A message from<br />
the Chiefs<br />
We are excited to present and begin our work on the Ventura<br />
Police Department 20<strong>19</strong>-2022 <strong>Strategic</strong> <strong>Plan</strong>. While our five fundamental<br />
goals remain constant: Crime Control, Team Development,<br />
Active Partnerships, Safe Neighborhoods, Efficiency and<br />
Accountability; our strategies have evolved to meet the challenges<br />
we anticipate over the next three years in our efforts to effectively and efficiently serve our community.<br />
During the tenure of this plan, we will execute the outlined strategies, and routinely evaluate our progress<br />
towards our goals by tracking the identified measures of performance listed under each goal.<br />
The strategies employed during the 20<strong>15</strong>-2018 plan yielded positive results for the reduction of crime<br />
and improved quality of life for our community. Ventura’s Per Capita Part 1 Crime fell during each year of<br />
the previous plan, and our strategies contributed to more effective responses and results for criminal<br />
vagrancy and chronic homelessness. Key to this success was our continuing efforts to deploy<br />
focused patrols targeted at areas of increased crime and calls for service.<br />
Our Department is grateful to our community and city leadership who have supported our demonstrated<br />
need for increased resources that will accelerate our ability to meet our goals and honor our community’s<br />
expectations. We appreciate the input provided by more than 500 community members who responded to<br />
our online survey or attended our strategic plan development community meetings.<br />
Finally, we realize the success of this plan ultimately rests with the work that will be accomplished by the<br />
courageous men and women who proudly and selflessly serve this community. Assistant Chief Schindler<br />
and I are inspired by the passion and commitment with which your Ventura Police Crime Fighting Team,<br />
comprised of more than 200 sworn officers, professional staff and volunteers, serve this community<br />
each day.<br />
