t least two persons died due to bullet injuries on Thursday after police opened fire on protesters in

Guwahati, officials said. An official of the Gauhati Medical College and Hospital told PTI that one

person was “brought dead” and another succumbed to injuries while undergoing treatment. The

offi cial, however, could not give their names, saying that “they were brought unidentified”. The violent

protests also spread to Meghalaya’s capital Shillong on Thursday, a day after the Rajya Sabha passed

the contentious bill. The administration has imposed a curfew in the city and has also shut down mobile

internet for 48 hours. In Guwahati, thousands defi ed the curfew and took to the streets, prompting police

to open fi re. Police said they had to open fire in Lalung Gaon area in Guwahati after stones were hurled

by protestors. The agitators said at least four persons were injured in the shooting.

the five-phase Jharkhand

assembly elections,

an estimated 62.06

per cent of over 56 lakh

eligible voters exercised

their franchise till

5 pm on Thursday. The

polling was held in 17

constituencies across

eight districts, officials

said. Voting began at 7

Bill could weaken

India's historic character

as a secular nation

and rejected the

allegations that the minorities

are facing religious

persecution in his

country.

According to the legislation,

members of Hindu,

Sikh, Buddhist, Jain,

Parsi and Christian

communities, who have

come from Pakistan,

Bangladesh and Afghanistan,

till December 31,

2014 facing religious persecution

there, will not

be treated as illegal immigrants

but given Indian

citizenship.

"India is historically

a tolerant country

which believes in secularism

(but) their historic

position will be

weakened if they deviate

from that," Momen

told reporters.

STONES THROWN AT

POLICE CHIEF’S CONVOY

Stones were thrown at Assam Police

chief Bhaskar Jyoti Mahanta’s convoy

on Thursday when he was touring

the city, ravaged by violent protests. The

cavalcade was on the

Guwahati-Shillong

Road near Christian

Basti where it was

attacked. Stones were

thrown at several vehicles

in the convoy that

was on its way from

the Secretariat. The

convoy had to stop several times as the

entire stretch was blocked by protesters.

When the vehicles stopped in the Christian

Basti area and security personnels

were clearing the road, some protesters

ASSAM GUV APPEALS FOR

CALM AMID PROTESTS

Governor Jagdish Mukhi appealed to the

people to maintain peace in Assam, the

hotbed of protests. In a statement, Mukhi

urged them to maintain restraint as they have

always shown patience and political maturity

in the past. “If the student community has

any issues against the government they have

every right to agitate but they should do it in

a democratic and peaceful manner, without

taking the law in their hands,” he said. —ANI

after Rajya

Sabha passed it on

125 members of the Upper

House voted in favour

while 105 MPs

voted against the Bill,

which was passed by

STAY INDOORS: PANTHER ON THE PROWL

A search for the big cat was on with drones till the

search operations were called due to bad light

in the park for several

months, Jaipurites

were in for another major

shock on Thursday

evening when a panther,

decided to leave its

“green pastures” and

safe environs of the

Jhalana forest and

strolled to a heavily inhabited

areas of the

Takht-E-Shahi Road.

The development created

a furore amongst the

residents, and forest and

police officials alike who

tried to find the big cat,

in order to tranquillise

it, however failed in

their efforts. The administration

pressed drones

into service to locate the

feline, but in vain.

Pictures and videos

of the feline went viral

on social media as wary

locals shared the “sightings,”

in the urban jungle,

of the feline, jumping

effortlessly from

over the eight feet high

main door of one house,

or from one terrace to

another. The entire area

forming Kanota Bagh,

came under forced lock

down as people feared

moving out of their

houses. Dogs and small

children were forced inside

the security of the

rooms while relatives

were asked not to come

unannounced, since

there was a possibility

of the feline being on

the prowl, why else

would a panther venture

out of forest and

into human habitation.

Panther was first spotted

by a woman named

Jyotsana. “I was leaving

the house when I saw the

feline. At first, I thought

a dog was headed towards

me, but then I realised

it was a panther. I

started perspiring pro-

fusely and was so

stunned that I could not

even move. I remember

my throat suddenly went

dry. However, the feline

abruptly turned away

and I fled inside the

house and locked the

doors,” the woman regaled

her travail. Information

then started

coming as Jyotsana suggested

that the panther

came from the side of

Narayan Niwas hotel.

News of additional

sightings of the panther

were reported by

locals and by this time,

the police and forest officials

were convinced

that if not a panther, at

least a wild animal was

in the residential areas.

As the forest officials

studied the sighting areas,

realisation dawned

on finding pugmarks,

that a panther was actually

afoot. “Immediately

additional officials

and cops were called in

to aid in the search operation

to find the feline.

The pictures were

also being received and

we could trail the feline,

although could not

see it. Then the CCTV

footage were seen by locals

and it was then

learnt that the feline

was moving around in

the houses comfortably,”

said officials.

The exercise that

started at 5 pm on

Thursday, culminated

within a couple of

hours as dusk fell. “It is

not prudent to search

for a feline that dwells

and thrives in the dark.

So, we have called off

the search. Its last location

appears to be in the

SMS School and we

have posted teams in

the area to stop any human

movement while

school administration

has alerted parents that

the school will be closed

for Friday. The search

and rescue of the feline

will begin in the morning,”

officials said.

Jaipur: The mismanagement

of airline at

Jaipur Airport caused

problems to air travellers

on Thursday

morning.

Two airline cancelled

flights to two

different cities, citing

operational reasons.

SpiceJet’s SG-58/57

Jaipur-Dubai flight,

which has been running

late for the last 3

days, was cancelled on

Thursday.

Due to this, passengers

coming to Jaipur

from Dubai and going

from Dubai to Jaipur

had to face a lot of

problems.

As per the schedule,

the flight reaches

Jaipur from Dubai at

8.10 am and leaves for

Dubai at 9.40 am. In

the morning, passengers

leaving for Dubai

reached the airport

but were in for a shock.

As most of them were

from the districts of

Sikar, Nagaur, Churu,

Jhunjhunu etc., they

demanded alternative

boarding arrangements,

however, the

airline booked tickets

for some seats

available in the coming

days.

Apart from the

Dubai flight, Air India

also cancelled the

flight 9I-687/688 to

Agra, which leaves at

10.15 am and reaches

Jaipur at 12.35 pm.

Similarly, another

SpiceJet flight SG-1006

could not land due to

fog at Kishangarh Airport

in the morning.

The flight carrying 89

passengers going from

Hyderabad to Kishangarh

was diverted

to Jaipur.

The passengers

were stuck in Jaipur

for one and a half

hours. The Hyderabad-

Kishangarh flight

reaches Kishangarh

at 9 am.

improve city’s swachh ranking!

Corporation (JMC)

has done this innovation

this time to make

children aware of

cleanliness and has released

the comics of

Chacha Chaudhary and

Sabu for the Survekshan.

These comics

will be distributed to

school children.

Jaipur Greater and

Heritage Municipal

Corporation Administrator

Vijaypal Singh

launched comics on

Thursday with the

name, Chacha Chaudhary

and Swachh Survekshan-2020.

These

comics series will be

distributed to the students

in the schools so

that they get to know

about the Swachh Survekshan-2020

and also

make their parents and

relatives aware. According

to municipal authorities,

children can

play an important role

in the Swachh Survekshan.

If a child is made

aware, then he can

make his parents, family,

relatives and neighbors

aware about cleanliness.

This is the reason,

the idea of comics

has been brought to

make them aware in an

easy way about the survey.

Seven questions

asked under the citizen

feedback prescribed in

the Swachh Survekshan

are presented attractively

in comics.

Chacha Chaudhary

asks the question and

Sabu answers and also

tells how many marks

the question will be carrying.

For example,

Chacha Chaudhary

asks, “Sabu, do you

know that the city of

Jaipur is participating

in the Swachh Survekshan-2020?”

Sabu replies,

“Yes I know and

for this, our city will get

100 marks as well”.

Sabu also asks him

questions on hearing

Chacha’s praise and

Chacha also gives the

exact answer. It is

worth noting that in

Swachh Survekshan,

seven questions will be

asked by the team coming

from the Centre either

directly or through

phone call. The number

is set for each question.

If more than 95%

of the people answer

the question correctly,

then Jaipur will get full

marks on that question.

With this, on the

last cover page of the

comics, Chacha Chaudhary

is seen taking out

the broom and sending

the message that “together

we will make

the city number one in

cleanliness”.

RPSC exam calendar: HC

seeks reply from officials

Jaipur: The Rajasthan

High Court, on Thursday,

issued notices to

Secretary of Rajasthan

Public Service Commission

(RPSC) and

Principal Secretary of

Personnel Department

and sought reply for

not issuing annual recruitment

examination

calendar of the RPSC.

In an application filed

by one Narpat Singh,

the court was informed

that since 2015, not

even a single examination

calendar has been

issued by the RPSC and

due to this the examinations

could not be

held on time. Moreover,

at times the results of a

few examinations have

not been released due

to which appointments

of vacant posts in the

state have not been

made. After hearing

the arguments, the

bench of Justice Ashok

Kumar Gaur issued a

notice of RPSC Secretary

and Principal Secretary,

Personnel Department

and sought

their reply within two

weeks. Notably, Chief

Minister Ashok Gehlot

has also asked the

RPSC to issue its annual

calendar.

The Anti-Corruption

Bureau conducted two

traps in Thursday and

nabbed two officials, an

assistant engineer in

Jodhpur and a head

constable at Karauli. In

the first trap, the ACB

sleuths nabbed assistant

engineer Suresh

posted in the Shergarh

discom office of Jodhpur

district. “A VCR had

been filed of an illegal

connection run at the

complainant’s restaurant

and a penalty of

Rs2 lakh was levied in

which the complainant

struck a deal to give

Rs50,000 as bribe if the

official would write a

penalty of just Rs20,000.

The bribe money was

handed to the accused’s

driver Ganpat and as

soon as the driver handed

over the money, the

bureau team nabbed

Suresh Kumar. Further

action in the matter is

being taken,” officials

said.

In a second trap, the

Karauli unit of ACB

nabbed a head constable

of Boli police station

while accepting a

bribe of Rs3,000. “One

Dharj Raigar had filed

complaint saying that

head constable, Sohan

Lal, had demanded a

bribe to take action in a

case registered by

Dhanraj. When the ACB

team raided the spot to

nab the man red handed,

the constable tried

to flee and jumped over

the police station’s wall,

however, the Bureau

sleuths nabbed him. Interestingly,

this is the

second time in one

month that a trap has

been undertaken in

Boli police station,” officials

THE RAPE OF

INDIA’S SOUL

Rather than defend the rights of Kashmiri’s,

the SC has postponed hearings on pleas

I

njustice, discrimination, and violence

are hardly unheard of in India.

But today, they are being normalized,

enabled, and even encouraged

by the state, which is promoting

an aggressive form of Hindu nationalism

that looks increasingly like mob rule. India’s

diversity and complex civilizational legacy

are now under assault, and it is shaking the

very foundations of Indian democracy.

In August, PM Narendra Modi’s government

stripped J&K – India’s only Muslimmajority

territory – of its special status,

which had granted it considerable autonomy,

and split it into two “union territories” over

which the central government now wields

more direct control.

In order to stave off unrest, the government

deployed thousands more troops to

Jammu and Kashmir before announcing the

changes. It then placed prominent local politicians,

including former allies of the ruling

BJP, under house arrest; enforced a curfew

on residents; restricted movement into, out

of, and within the state; and imposed media

and telecoms blackouts.

Months later, most Kashmiris still lack Internet

access. Despite the blackout, sporadic

reports paint a dark picture of repression by

armed forces. Civilians have reportedly sustained

severe injuries from crowd-control tactics,

and thousands of locals – including children

as young as nine – are languishing in jails.

Yet, rather than defend the rights of Kashmiri

citizens, the SC has postponed hearings

on relevant pleas. As for the rest of India’s

population, they have largely ignored, accepted,

or applauded the assault on J&K.

ANOTHER HORROR UNFOLDS

In August, authorities released their jurisdiction’s

NRC, which excluded nearly two million

people who could not provide proof of their

names or parents’ names in the electoral rolls

before March 24, 1971 – an arbitrary date essentially

directed at identifying Muslim immigrants.

Many of these now-stateless people

have been sent to detention camps, where they

live in appalling conditions.

Betraying the project’s xenophobic aims,

its architect, Union Home Minister Amit

Shah, has called these people – many of

whom were born in Assam or whose families

have lived there for decades – “termites,” his

term for illegal Bangladeshi immigrants. He

has also promised that the BJP government

“will pick up infiltrators one by one and

throw them into the Bay of Bengal.”

In this case, instead of pushing back, the

SC has actively instigated and aided the process.

It now watches as the BJP government

builds detention camps across the country, in

preparation for the program’s nationwide

implementation – a process that is likely to

be even more aggressively anti-Muslim.

The Bench noted that no time

limit has been prescribed for action

by the President and the PM under

the memorandum of procedure for

appointment of Judges in the Supreme

Court and High Courts

though time lines have been fixed by

other authorities involved in the

process.

As per the Memorandum of the

procedure, an appointment should’ve

initiated at least six months in advance

and thereafter six weeks’ time

is specified for the Governor or the

Chief Minister of the State concerned

to send the recommendation

to the Union Law Minister.

After the Supreme Court

Collegium clears the

names, the law ministry

has to put up the

recommendations to the

PM in three weeks who is

their appointment at least

must take place within six months.

“This is not to say that in other cases

the process should not be completed

within six months,” the Bench said.

According to all India figures,

against a sanctioned strength of

1079 of the judges in the High Courts,

the working strength is only 669.

There are 410 vacancies and 213

recommendations are in process

with the government or Supreme

Court Collegium while names are

yet to be received from High Court

Collegium for 197 vacancies.

The Bench said it will confine its

proceedings on 213 names and

asked the Attorney General to provide

data as to when the process

was initiated.

Union is facing a

number of vexing

challenges

on the world stage, Ursula

Commission president,

has promised to lead a

“geopolitical Commission.”

Echoing this sentiment, Josep

Borrell, the new High

Representative for Foreign

Affairs and Security Policy,

has challenged the EU to decide

whether it wants to be

a global “player,” or just a

“playground” for other powers.

So, which way will Europe

go?

Of all the challenges Europe

faces, few are as important

as forging a strategic

policy for managing its

relationship with China.

The stakes are enormous.

The EU is China’s largest

trade partner, and China is

the EU’s top trade partner

after the United States,

with bilateral trade exceeding

$1.1 billion per day.

Over the past few years,

the US has adopted an increasingly

aggressive approach

to China. In fact,

“confronting” China seems

to be one of the few things

that unite Americans politically

nowadays, even

though no single factor is

driving US policy. President

Donald Trump seems

primarily concerned with

the bilateral trade deficit,

whereas the US security

establishment worries

about China’s ongoing military

and technological development,

which could

eventually position it to

challenge US strategic supremacy.

No one doubts that China’s

rise poses a challenge

to individual countries and

the global balance of power.

A world in which the

Chinese economy has

grown to twice the size of

the US economy will be a

very different place indeed,

for rising Chinese military

skeptical of this strategy,

and would prefer more narrowly

defined policies

geared toward changing

specific aspects of Chinese

domestic and foreign policy.

This approach is less

glamorous, but it is also

more traditional.

In any case, gut reactions

have so far been winning

out over careful deliberation,

and this will probably

remain true for some

time to come. The US wants

the EU to fall into line with

its position; but, other than

making that demand clear,

it has pursued almost no

strategic dialogue with Europe

on the issue.

Meanwhile, the debate

over China within the EU

has been heating up. China

may no longer have a Marxist

economy, but it certainly

still has a Leninist political

system. For good reason,

many Europeans are sensitive

to issues of human

rights in Hong Kong, Xinjiang,

and elsewhere. Europeans

are also rightly worried

about economic issues. As

the European Commission

warned earlier this year

(under its previous leadership),

China is “an economic

competitor in the pursuit

of technological leadership,

and a systemic rival promoting

alternative models of

governance.”

for two hangmen

Uttar Pradesh to provide

two hangmen on

short notice, amid reports

that four men

convicted in the Nirbhaya

soon.

Kumar told reporters

on Thursday that the

department is ready to

provide the hangmen.

“There are no hangmen

with Tihar Jail

administration for

those who were

awarded capital punishment

and are not

left with any constitutional

and legal remedy,”

Kumar said. “As

they were aware that

we have two hangmen

in UP, they asked us to

provide them whenever

needed on short

notice,” ADG (Prisons)

added.

Prisons department

had received a request in

this regard from Tihar

administration through

fax on December 9. The

letter, however, makes

no mention of the convicts

to be hanged but

states there may be requirements.

The letter

mentioned that some

convicts in the jail were

awarded capital punishment

constitutional remedies

SC to hear review plea

by convict on Dec 17

New Delhi: The Supreme Court will hear on

December 17 the review petition filed by Akshay

Kumar Singh, one of the convicts in the

brutal 2012, gang-rape and murder case.

A three-judge bench will hear the petition,

which was filed by Singh on Tuesday.

The convict, in his review petition, pleaded

and requested the Supreme Court to

consider his prayer and review its earlier

judgement of May 5, 2017, in which the

New Delhi: Nirbhaya’s mother on Thursday

said that she has appealed to the Supreme

Court and Central government to

execute the convicts immediately.

dismissed. I have appealed to court to hang

them immediately,” Asha Devi said. She

T’gana HC adjourns

hearing to Dec 13

Hyderabad: The Telangana High Court

on Thursday adjourned to Friday the

public interest litigations (PILs) filed

against the alleged encounter of the four

men accused in the gangrape and murder

of a woman veterinarian near here last

month. The matter came upbefore a Division

Bench headed by Chief Justice RS

Chauhan. The court was initially not inclined

to go ahead with the matter on the

ground that the SC was seized of the issue.

During the hearing, the Telangana advocate-general

informed the Bench that the

Supreme Court had stayed the case pending

before the high court. The Supreme Court

appointed on Thursday a three-member inquiry

commission headed by former apex

court judge VS Sirpurkar to inquire into the

circumstances leading to the encounter killing

of the four.

The commission, which also included

former Bombay HC judge Rekha Sondur

Baldota and ex-CBI director DR Karthikeyan,

would submit its report to the Supreme

Court within six months. With

regard to the bodies of the four accused

who were killed in the alleged encounter,

the high court asked the advocate-general

to get a clarification from the Supreme

“When the country

was partitioned, there

was a demand for division

on religious

grounds. However, India

did not have any such

idea of forming a ‘religious

country’. But, the

country was partitioned

over this issue and the

leaders then had accepted

it,” he said. If partition

had not taken

place on religious

grounds, then many

incidents thereafter

would not have happened,

the RSS general

secretary said.

“Subsequently, Pakistan

and Bangladesh

declared themselves as

Islamic states and there

were doubts then about

what place the minorities

residing there will

get...because as per the

agreement, it was said

that the minorities will

not face any injustice,”

was considered messy yet

fancy looking. Brands like

are few ‘Kitsch’

brands. Many times, they

used the trend ‘kitsch’ in

their collection.

We see nowadays,

Cyrus, Alia Bhatt are

among the few celebrities,

who often

wear pieces that

make you stop and

look it twice with a

completely new expression

on your face. Some people

just fall head over heels with

the look and some people just

fashion, maybe because they

think it’s too risky and they will

with the colours and shot

on the theme to create a look that

is inspired by ‘Kitsch Fashion’.

Thursday announced that it has greenlit

the Untitled Priyanka Chopra Jonas /

Nick Jonas Sangeet Project, an unscripted

dance competition series executive produced

last week on our first anniversary, and the
