Mr Chinmoy Sur is a graduate engineer in Ceramic<br />

Technology from The University <strong>of</strong> Kolkata. He joined<br />

Refractories Division <strong>of</strong> the ACC Limited in 1994 at its Katni<br />

Plant. Thereafter, Chinmoy has worked in Marketing & Sales<br />

<strong>of</strong> The ACC Limited Refractories Division first at Kolkata and<br />

was later shifted to Delhi Regional Marketing Office. He has<br />

and sales, technical solution providing, refractory failure<br />

HPCL - Mittal Energy Limited (HMEL) is a joint venture<br />

between Hindustan Petroleum corporation Limited (HPCL)<br />

and Mittal Energy Investment Pte Ltd., Singapore a Lakshmi N<br />

Mittal Group Company. Both the JV partners hold a stake <strong>of</strong><br />

49% each in the company, the rest 2% is held by financial<br />

HMEL has built a grass-root oil refinery <strong>of</strong> nine MMTPA at<br />

Bathinda in Punjab, called Guru Gobind Singh Refinery. The<br />

Refinery has commenced its first sale in Dec 2011 and the<br />

refinery was dedicated to Nation in April 2012 by Prime<br />

Minister <strong>of</strong> India.<br />

The Refinery would have a Captive Power Plant <strong>of</strong> 165 MW, a<br />

Crude Oil pipeline (1017 km) from Mundra (Gujarat) to<br />

Bathinda having a Crude Oil terminal at Mundra with a midsea<br />

Single Point Mooring.<br />

Refinery is developed over a 2000 acres piece <strong>of</strong> land at a cost<br />

<strong>of</strong> Rs 18919 Cr (4 billion). This Refinery produces a range <strong>of</strong> 8<br />

liquid products consisting <strong>of</strong> Petrol, Diesel, Kerosene, LPG,<br />

ATF, Naphtha, MTO & Hexane and also three solid products<br />

Sulfur, Pet-coke & Polypropylene.


Among the solid products <strong>of</strong> refinery, Polypropylene is the<br />

value added product and would be produced under the<br />

technological license from Novelen Technologies, Germany<br />

the most accepted technology over the globe.<br />

Business interest in Pakistan:<br />

HMEL is interested in exploring the export market <strong>of</strong><br />

Polypropylene in Pakistan. The major consumption center<br />

happens to be in and around Lahore which is in a close<br />

proximity from Bathinda. Presently, product is being imported<br />

and moved to Lahore through a long distance via <strong>Karachi</strong>.<br />

HMEL would also interested in exploring export market <strong>of</strong><br />

Diesel, Petrol and other liquid/solid petroleum products in<br />

Pakistan, where product would be moved through<br />

road/railway wagons/pipeline to Lahore or to oil terminals in<br />

Pakistan.

Mr Jugal Kishore Arora ventured into the family business <strong>of</strong><br />

basmati rice trading soon after he completed his education.<br />

Since then he has been instrumental in setting right the<br />
