City Council<br />

Council approves contract for Gougar Road and expansion to the Prologis development<br />

The Lockport City<br />

Council approved a contract<br />

for a significant improvement<br />

to Gougar<br />

Road and amendments to<br />

the Prologis development<br />

at its meeting Wednesday<br />

night under the direction<br />

of Trustee Darren Deskin,<br />

who was acting as Temporary<br />

Chairman due to<br />

Mayor Steven Streit’s absence.<br />

The board voted unanimously,<br />

minus Trustee<br />

Catherine Perretta who<br />

was absent, to approve a<br />

contract with Christopher<br />

Burke Engineering Ltd.<br />

for construction engineering<br />

of a signalization project<br />

at the corner of Gougar<br />

Road and 163rd Street.<br />

Director of Public Works<br />

Brett Cann explained that<br />

project only includes the<br />

installation of a traffic signal<br />

and resurfacing of the<br />

road. “There will be no<br />

geometric improvements<br />

made,” he said. “The signalization<br />

was made a priority<br />

due to some bad accidents<br />

we’ve seen there in<br />

the last year or so.”<br />

The $510,900 contract<br />

with Christopher Burke<br />

will put the company in<br />

charge of managing the<br />

project and putting out additional<br />

work to bid with<br />

other contractors.<br />

“I’m very comfortable<br />

with this set up, since I did<br />

something very similar at<br />

an intersection in another<br />

community,” Cann said.<br />

“This will save us at least<br />

fifty percent on the design<br />

costs.”<br />

Originally the project<br />

was budgeted for a cost of<br />

$580,000.<br />

In addition to the Gougar<br />

project, Cann announced<br />

that the public works department<br />

will be piloting<br />

a system for replacing the<br />

city’s lights with LED fixtures.<br />

The city will be installing<br />

four new LED light<br />

fixtures, similar in style to<br />

the existing light fixtures,<br />

along Hamilton Street between<br />

8th and 9th Streets<br />

and inviting feedback from<br />

the community later this<br />

month.<br />

If the feedback is positive,<br />

the same light fixtures<br />

will be introduced<br />

throughout the downtown<br />

to reduce energy use while<br />

still maintaining the historic<br />

aesthetic of the downtown<br />

area.<br />

“The style is very close<br />

to the lights we have now,<br />

the major difference is that<br />

of course the bulbs are different,<br />

so they give off a<br />

slightly different glow,”<br />

explained Cann.<br />

Cann also provided the<br />

board with updates during<br />

the Committee of the<br />

Whole meeting on several<br />

other ongoing road<br />

projects. As of June 19,<br />

the 2019 road resurfacing<br />

work was completed with<br />

only landscaping and striping<br />

remaining to be done,<br />

a feat Cann noted had not<br />

been easy to achieve given<br />

the constant rain.<br />

Additionally, the work<br />

on State Street is almost<br />

complete with only the<br />

traffic signals on 9th<br />

Street incomplete, and the<br />

Gougar Road water main<br />

project is on schedule to<br />

be done by the end of the<br />

year.<br />

development. The newly<br />

reworked plan includes<br />

an expansion of approximately<br />

500,000 square feet<br />

in warehouse space and<br />

the creation of additional<br />

commercial space along<br />

Archer Avenue.<br />

The originally proposed<br />

“building 5” of the plan<br />

has had its warehouse<br />

area reduced in order to<br />

create three commercial<br />

lots along Archer Avenue,<br />

instead of having the development’s<br />

commercial<br />

space located along 143rd<br />

Street. The location along<br />

143rd Street will instead<br />

now contain two new industrial<br />

buildings.<br />

In order to make the<br />

change, the board also<br />

voted unanimously to annex<br />

nine acres of property<br />

off Pasquinelli Parcel off<br />

143rd Street, which is to<br />

be absorbed in part by the<br />

Prologis development.<br />

The entire development<br />

will take several years to be<br />

completed, and as of this<br />

time there are no tenants<br />

confirmed for the newly relocated<br />

commercial space.<br />

Makers’ Park<br />

The city council voted<br />

unanimously to approve<br />

a feasibility study for a<br />

“Maker’s Park” on the old<br />

Streit has been in the<br />

process of finding organizational<br />

partners to help<br />

back this plan financially,<br />

including for the cost of<br />

the feasibility study. On<br />

Wednesday the board<br />

granted approval for a<br />

study to be conducted by<br />

Hitchcock Design Group<br />

for a cost “not to exceed<br />

$29,800.” The cost of the<br />

study is actually $39,800,<br />

though Streit is confident<br />

he will be able to secure at<br />

least $10,000 in funding to<br />

offset the cost.<br />

“We wanted to approve<br />

this amount in case more<br />

funding does not come<br />

through, but at the end of<br />

the day I don’t think we<br />

will need to spend more<br />

than $18,000 as a city for<br />

this.”<br />

The board approved the<br />

annexation of two residential<br />

properties off of 163rd<br />

Street. The two homes, located<br />

at 16253 W. 163rd<br />

Street and 16237 W. 163rd<br />

Street, decided to annex to<br />

the city in order to tap into<br />

the city’s water and sewer<br />

services, following a problem<br />

with their well.<br />

The city granted a Special<br />

Use Permit for a<br />

Unique Use to allow a kennel<br />

and doggie day care facility<br />

to open at the Prime<br />

Business Campus Lot 13.<br />

Although the area is usually<br />

zoned for General Office,<br />

the 8,051 square foot<br />

space will be permitted to<br />

house dogs overnight as<br />

well as host doggie day<br />

care and obedience training<br />

classes during regular<br />

business hours.<br />

The Committee of the<br />

Whole voted to advance<br />

a permit for the construction<br />

of an outdoor seating<br />

area for a new restaurant.<br />

and Microbrewery plans<br />

to open at 1025 S. State<br />

Street before the holidays<br />

and will include an 800<br />

square-foot patio area in<br />

the back which will contain<br />

ten tables. The item is<br />

expected to be approved at<br />

the next meeting as part of<br />

the consent agenda.<br />
