stakeholders and source-<strong>to</strong>-sea segments.<br />

2. Assessment of overlaps and gaps in governance and management<br />

frameworks and identification where coordination is needed.<br />

3. Baseline analysis of current practices and gap assessment<br />

of enabling conditions for improved governance practices.<br />

4. Identification of existing engagement processes that can be<br />

joined or built upon.<br />
