The Beginning<br />

<strong>Litchfield</strong> <strong>Style</strong> magazine is celebrating 20 years of publication. From<br />

first print to an online edition, there is no doubt the magazine has flourished.<br />

In 1999, The <strong>Litchfield</strong> Company had finished the Greg Normandesigned<br />

Reserve Golf Club and opened for sale their first community<br />

in The Reserve: The Vintage. The Reserve was the company’s river<br />

community. “It solidified our vision that anyone could find a place in<br />

<strong>Litchfield</strong> that fit their lifestyle and personality,” said George Taylor,<br />

then Executive Vice President of The <strong>Litchfield</strong> Company. “From the<br />

River to the Sea, and Everything In Between” was our marketing theme.<br />

Anyone could come and find their ‘<strong>Litchfield</strong> <strong>Style</strong>’.<br />

The marketing team, along with Taylor, brainstormed the publication.<br />

They wanted the magazine to be more about living and relocation,<br />

than about tourism. They wanted it to be less about sales and more<br />

about the lifestyle of the area, a specific niche indeed.<br />

Published annually every spring, there is no doubt <strong>Litchfield</strong> <strong>Style</strong><br />

has become a treasure to many. It’s something so many homeowners,<br />

owner want-to-be’s and vacationers look forward to year after year.<br />

Readers have called in saying they look forward every year to getting<br />

this magazine. Locals call in asking how to get several copies to share<br />

with their friends and family.<br />

Over the past 20 years, since the magazine was founded, there has<br />

been a trend away from print to online media. Therefore, the magazine<br />

has expanded into a flip version located on the home page of The<br />

<strong>Litchfield</strong> Company website.<br />

There is a lot to be proud of seeing this publication flourish since<br />

1999. The success couldn’t be recognized without mentioning the<br />

magazine’s advertisers _ friends of the company, big supporters.<br />

LOOKING BACK there have been so many changes<br />

and much growth in Georgetown County since we launched<br />

Georgetown County has experienced<br />

significant population growth over the<br />

last 20 years, much of it localized in the<br />

Waccamaw Neck with an overall<br />

projected growth at 62,500 by 2020.<br />

Join us now as we take a peek at the<br />

significant happenings in our<br />

beautiful town in the past 20 years.<br />

Just a few years after we started the<br />

magazine, in 2002 Waccamaw Community<br />

Hospital opened its doors to the South<br />

Strand community, joining Georgetown<br />

Memorial Hospital to form what would<br />

become the Georgetown Hospital<br />

System and is now Tidelands Health.<br />

<strong>Litchfield</strong> <strong>Style</strong> magazine in 1999.<br />

In 2004, the same year as Hurricane<br />

Charley’s destructive appearance, Bistro<br />

217 opened and Coastal Carolina<br />

University welcomed its new location,<br />

the Waccamaw Higher Education<br />

Center in <strong>Litchfield</strong>.<br />

The year 2011 realized the 1st annual<br />

Georgetown Bridge2Bridge Half<br />

Marathon, 12K and 5K.<br />

Coastal Carolina University (CCU)<br />

opened a satellite location on Front<br />

Street in Downtown Georgetown for<br />

marine science studies in 2014, which<br />

includes the home port for their<br />

research vessels. CCU also provides<br />

Osher Lifelong Learning Institute<br />

(OLLI) programs for the community at<br />

their Georgetown Education Center.<br />

In 2017, Georgetown elects its first<br />

black mayor and Hurricane Irma<br />

passes through.<br />

Fortune magazine named International<br />

Paper to a list of the “World’s Most<br />

Admired Companies” in mid-January<br />

2018, the 15th time in 16 years the<br />

paper company has been so honored.<br />

The Imaging Center across from the<br />

Waccamaw Medical Park, opened in<br />

the spring of 2012. As patient volume<br />

has increased, the number of employees<br />

has quadrupled from 200 to 800,<br />

impacting the surrounding<br />

communities economically.<br />

Liberty Steel Georgetown reopens the<br />

steel mill and resumes production in<br />

Spring 2018.<br />

The weather never ceases to make an<br />

impact. An F2 tornado in 2002 and<br />

Georgetown suffered one of the costliest<br />

disasters in that city's history on<br />

September 25, 2003 – a fire that leveled<br />

the center of the town's historic<br />

waterfront district.<br />

One thing that hasn’t changed over the<br />

years is the love of our quaint<br />

Lowcountry quality of life and true<br />

sense of community that brings joy to the<br />

hearts of residents and vacationers alike.

Know Your Flood<br />

Insurance<br />

Flood insurance is a critical component<br />

in properly protecting your property,<br />

particularly on the coast. The threat of<br />

tropical storms, hurricanes and river<br />

flooding – seven rivers run near to or<br />

through Georgetown County! – make us<br />

especially vulnerable to the peril of flood.<br />

Clearly, it is important for all property<br />

owners to understand at least the basics<br />

about flood insurance.<br />

First, let’s talk flood zones.<br />

You will often hear people refer<br />

to a property as either being<br />

“in” a flood zone or “not in”<br />

a flood zone, as defined by the<br />

Federal Reserve Management<br />

Agency (FEMA). This is not<br />

entirely accurate and a little<br />

misleading. In our area, a<br />

property is located in one of three zones:<br />

The X Zone is defined by FEMA as<br />

being at a low to moderate risk for flooding.<br />

Many people refer to an X Zone property<br />

as “not being in a flood zone,” but this<br />

detail is not exactly correct. The primary<br />

reason this inaccuracy circulates is that<br />

lenders typically do not require flood<br />

insurance for properties in an X Zone.<br />

However, reports indicate nearly a quarter<br />

of all flood damage occurs in X Zones.<br />

An example of the X flood zone in<br />

our area would include many of the<br />

homes west of Highway 17, and a modern<br />

home built on a slab is an indicator that<br />

the home is indeed in the X zone.<br />

AE and VE Zones are designated<br />

Special Flood Hazard Areas (SFHA) and<br />

are considered high hazard areas, with VE<br />

zones being the highest hazard. Lenders<br />

require flood insurance in these zones.<br />

Examples of the AE and VE flood<br />

zones: the AE zone is often found<br />

around tidal creeks and low-lying areas<br />

near rivers and waterways. Additionally,<br />

AE zones are common close to the<br />

beach—from second row homes back<br />

out toward Highway 17. As for VE<br />

zones, oceanfront homes are the best<br />

examples of properties located in<br />

this highest hazard zone.<br />

Traditionally, most flood<br />

insurance has been written through<br />

the federally-backed National<br />

Flood Insurance Program (NFIP).<br />

A homeowner can purchase up to<br />

$250,000 in dwelling coverage<br />

and $100,000 in contents coverage<br />

through the NFIP, and this NFIP<br />

policy satisfies almost all lenders. In cases<br />

where a homeowner wants to buy more<br />

flood coverage than is available in the<br />

NFIP, there have for years been robust<br />

private markets in which a homeowner<br />

can purchase additional flood coverage.<br />

In the last three to five years, there<br />

has been an explosion in the availability<br />

of private market options in place of the<br />

traditional NFIP policy. In today’s market,<br />

many homes, particularly those in A or<br />

V zones, are rated more favorably in the<br />

private market. That’s created a big shift<br />

in how we procure flood insurance on<br />

behalf of our clients. A few years ago,<br />

we’d almost always go straight to the<br />

NFIP program to secure the coverage,<br />

but the market is larger and more<br />

diverse now providing homeowners with<br />

more options.<br />

Lastly, as of this writing, the Lowcountry<br />

as a whole is in the middle of a process<br />

that will redraw many of flood zone lines.<br />

I encourage all home buyers and homeowners<br />

to learn what’s in store for their<br />

particular property as part of this map<br />

revision. Please don’t hesitate to reach<br />

Infrared Wellness Pods are said to be the most<br />

In <strong>2019</strong>, keyboard and touchscreen use will<br />

decrease as we see a continued rise of voice-search<br />

enabled digital assistants such as Siri, Alexa, and<br />

Cortana. According to ComScore, 50% of all<br />

searches will be voice searches by 2020.<br />

Furthermore, one in six Americans now own a<br />

smart speaker at their<br />

home or office. This does<br />

not take into account<br />

Apple’s recent launch of<br />

HomePod to the market.<br />

Seventy-two per cent of<br />

users say it has become<br />

While plenty still prefer to sign checks and<br />

credit card slips, more and more people are<br />

warming up to mobile payment methods. With<br />

more than 5 billion people having access to<br />

mobile phones, mobile payments are rapidly on<br />

the rise. Not only does going cashless provide a<br />

high level of convenience for users, but it often<br />

makes for quicker transactions. Plus, it is safer<br />

to carry your phone than cash or a credit card.

TARA HALL HOME FOR BOYS<br />

Replacing Pity and Pain with<br />

Prowess and Potential<br />

Tara Hall Home for Boys is home to disenfranchised and<br />

disadvantaged boys and young men. Since 1969, more than<br />

600 neglected, troubled and abused boys from the Georgetown<br />

County area called Tara Hall home. In a Christ-centered,<br />

long-term residential school, boys from age six and up receive<br />

a hearty dose of hope, a hand up and the keys to a bright future<br />

they would never have enjoyed otherwise.<br />

Tara Hall’s people and programs address every aspect of a<br />

child’s life - from social and moral concerns to solid education<br />

and life skills. They provide opportunities, discipline, a formal<br />

education, social interaction, life experiences, daily guidance<br />

and, of course, a measure of fun. Over time, the boys realize<br />

their lives have hope and promise.<br />

Set on the beautiful banks of Black Mingo Creek west of<br />

Georgetown, Tara Hall is home to eighteen boys at a time. The<br />

facilities are modest, comfortable and, in many cases, represents<br />

the first stable living environment the boys have ever known.<br />

In addition to living facilities, there’s a quaint chapel, an<br />

educational building outfitted with modern technology and<br />

recreational facilities, too. Residents have the opportunities to<br />

learn music, photography, art and sports. They go to science<br />

camps and take interactive tours to big businesses. They fish,<br />

swim, boat and camp. They also attend Sunday worship and<br />

give back through community service.<br />

Tara Hall, one of Georgetown County’s respected nonprofits,<br />

operates under the direction of its first-ever volunteer,<br />

Jim Dumm. Serving as Executive Director for more than<br />

forty years, Jim has devoted his life to the mission of Tara<br />

Hall. His love for the kids is obvious when he explains: “We<br />

like to say ‘every boy deserves to be the king of his own life’<br />

… not a statistic and not a product of unsafe, discouraging<br />

circumstances beyond his control. So, my staff and I teach them<br />

to replace bad habits with good ones. We help them learn to<br />

make positive decisions. We turn them into contributing citizens,<br />

and it is so gratifying.”<br />

When you drive the stretch of highway linking<br />

the lower reaches of <strong>Litchfield</strong> to Brookgreen<br />

Gardens, you’ll notice beautiful expanses of<br />

manicured lawns, native palm trees, crape myrtles,<br />

and flowering shrubs. This highly-trafficked artery is<br />

well-planned, well-tended and cherished by the community,<br />

and they distinguish our slice of Lowcountry from all others.<br />

It was Foster McKissick, then founder and president of The<br />

<strong>Litchfield</strong> Company, that envisioned the <strong>Litchfield</strong> corridor<br />

way back in the 80s. His company invested more than<br />

$250,000 to set the dream in motion, and well into the 90s<br />

they paid the annual landscaping maintenance budget.<br />

Everyone noticed. Locals and visitors. <strong>Litchfield</strong> medians<br />

became – and remain – iconic.<br />

In 2007, the <strong>Litchfield</strong> Beautification Foundation (LBF)<br />

assumed responsibility of Ocean Highway 17 from Sandy<br />

Island Road in <strong>Litchfield</strong> to Martin<br />

Luther King Boulevard in Pawleys.<br />

In an effort to carry on the vision<br />

of McKissick, this expanded body<br />

of visionaries secured the support<br />

of local associations, businesses<br />

and other organizations.<br />

And so, all these years later, firsttimers<br />

are still struck by how the<br />

median’s aesthetic sets this community<br />

apart in every way. The effort is no<br />

small endeavor. Left to state maintenance, nothing more than<br />

mowing two or three times a year would be possible!<br />

In the past few years, LBF has sponsored the installation of<br />

flags on patriotic holidays where a display of 80+ American<br />

flags are placed all along 3.8 miles of Ocean Highway corridor.<br />

Whether for the Foundation itself or the Flag Project specifically,<br />

donations are deeply appreciated. Please join your neighbors<br />

BEACHFRONT MANAGEMENT Reform Act<br />

Passed in May of 2018, the Beachfront<br />

Management Reform Act (Act 173) established<br />

the baseline location as the most seaward location<br />

of either the baseline established during the<br />

2008-2012 establishment cycle – the baseline<br />

proposed by DHEC on October 6, 2017. It also<br />

provided guidance to DHEC for the implementation<br />

of future line review processes, which will<br />

be initiated on or after January 1, 2024.<br />

The Act, originally passed in 1988, has played<br />

a pivotal part in the preservation of SC beaches<br />

and dune systems all along the coast by preventing<br />

"armoring" in the form of hard erosion control<br />

devices such as seawalls and bulkheads. Intended<br />

to protect erosion-threatened structures, it has<br />

not proven effective, increased the vulnerability<br />

of beachfront property to damage from wind<br />

and waves, and even contributed to the loss of<br />

dry sand beach.<br />

The latest version of the Act seeks to protect<br />

coastal life and property from storms via forward<br />

-thinking inlet and harbor management practices.<br />

Each county zoning district has setbacks established<br />

by District, and, in many planned communities,<br />

HOA’s may have private covenant-created setbacks<br />

that are stricter than County zoning maps.<br />

Officially signed in May, Act 173 passed both<br />

the House and Senate unanimously. "When you<br />

have one hundred and some votes for and zero<br />

against it you know it's an important bill that's<br />

important for the coast and I think everybody<br />

realized that the coast is a treasure and we need<br />

to preserve and keep it the way it is," SC District<br />

108 Representative Lee Hewitt said.

An iconic Pawleys Island dining institution, Frank’s and<br />

Frank’s Outback have dazzled diners for just over 30 years.<br />

Frank’s has been serving superb cuisine since the latter part of<br />

the Reagan era. From both restaurants, patrons are indulged<br />

mahogany bar is quite the centerpiece inside at Frank’s<br />

Restaurant. Many say the star of Frank’s Outback is the outdoor<br />

from the chophouse menu and you can count on it being<br />

exceptionally prepared. Those who selected lamb and seafood<br />

were equally pleased by presentation, flavor, and service.<br />

ARE WE HEADED FOR A RECESSION?<br />

An Outlook That’s Spot On.<br />

Although recession is a word that strikes<br />

fear in our collective hearts, signs suggest<br />

a recession is on the horizon. Predicting<br />

when and how that recession will take<br />

shape is not so simple as one might think,<br />

however, because traditional predictive<br />

patterns cannot be used to make forecasts<br />

in an entirely new economic environment.<br />

The subprime mortgage crisis made<br />

the December ’07 to June ’09 recession<br />

unique. It popped the housing bubble<br />

and sent more than a few of the country’s<br />

most significant financial institutions to<br />

booming collapse. You know the names<br />

…AIG, Bear Stearns, and Lehman Brothers,<br />

and let’s not forget Fannie Mae and<br />

Freddie Mac. While housing-related assets<br />

fell, oil and food prices climbed. The car<br />

industry suffered fallout, and stock markets<br />

saw rock-like drops. Setbacks were felt by<br />

economies all around the world.<br />

But a lot of smart professionals share<br />

the opinion that we are now operating<br />

in a “New Normal” reality where historical<br />

recession flags won’t fly. Pre-2000 data<br />

is irrelevant. The country’s financial and<br />

lending systems look vastly different in<br />

all the right ways. The National Association<br />

of Realtors (NAR) tells us home prices<br />

are strong and mortgage default and<br />

foreclosure rates are low. Even NAR’s<br />

Chief Economist Lawrence Yun said:<br />

“Concerns about whether the housing<br />

market has peaked and is headed for another<br />

significant slowdown are unfounded.”<br />

William “Will” B. Davis Jr.,<br />

The <strong>Litchfield</strong> Company’s Vice- President<br />

and Broker-in-Charge, is an admitted<br />

Yun fan. Here’s information he wanted<br />

to share with readers:<br />

• This recession will not be a housing<br />

crash like the one in 2008 and ‘09. That<br />

Great Recession spun housing into a<br />

deflationary cycle where home values fell<br />

and kept falling until 2012. In contrast,<br />

in the normal recession we expect to see<br />

sometime in the next few years, home prices<br />

should continue to go up, albeit at a<br />

slower pace.<br />

• When the market collapsed in 2007,<br />

there was a significant over-supply of<br />

houses. Banks were lending money loosely<br />

and speculation was rampant. That pushed<br />

prices up despite the fact too many homes<br />

were being built. Today, the opposite is<br />

true. There is an under-supply of inventory,<br />

and current prices are still going up.<br />

• Home prices are growing faster than<br />

wages creating a scenario that’s not<br />

sustainable. Recession is a necessary<br />

correction to slow home appreciation and<br />

increase affordability relative to income.<br />

Ultimately, that will be good for the<br />

housing market.<br />

• Buyers need to understand this<br />

inevitable recession could be one year<br />

away or several years away. This time<br />

around though, speculators should not<br />

hang around in hopes of snagging a cheap<br />

piece of real estate. Prices should continue<br />

to climb or at worst case flatten. If buyers<br />

are waiting to buy later, there is a good<br />

chance they will pay more even if a<br />

recession is close at hand.<br />

Myles Gaythwaite, <strong>Litchfield</strong> Company’s<br />

statistician and analyst, solidly backs Davis’<br />

opinions. “Based on my experience as a<br />

banking and financial services consultant<br />

and senior executive before, during and<br />

after The Great Recession, I agree entirely<br />

with Will's observations. Many of the<br />

factors that led up to the last recession<br />

have been fairly well corrected and do not<br />

exist today. His outlook for the future is<br />

spot on.”<br />

Bottom line? If you’re looking for a<br />

piece of paradise in or around Murrells<br />

Inlet, <strong>Litchfield</strong> Beach, and Pawleys<br />

Island, do not stop shopping. You might<br />

well be looking at a window of opportunity.

Brookgreen Gardens<br />

Brookgreen Gardens opened in 1931 as America’s first public sculpture garden<br />

and is a National Historic Landmark. The landscaped spaces and the collection<br />

of sculpture displayed within create a breathtaking synthesis of art and horticulture.<br />

Brookgreen Garden’s collection includes more than 1,400 works by<br />

more than 350 sculptors. It is the largest and most comprehensive collection<br />

of American figurative sculpture in the country, by sculptors who worked from<br />

the early 19th century to the present.<br />

Brookgreen is rich with evidence of the rice plantations of the 1800s and the<br />

Gullah culture. It is also home to the Lowcountry Zoo, the only Association<br />

of Zoos and Aquariums-accredited zoo on the Carolina coast.<br />

You may explore this extraordinary area through daily programs, walking the<br />

Lowcountry Trail and traveling by boat or overland vehicle deep into the preserve<br />

Atalaya<br />

Designed as a working artist’s residence, Atalaya was used as a winter home<br />

by the founders of Brookgreen Gardens. Today it is the site of a popular arts<br />

and crafts festival each September. Inspired by Spanish Moorish architecture<br />

and now a National Historic Landmark located within Huntington Beach<br />

State Park near Murrells Inlet, this historic home is open year round.<br />

Georgetown County Museum<br />

The Georgetown County Museum, maintained by the Georgetown County<br />

Historical Society, preserves and displays more than 300 years of history and<br />

culture. The display includes Native American artifacts of the Waccamaw, Pee Dee,<br />

and Sampit tribes; relics of local plantation culture such as clothing, kitchen<br />

implements and entertainment items; a recently discovered letter written by<br />

Revolutionary War Gen. Francis Marion (The Swamp Fox); and much more.<br />

Hobcaw Barony Discovery Center<br />

The Hobcaw Barony Discovery Center provides information on Hobcaw<br />

Barony, a 17,500 acre wildlife preserve. The 10,000-square-foot Discovery<br />

Center features a 1,200-gallon aquarium and marsh midden, pine and cypress<br />

ecosystem exhibits, and information on the property’s history.<br />

Public access to the historic sites and property is available only through guided<br />

tours. Reservations are essential. The Discovery Center is open Monday<br />

through Friday from 9 a.m. to 5 p.m. Admission is free. 22 Hobcaw Rd.,<br />

Hopsewee Plantation<br />

Hopsewee Plantation was one of the area’s grand rice and indigo plantations<br />

prospering during the 18th and 19th centuries. It’s the birthplace of Thomas<br />

Lynch, Jr., South Carolina signer of the Declaration of Independence, and the<br />

guided tour shares the history of the patriots and planters of Hopsewee. Visitors<br />

are immersed in Colonial yesteryear with tours from attic to cellar in a house built<br />

40 years before the Revolutionary War. Following the tour, make reservations<br />

for Southern tea with a delightful assortment of savories, scones and sweets.<br />

Rice Museum<br />

Here visitors gain a deeper knowledge of a society based on the rice crop.<br />

Visitors discover the colorful history of the rice culture in Georgetown County<br />

through maps, dioramas, artifacts, and other exhibits. The Prevost Gallery and<br />

gift shop make it easy to take home a bit of Georgetown County history.<br />

Kaminski House Museum<br />

The Kaminski House Museum showcases the Kaminski House, a circa 1769<br />

home representative of the Georgian-style architecture of the area. Furnished<br />

with beautiful American and English antiques, the Kaminski House Museum<br />

allows visitors to peer into Southern history. Adjacent to the Kaminiski House<br />

Musuem is the circa 1740 Stewart Parker House. Tours of both homes are<br />

Named in honor of King George II, this gracious historic church has been<br />

The South Carolina Maritime Museum<br />

The South Carolina Maritime Museum is located on the waterfront in historic<br />

Georgetown, SC. The museum’s mission is to preserve and promote the<br />

maritime history of Georgetown County and the entire State of South Carolina.<br />

The museum is the beneficiary of funds raised by Georgetown’s Annual Wooden<br />

Boat Show. The first exhibit was a photographic story of the lumber schooners<br />

that supplied South Carolina timber to New England ship builders and<br />

Libraries<br />

Love of reading has been an essential part of<br />

Georgetown County since Plantation owners and<br />

the Winyah Indigo Society compiled extensive<br />

libraries more than 100 years ago. In 1908, the<br />

Society offered its handsome building for use as<br />

a subscription library that eventually became<br />

the Georgetown Public Library.<br />

The Georgetown County Public Library<br />

System has four locations. Service from library<br />

headquarters in Georgetown is extended to the<br />

entire county through regular visits of a modern<br />

bookmobile. In 2007, the Georgetown County<br />

Public Library System became the first institution<br />

in South Carolina to receive a national medal<br />

for community service provided by museums<br />

and libraries. This award was presented in the<br />

White House in Washington, D.C.<br />

Friends of the Georgetown County Library<br />

actively support the library system, which<br />

reflects the continuing growth of the community’s<br />

awareness of the library services’ value.<br />

Santee Cooper is South Carolina’s state-owned electric and water utility.<br />

It is the state’s largest power producer, supplying electricity to more than<br />

163,000 retail customers in Berkeley, Georgetown, and Horry counties.<br />

Santee Cooper also supplies electricity to the state’s 700,000 customers in<br />

all 46 counties. The utility also provides water, wholesale, to the Lake<br />

Moultrie Water Agency and the Lake Marion Regional Water Agency.<br />

New residential accounts require a deposit totaling the amount of two<br />

consecutive billing periods but not less than $100. The deposit will be<br />

returned with interest after a 13-month billing period with no penalties<br />

on the account. A letter of credit may be considered in lieu of the<br />

To set up new electric service, residents must fill out an application at City<br />

Hall. A minimum deposit of $90 is required for residential customers, plus<br />

a $33 non-refundable service fee. Bring picture identification. Homeowners<br />

GARBAGE & RECYCLING<br />

Georgetown County operates 14 recycling centers throughout the county<br />

that accept newspaper, plastic, cardboard, yard waste, bulk waste (including<br />

televisions), waste tires, used oil, glass, scrap metal, aluminum, steel and<br />

batteries. The recycling centers also accept household trash. Electronics may<br />

be recycled at the landfill on Hwy. 51 and at the Murrells Inlet and<br />

Johnsonville centers. Household hazardous waste (except for radioactive<br />

materials, bio-hazardous or medical waste, explosives, ammunition, propane<br />

cylinders larger than 16.4 ounces or asbestos) may be recycled at the landfill.<br />

WATER & SEWER<br />

The City of Georgetown provides water and sewer services within city<br />

limits. To set up new service, residents must fill out an application at City<br />

Hall. For more information, call the City Hall customer service line at<br />

(843) 545-4000. For water or sewer emergencies, call the 24-hour<br />

emergency line at (843) 545-4500.<br />

The Georgetown County Water and Sewer District serves parts of the<br />

county with water and sewer services. To establish new service, visit one<br />

of the district’s offices at 456 Clearwater Dr. in Pawleys Island or 4145<br />

Highmarket St. in Georgetown. For more information, call (843) 546-8408.<br />

The Grand Strand Water and Sewer Authority is located at 166 Jackson<br />

SALES AND USE TAX<br />

The sales tax rate in Georgetown County is 6 percent and in Horry<br />

County it is 9 percent. Use tax is imposed on goods and certain services<br />

on which no sales tax has been paid, such as catalog and Internet<br />

purchases. You are allowed a credit against South Carolina use tax for<br />

the amount of tax paid to another state or local jurisdiction.<br />

MOTOR FUELS TAX<br />

South Carolina imposes a motor fuel user fee of 16 cents per gallon<br />

on all fuels used to power a motor vehicle.<br />

MILLAGE RATES<br />

City and county property taxes on real estate are taxed at the rate<br />

of 4 percent on primary residences and 6 percent on seasonal<br />

residences/second homes. Each mil represents $1 in taxation per<br />

every $1,000 of a property’s assessed value.<br />

Waccamaw Community Hospital Tidelands<br />

Waccamaw Community Hospital, in Murrells Inlet, is one of the newest<br />

members of the Georgetown Hospital System family. The Joint Commissionaccredited<br />

hospital opened in 2002 and offers all-private patient rooms and<br />

a full range of inpatient and outpatient services including labor and delivery,<br />

emergency services, inpatient and outpatient surgery, critical care,<br />

medical/surgical services, diagnostic imaging, laboratory services,<br />

cardiopulmonary services and more.<br />

The facility also includes Waccamaw Rehabilitation Center, an acute<br />

rehabilitation facility. The center is designed to assist patients as they more<br />

fully regain maximum physical capability through intense inpatient physical,<br />

occupational, or speech therapy services.<br />

The Imaging Center and Breast Health Center at Waccamaw Medical<br />

Park, across Highway 17 from Waccamaw Community Hospital, is accredited<br />

by the National Accreditation Program for Breast Center (NAPBC).<br />

and is designated as a Level II trauma center by DHEC and the American<br />

College of Surgeons.<br />
