Rainbow Bridge<br />

Treasured for<br />

100 Years<br />

Of all <strong>the</strong> bridges in <strong>the</strong> world, few capture<br />

<strong>the</strong> hearts and imaginations like <strong>Folsom</strong>’s<br />

Rainbow Bridge. It is <strong>the</strong> symbol of <strong>Folsom</strong>,<br />

and its likeness is seen in everything<br />

from fine art to selfies, from clothing to<br />

keychains.<br />

But it was not always known as <strong>the</strong><br />

Rainbow Bridge. When it opened in 1919<br />

as a one-lane bridge, it was simply labeled<br />

as <strong>the</strong> American River Bridge. Sacramento<br />

County, <strong>the</strong> builder, identified it with a<br />

ra<strong>the</strong>r boring title - Greenback Lane Bridge.<br />

The name “rainbow” is rooted in <strong>Folsom</strong><br />

historic lore. The late Artie Davies, former<br />

City Clerk and <strong>Folsom</strong> Historical Society<br />

President, revealed this story: George<br />

Trejo, born in 1908, liked to fish near <strong>the</strong><br />

bridge which he felt reminded him of a<br />

rainbow. Around 1942, George stopped<br />

<strong>by</strong> “Sam” Samuelson’s cigar store on<br />

Sutter Street, <strong>the</strong> original business center<br />

of <strong>Folsom</strong>. As he and a friend checked<br />

out new postcards, <strong>the</strong>y noticed one<br />

of <strong>Folsom</strong> with a “Highway Bridge over<br />

American River.” Trejo suggested a far more<br />

fitting name would be Rainbow Bridge.<br />

Apparently, <strong>the</strong> name stuck.<br />

For much of <strong>Folsom</strong>’s history, Rainbow<br />

Bridge was <strong>the</strong> only way to easily travel<br />

over <strong>the</strong> American River. In 1969, it was<br />

widened to two lanes with a pedestrian<br />

sidewalk and new overhead lamps.<br />

With a growing city creating increased<br />

demand, traffic over <strong>the</strong> Rainbow<br />

was relieved when Natoma Crossing<br />

(constructed with similar sweeping<br />

arches) connected <strong>Folsom</strong> Boulevard in<br />

1999. With <strong>the</strong> closing of <strong>Folsom</strong> Dam<br />

Road in 2003 due to security concerns<br />

after <strong>the</strong> 2001 terrorist attacks, traffic<br />

impacted <strong>the</strong> <strong>Folsom</strong> Historic District and<br />

<strong>the</strong> Rainbow Bridge.<br />

<strong>Folsom</strong> Crossing, spanning <strong>the</strong> canyon next<br />

to <strong>Folsom</strong> Dam, opened in 2009, relieving<br />

pressure on Rainbow Bridge.<br />

In 100 years, <strong>the</strong> Rainbow Bridge has seen<br />

<strong>Folsom</strong> grow from a population of 700-800<br />

to 78,000, plus millions of visitors.<br />

The bridge continues to capture <strong>the</strong> hearts<br />

and imaginations of those who travel over<br />

this memorable and often photographed<br />

span to <strong>Folsom</strong>. Beautiful photos taken<br />

from dusk to dawn can be found with a<br />

simple internet search.<br />

“I was about 9 or 10 and it was<br />

during <strong>the</strong> Depression and my mom<br />

would fry chicken and make a potato<br />

salad it was <strong>the</strong> usual thing we did<br />

on Sunday. We’d walk down to <strong>the</strong><br />

bridge and that’s what we did. That<br />

was our vacation. That’s why I did<br />

<strong>the</strong> paintings because I just loved<br />

that time.”<br />

Both Mary and Cindy were on <strong>the</strong> bridge during<br />

<strong>the</strong> flood of 1983. Mary says it was “spectacular,<br />

beautiful and wild.” Cindy says, “They were releasing<br />

so much water into Lake Natoma that <strong>the</strong>re were<br />

huge standing waves everywhere upstream and<br />

downstream from <strong>the</strong> bridge. The whitewater<br />

was strong enough that you could feel <strong>the</strong> bridge<br />

shuddering. They closed it and people line <strong>the</strong> banks<br />

on both sides of Lake Natoma to witness <strong>the</strong> sight.<br />

You could even hear <strong>the</strong> roar up on Sutter Street.”<br />

stretched above Lake Natoma,<br />

Slackline athlete Ryan Robinson<br />

set a world record during <strong>the</strong> May<br />

celebration honoring <strong>the</strong> 100th<br />

birthday of <strong>Folsom</strong>’s iconic Rainbow<br />

Bridge. He traversed 1,919 feet from<br />

<strong>the</strong> Lake Natoma Crossing, over<br />

Rainbow Bridge to <strong>the</strong> Historic Truss<br />

Bridge. The feat was witnessed <strong>by</strong><br />

thousands who lined up along <strong>the</strong><br />

shoreline, from kayaks and stood on<br />

<strong>the</strong> bridge.<br />

Riverfront<br />

Creating a City Treasure<br />

Several study missions to “riverfront cities” across <strong>the</strong> country<br />

have cemented a common goal to responsibly transform<br />

<strong>Folsom</strong>’s greatest untapped resource—its waterfront—into a<br />

new city treasure.<br />

WHAT IS IT?<br />

The “River District” is <strong>the</strong> conceptual idea that<br />

<strong>the</strong> American River is <strong>Folsom</strong>’s most significant,<br />

one that for many years has been overlooked as<br />

a place where our city can recreate and take a<br />

step closer to nature. The goal of <strong>the</strong> planning<br />

effort is to make <strong>the</strong> riverfront more accessible<br />

to everyone, in a way that is sustainable,<br />

environmentally responsible, and will provide<br />

greater use and value that we don’t have today.<br />

Potential uses being discussed include a mix of<br />

natural/preservation, recreational, historical,<br />

cultural, educational and development options.<br />

WHERE IS IT?<br />

The River District encompasses <strong>the</strong> shorefront<br />

all <strong>the</strong> way from <strong>Folsom</strong> Lake to Lake Natoma/<br />

Hazel Avenue, on both sides of <strong>the</strong> American<br />

River within <strong>the</strong> <strong>Folsom</strong> city limits. Aside from<br />

<strong>the</strong> city, <strong>the</strong> various property owners include<br />

<strong>the</strong> Federal Bureau of Reclamation and <strong>the</strong><br />

California State Department of Parks and<br />

Recreation which owns <strong>the</strong> greatest amount of<br />

<strong>the</strong> affected property.<br />

WHO IS INVOLVED IN THIS PLANNING EFFORT?<br />

in three workshops organized <strong>by</strong> a 13-member River District Organizing<br />

Committee (also comprised of <strong>Folsom</strong> residents and sponsored <strong>by</strong> <strong>the</strong><br />

<strong>Greater</strong> <strong>Folsom</strong> <strong>Partnership</strong>) last fall. The River District Organizing<br />

Committee has prepared a report on <strong>the</strong> outcome of <strong>the</strong> workshops that<br />

it is now presenting to several city commissions and ultimately to <strong>the</strong><br />

<strong>Folsom</strong> City Council, which will have final say on what happens next.<br />

WHY IS THIS AN IMPORTANT ISSUE NOW?<br />

The idea of a River District has actually been discussed for several years,<br />

but only really gained momentum in 2017. <strong>Folsom</strong>’s new 2035 General<br />

Plan, just approved <strong>by</strong> <strong>the</strong> City Council, calls for consideration of a River<br />

District Master Plan for <strong>Folsom</strong>’s riverfront area. Consideration of how to<br />

make <strong>the</strong> most of <strong>the</strong> riverfront is also in keeping with ongoing efforts to<br />

enhance quality of life for residents and live up to <strong>the</strong> city’s “Distinctive<br />

<strong>by</strong> Nature” slogan. The growth that’s starting now south of 50 is going to<br />

continue for <strong>the</strong> next several years and as <strong>the</strong> city grows, <strong>the</strong> population<br />

will become even more family-oriented, with more residents looking for<br />

ways to stay and play near home.<br />

WHEN IS THIS GOING TO HAPPEN?<br />

As of right now, <strong>the</strong>re is no specified timeline. The River District<br />

Organizing Committee will be presenting <strong>the</strong> findings of its workshops<br />

over <strong>the</strong> next several months, with plans to present to <strong>the</strong> city council,<br />

with a recommendation to proceed with developing a River District<br />

Master plan, slated for <strong>2019</strong>.<br />

As <strong>Folsom</strong> grows, <strong>the</strong> <strong>Folsom</strong> Cordova Unified<br />

School District is growing right along with it.<br />

With visions for five new elementary schools,<br />

one new middle school and one new high school in <strong>the</strong><br />

<strong>Folsom</strong> area south of 50 over <strong>the</strong> next several years,<br />

<strong>the</strong> District is doing more than just counting heads. It’s<br />

reimagining schools from <strong>the</strong> ground up, with an eye<br />

toward equipping students that aren’t even born yet<br />

with <strong>the</strong> skills <strong>the</strong>y’ll need to be successful members<br />

of tomorrow’s workforce.<br />

“Schools are evolving with <strong>the</strong> rest of our world, and<br />

looking like what <strong>the</strong> world represents as students<br />

finish <strong>the</strong>ir education,” says FCUSD Superintendent<br />

Dr. Sarah Koligian. “Schools are going to mirror <strong>the</strong><br />

work environment more than ever before.”<br />

A case in point is <strong>the</strong> planned Mangini Ranch<br />

Elementary School, slated to open in 2020. With an<br />

energy-efficient single two-story building design,<br />

<strong>the</strong> operative words governing <strong>the</strong> design are<br />

“flexibility” and “collaboration.” For starters, think<br />

of schools with multiple, spread out rooms with<br />

magnetic white boards, computer labs inside every<br />

classroom, flexible furniture, and foldable walls that<br />

can be opened or closed as needed to create larger<br />

and smaller work spaces.<br />

Additionally, <strong>the</strong> school is integrating Wi-Fi and o<strong>the</strong>r<br />

systems that recognize <strong>the</strong> value of mobile technology<br />

to help foster learning. Couple that with a focus on<br />

outdoor learning environments that can be utilized<br />

for experiments and outdoor activities that bring <strong>the</strong><br />

textbook learning to life, and <strong>the</strong> school of tomorrow is<br />

in stark contrast to <strong>the</strong> classroom of 20 years ago.<br />

“Think of <strong>the</strong> Google environment and <strong>the</strong> way that<br />

kind of campus is set up to facilitate collaboration—<br />

that’s <strong>the</strong> idea behind <strong>the</strong> design for Mangini Ranch<br />

Elementary,” Koligian says. “Ra<strong>the</strong>r than have<br />

resources spread out among several different places,<br />

where travel to and from actually takes time away<br />

from learning, <strong>the</strong> school of tomorrow ensures<br />

learning can happen anywhere.”<br />

Beyond <strong>the</strong> design, <strong>the</strong> curriculum itself is geared<br />

around college and career readiness, with an emphasis<br />

on <strong>the</strong> word “and.” Science, Technology, Engineering,<br />

and Math (STEM) and Science, Technology,<br />

Engineering, Art, and Math (STEAM) programs will<br />

be embedded in all levels of education, but with <strong>the</strong><br />

growing interest in trade programs FCUSD is also<br />

creating opportunities for career pathways right out of<br />

high school, including internships and even certificate<br />

programs in some areas.<br />

“We’d love to incorporate more options for students<br />

to consider <strong>the</strong> trades for a possible career choice,”<br />

Koligian says, “but whe<strong>the</strong>r <strong>the</strong>y do or not, <strong>the</strong><br />

flexibility that’s getting built in to <strong>the</strong>se schools will help<br />

build up <strong>the</strong> creativity and critical thinking skills <strong>the</strong>y<br />

need for any vocation.”<br />

As city manager, I am responsible for<br />

implementing <strong>the</strong> policies and goals of <strong>the</strong><br />

city council, providing leadership for all city<br />

departments, and managing <strong>the</strong> city’s day-today<br />

operations. I have served <strong>the</strong> city for more<br />

than 13 years, including three years as assistant<br />

city manager and two years as deputy city<br />

manager.<br />

I am most excited about continuing to offer<br />

have just moved in. I am so proud to live in and<br />

The best advice I ever received was from my<br />

overcome addiction, abuse and poverty is<br />

Be grateful and have a positive spirit. How<br />

Development South of 50<br />

TRI Pointe Homes and Toll Bro<strong>the</strong>rs began<br />

plans for new neighborhoods shortly <strong>the</strong>reafter.<br />

Close to 200 new homes have already<br />

been sold. Almost half of <strong>the</strong> new buyers<br />

are current <strong>Folsom</strong> residents, and nearly<br />

two-thirds are from <strong>Folsom</strong> and adjoining<br />

communities.<br />

There are 30 miles of new bike and nature<br />

trails planned, which will connect to<br />

<strong>Folsom</strong>’s existing trail system, and 30 percent of<br />

<strong>the</strong> entire 3,520 acre site is set aside as<br />

permanent open space.<br />

The plan area includes five new<br />

elementary schools, one middle school site<br />

and a 50-acre high school site. The first<br />

elementary school (serving more than 650 K-5<br />

students) is planned to open in 2020.<br />

FOLSOM RANCH TOWN CENTER<br />

Plans also include 138 acres of community<br />

parks, and every elementary school will<br />

have park space next to it.<br />

When <strong>Folsom</strong> annexed 5.5<br />

square miles of land south of<br />

Highway 50 in 2011, it was <strong>the</strong><br />

city’s largest expansion since <strong>the</strong><br />

1980’s. The annexation increased<br />

<strong>the</strong> size of <strong>the</strong> city <strong>by</strong> about 20<br />

percent but more importantly,<br />

it allows for <strong>the</strong> addition of<br />

valuable housing inventory and<br />

<strong>the</strong> space needed to recruit<br />

significant employers. Today <strong>the</strong><br />

area, known as <strong>Folsom</strong> Ranch and<br />

Russell Ranch, represents one<br />

of <strong>the</strong> most exciting aspects of<br />

<strong>Folsom</strong>’s plans for <strong>the</strong> future.<br />

NOW THAT DEVELOPMENT IS UNDER WAY,<br />

HERE ARE A FEW FACTS EVERY RESIDENT<br />

SHOULD KNOW:<br />

Full buildout of <strong>Folsom</strong> Ranch and Russell<br />

Ranch is projected to take 25-30 years. At<br />

full buildout, <strong>the</strong> area will have 11,000 singleand<br />

multi-family homes, along with supporting<br />

retail, dining, recreation and entertainment, and<br />

provide an estimated 8,000 jobs.<br />

Major infrastructure improvements<br />

(electricity, water, sewer, etc.—basically<br />

“everything needed to cook a meal and clean up<br />

afterward”) are complete.<br />

The first new home communities opened<br />

in late 2018 featuring neighborhoods <strong>by</strong><br />

Taylor Morrison (Azure and Dakota at <strong>Folsom</strong><br />

Ranch,) and Lennar Homes (Copperwood and<br />

Oakleaf at <strong>Folsom</strong> Ranch).<br />

Funding and planning are already in place<br />

to start development of a new transit<br />

corridor connecting Elk Grove and El Dorado<br />

Hills. Toge<strong>the</strong>r with <strong>the</strong> proposed Alder Creek<br />

thoroughfare (Iron Point Road’s south-of-50<br />

twin), <strong>the</strong>se routes will help move traffic off of<br />

Highway 50.<br />

Future plans include a new town center,<br />

aquatic center, libraries, a community<br />

center, two fire stations and a police substation.<br />

The plan area features flexible commercial<br />

10 zoning that allows for corporate campuses<br />

that will provide economic benefit and<br />

employment opportunities to residents. This<br />

jobs/housing balance helps reduce or eliminate<br />

commutes and provides what community<br />

leaders call “<strong>the</strong> gift of time” for residents.<br />
