Welcome to Baltimore for the 43rd Annual National Training Conference of the<br />
National Black Coalition of Federal Aviation Employees (<strong>NBCFAE</strong>). Charting the<br />
Course...Bridging the Gap is our theme and we are delighted that you decided to<br />
join us as we celebrate our organization’s rich legacy and bright future.<br />
The <strong>NBCFAE</strong> remains committed to prioritizing our members and we work<br />
tirelessly to advocate on their behalf. We continue to invest in our most<br />
important asset, our youth, through our Science, Technology, Engineering, and<br />
Math (STEM) initiatives and scholarship programs. We are preparing the next<br />
generation of highly skilled aviation professionals.<br />
The Northeast Region along with the National Executive Committee have<br />
worked to ensure this year’s conference exceeds expectations. I encourage all<br />
attendees to take advantage of the opportunity to network with your fellow<br />
<strong>NBCFAE</strong> members, guests, as well as Federal Aviation Administration (FAA)<br />
management and Executives.<br />
Thank you for allowing me to serve as your National President for the past year.<br />
There is nothing that I could have done without the support of many. It was truly<br />
a team effort and I am proud to say that the support I have received is driving our<br />
burgeoning success. To all the volunteers and all who came together to make<br />

Greetings Everyone,<br />
Welcome to the Baltimore, MD, and the 43rd Annual National Black Coalition of Federal<br />
Aviation Employees (<strong>NBCFAE</strong>) National Training Conference (NTC). As you glaze over the<br />
peaceful waters of the Baltimore Inner Harbor, allow the scenery of the “Charm City’s”<br />
historic attractions place you in a mindset of this year’s theme, “Bridging the Gap – Charting<br />
the Course.” We are delighted that you are here for this wonderful event.<br />
<strong>NBCFAE</strong> NTC highlights are to illustrate our organization’s commitment to professionalism,<br />
our continued unwavering dedication to our mission, and remaining to achieve an on-going<br />
obligation to the Federal Aviation Administration (FAA) community service; and this year<br />
will be no different. This year’s training curriculum and networking programs objectives are<br />
to provide intellectual knowledge management and skill-based development for attendees to<br />
use to be successful. We intentionally selected courses that will provide each attendee with<br />
relevant learning objectives regardless of their career level, work status, or professional<br />
interest. Whether it is strengthening communication skills, building a business plan, planning<br />
for retirement, or even pairing up with a mentor or mentee, we promise, we have something<br />
for YOU!<br />
As effortless as our conferences may appear, they are a product of an incredible amount of<br />
planning, dedication, and hard work. This program, in particular, is the result of the collective<br />
efforts of our fantastic <strong>NBCFAE</strong> Conference Committee, the Northeast Region, and our<br />
volunteers. So, I would like to thank each of them for their contributions.<br />
In addition, I would like to express my gratitude to the FAA management officials for<br />
continuously supporting the <strong>NBCFAE</strong>’s allegiance by maintaining a professional and resultoriented<br />
organization. Also, to each of our fantastic sponsors, I give you my sincerest<br />
thanks. I acknowledge our speakers, panelists, facilitators, and instructors. All of them are<br />

Welcome to the 43rd Annual <strong>NBCFAE</strong> National Training Conference!<br />
As the President of the National Black Coalition of Federal Aviation Employees Mighty<br />
Northeast Region, it is my distinct pleasure to welcome you to the 43rd Annual <strong>2019</strong><br />
<strong>NBCFAE</strong> National Training Conference in Baltimore, Maryland.<br />
Charting the Course. . . Bridging the Gap.<br />
Forty-three years ago, the National Black Coalition of Federal Aviation Employees was<br />
established in pursuit of a simple goal, to promote equal opportunity for African Americans,<br />
other minorities and female employees in the Federal Aviation Administration. Since the<br />
beginning, the work of this organization has been guided by some simple beliefs: If we the<br />
members work hard enough, fight long enough, stand united long enough and believe<br />
strongly enough, we together can continue to achieve the initial goals set by <strong>NBCFAE</strong> at it's<br />
inception.<br />
This conference is also very meaningful to me. Baltimore is where I attended my first<br />
<strong>NBCFAE</strong> Training Conference which also happened to be the year I certified as a Certified<br />
Professional Controller at my first FAA facility. That training conference sparked my interest<br />
to serve in the organization. That is when my quest to ensure every minority is given a<br />
chance to be successful began. I have been a member of <strong>NBCFAE</strong> executive boards for over a<br />
decade and am proud of the progress that the organization has made.<br />
As President of the National Black Coalition of Federal Aviation Employees Northeast<br />
Region, it is my belief that the legacy of the <strong>NBCFAE</strong> is not an entitlement to be taken for<br />
granted. Membership in this organization is not just a gift to simply be enjoyed, yet, it is an<br />
obligation to be fulfilled ( Michelle Obama) . We really owe it to all those who have come<br />
before us to continue the mission of the organization in an effort to ensure that all those that<br />
come after us will have opportunities in aviation across the country. Throughout this training<br />
conference we will Chart the Course to Bridge the Gap.<br />
Thank you to every person who has made this <strong>2019</strong> training conference possible.<br />

Teri L. Bristol is responsible for ensuring safe, efficient and secure air traffic services for<br />
approximately 50,000 aircraft operating over nearly 30 million square miles every day.<br />
Bristol provides leadership and direction for 32,000 employees providing the organization's<br />
core functions of Air Traffic Services, Technical and Systems Operations, Safety Management,<br />
Technical Training, Mission Services, Management Services, Program Management, and Flight<br />
Program Operations. She has made great strides on behalf of the agency on labor relations,<br />
and has played a key role in the deployment and integration of NextGen capabilities and other<br />
airspace modernization, unmanned aircraft systems (UAS), and commercial space operations<br />
into daily National Airspace System (NAS) operations.<br />
Throughout her 27-year career, Bristol has extensive experience in leading the technically<br />
varied missions of the ATO. Prior to being named COO in 2014, she served as Deputy Chief<br />
Operating Officer in 2012-2013, assuming greater responsibility for operations domestically<br />
and for the agency's role in international air navigation services. In previous positions, Bristol<br />
oversaw the maintenance, monitoring and engineering services in the NAS, directed<br />
operational support and integration services across the nation's airspace, led acquisition and<br />
program management of large automation and surveillance systems, and was directly<br />
responsible for the daily operation of air traffic control facilities throughout the Western<br />
United States, Alaska and Hawaii.<br />
Bristol was elected as Chair of the Civil Air Navigation Services Organisation (CANSO)<br />
Executive Committee in June 2017. In this role, she represents the FAA in efforts to<br />
harmonize air traffic policies and procedures and develop best practices for the safe and<br />
efficient delivery of air navigation services.<br />
Bristol represents the ATO on the FAA's Drone Advisory Committee and is a member of the<br />
NextGen Executive Board and the NextGen Advisory Committee (NAC), an executive leader<br />
of the NAC's NextGen Integration Working Group, and an ex-officio member of the RTCA<br />
Policy Board.<br />
Bristol began her federal career in 1992 when she was recruited into the Department of<br />
Transportation's Acquisition Management Training Program, where she worked for the FAA,<br />
U.S. Coast Guard and the Federal Highway Administration.<br />
Bristol holds a bachelor's degree in marketing and transportation from the University of<br />
Maryland and is a Certified Program Management Professional.<br />

ANNIE B ANDREWS<br />
FAA LEADERSHIP PANEL<br />
Ms. Andrews engages a strategic partnership between FAA leadership and human resource<br />
services for over 45,000 federal personnel across the nation. In this capacity, she advises<br />
and assists the Administrator with strategic human capital planning, personnel accession,<br />
administrative management, and development of core competencies within the agency.<br />
Under her executive leadership, her office oversees human resource programs, policies and<br />
operations, employee and labor relations, corporate learning and development, employee<br />
safety, and workers compensation.<br />
A retired rear admiral, Ms. Andrews is the third African American female to achieve this<br />
rank in the United States Navy. Ms. Andrews’ 32-year naval service culminated as the<br />
Commander, Navy Recruiting Command. As the Navy’s top recruiter and principle advisor<br />
to the Chief of Naval Personnel on recruitment strategy and objectives, she led recruitment<br />
efforts for officer and enlisted programs in both the Active Duty and Reserve components.<br />
Her distinguished naval career is highlighted with previous roles including: commanding<br />
officer of Boston Military Entrance Processing Station, Navy Recruiting District San<br />
Francisco, and Recruit Training Command, Great Lakes; Chief of the Requirements Branch<br />
& Joint Manpower Planner for the Washington D.C. Joint Chiefs of Staff; Executive<br />
Assistant & Naval Aide to the Assistant Secretary of the Navy for Manpower & Reserve<br />
Affairs; and Senior Fellow on the Chief of Naval Operations Strategic Studies Group at the<br />
Naval War College.<br />
She holds a Bachelor of Science in Criminal Justice from Savannah State University, a<br />
Master of Science in Management from Troy State University, and has been conferred an<br />
honorary Doctorate of Humane Letters from Wilson College in Pennsylvania. Her military<br />
education includes a Master of Arts in National Security and Strategic Studies from the<br />
College of Naval Command and Staff; she is also a graduate of the Armed Forces Staff<br />
College.<br />
Ms. Andrews is the recipient of multiple awards and honors including the: 2014 “Stars &<br />
Stripes” Honors for Leadership; 2015 Savannah State University Award of Excellence for<br />
Noteworthy Leadership; 2015 Women of Color Lifetime Achievement; 2016 Court of<br />
Honor of “Distinguished Daughters” of the Philadelphia High School for Girls Outstanding<br />
Lifetime Achievement Award; 2017 Georgia Legislative Black Caucus Trail Blazer Award;<br />
and inducted into the 2018 National Black College Alumni Hall of Fame in the Government<br />
and Law category.<br />

OFFICE OF COMMERCIAL SPACE, TRANSPORTATION<br />
Dr. Ravi Chaudhary is the Director of Advanced Programs and Innovation, Office of Commercial<br />
Space Transportation, at the Federal Aviation Administration, reporting directly to the<br />
Associate Administrator for Commercial Space, he is responsible for the execution of advanced<br />
development and research programs in support of the FAA's Commercial Space Transportation<br />
mission.<br />
The Directorate of Advanced programs includes the office of the Chief Engineer, providing<br />
technical leadership and performance-based oversight of AST's regulatory responsibilities for<br />
the Commercial Space Industry. He also leads all AST Research and Development activities,<br />
including the FAA's nationally recognized Center of Excellence in Commercial Space (COE CST),<br />
a consortium of ten different universities committed to cutting-edge research in the space field.<br />
Dr. Chaudhary previously served as Executive Director, Regions and Center Operations, at the<br />
FAA. In this role he was responsible for leadership, integration, and execution of aviation<br />
operations in 9 different regions located nationwide. He executed a $254 Million operating<br />
budget, and led over 400 Federal Employees geographically located across the nation. As second<br />
in command to the Deputy Assistant Administrator, he was responsible for providing<br />
Department of Transportation and FAA-wide services in the areas of operations, safety, policy,<br />
industry and congressional outreach, and emergency readiness for the National Aerospace<br />
System.<br />
Ravi Chaudhary is a former Air Force officer, having completed 21 years of service. He has<br />
completed a variety of command, operational, engineering, and senior staff assignments in the<br />
Air Force. As a C-17 pilot, he conducted and led global flight operations in Europe, Asia, Africa,<br />
the Caribbean, and the Pacific regions. As a flight test engineer, he was responsible for FAA<br />
Technical Standard Order (TSO) certification of military avionics and hardware for over $2<br />
Billion in Air Force Transport Modernization Programs supporting flight safety and mishap<br />
prevention. Dr. Chaudhary also supported space launch operations for the Global Positioning<br />
System (GPS), and led third stage and flight safety activities to ensure full- operational capability<br />
of the first GPS constellation. As a systems engineer, he supported NASA's International Space<br />
Station test activities, to include development of the first orbital debris repair systems to ensure<br />
safety of NASA Astronauts.<br />
Dr. Chaudhary also serves as a member of the President's Advisory Commission on Asian<br />
Americans and Pacific Islanders. In this role, he advises the President on executive branch efforts<br />
to improve economic and community development, public and private sector collaboration,<br />
health, education and veterans support for the AAPI community.<br />
Dr. Chaudhary holds a Doctorate specializing in Executive Leadership and Innovation from the<br />
Georgetown University D.L.S. Program, an M.S. in Industrial Engineering from St. Mary's<br />
University as a NASA graduate fellow, an M.A. in Operational Arts and Military Science from Air<br />
University, and a B.S. in Aeronautical Engineering from the Air Force Academy. He has published<br />
numerous articles in Future Strategy, Aircraft Design, Business Transformation, and Space<br />
Operations.<br />
Dr. Chaudhary holds FAA commercial, multi-engine, and instrument pilot certificates and has<br />
logged over 3000 hours as a pilot and flight test engineer (760 combat hours) and multiple<br />
deployments since Sept 11, 2001.<br />

Pamela Whitley is the Acting Assistant Administrator for NextGen (ANG); and is responsible<br />
forchampioning the evolution of the National Airspace System (NAS). She has been involved<br />
with the Next Generation Air Transportation System (NextGen) from conception. In this role,<br />
she is responsible for providing strategic direction, as well as executive oversight to nearly 900<br />
federal employees, and an approximately $2 billion federal budget.<br />
Her FAA career began in 1993 as an electronics engineer, responsible for the development of<br />
standards for airport electrical equipment and lighting. She has held positions in the Airway<br />
Support Facilities Division, the Office of Technology Development, and the NextGen<br />
Integration and Implementation Office. Ms. Whitley has extensive experience working with the<br />
Department of Transportation, the Office of Management and Budget, and Congress. Her early<br />
contributions to NextGen helped sustain a long-term funding profile for NAS Modernization. As<br />
a result, the FAA has continued to invest in key programs and research activities that are<br />
modernizing today’s NAS.<br />
Ms. Whitley is regarded as a dynamic leader, and throughout her career she has demonstrated<br />
the ability to lead large scale, complex initiatives. When asked how she was able to achieve so<br />
much, she credits her ability to combine technical knowledge, with an understanding of<br />
strategic financial management, in addition to her ability to work with the talented people at<br />
the FAA.<br />
Ms. Whitley has held several positions related to delivering NextGen, including serving as<br />
Director of the NextGen Integration and Implementation Office. In 2011 ANG’s responsibilities<br />
were expanded to include planning for the entire NAS. As a result she became responsible for<br />
providing leadership to help meet the organization’s new goals. While Ms. Whitley has spent<br />
most of her career with the FAA, she has completed detail assignments at both Federal Motor<br />
Carrier Safety Administration and at the Pipeline and Hazardous Material Administration. Her<br />
ability to provide strategic direction proved to be valued during both details.<br />
Ms. Whitley is the recipient of several prestigious awards from the FAA, including a 2008 ATO<br />
Executive Council Leadership Award, for her contribution in establishing a portfolio<br />
management framework for NextGen. She also received the FAA Administrator's Award for<br />
Environmental Excellence in 2005, and has been recognized for her leadership on various<br />
technology development initiatives over the years.<br />
A graduate of Southern University in Baton Rouge, La., Ms. Whitley earned a Bachelor of<br />

began with the Tennessee Valley Authority; and later, she served as an engineering consultant<br />
to the Washington Suburban Sanitary Commission.<br />
In her spare time she enjoys traveling abroad, listening to "real" jazz music, and watching sports,<br />
specifically the New Orleans Saints and Southern University Jaguar football.<br />

Angela H. Stubblefield has served as the Federal Aviation Administration (FAA) Deputy<br />
Associate Administrator for Security and Hazardous Materials Safety since September<br />
2013. As a leader with more than 25 years of comprehensive expertise and demonstrated<br />
success in intelligence threat analysis, emergency operations planning, hazardous materials<br />
safety, national security policy, and investigations oversight, Ms. Stubblefield is a highly<br />
respected advisor within the FAA and other Departments and Agencies, who works<br />
collaboratively to resolve high-profile, high-impact national security, safety, and crisis<br />
response challenges. Most recently, Ms. Stubblefield has been leading a cross-functional<br />
FAA team focused on a variety of operational and policy issues related to the errant or<br />
malicious use of unmanned aircraft systems (UAS), federal implementation of Counter-UAS<br />
authority, and planning the safe integration of C-UAS technologies into the National<br />
Airspace System.<br />
Ms. Stubblefield has also held positions in the Office of the Secretary of Transportation, the<br />
Transportation Security Administration, and the Marine Corps Intelligence Activity. She<br />
began her national security career as an active duty United States Marine—still her<br />
proudest achievement. Ms. Stubblefield graduated from the University of Virginia with a<br />
Bachelor of Arts in Government and Philosophy. She also earned a Master of Arts in<br />
Transportation Policy, Operations, and Logistics from George Mason University.<br />
Ms. Stubblefield’s achievement and recognition awards received include the Secretary of<br />
Transportation’s Gold Medal, FAA Administrator’s Golden Compass Award for Exemplary<br />
Leadership, Director of National Intelligence Certificate of Distinction, Secretary of<br />
Transportation’s War on Terrorism Medal, Secretary of Transportation’s 9/11 Medal, TSA<br />
Gold Medal for Intelligence, and Secretary of Transportation’s Team Award.<br />

Sunny Lee-Fanning became the Executive Director, Office of Quality, Integration &<br />
Executives, Aviation Safety Organization in July 2014. With more than 7,000 employees,<br />
the Aviation Safety organization sets, oversees, and enforces safety standards for all parts<br />
of the aviation industry, impacting every facet of domestic and international civil aviation<br />
safety.<br />
The Office of Quality, Integration & Executive Services is responsible for providing<br />
executive oversight and direction of consolidated management services for the Aviation<br />
Safety organization. Consolidated management services include Quality Management<br />
System; Environmental Management System; Strategic and Business Planning; Human<br />
Resources; Information Technology; Learning and Development; Finance and Budget; and<br />
Internal Communications.<br />
Employed with the agency for over 30 years, Sunny has held numerous leadership positions.<br />
She has notable work in creating key partnerships with private industry and universities for<br />
innovative ways to improve business processes, training and learning to support aviation<br />
safety and capacity building. Her work spans both domestic and international travels.<br />
A recipient of the 2017 Keller-Sullivan award and the FAA’s 2017 Golden Compass award<br />
for Exemplary Leadership, Sunny has a Master of Business Administration degree, is a<br />
Federal Executive Institute Alumni, and an FAA Senior Leadership Development Program<br />
graduate. She is a trained and certified Leadership Coach, a Certified Government Financial<br />
Manager, a Certified Project Management Professional, and a Certified Insights Discovery<br />
Facilitator. She has actively served on college level Board of Directors, Advisory Boards,<br />
and as an Adjunct Professor. She and her husband Clarence reside in the Washington, D.C.<br />

Director for the 2009 Annise Parker for Mayor political<br />
campaign, a communications consultant for a leading national<br />
credit union consulting firm and the Director of Training for a<br />
local financial institution.<br />
Theresa is the Chief Event Producer Extraordinaire at Royal<br />
Brown Events and Master Networker at Entrepreneurs and<br />
Professionals Network (EPNET), a networking and business<br />
building organization. In some circles she is known as the<br />
"Master Networker" because she has the ability to connect<br />
like-minded and like-hearted people together to build<br />
solid business relationships, and collective collaboration. She<br />
encourages team building through networking events and<br />
workshops. In other circles she is known as the "Event<br />
Producer Extraordinaire" because she has a "gift" of creating<br />

Bob Hill joined First Command Financial Services as a Financial Advisor in<br />
June 1999, following a 25-year career in the United States Air Force.<br />
There, he commanded two strategic missile squadrons and an operations<br />
group, and he served at the Pentagon, where he performed joint staff<br />
duties. He attained the rank of colonel. A graduate of the University of<br />
Missouri-Columbia with a Bachelor of Arts degree in Political Science,<br />
Wichita State University with a Master of Arts degree in Political Science,<br />
Central Michigan University with a Master of Arts degree in Business and<br />
the National War College, Bob holds Series 6, 63, 65 and 26 securities<br />
licenses plus state life and health insurance licenses in Maryland, Virginia<br />
and Washington D.C. Understanding that the single most powerful<br />
contributor to financial well-being is behavior, Bob works closely with<br />
clients to develop personalized financial plans that reflect their values,<br />
address their priorities and support their goals. Each plan includes<br />

ALONZO PORTWINE<br />
Alonzo Portwine joined First Command Financial Services as a<br />
Financial Advisor in June 2011, following six years of service in<br />
the United States Air Force. There, he was responsible for the<br />
installation and maintenance of telecommunication services<br />
during Operation Enduring Freedom and Operation Iraqi<br />
Freedom. He attained the rank of senior airman. A graduate of<br />
Georgia State University with a double major in Finance and<br />
Marketing, Alonzo holds Series 7 and 66 securities licenses<br />
plus state life and health insurance licenses. As a First<br />
Command Financial Advisor, Alonzo is committed to helping<br />

Dr. Robertson has held numerous leadership roles in corporate, small<br />
business, and government arenas. Currently based in Chicago, Tchicaya is<br />
an Applied Research Psychologist with over 20 years of experience<br />
helping organizations plan, research, and execute data-driven business<br />
solutions. Experienced in strategic planning for corporations, community<br />
organizations, and non-profit entities, Tchicaya enjoys helping<br />
professionals think critically about relevant goals, objectives, strategies<br />
and tactics necessary to achieve success. Dr. Robertson holds a<br />
doctorate in Applied Psychology (measurement and psychometrics) with<br />
a specialization in Industrial and Organizational and Consumer<br />
Psychology. Dr. Robertson most enjoys developing professionals to reach<br />
their fullest potential both on and off the job. She leverages the research<br />
and insights in her book “Motivated by Passion, Held Back by Fear” as a<br />
framework for helping professionals get what they want and need to live<br />

KARLENE ROBINSON<br />
She is the Managing Member of KSR Solutions LLC, a business<br />
consulting and financing firm. The firm focuses on new business<br />
development, strategic planning, financing and business diversity<br />
solutions to aid business grow. When banks say 'No', Karlene is<br />
someone you will want to know. Karlene is currently the Assistant<br />
Finance Director of the Business Finance Center at Community<br />
Business Partnership, a non-profit US Small Business<br />
Administration (SBA) affiliated organization supporting business<br />
owners. She has been an Adjunct Professor at Prince George's<br />
Community College through their Entrepreneurial Workforce<br />
Development Program and Fairfax County Public School (FCPS)<br />
Adult Continuing Education (ACE) Entrepreneurial Program for<br />
over 7 years. She currently has over 7,000 plus students enrolled<br />
through online e-learning platforms. Karlene is originally from<br />
sunny Montego Bay, Jamaica. She currently resides in the<br />
Alexandria, Virginia suburbs with her husband, son, daughter, and<br />
pet dog. She enjoys volunteering in her community, loves music,<br />

Wanda L. Scott is an Educator. She is an Associate Professor in Higher<br />

America as an IT Networking Engineer for companies like Bridgestone<br />
and Microsoft, she trained their employees and Government clients such<br />
as the IRS and the Department of State. Wanda has a Master’s in<br />
Education from Johns Hopkins with Leadership Development and<br />
Leadership in Technology Development Certificates. Wanda is an Author<br />

DEADRA WELCOME<br />
Author, Founder, and CEO of Concerning Learning LLC, Deadra Welcome, has had a lifelong<br />
passion for learning. Knowing she had a desire to help others achieve their best,<br />
Deadra attended Howard University in preparation for a career that would enable her to<br />
serve others. She attended Howard University and later in 2010, she earned her Certified<br />
Professional in Learning and Performance credential from the Association for Talent<br />
Development. This was followed by her Kirkpatrick Bronze Level Evaluation Certification<br />
from Kirkpatrick Partners. Along with this, she received the Certified Professional in<br />

In his final position within the FAA prior to his retirement in 2016 John<br />
served as the Director of Operations for Air Traffic Services in the South<br />
Eastern US airspace along with International airspace assigned to Miami<br />
and San Juan ATC facilities.<br />
During his 35 years in the FAA, McCartney held numerous positions in<br />
the Air Traffic Organization, including Front Line Manager, Planning and<br />
Requirements Specialist, Manager of Special Facility Consolidation<br />
projects, and Air Traffic Hub Manger in the FAA Western Pacific Region.<br />
Assignments in the FAA Eastern and Southern Regions ranged from<br />
Branch Managers to Assistant Air Traffic Division Manager, along with<br />
the FAA Executive Positions as Director of Operations for Terminal and<br />
as Director for Enroute and Oceanic Operations.<br />
Starting his Air Traffic career in the US Air Force, John began journey in the FAA in 1981 as an Air<br />
Traffic Control Specialist in Los Angeles. Transitioning to Air Traffic Management positions he served as<br />
an Air Traffic Requirements Specialist in the Western Pacific Regional Office, two years later becoming<br />
the Manager of Special Projects overseeing the construction and consolidation Southern California<br />
Terminal Radar Approach Control (TRACON) facility in San Diego, CA.<br />
FAA recognition received throughout his career include a Spirit Award for successful work completing<br />
the Southern California TRACON Project, Vice President’s Recognition for Outstanding Leadership for<br />
the Florida Airspace Optimization Project, Award for Superior Leadership as a member of the post-<br />
September 2001 New York 1 Police Plaza Team and ATO Vice President’s Terminal Service Award for<br />
Exemplary Leadership.<br />
A Lifetime member proving Leadership at the Local, Regional and National Level he has been recognized<br />
by <strong>NBCFAE</strong> receiving the National President’s Award while a member of the New York Metro Chapter.<br />
McCartney holds a Bachelor of Science degree from Florida Agricultural and Mechanical University and<br />
has faithfully served his community for 45 years as a Life Member of the Omega Psi Phi Fraternity.<br />

Ramone Crowe, Jr. is the President & CEO, Ramone Crowe &<br />

Ramone serves National Program Manager for the Technical<br />
Operation Services (TechOps), National Airspace Services (NAS)<br />

Team at Federal Aviation Administration’s (FAA) Headquarters. In<br />
this position he develops and provides national policy and<br />
procedures guidance for the operations and maintenance of systems<br />

TechOps. Crowe also acts as the liaison with other FAA organizations.<br />
Prior to serving as National Program Manager, Ramone has over 20 years of experience serving as an<br />
advocate for Civil Rights, and Diversity and Inclusion. He has 360 degrees of experience in this area<br />
by successfully: filing EEO complaints; representing complainants in mediation; representing the<br />
agency as the management official during the EEO process; developing and executing Diversity and<br />
Inclusions initiatives.<br />
Ramone holds a Bachelor of Science degree in Organizational Management; Certificate as a trained<br />
EEO counselor by the FAA; Certified Mediator from Federal Mediation and Conciliation Service;<br />

Tamisha LaRue Thomas began her aviation career with the<br />
National Black Coalition of Federal Aviation Employees<br />
(<strong>NBCFAE</strong>) in 2003 as the Assistant to the National<br />
President with zero knowledge of aviation. At her first<br />
board meeting she witnessed a room full of African<br />
Americans that were dedicated to aviation and the fair<br />
treatment of minorities and women in the Federal Aviation<br />
Administration (FAA) and was in awe. It was there that her<br />
passion for aviation was born. Tamisha hit the floor running<br />
and in her 16-year aviation career has never stopped<br />
volunteering, advocating, and reaching back to do her part<br />
to maintain the mission of the FAA and the <strong>NBCFAE</strong>.<br />
Because of this, Ms. Thomas is very proud of her role as National Vice President of the <strong>NBCFAE</strong>. She<br />
uses this position to offer strategy planning to the FAA and <strong>NBCFAE</strong> to support the FAA’s effort to<br />
recruit diverse candidates to fill the shortages in the aviation industry. She is part of the <strong>NBCFAE</strong><br />
Legislative Team and was able to work with the US Congress to secure over $5 million for the FAA’s<br />
Minority Institution (MSI) Program.<br />
Ms. Thomas is currently a Management and Program Analyst for the FAA, responsible for the<br />
coordination and publishing of the FAA’s plan to integrate Unmanned Aircraft systems (UAS), or<br />
drones, into the National Airspace System (NAS).<br />
If asked about her most significant personal accomplishments, Tamisha would say she is most proud<br />
of exposing thousands of children to the world of aviation and working for her 9-year old son. He is<br />
the owner of iii4me (304 me), the Anti-Bullying Movement. A movement that has spread bullying<br />
awareness to over 7,000 children world-wide. Tamisha prides herself as being a resource to future<br />
leaders and looks forward to continuing this for the duration of her FAA career and beyond.<br />
Ms. Thomas holds a Masters of Business Administration (MBA) from Strayer University, Cobb<br />
County, GA., and a Bachelors from Howard University, Washington, D.C.<br />

Lt. Colonel<br />
Kenyatta H. Ruffin<br />
Lt. Col. Kenyatta H. Ruffin is Commander, Air Force<br />
Recruiting Service Detachment 1 at Joint Base San<br />
Antonio-Randolph, Texas. He leads a team of diverse<br />
Airmen to inform, influence, and inspire future Airmen to<br />
deliver twenty-first century airpower. He is responsible for<br />
identifying potential recruits from across the nation by<br />
integrating, synchronizing, and collaborating with internal<br />
and external partners. Lt Col Ruffin also has made a huge<br />
impact in his community as the founder of a non-profit<br />
group called the Legacy Flight Academy. This organization<br />
dedicates its mission to assisting youths in discovering their<br />
passion in aviation careers and increasing awareness of<br />
benefits and opportunities in the military.<br />
Ruffin wanted to provide children with the same opportunities he received growing up, so he<br />
volunteered as a flight instructor with Civil Air Patrol and other flight programs. He spoke at high<br />
school graduations, open houses and other mentorship events. His admiration for the Tuskegee<br />
Airmen and his passion for aviation led him to the idea of the LFA program.<br />
Lt Ruffin was also highlighted at the BET Awards presents an opportunity for me to be able to<br />
continue to engage the minority youth to let them know about careers in the Air Force, in aviation<br />
and STEM fields,” Ruffin said. “I see this as a platform to continue what I am passionate about, which<br />
is to inspire others and motivate them to succeed.<br />
MAJOR KENNETH THOMAS<br />
Major Kenneth Thomas is currently serving as the President of Legacy<br />
Flight Academy, an organization founded in 2012. Legacy Flight<br />
Academy works to expose underserved and underprivileged youth to<br />
the joys of aviation through Science, Technology, Engineering, and<br />
Mathematics (STEM) focused programs. To date, Legacy Flight<br />
Academy has introduced over 20,000 students to the joys of aviation<br />
and helped to facilitate over 2,000 free flights and partnered over 20<br />
students with major corporations that have awarded these students<br />
over $100,000 in scholarships to pursue their aviation dreams.<br />
Major Thomas also serves in the United States Air Force Reserve as a<br />
C-130 Navigator and the Diversity and Inclusion project officer,<br />
assigned to the 700th Airlift Squadron, Dobbins Air Reserve Base,<br />
Georgia. As the Diversity and Inclusion project officer Major Thomas is responsiblefor developing,<br />
organizing, and planning events and programs focused on exposing students from the underserved and<br />
underrepresented communities of the Atlanta region to STEM career opportunities.<br />
Major Thomas is a Bronx, New York native. He began his Air Force career in 2002 as an enlisted Electronic<br />
Warfare Systems technician. Major Thomas went on to earn his commission in December 2008 after<br />
graduating with a Bachelor of Science in Mathematics, from the University of Texas, San Antonio, Texas.<br />

Theresa Mount is General Manager of the<br />
Washington District, which<br />
encompasses twenty- eight air traffic<br />
facilities in Southern New Jersey, Eastern<br />
Pennsylvania, Eastern North Carolina,<br />
Delaware, Maryland, Virginia, and the<br />
District of Columbia.<br />
In this role, Mount is responsible for the<br />
daily operation and administration of some<br />
of the most high-profile and complex air<br />
traffic facilities in the National Airspace<br />
System, including Washington Center,<br />
Washington National, Washington Dulles<br />
International, Baltimore Washington - Thurgood Marshall International, Raleigh-Durham<br />
International, and Philadelphia International airports. The district also includes Andrews Air Force<br />
Base, home of the Presidential Aircraft, Air Force One.<br />
Mount began her FAA career in 1988 as an air traffic control specialist in Lafayette, Louisiana. She<br />
was a controller at Houma Regional Airport, Lake Charles Regional Airport, Baton Rouge<br />
Metropolitan Airport, and Louis Armstrong New Orleans International Airport. She also served as an<br />
instructor at the Mike Monroney Aeronautical Center, FAA Academy.<br />
Mount served in several management positions, including operations supervisor at Shreveport<br />
Regional Airport and Barksdale Air Force Base, air traffic manager at Lake Charles Regional Airport,<br />
group manager for the Special Program Group in the Office of Leadership and Professional<br />
Development at FAA headquarters in Washington, D.C., director of administration for En Route and<br />
Oceanic Services, air traffic manager at Washington National Airport, and district staff manager for<br />
the Washington District.<br />
Mount holds undergraduate degrees in electrical engineering technology and business management,<br />
and a master’s degree in organizational management.
