<strong>The</strong> Buy A Bale campaign is<br />
being conducted by Rural Aid to<br />
support rural Australia through<br />
one of the worst droughts on record.<br />
Numerous organisations,<br />
including North Ryde RSL, have<br />
donated to this campaign to allow<br />
the distribution of fodder,<br />
hampers and other support items<br />
to rural communities during this<br />

Three motion limit blasted as an attempt to gag free speech<br />
ANOTHER attempt to limit City of Ryde councillors to raising three motions per<br />
council meeting has failed.<br />
A recent council meeting<br />
saw a second attempt to<br />
enforce a three motion limit<br />
fail when it only received<br />
the support of the four Labor<br />
councillors and former<br />
Greens Clr Edwina Clifton.<br />
It was put forward by La-<br />
bor to deal with time wasting<br />
at meetings but was<br />
blasted by the four Liberal<br />
councillors as an attempt to<br />
gag free speech and silence<br />
the community .<br />
It was also seen by prolific,<br />
community based Independent<br />
Clr Roy Maggio<br />
to target him and he took it<br />
personally.<br />
“To just pin point me is offensive<br />
and I am really getting<br />
sick of it,” he said.<br />
“<strong>The</strong> last time you tried<br />
this on me the local newspaper<br />
tore you to shreds and<br />
I am sure it will do it again.<br />
“And you have to ask why<br />
they (Labor) are attacking<br />
me and the answer is it is<br />
jealousy, because my motions<br />
are not political and<br />
they are all community<br />
based.”<br />
Labor councillors argue<br />
that some motions would<br />
be better resolved if they<br />
are raised with council staff<br />
before council meetings but<br />
Clr Maggio argues that he<br />
often raises issues with staff<br />
but is not satisfied with the<br />
response.<br />
Labor Clr Bernard Purcell<br />
refuted Clr Maggio’s accusation<br />
the motion is an<br />
attempt to gag him or the<br />
community.<br />
“I am not a gagger, so<br />
please do not call me a gagger,”<br />
Clr Purcell said.<br />
“This is all about getting<br />
procedure and protocol to<br />
work properly so we do not<br />
have to listen to waffle.”<br />
Liberal Clr Jordan Lane<br />
had earlier been lectured by<br />
Clr Purcell about interjecting<br />
during council meetings and<br />
this young Liberal councillor<br />
is furious that community<br />
based motions were<br />
described as waffle.<br />
“This is flicking the switch<br />
on the community, you are<br />
silencing local residents,” he<br />
told the Labor councillors.<br />
Councillor Lane also questioned<br />
if councillors had a legal<br />
right to limit the number<br />
of councillor motions and he<br />
argued that the community<br />
recently endorsed a Code of<br />
Meeting practice policy that<br />
did not include this limit.<br />
Legal counsel Paul Kepetas<br />
noted advice from the<br />
Office of Local Government<br />
and his opinion was<br />
that the limit would not be<br />
a significant change to the<br />
policy, such as a change to<br />
the number of councillors<br />
required for a quorum.<br />
He nonetheless said he<br />
could not guarantee that<br />
there would not be a legal<br />
challenge to it.<br />
<strong>The</strong> Greens Clr Chris Gordon<br />
voted to support the<br />
status quo of five motions<br />
allowed per councillor per<br />
meeting.<br />
For Liberal Clr Trenton<br />
Brown the whole debate<br />
was a farce.<br />
“We are becoming comic,”<br />
he said.<br />
“We have thrashed this out<br />
two or three times already<br />
and if all these motions go<br />
through without debate then<br />
they take no time at all.<br />
“This is a free speech issue.”
