maintaining the chancel lies with the Dean<br />
and Chapter of the Cathedral. The PCC contribute just over 1% towards any costs. External repairs to the<br />
chancel rainwater goods and roof began in April with scaffolding being erected outside of the church. And<br />
shortly after Easter scaffolding inside of the chancel for internal repairs. The vast majority of this is not funded<br />
by St Mary’s PCC.<br />
B. St Mary’s Restoration Project - this includes essential repairs to the south transept gable and other more general<br />
repairs; but also includes the installation of a toilet and small kitchen area into the North West corner of the<br />
nave and possibly essential repair works to the bells. The PCC are applying to the National Heritage Lottery<br />
Fund (NHLF) for a grant of £250k for these works. Sources of funding from other places will also be sought to<br />
meet the overall cost. Even if all these applications are successful the works would still not begin until 2020 at<br />
the earliest. The award of such grants is highly competitive. Part of this process is a community consultation<br />
programme to gather information to support why such works are essential for the future use of the building<br />
and to show how more people will use and visit the church for heritage purposes or otherwise. This consultation<br />
will begin in the next few weeks and there will be a display in church with more details.<br />

COUNTRY EYE - HELPING KEEP THE RURAL COMMUNITY IN KENT SAFE<br />
Country Eye Ltd have built a free App for people living and working in the rural community. The app allows users<br />
to record and share information on crime, suspicious behaviour and damage in their home community or whilst<br />
out and about.<br />
The information collated through the app will give officers a greater understanding of potential problem areas.<br />
The app has been supported by Kent Police and Crime Commissioner, Safer Kent, National Farmers Union and<br />
BTF Partnership.<br />
The Country Eye app identifies four different Rural<br />
Categories which make up the majority of incidents<br />
that occur in the countryside.<br />
Theft: Vehicle, Metal & Cable, Machinery & Plant,<br />
Livestock, Outbuilding, Fuel & Oil and Equine.<br />
Farm Crime: Arson, Fly-Tipping, Trespass with and<br />
without Firearms, Criminal Damage and Suspicious<br />
behaviour with and without vehicles.<br />
Animal, Wildlife Crime: Poaching, Animal Welfare,<br />
Endangered Species & Conservation, Hare Coursing<br />
and Horse Crime.<br />
Heritage Crime: Off-Roading and Metal Detecting<br />
(without owner’s permission ) /Night Hawking<br />
The app has a knowledge section which highlights the<br />
key factors for each type of incident above to assist users.<br />
Sign up is simple; the system requires a contact number, email address and postcode. The app records and<br />
disseminates information using the phones camera and GPS location settings. Recording information is intuitive;<br />
users will click the camera icon, take an image, choose from a drop-down the type of crime, whether a crime<br />
reference number has been issued, and any other useful information. The location, time and date will be<br />
automatically recorded. The app can also use an existing image from the camera’s photo library.<br />
The application is not intended for emergency purposes; users should report to; 999 – (crime in progress) 101 –<br />
(crime committed) or report to Crimestoppers if they wish to remain anonymous – 0800 555 111<br />

community projects in Thanet”.<br />
A THANET project to combat loneliness and isolation is<br />
one of five across the UK to scoop a £50,000 award.<br />
Thanet Community Support Partnership (TCSP), part of<br />
Kent Coast Volunteering, was picked from 200 charities<br />
to pilot a new approach to age-friendly, inclusive<br />
volunteering.<br />
The project has received funding from the Centre for<br />
Ageing Better and Department for Digital Culture Media<br />
and Sport in order to marry up TCSP’s flagship central<br />
referrals service, which helps the isle’s older residents<br />
access the support and leisure services they need, with<br />
the charity’s highly successful volunteer outreach service,<br />
which matches individuals with volunteering roles within<br />
the Thanet community.<br />
Project Co-ordinator Chris Scutt said:<br />
“We are absolutely delighted that our project has been<br />
selected, especially given that there were so many other<br />
excellent proposals.”<br />
“We noticed that many users of our referrals service<br />
would actually make great volunteers and could<br />
themselves benefit from the rewards that volunteering<br />
had to offer. They just had barriers which prevented them<br />
from participating fully. The money will help us trial new<br />
ways of enabling those who get in touch with us for<br />
The Centre for Ageing Better awarded £250,000 of<br />
Government funding to five projects in North Yorkshire,<br />
Oxfordshire, East Sussex, London and Kent.<br />
The aim of the fund was to develop good practice<br />
approaches that will help to promote and sustain the<br />
efforts of people over-50 who might face challenges to<br />
being involved in formal volunteering roles or who help<br />
their friends and neighbours in other ways which may<br />
not be recognised.<br />
Mr Scutt said:<br />
“People call us for a range of reasons. It may be that they<br />
don’t have friends or family, and would like to join our<br />
Good Neighbours (befriending) Service; they may need a<br />
gardener; or help with form-filling for a welfare benefit<br />
they are entitled to. As well as helping find them the<br />
support they require, we will now be able to see if they<br />
would like to volunteer when the time is right for them.”<br />
Other projects awarded funding include: ‘Growing<br />
Connections’, which engages older volunteers in<br />
community gardens across London to grow food; ‘Late<br />
Spring’, an Age UK Oxfordshire project supporting<br />
bereaved people to take up volunteering opportunities;<br />
and ‘Hastings Age-friendly Volunteering’, which will<br />
establish a group of champions to inspire people of all<br />
ages to volunteer.<br />

Kate’s Puddings – what’s cooking?<br />
For <strong>May</strong>’s magazine, I went back to my favourite writer,<br />
Claire Macdonald, for inspiration. This is an amazing<br />
cake, which she disguises as a pudding (I saw through<br />
that one straight away!). I added lime curd to her<br />
fabulous recipe and the resultant cake was a treat to the<br />
taste buds. I have tried this using a gluten-free blend,<br />
too, and it worked very well – it is a fatless sponge<br />
anyway, so very light and fluffy. The picture doesn’t do<br />
it justice.<br />
Vanilla and Coconut Cream Cake (with added lime)<br />
4 large fresh eggs<br />
4oz/110g sieved self raising flour or a blend<br />
4oz/110g caster sugar<br />
1tsp vanilla essence<br />
Filling and topping:<br />
1 pint/500ml double cream<br />
1oz/caster sugar (omit for the lime version)<br />
1tsp vanilla essence (omit for the lime version)<br />
1 jar lemon or lime curd<br />
4oz/110g desiccated coconut, toasted and cooled<br />

Preheat oven to 180 deg C, and line two 8” loose<br />
bottom sandwich tins with parchment (or spray with a<br />
“cake release” agent), and grease the sides.<br />
In a food processor or Kenwood, whisk the eggs, adding<br />
the sugar slowly until the mixture is thick. Allow a full<br />
10 minutes to achieve proper thickness. Fold in the flour<br />
and vanilla. Divide between the tins and cook for<br />
15-25 minutes (depending on the heat of your oven)<br />
until risen and golden brown. To test, they should have<br />
come away from the edges slightly. Tip the cakes out<br />
of the tins onto a wire rack and leave to cool.<br />
Whip the cream until stiff, adding the sugar and essence<br />
or lime curd. Plaster the first cake with 1/3 of the filling<br />
and sprinkle with some of the coconut. Sandwich the<br />
cakes together and ice the sides with 1/3 of the cream.<br />
Pick the cake up and wheel it through a bowl of the<br />
coconut to coat the sides. Top with the remaining icing<br />
and some coconut,<br />
plus lime to decorate.<br />

Summary of April Meeting<br />
● PCSO Butterworth was unable to attend but sent<br />
a written report. There had been 46 calls to Kent<br />
police over the last month including 2 burglaries, 2<br />
offences of criminal damage and 4 thefts from<br />
motor vehicles, 2 of which had been left unlocked.<br />
Other calls related to traffic, domestic or other<br />
issues. He is currently making presentations to local<br />
groups about scamming in the hope of raising<br />
awareness.<br />
● It seems that there have been regular complaints<br />
about youths on mopeds doing ‘wheelies’ in Tothill<br />
Street; PCSO Butterworth is trying to gather<br />
evidence to deal with the offenders so if you have<br />
any information such as times, dates and<br />
registration numbers, please forward it to him.<br />
● Cllr. Crow-Brown reported that he had recently<br />
spoken with Senior Management at TDC and they<br />
have confirmed that the agency payment to<br />
<strong>Minster</strong> will continue for the next three years. This<br />
enables the parish council to continue to keep the<br />
village clean and well maintained.<br />
● It was good to hear that Cllr. Crow-Brown, who has<br />
been very active in supporting the work of the<br />
parish council, is to stand for election again.<br />
● Cllr. Pugh was unable to attend but outlined some<br />
of the work he had been involved in and confirmed<br />
that he too would be standing for election. This was<br />
welcomed.<br />
● Both councillors thanked Cllr. Grove, who is<br />
standing down at this election, for his contribution<br />
to both District and Parish Councils, and also Cllr.<br />
Bailey for his contribution to the parish council.<br />
The Chairman echoed their thanks and said that<br />
both will be missed.<br />
● The Chairman reminded everyone of the Annual<br />
Parish Assembly scheduled for 16th April.<br />
● She reported that she had recently attended a<br />
number of hearings of the Local Plan Enquiry which<br />
continues until late <strong>May</strong>; she had put forward the<br />
views of the residents concerning housing<br />
developments and highways issues.<br />
● The Chairman expressed her thanks to Vicky<br />
Clarke’s 7-year-old son who had used his initiative<br />
by making a dog poo bag dispenser and placing it<br />
at the entrance to the recreation ground. This<br />
positive effort by such a young resident is very<br />
welcome and is an example to us all.<br />
● There was discussion about the <strong>Minster</strong> Parish Council<br />
chain of office and it was agreed that a new chain<br />
would be made in the style of the old one. A detailed<br />
estimate will be obtained.<br />
● The new HMRC system called ‘Making Tax Digital’<br />
comes into force this year and this means that our<br />
computer software needs upgrading. The Clerks have<br />
identified suitable software which will provide the<br />
upgrade as well as enabling online booking<br />
management; it has been recommended by other<br />
councils and by our auditor. The councillors voted to<br />
purchase this software.<br />
● There is some subsidence at the southern end of the<br />
All Weather Pitch and a quotation has been obtained<br />
to replace mortar with stainless steel rods and address<br />
water build up; this will cost £850. It was agreed that<br />
the work is necessary and should go ahead.<br />
● The meeting considered a planning application to<br />
build 25 dwellings (intended for occupation by<br />
persons aged 55 yrs. and over) at Hoo Farm, 147,<br />
Monkton Road, <strong>Minster</strong>. There were questions as to<br />
the impact of the loss of the commercial units,<br />
insufficient parking, highways access, lack of footpath<br />
and the ability to enforce the minimum age limit of<br />
purchasers. It was resolved that the council would<br />
object to the development.<br />
● The Twinning association reported on a recently<br />
successful quiz night, was pleased that many villagers<br />
entered items in the Armbouts-Cappel Craft Fair and<br />
now had a full coach of people booked to attend<br />
France for the 21st Anniversary celebrations.<br />
● In the public question time it was suggested that new<br />
developments such as that proposed at Hoo Farm<br />
should be required to install car charging points. The<br />
same person also mentioned concern at the use of<br />
cannabis by young people in the village; it has been<br />
reported to the PCSO.<br />
● On 16th April the Annual Parish Assembly took place.<br />
This opened with reports on the past year from the<br />
Chairman and the Chair of the Finance committee,<br />
both of which will be available on the <strong>Minster</strong> Parish<br />
Council website; it was then followed by the<br />
opportunity for members of the public to ask<br />
questions. At the end of this assembly the Chairman<br />
welcomed Roy Burden, Derek Crow-Brown, Leanne<br />
McCarthy, Susan Sharp and Jack Whybrow, our 5 new<br />
parish councillors, who will formally take up their new<br />
roles on 7th <strong>May</strong> at the monthly meeting. Look out<br />
