Speaking at the 70th anniversary celebration of the founding of Peoples Republic of China, the Chinese Consul-General in Lagos, Mr. Chu Maoming, gave the assurance, citing the resolve of the government of the Peoples Republic China to bolster bilateral relationship with Nigeria. Okpe youths allege alienation in empowerment programme By Simon Adewale YOUTHS, on the platform of Sapele Okpe Youths Mandate for Change, in Sapele Local Government Area, has described the recent appointment and empowerment programmes across Delta State by Senator Ovie Omo-Agege as laudable and commendable. The group attributed it to the love the Deputy Senate President has for his people, but decried the alienation of Okpe youths in Sapele council from appointments and empowerment programmes. According to Convener of the group, Owin Orhomonokpeye, Omo-Agege’s action was unfortunate given the youths’ sacrifices in his electoral victory. In a statement, Orhomonokpeye said the deputy chairman of All progressives Congress, APC, Delta State, Elvis Ayomanor, knows the youths’ contribution to Senator Omo-Agege’s victory, but ignored their demand to be included in the appointment and empowerment scheme. Herdsmen turning FUTO to cattle colony—Registrar By Chidi Nkwopara O WERRI—THE management of Federal University of Technology, Owerri, FUTO, has raised the alarm that herdsmen and their cows have invaded the institution. Speaking to Vanguard yesterday, the Registrar, Mr. John Nnabuihe, wondered why herdsmen want to turn the campus into a grazing area. According to him, “it was not funny driving to the Senate building this morning (yesterday). It is baffling why herdsmen are gradually transforming FUTO premises into a cattle colony.” The Registrar said the institution has written to the chairman, Cattle Owners Association, Obinze, complaining about the development. Part of the letter, dated September 4, and copied to heads of security agencies in the state, read: “I write on the authority of the Vice Chancellor, to draw your attention to the incessant invasion of herdsmen and their cattle on the campus of the Federal University of Technology, Owerri.” He reminded the Cattle Owners Association chairman that government prohibited the group from grazing on university lands and environs. He added: “The sensitive nature of grazing on campus and the obvious tension it breeds among students, may ultimately lead to clashes, if not curbed. This is given the current precarious security challenges associated with open grazing.” The university then requested the chairman to urgently intervene by directing the herdsmen to desist from grazing within the campus. By Chinonso Alozie O WERRI—SENATOR Rochas Okorocha yesterday, boasted that his successor, Governor Emeka Ihedioha was afraid of him. Okorocha spoke in Owerri through his Special Adviser on Media, Sam Onwuemeodo, in reaction to a law suit filed against him by Ihedioha. Okorocha, the immediate past governor of the state said the court action was a bad example by the current government. It stated: “Imo State governor, Chief Emeka Ihedioha had falsely denied ordering the arrest of his predecessor, Senator Rochas Okorocha, about one month after the arrest order was issued. “He has also taken the former governor to court in his resolve to continue to step on his toes, that of his family members and all those who served the state under him. “In the suit filed at the Magistrate Court on Friday, September 6, Chief Ihedioha claimed that since he became governor, Senator Okorocha has ‘consistently been in the deplorable habit of fomenting trouble’ and that he is ‘always in Owerri to “Note that security agencies have been alerted to take measures against anyone grazing cattle within the university environment,” the Registrar added. Katsina swaps 6 bandits with 20 kidnap victims, others By Bashir Bello KATSINA —KATSINA State government, yesterday, swapped six suspected bandits for the release of 20 kidnap victims in the bandits’ captivity. Governor Aminu Masari of Katsina State while handing over the bandits, who were kept in some security agencies' detention, to their leaders, said the bandits were expected to in turn release 20 kidnap victims in their den before the end of yesterday. The bandits had on, Monday, freed five kidnap victims in their captivity to the government in the state. It will be recalled that Governor Masari, last week, embarked on tour of the hideouts of the bandits in eight frontline local government areas of the state to dialogue with them on the need to embrace peace and stop the needless killings, kidnappings and cattle rustling among others. Masari said the process was in fulfillment of the agreement reached during ongoing dialogue in the eight frontline local governments in Katsina State. According to him, “Part of the agreement with suspected cattle rustlers and bandits is that government would hand over their members in detention that have not been prosecuted and they would in return handover to government people that have been kidnapped. “The process had started yesterday (Monday) where the suspected bandits surrendered five kidnapped people and before closing time today (yesterday), they are going to return many people kidnapped that are in their custody. Six suspected bandits and cattle rustlers are now being released to their two leaders, they (bandits) would in turn release 20 kidnapped people by the end of today (yesterday).” Masari, however, expressed hope that the process would be completed within the next one or two days to enable the government start the second phase of the peace initiatives that have started with the visit to the localities by the state government in particular and the North Western states in general. Ikeja DISCO, Labour sign pact on workers’ condition of service By Victor Young THE protracted dispute between the management of Ikeja Electricity Distribution Company, DISCO, Ikeja, and organised labour in the power sector over a Collective Bargaining Agreement, CBA, detailing the conditions of service of workers, was yesterday, settled with the signing of agreement by the two parties. Under the aegis of National Union of Electricity Employees, NUEE, and its Senior Staff Association of Electricity and Allied Companies, SSAEAC, counterpart, and the management of the distribution company, signed the CBA at the Alausa headquarters of the distribution company. Managing Director/Chief Executive Officer, Mr Anthony Youdeowei, and Chief Human Resource and Administration Officer, Mr Henry Ajibola, signed the agreement on behalf of Ikeja DISCO. According toYoudeowei, the agreement was for the interest of both parties because it would ensure peace and enhance productivity. Addressing the workers of the company after the signing, NUEE General Secretary, Mr Joe Ajaero, said the signing was the first phase and that the major issue was its implementation. According to him, "the signing of condition of service for workers in Ikeja Electric is the first phase. It is the duty of the union to enforce compliance. No matter how good a condition of service is, there must be implemention.’’ He lamented that workers had been sacked and their right abused, but declared that such would no longer happen with the new condition of service, informing that the next stage was to negotiate for an increase in salary, which was not the same as the condition of service. Advising the workers to be more productive and that they would begin to get their rightful entitlements with the agreement, he said: ‘’Now, any employer that asks a worker to do any job beyond office hour will pay the right allowance. Days of slave labour is over. Any worker that is sacked today will be paid the right entitlement." Bayelsa partners GEF, UNDP to save N-Delta red monkey from extinction By Samuel Oyadongha YENAGOA— BAYELSA State government in partnership with Global Environment Facility, GEF, and United Nations Development Programme, UNDP, have launched a programme to preserve the endangered Niger Delta Red Colombus monkey from extinction. Already, a total of 7,080 hectares of gazetted forest reserve spanning Apoi, Kokologbene and Gbaraun communities have been established to preserve the endangered red Colombus monkey specie. Speaking at a forum in Yenagoa, which had in attendance representatives from Apoi, Kokologbene and Gbaraun communities, the state government through the Permanent Secretary, Ministry of Environment, Mr. Adaka Ezekiel, called on the people to help sustain the programme. “You ought to be at the vanguard to protect and conserve the critically endangered Niger Delta Red Colombus monkey (poliocolobus epieni). Recall an awareness campaign/ rally was recently held in Yenagoa, the state capital on the need to preserve this specie of monkey found only in Bayelsa,” he said. Also speaking, an environmental consultant, Mr. Aroboi Okonofua said: “The Apoi creek forest reserve is very important not only to Bayelsa but to the whole world. “It has the ‘epieni’ which is the Niger Delta Red Monkey. They are only found in this area and nowhere else in the whole world. “Hunters have been asked not to kill the monkey anymore because we risk not having them anywhere in the globe if not conserved and preserved now. “To this end, youths in the communities have been trained on the protection and conservation of the endangered monkey specie.” Speaking on behalf of the communities, Mr. Duba Matthew, thanked the state government and others for initiating the programme and promised to key into it. 100 days in office: NAPPMED seeks continued support for Okowa By Festus Ahon A SABA—NIGERIA Association of Patent and Proprietary Medicine Dealers, NAPPMED, Delta State chapter has called for continued support for Governor Ifeanyi Okowa for a stronger Delta.
